Lancaster and part of Westmorland upon their rendering an exact account of all moneys received by them for the port of letters from 1700 Sept. 29 to the present time. The Treasury Lords to the Lords Justices of Ireland to fully pay and clear in Ireland the 12 Battalions of Foot ordered by the King to be transported from Ireland to Holland and to give the clothiers assurances that the offreckonings shall be paid "here" to their use: and further to provide shipping for the horses, the cost whereof we will refund to the Treasury of Ireland. The Treasury Lords to the Lords Justices, Ireland, to finish with all expedition the barracks for the Horse in accordance with the representation from the Overseers for building Barracks: but in view of the departure of 12 Battalions of Foot for Holland the barracks for the Foot are not to be proceeded in "unless it be those that are thought necessary to entertain men in to prevent robbers and privateers." June 8. Royal warrant dated Hampton Court to the Earl of Ranelagh to compute the pay of Capt. William Wansbrough's Company of Grenadiers in Col. Henry Row's late Regiment of Foot as complete from 1st July 1694 to 1st May following, it being ordered upon the Descent to Brest in July 1694 and being then complete but he with one of his Lieutenants and part of his Company being taken prisoner by the French in an action at Camaret near Brest where he subsisted his men out of his own pocket and endured great hardships until he was released in December following; and in his absence several musters having been taken and respits amounting to 274l. 12s. 0d. put upon the said Company until the 1st May following when he mustered complete; he having upon his return recruited his Company without any allowance for same. June 11. Royal letters patent dated Kensington granting provision to Theobald Townson, William Taunton, William Harding and Richard Bury for the inhabitants of Weymouth and Melcombe Regis Co. Dorset to have the stones of an old blockhouse called Sandfort Castle belonging to the King near the said town (which is only a heap of rubbish and decayed walls, not having been inhabited for many years) to be used towards the building of their bridge, the town being very poor and at great yearly charge for the preservation of their harbour, the said bridge being now ruinous and unsafe for passengers, to the sensible decay of their trade. Treasury warrant to the Surveyor General of Crown Lands for a particular of items ut supra Vol. XVI, p. 275 in order to a lease to Jasper English.
Prefixing: said Surveyor's report dated 4 June on English's petition for same. Pursuant to your Lordship's direction signified by Mr. Lowndes's letter of the 30th of the last month supra p. 275 I have revised my former report on the petition of Mr. English for an equivalent to be granted to him in lieu of certain lands which he has surrendered to his Majesty at Hampton Court; and I have made a computation of the value as well of what Mr. English hath surrendered or is to surrender as of the particulars he desires in lieu thereof: viz. as follows:
The meadows under the House Park at Hampton Court containing 90 acres were held by a lease from Mr. Yonge made in 1688 (confirmed by the Duke of Northumberland in 1696) whereby Mr. English had a title for the lives of the Duchess of Cleveland and Duke of Northumberland at 90l. per an. and 40 loads of hay. The lessee had also liberty granted him of towing barges with horses on the bank of those meadows: petitioner has been at great cost in draining and improving the soil and in embanking and preserving the same from being drowned as they were frequently heretofore by Thames floods: and his Majesty having of late been often at Hampton Court I believe the price of manure may be cheaper and hay and pasture there yield a better price to the petitioner than formerly; so that probably he might now have reasonably expected to make at least 80l. per an. profit by that lease which he has surrendered to his Majesty.
I think the interest which he had therein (together with two other meadows containing 14 acres held for the same two lives in reversion of Mr. Yonge at the annual rent of 10 load of hay, which meadows are now also surrendered) may be valued at 800l.
Mr. English has an interest (by an Exchequer lease) in 13 acres of meadow, part of the premises: which he is also to surrender: being included in the aforegoing valuation.
Mr. English desires in lieu hereof that two acres next the river may be fenced off from the rest of the said 13 acres meadow and continued to him with such small part of the bank of the great meadow as is now used for the conveniency of towing barges with horses. This bargeway is in his Exchequer lease: and I think if your Lordships please on surrender of that lease to re-grant him the said 2 acres and the rest of the said bargeway and pass the same for the term of 71 years as desired it may be worth 140l.
Memorandum: the greatest part of the bargeway is over some copyhold lands in which the petitioner hath the inheritance.
The house called the Toy lately rebuilt at petitioner's great charge and now let for 80l. per an. certain and 50s. a week more when the Court is there, is held for 37 years at 20l. per an. payable to the Housekeeper [of Hampton Court Palace]. For the additional term desired I account this to be worth 420l.
The piece of ground now in the said Exchequer lease situate near the Mitre Tavern and adjoining the Underkeeper's lodging contains 60 feet in length by 40 feet in breadth whereon an old ruined stable lately stood. This is held for 37 years to come with the Toy. For the petitioner's encouragement to erect buildings for necessary offices to the Court he desires that this ground may be enlarged to 156 feet by 50 feet extending from the Mitre Tavern to Hampton Court Green: on which [extra] ground are some old ruinous buildings. I account this worth 250l. considering the situation and that now since the re-edifying the Palace at Hampton Court it may be esteemed building ground.
Thus the full total of what petitioner desires comes to 810l. as against 800l. compensation for his meadows. Warrants not Relating to Money XVII, pp. 62–63.
June 11. Royal warrant dated Kensington to the Lords Justices of Ireland to insert in the Civil List of Ireland the salary of 200l. per an. for Elias Bouhereau as Library Keeper at Dublin; the Lords Justices having represented that there is no public library in Ireland and that such would be a common benefit and encouragement to learning and in order thereto the Archbishop of Dublin intended to give a good quantity of books and the said Bouhereau also has a collection of books valued at 500l. which he is willing to put into the said library. The said salary is to cease when Bouhereau shall be provided with the place of Treasurer or Chantor of the Cathedral Church of St. Patrick, Dublin. Out Letters (Ireland) VIII, pp. 125–125b.
June 11. Same to same to insert on the list of Reformed [or Half] Pay of the Military Establishment of Ireland an allowance of 2s. 6d. a day to Robert Flaharty as a Reformed Cornet of Horse. Ibid., p. 126.
Same to same for a great seal to rectify the mistakes in the grant of 7 Nov. 1684 from Charles II to the bishop of Ossory of divers forfeited impropriations for the use of the clergy thereof and to exonerate and discharge the Bishop of Ossory and the clergy of his diocese from paying other or greater rents to the King than they ought to pay: the rents reserved in the said grant having been according to the value of Irish money and one fifth part increase added thereto, which rents ought to have heen reduced to sterling money and certified accordingly.
