April 16. List and Establishment of Half Pay for the officers of the several Regiments, Troops and Companies of Horse, Foot and Dragoons and other our natural born subjects disbanded since the 10th Sept. 1697: to commence from the 26th day of March last and to be continued by monthly or quarterly payments upon the usual certificates from the Commissary General of the Musters of their being alive and not otherwise provided for.

Treasury warrant to the Excise Commissioners to pay to Sir Scroop Howe, Comptroller of Excise, six years from 1694 Lady day on the allowance of 80l. per an. which he has paid for two clerks to comptrol the Duties upon Salt from the said date which was the commencement of the said Duties: with dormant clause for payment of same in future. Treasury warrant to the Customs Commissioners to permit Charles Lodwick to export for New York a bell which the bishop of London is sending for the use of the English church in New York: on payment of duties thereon. Warrants not Relating to Money XVI, p. 360.
April 17. Royal warrant for 50l. to the town of Colnbrook Co. Bucks. towards paving the said town which lying on a great road from London to Windsor is by reason of the lowness of the situation and the narrowness of the buildings become exceedingly dirty and unsafe for passengers but by reason of poverty the town cannot go through with the said paving. April 17. Royal warrant to the Attorney General to acknowledge satisfaction upon record of the penalty of 500l. imposed upon George Curteis, a mercer living in Maidstone for having in Dec. 1698 at the desire of one Edward Blower bought some Alamodes and Lustrings of one Thomas Rowe an utter stranger to him, part of which goods were afterwards seized by an officer of the Lustring Company "who informing the said Curteis that the said Company was very desirous of discovering the importers of such French silks in order to prevent that practice" the said Curteis readily informed the said officer the whole matter whereupon the said officer went to Dover where both the said Blower and Rowe lived and seized some French Alamodes and Lustrings, whereupon the said Rowe in revenge procured a Customs officer to bring an information in the Exchequer against Curteis when Rowe and Blower appeared as witnesses and Curteis was fined 500l.: but the said Curteis is only 22 years of age and was altogether ignorant when he bought the said silk. Money warrant for 400l. to Phillip Ryley, Surveyor General of Woods Trent South: upon account for carrying on the inclosures in New Forest. (Money order dated April 22 hereon.) Royal warrant to the Lords Justices of Ireland to pay (out of Concordatums) 171l. 5s. 0d. to Thomas Price, Town Major of the city of Dublin for his said service to 1699 May 1 on his allowance of 5s. a day which used to be paid out of Concordatum money, the said money since "the 1st of May" being so strictly tied up that the same cannot be paid thereout as usual without the authority of a royal warrant: as appears by a letter from the Privy Council of Ireland of Nov. 29 last. April 19. Treasury warrant to the Surveyor General of Crown Lands for a particular of the manor of Hempholme in order to a fresh lease thereof to Hugh Bethell at the present covenants and fine of 75l.
Prefixing: said Surveyor General's report on said Bethell's petition. The premises were formerly the possession of Sir Thomas Heneage and were exchanged by him with Queen Elizabeth at 105l. 13s. 4d. per an. According to Mr. Rathbone's survey in 1608 the premises had been raised by the said Heneage to that rental from 35l. 13s. 4d. per an. In the Parliamentary survey of 1650 they are valued at 146l. 10s. 0d. per an. Sir Hugh Bethell, petitioner's late uncle, purchased the premises from the Parliamentary Trustees and he was continued in possession thereof as a Coldstreamer. April 20. Money warrant for 10l. to the Schoolmaster of Southwell for one year to 1700 Lady day on an ancient perpetuity of 10l. per an. Money Book XV, p. 96.
Treasury warrant to the Surveyor General of Crown Lands for a particular of the space of ground betwixt the New Palace Yard and the Woolstaple whereon stood the late Tower or Clockhouse of the great bell of Westminster in order to a lease thereof to the inhabitants of the parish of St. Martin's Westminster for them to build a school house, they having in January 1698–9 erected a charity school for the education of 45 poor children of the said parish in piety and good manners where they are taught reading, writing and arithmetic so as to fit them for service or apprenticeship, which good design has already met with encouragement beyond expectation.

Money warrant for 30,000l. to Mr. Eyles, et al, Trustees for Circulating Exchequer Bills, as imprest for satisfying 3 per cent. interest to the subscribers to the sixth contract or agreement (which terminated the 28th inst.) for advancing money for exchanging and circulating the said Bills: being for the sum of 1,000,000l. subscribed under the said contract. [?April 25.] Royal sign manual containing the Establishment and Regulation of Rewards to be made to the Land Forces viz. for those disabled by wounds in fight or other accidents in the service or who after serving 20 years become unfit. All non-commission officers and soldiers so disabled are to be provided for in the Royal Hospital at Chelsea and in the meantime are to receive the following allowances out of the money appointed for the use of the said Hospital: viz. daily, a private 5d.; a drummer 7d.; a corporal 7d.; a serjeant 11d.; one of the Troop of Guards 1s. 6d.; one of the Light Horse 12d.; a corporal of Light Horse 1s. 6d.; a Dragoon 6d.; a corporal of Dragoons 9d.; a master gunner 1s. 2d.; a gunner 7d.
Certificates of qualification for such allowances and future provision in Chelsea Hospital are to be brought from the respective commanding officer or Commissary General of Musters. Ibid., p. 376.
