As to what you mention in your letter of the 4th inst. concerning the Queen's intentions to discharge arrears of Tenths on all livings under 50l. per an. my Lord Treasurer knows nothing of its being ordered or that it has been so much as considered by her Majesty.
As to Johns and Robins my Lord has written to the Stamp Commissioners ut supra p. 299.

Treasury reference to Sir Salathiel Lovell of the petition of Daniell Breames, a soldier in Lieut. Col. Stevenage's Company in the Coldstream Regiment of Foot Guards, shewing that in self defence he wounded a person in December last and not having a guinea to give the surgeon who demanded so much of him for the cure a malicious prosecution was carried on against him and in February last he was fined 5l. at Hicks Hall and has been a prisoner in Newgate ever since by reason of a clause in a late Act of Parliament [1 Anne St 2 c. 9] it is not in the power of the Justices of the Peace to remit the fine. Warrant by Treasurer Godolphin dated Windsor Castle to Sir Christopher Wren et al, officers of the Works that for the future none of you who ex officio are entrusted to make contracts or to allow bills or accounts of buildings, works or repairs shall be any ways employed in the doing or performing any the said buildings &c. : it having been represented to the Lord Treasurer that several works or buildings on her Majesty's account have been undertaken by you or some of you or some other officers of the Works who are similarly entrusted ; which seems to his Lordship very unreasonable and contrary to the ancient usage of your offices. July 18 and 19 and 20. William Blathwayt [as Auditor General of the Plantations] to Samuel Spofforth Esq., Deputy Surveyor and Auditor of her Majesty's revenues arising in the Islands of Bermudas or Summer Islands. There has hapned indeed many accidents by which your several letters to me have miscarried. Those of the 2nd July and 4th August 1703 (which you advise me of by your last letter of April 6 [1704]) are not come to hand. I am sorry for your indisposition and should be no less unwilling to loose your correspondency, so far am I from thinking of another Deputy. You ask what encouragement you are like to have in that invidious employment. You need not doubt of my acknowledgements and I shall be able to send you by my next an account of those fees allowed in the Exchequer here for the auditing or examining the public accompts, which cannot be refused you in Bermuda, if you apply yourself heartily to the performing that part which is incumbent on me (and on you as my Deputy) which you will easily understand by my patent, of which you have long since had a copy and by the Instructions which I now send you, differing a little from what you may have formerly received.
As to the place of Collector, by which I suppose you mean that appointed by the Act of 25 Car. II relating only to the Enumerated Commodities, the [said] officer being authorised by the Customs Commissioners here and acting by their Instructions (without receiving any Duties or parts of the revenue of which the inspection is intended me by my patent) I do agree that place is not inconsistent with my deputation [to you] but may enable you to execute it the better : and therefore I will make it my endeavour to procure it for you so [long] as I do no man an injury by it or, in case the person now officiating be found unworthy of it. You will apply yourself likewise immediately on your part to the examination of the public accompts and to the informing me of whatever may relate in any manner to her Majesty's revenues in the Bermudas. That you may receive no discouragement therein I now write to the Governor and have spoken to his brother, who is his principal Correspondent here, that you may be freely admitted to every part of the office belonging to you by my deputation. I am assured that no self interest shall debar you from that freedom so also you may be sure there will be no obstruction on that side.
For Mr. Davis, the Receiver of the Impost Money, I have sent to him, who does not own to have brought any accounts with him into England [and professes] not to have known that it was expected from him but promises very solemnly to be more observant of his duty hereafter and to lay all the accounts he is concerned in constantly before you to be transmitted to me with duplicates pursuant to my patent.
This is not to hinder but on the contrary [to assist] all such further examinations as are required by the Act of Assembly concerning the Revenue, which [Act] her Majesty has now declared perpetual.
I shall be glad of all you promise relating to former Governors and [shall] seek all opportunity of rewarding your pains.

Instructions dated Whitehall 19 July 1704 from William Blathwayt to said Spofforth (differing very little from Instructions of 9 May 1702 supra Tr. Cal. vol. XVII, p. 207-8) but concluding with the following as an additional Instruction.
You are further to take notice that the several accomptants are to make oath to the truth of the respective accompts which are to be examined and reviewed by her Majesty's Lieutenant Governor or Commander in Chief of those Islands and the Council and such as are or shall be appointed by any Act of Assembly for examining the same, as also by yourself as Deputy Auditor. Whereupon they are to be transmitted unto me with their proper vouchers by the first and best opportunity in order to be laid before the Lord High Treasurer or the Commissioners of her Majesty's Treasury.

I am now on the road to my house in the country so that I cannot particularly acknowledge all your letters by their respective dates. Nor is it necessary since I have fully discourst with your brother about everything that concerns you, and more especially the examination and transmission of all the Bermuda accompts which are wanting since your arrival in that Government. Your brother is fully satisfied of the necessity that besides any provision made by Act of Assembly (which is to take place accordingly) my Deputy [must] have the joint inspection and examination of all the accompts of her Majesty's revenue arising by Act of Assembly or otherwise in the Bermuda Islands pursuant to my patent and that those accompts be duly transmitted to me (with duplicates by other conveyances) to be laid before my Lord Treasurer. To this end I have appointed Mr. Spofforth my deputy and I send you a copy of his Instructions so that you may see what is expected from him. He owns great respect for you and he need not doubt of your countenance in all these transactions. I do not entertain you with the business of our [Plantation] Office, which you will receive from Mr. Popple. Mr. Davis promises to do his part in the despatch of the public acconpts.
