William Lowndes to Sir Christopher Wren. It is the Queen's pleasure that you prepare a draft of the alterations you think proper to be made in the Inner Court at St. James's, to wit where the Prince's chapel and Lord De la Warr's lodgings are, and to wait upon her Majesty with same as soon as possible. Same to the Prizes Commissioners to pay Capt. James Littleton his share of the French East India prize called the Star of the East notwithstanding the stop in my letter of Oct. 11 last supra Tr. Cal. vol. XVIII, p. 418 : the said Commissioners having no information in their books of any embezzlement exhibited in their office against the said Littleton ; the occasion of the said stop being from somewhat Sir George Rook said at the [Admiralty] Board, but none of the Officers or men of Capt. Littleton's ship having applied in relation to the plunder, the Lord Admiral's Council do not think it reasonable that Littleton should be longer kept out of his share on that score : and the assistant Solicitor of the Customs having certified the Lord Treasurer that no information is entered there against the said Capt. Littleton upon account of running or embezzling any goods out of the said prize. Ibid., p. 418.

Same to the Salt Commissioners of the petition of Henry Lane concerning a shortage on salt which he shipped [by coast cocquet] on board the York of Dartmouth and which was seized at Plymouth and condemned in the Exchequer Court for shortage "all which was occasioned by carrying the salt on board in open lighters in rainy weather and not having the ordinary allowance for wastage :" therefore praying the Queen's share of said salt and allowance or debentures for the Duty thereon. Royal warrant to the Postmasters General to appoint a Deputy Postmaster at Edinburgh during the term of three years from date hereof, and no longer ; with a salary of 100l. per an. to be payable out of the revenue of the Post Office of England : in accordance with the royal sign manual of 1701-2 Jan. 21 made upon a memorial from the said Postmasters in Jan. 1701-2 which memorial represented the many inconveniences they suffered by the Post Renters [farmers] there running much in arrear for the port of letters sent from England and the great difficulty of recovering same : whereupon William III by his said sign manual authorised the appointment of such a Deputy Postmaster and George Main was thereupon appointed for three years only, which term is now near expired and the renewal thereof will be very much to our service.
The Postmasters General are hereby also authorised to defalk out of the twopences to be received in England for the account of the Post Renters of Scotland as well the port of the letters and pacquets of the Secretary of Scotland [sent] upwards to London as also the riding charges of all flying pacquetts to and from them [the said Secretary] between the town of Berwick and any part of England. William Lowndes to the Lord Treasurer's Remembrancer for an exact account of all fees claimed or taken by you on passing the accompts of any accomptants in which your office is any ways concerned. Treasury reference to the Surveyor General of Crown Lands of the petition of Richard Hodson shewing that he is seized of one third of the coal mines in Benwell commonly called Stumplewood Head alias Stumblewood Head, Crossflatt, Les Meadowfeild and Le Goreflatt in co. Northumberland and has been at vast charge in working same but till late has not made the rent thereof : therefore prays to compound the arrears of rent, being willing to pay it in future. Aug. 5. Royal warrant dated Windsor Castle to John Howe, Paymaster General of Guards, Garrisons and Land Forces in England, to take off the respits of 77l. 15s. 6d. from Lieut. Col. Francis Gore, Major Walter Leveson, and Capt. John Hoare of the Regiment of Dragoons commanded by Col. Geo. Carpenter, being for their servants between 25 Aug. and 25 Dec. 1703 : all by reason that contrary to the methods of the Army the Deputy Commissary had respited the servants of some Officers who were present at the musters and of others who were absent by leave. Money warrant for 237l. 10s. 0d. to the Mayor of Macclesfield for 4¾ years from 1699 Sept. 29 to 1704 June 24 on the allowance of 50l. per an. for a preacher, formerly payable out of the Crown rents of co. The like for a like warrant for establishing Charles Abington and Thomas Aldcroft as reduced Deputy Commissaries [of Musters] at half pay and for payment of their half pay as from 1701 Dec. 25 : they having constantly performed their duties therein in accordance with the directions of the late King and having been at great expense in horses and servants Lord Walden [Muster Master General]) having represented that musters are to betaken every two months and the [said Deputy] Commissaries are obliged to as large Circuits as if there were a great number of Troops. By the Lord Treasurer's direction Mr. Willcox, Surveyor General of Woods Trent South, has taken a survey of what money may be raised [by wood sales] in Waltham Forest for payment of arrears due to the Keepers there. He reports that as woodward you claim all decayed trees and windfalls. You are to attend the Lord Treasurer with your claim and the grounds thereof. Ibid.
Same to the Attorney General to report on the enclosed petition [missing] of Fra. Browne of London merchant, praying a grant of wrecks lost between the Downs and Plymouth. Ibid., XVIII, p. 11.
Warrant by Treasurer Godolphin to the Customs Commissioners to employ Robert Eden as Surveyor of Sunderland port loco Thomas Browne deceased. Out Letters (Customs) XIV, p. 323.
Same by same to same to deliver up the bonds of Arthur North of London merchant, and to assign over the extent on said North's estate to Sir Charles Eyre on his agreement for payment of North's debt by four yearly instalments : it appearing by the Customs Commissioners' report of July 22 last that in said North's petition he sets forth that his father died in Oct. 1697 leaving him a minor under the age of 18 and two years after he was called upon to pay his father's debts on several bonds near 5000l. more than ever the whole effects produced and whereof there was no mention in his father's books : notwithstanding which the said North (though not obliged) discharged all the said bonds out of the credit he had obtained by trade and within six years past has paid near 40,000l. for Customs on tobacco and is now only indebted 2300l. to balance, which he cannot comply with, his reputation being destroyed by an extent lately issued against him whereby for the future he will be entirely deprived of his commissions from Virginia that were his whole subsistence : on which petition the Commissioners report that Sir Charles Eyre, a gentleman of very good credit, has offered to give bond to pay said North's debt on terms as above : the debt being 3532l. 1s. 9d. of which Thomas Cary, of London merchant, is bondee for 766l. 9s. 3d. and that a scire facias was issued and upon information a commission of bankrupt was out against North and two immediate extents were taken out, one in Lincolnshire which seized a freehold estate of 174l. 17s. 0d. per an. the other in London which seized a debt of 242l. 12s. 6d. due from John Wynne, and that the freehold estate cannot be sold and the proposed arrangement is best for the Crown. William Lowndes to the Prizes Commissioners. The Board of Greencloth have acquainted my Lord Treasurer that there is an absolute necessity to supply the service of the Queen and her Household with French wines and have desired to have notice when any prizes of that kind are taken and are to be sold before they are sorted into lots and advertised for sale so that they may choose what is fittest for the Queen's service and bid with others at the place of sale. William Bird senr., Deputy Surveyor and Auditor of her Majesty's Revenues arising in the colony and dominion of Virginia, enclosing a copy of the Instructions previously sent to him on the 19th April 1703 supra Tr. Cal. vol. xviii, p. 244 with the marginal alterations and additions as therein noted.
I write to you by more than one conveyance to send you the necessary Instructions for drawing up, passing and transmitting your accompts. They ought to be examined and passed in [your Virginia] Council and oath ought to be made to the truth of them by the accomptants.
You will have heard of the complaints made against Col. Nicholson by Mr. Blair and others, wherein the matter of the Virginia accompts is made a principal and often repeated article, expressing among other things your dissatisfaction that the accompts were not passed more regularly in Council. This I hope will be amended for the future "and the oath I mention, being subjoined to all your accompts as well for the time past as to come they will be all in a condition of being passed at the Exchequer here, as my Lord Treasurer directs" : for which it will be necessary that you give an authority or letter of attorney to your son or some other person [here] in order to your procuring your quietus.
