March 17. The Treasury Lords to the Lords Justices of Ireland to report on the enclosed petition [missing] of Edward Cocker for aid against the Earl of Anglesea for recovery of 7,155l. 4s. 10¼d. assigned to petitioner by Sir Richard Bellingham as due to his father Sir Daniell Bellingham from the Earl of Anglesea deceased when ViceTreasurer of Ireland to whom Sir Daniel was Deputy. March 18. Treasury warrant to the Receiver of the Duties on Houses for Co. Hereford to pay the salary of 70l. per an. from 1700 March 25 to David Richards as Surveyor of the said Duties. Money Book XV, p. 37.

The Treasury Lords to the Assessment Commissioners concerned in the borough of Southwark and the Half Hundred of Brixton. In the said district the assessment of the present Land Tax is deficient between 5,000l. and 6,000l. Please give the necessary warrants for assessing the deficiency forthwith. Ibid., p. 326.
William Lowndes to Mr. Burchett. In yours of yesterday you inform that the Deputy Lieutenants of Huntingdon have taken up a small number of seamen who are intended to be sent to Lynn. As there is no Naval Officer there the Admiralty Lords desire that the Customs officers there may be ordered to pay the established allowance to the persons who procured those men. Please inform the said Lords that by reason of the strict appropriation of the several branches of the Customs by Act of Parliament the Treasury Lords conceive they cannot give such orders but they have issued 7,050l. to the Treasurer of the Navy for the charges of procuring seamen. Same to Mr. Blathwaite to procure a royal warrant to authorise payment of 5,321l. 10s. 1d. to Isaac Teale and other apothecaries who furnished medicines to the Army and Hospitals in Flanders in 1697. Ibid.

Hans Finley: he having petitioned for same along with Lieut. John Wimprie and Lieut. Treasury warrant to the Customs Commissioners to pass, Customs free, stores for the use of his Majesty's Forces in New York as follows shipped by the Officers of the Ordnance on the board the ship Palme Tree, Joseph Lee master, and consigned to the Earl of Bellomont, Governor in Chief there: viz. 100 beds &c. detailed. Letter of direction for 1,100l. to the Navy Treasurer out of loans on the Vote of Credit for 500,000l. for the Navy: to be applied to the Victualling, to wit, to be paid to John Houblon junr. & Co. assignees of Sir William Hedges for two bills viz. of 3,000 dollars at 59d. per dollar and 1,500 dollars at 58d. per dollar drawn by Thomas Hardy at Cadiz for money furnished there for the Victualling. March 21. Treasury reference to the Surveyor General of Crown Lands of the petition of Theodore Salter and Mary his wife, one of the daughters of Peregrine Clark (lessee by grant dated 1673 of a messuage near the Hermitage Stairs in Wapping), praying a new lease thereof. Reference Book VII, p. 416.
Same to the [Principal] Officers of the Mint of the petition of Thomas Halmarke, late keeper of the North Gate Prison in the city of Chester, praying remittance of a fine of 100 marks for the escape of Joseph Horton who was found guilty of keeping a coining press and who made his escape by breaking several doors and locks of the said prison. March 24. Royal warrant to the Earl of Ranelagh to take off the respits on Capt. George Collins's Troop in the Earl of Essex's Dragoons and to compute the pay thereof as complete for the time of those respits: they having in their passage oversea from Flanders after the conclusion of the war lost several horses whereby considerable respits were occasioned at the succeeding musters of the said Troop after their landing in England before the said loss could be recruited amounting to 191l. 12s. 6d.: this allowance to be towards repairing the said Captain's said loss. They esteem the proposals of Mr. Nathaniell [Gold] and Mr. John Gold for providing 1200 tons at 2½ per cent commission to be most advantageous and therefore direct you to proceed thereupon. Ibid.

March 24. William Lowndes to the Earl of Ranelagh to report on the enclosed petition [missing] of Col. Lillingston concerning the allowing the several Companies in his Regiment, which were in the West Indies, as complete to the 1st May 1694, towards the charge of recruiting them. 1701. March 25. Letter of direction for 11,900l. to the Navy Treasurer, out of loans at the Exchequer on the late Vote of Credit for 500,000l. for the Fleet: and is to be paid to the Victualling Commissioners to complete 60,000l. directed for the Victualling out of the said loans. William Lowndes to the Auditor and Comptroller of Excise to peruse the enclosed bill of 767l. 10s. 8d. of Thomas Hall, Excise Cashier, for charges &c. in carrying his moneys to the Exchequer and striking tallies there for same and for carrying Excise moneys to and from the Mint. Royal warrant to the Lords Justices of Ireland to pay 1,674l. 2s. 0d. to Peter Laroche and Oliver Goodaker (Goodacker) for clothing the Earl of Arran's Regiment of Horse in 1699 to wit 1,395l. 12s. 7d. to complete the said clothing for 1699 and 278l. 9s. 5d. for the exchange of the said money: same to be paid out of the offreckonings due to the said Regiment from the day of their landing in Ireland to the 20th of May next coming: they having clothed the said Regiment in 1699 to the value of 4305l. 12s. 7d. towards which the offreckonings of the said Regiment to the time of the embarcation thereof for Ireland comes to no more than 2,910l. thus leaving 1,395l. 12s. 7d. still due; but the offreckonings from the day of their landing in Ireland until 1701 May 20 will amount to 1,674l. 2s. 0d. which you, the Lords Justices of Ireland, do conceive to be the only fund for answering that debt. William Lowndes to the Revenue Commissioners, Ireland to report on the enclosed petition [missing] of Peter Henriques merchant praying that a quantity of lead cast away on the coast of Ireland in the ship Happy Endeavour may be permitted to be shipped for Bristol without paying Duty in Ireland. Royal warrant dated Kensington to Richard, Earl of Bellomont, Captain General and Commander in Chief of the Provinces of New England, New York, the Massachusetts Bay and New Hampshire in America, not to allow to [Thomas] Weaver, collector of his Majestys revenues in the Province of New York, in his accompt of the said revenues any salary for the year and a half that he stayed away from his duty: and if any bill of exchange drawn by him for the same or any part thereof hath been paid you are to take care to suspend the profits of his place till the King be thereby reimbursed; the said Bellomont having by a representation desired instructions herein and the Board of Trade having thereon reported that the article in said Weaver's account relating to his said salary during the time he stayed in England ought not to be allowed because the said Bellomont and the said Commissioners did frequently admonish him to repair thither, and that an example of such an allowance would be an encouragement to neglects of that kind in the rest of the Plantations; and it further appearing that Weaver hath taken up money here and drawn bills upon presumption of having his salary allowed him. Letter of direction for 3,612l. 8s. 7d. to the Earl of Ranelagh out of loans on the late Vote of Credit for 50,000l. for the Guards and Garrisons: and is intended to be applied to the subsistence of the Troops in England and of the Regiment of Fuziliers in Jersey and Guernsey for one week from March 19th inst. William Lowndes to the Earl of Ranelagh to report on the enclosed petition [missing] of Lieut. Col. Gore and other officers of Col. Lloyd's Regiment of Dragoons for taking off respits on their pay which are due to the oversight of the clerk of the Troop. Out Letters (General) XVI, p. 330.

The Treasury Lords to William Penn Esq. Proprietor of the Province of Pensilvania in America. After our hearty commendations: whereas by an indenture dated 1682 August 24 the late King James then Duke of York did bargain sell enfeoff and confirm to you, your heirs and assigns for ever all the lands lying upon Delaware River in America beginning 12 miles south from the town of Newcastle otherwise called Delaware and extending southward to the Whore-Hills otherwise called Cape Hinlopen with all privileges and immunities whatsoever of the said then Duke of York therein or to any part thereof, to be held as of the castle of New York in America in free and common socage under the yearly rent of a rose at the feast of St. Michael if demanded: by which indenture it is covenanted that you, your heirs &c. should within one year ensuing the date thereof erect one or more public Office or Offices of Registry upon the said bargained premises wherein you, your heirs &c. should truly and faithfully accompt, set down and register all rents and other profits which you and they should make raise or procure in or out of the said premises or any part thereof and should and would at the feast of St. Michael yearly pay to the said Duke of York his heirs and assigns one full moiety of all rents, issues and profits as well extraordinary as ordinary as should be made or raised by reason of the premises or any part thereof: and that if the same should be behind and unpaid in part or in all for 20 days after same ought to be paid that then it should be lawful for the said Duke to enter into the premises and distrain for the said moiety and arrears;
And whereas it does not appear to us that pursuant to the said covenant any account has been made to the present King for the said moiety we do hereby strictly charge and require you forthwith to return an accompt to us of the said moiety or any part thereof since the date of the said indenture to the end that the King's dues may be thereupon satisfied; wherein your speedy compliance is expected and so we bid you farewell. Same to the Bishop [of] Worcester. My Lords have read to the King your memorial concerning those charities of the late Queen which were paid by Mr. Nicholas to your hands to distribute. The King thereupon ordered that all arrears thereof to 1700 Xmas shall be satisfied and a half year's arrears be paid at present but that from Xmas last the same shall cease and be no longer payable.
