William Lowndes to Mr. Howe [Paymaster of Guards and
Garrisons]. I have acquainted my Lord with your memorial for
subsistence in England (11,536l. 13s. 4d.), for several Companies in
the West Indies (501l. 6s. 0d.) and for 6 Marine Regiments
(4043l. 10s. 0d.).
As to the Forces in England my Lord makes no difficulty in
ordering the subsistence, supposing there is no danger of their
payments exceeding the muster rolls. As to the Forces in New
York my Lord doubts they are not near complete and therefore
what is issued to them must be on account till the muster rolls
come, which ought to be hastened : and care is to be taken that
the payments for subsistence do not exceed their full pay. The
like care will be necessary for the Forces in the West Indies Islands.
As there will be an opportunity of sending [money], thither speedily
with the Earl of Peterborough it ought to be considered what
advances of subsistence or credit should be furnished to those
Troops till there be another occasion [opportunity] of sending.

352,000l. (including 87,105l. 10s. 0d. for 10,000 soldiers for sea

William Lowndes to the Victualling Commissioners. The Navy
Commissioners have laid before the Lord Treasurer their letter to
you of the 6th inst. upon the observations made by the Comptroller
of the Victualling as to the accounts of Philip Papillon, late Cashier
of the Victualling to the Earl of Orford. You are to observe the
methods which the Navy Commissioners desire therein viz. in
