Royal warrant to the Lord Lieutenant of Ireland to insert on the present and all future Establishments of Ireland an annuity or yearly pension of 150l. for — Walker, son of Dr. George Walker late Governor of Londonderry, for the support of himself and the family of the said Walker as from Lady day last : the preceding Parliament of Ireland having voted 2000l. for the support of the said family but the present Parliament finding that the supplies would now be deficient have addressed the Lord Lieutenant for provision to be made to the said son until such time as [the finances of] Ireland should be in a condition to make good to him the said sum of 2000l. April 18. Warrant by Treasurer Godolphin [to the Clerk of the Pipe] for a reversionary lease to Martyn Folkes of premises ut supra Tr. Cal. XIX pp. 468, 503, being houses and things in Queen Street against Holborn and against Newton Street in the parish of St. Giles in the Fields and reputed parcel of the bailiwick of St. James's.
Prefixing : constat and ratal of the premises made out by Mr. Travers, Surveyor General of Crown Lands : 5 small tenements on the west side of Little Queen Street ; 6 small houses near the said [Little] Queen Street and abutting on the great place called Holborn ; a tenement in Little Queen Street standing eastward of the said 5 tenements and inhabited by the said Folkes and 2 tenements on the east of Newton Street with the stable yard, 5 stables and 5 coach houses : all as demised to John Harvey and John Coel (afterwards Sir John Coel Knt.) as nominees of and in trust for Henry, late Earl of Saint Albans 1662 Sept. 23 and again in 1674 Sept. 10.

April 20. William Lowndes to Mr. St. John [Secretary at War] to prepare a royal warrant for payment of the allowance of 100l. per an. to Anne Babington, widow of Col. Babington ; out of the head of Contingencies instead of out of the pay of the Governor of Berwick, out of which latter the same has been paid up to 1704 Xmas. Out Letters (General) XVIII, p. 61.
April 23. Treasury reference to the Attorney General of the petition of Dame Eliz. Lawson shewing that her husband bequeathed 600l. to the Queen by a codicil dated 11 Nov. last as in lieu of taxes due by way of common assessment "having never acted in any office that concerned any of the public revenues except as a Justice of the Peace or a Commissioner of the Taxes" : that he had always paid his assessments and the said codicil is void, being left upon no real consideration and [he] left 6 small children in very mean circumstances : therefore praying remittal of the said 600l. William Lowndes to Mr. St. John [Secretary at War] enclosing the report of Henry Cartwright and Henry Vincent on the petition of Major Archibald Patten shewing that 195l. 1s. 4d. is due for his pay as Captain in the Earl of Donegal's Regiment from 25 Oct. 1702 to 16 Dec. 1703 being 418 days at 9s. 4d. a day. Same to the Navy Commissioners to report on the enclosed letter [missing] from Sir Richard Haddock and Sir John Parsons, late Commissioners for Victualling, concerning the scruple you make as to allowing of bills signed by them after Feb. 7 under the instructions contained in my letter of Feb. 7 last [sic. for 7 Feb. 1703-4 Tr. Cal. XIX, p. 129], without which allowance they cannot give their agents such perfect bills as will enable them to clear their imprests. Ibid., p. 62.
Treasury reference to the Comptrollers of the Accounts of the Army of the petition of Col. Elliot in behalf of his Regiment for removal of respits on it and that the twopences thereof which goes to satisfy the offreckonings may be taken off, otherwise the same must go out of the personal pay of the Officers.

Same by same to the Surveyor General of Crown Lands for a particular of premises (a sand island in the river Humber near the manor of South Cave &c.) as petitioned for by Henry Washington ut supra Tr. Cal. XIX p. 96 in order to a lease of same to him.
Prefixing : said Surveyor's report on said Washington's petition for same. It contains 163 acres but is not yet become firm though probably it may become so in a few years and then the adjoining manors of South Cave and Bromfleet may contend for a right to the same. The petitioner is owner of the manor of South Cave and undertakes to embank the same from the Humber and to defend the Crown's title. Ibid, pp. 14-15.

Royal warrant to the Attorney or Solicitor General for a great seal for a new Commission for Appeals and Regulating the Excise : the new Commissioners to be Sir William Honywood, Richard Beke, Edmund Chaloner, Joseph Addison and Thomas Goodman in place of the present Commissioners the said Honywood, Beke, George Dodington, Chaloner and Addison. William Lowndes to the Prizes Commissioners to report on the enclosed petition of John Edwards for a share of the money condemned as prize lately seized in the Thames on board the ship Friendship, he alleging that he is the first informer, whereas Benj. Edwards has petitioned pretending to be the only person in England that saw the said ship in France. Out Letters (General) XVIII, p. 62.
Treasury reference to the Customs Commissioners of the petition of Ste. Thompson, of London merchant, shewing that he is indebted 1047l. 7s. 3½d. for Customs but has been forced to withdraw himself by reason of great losses at sea, and an extent is issued against him : that 800l. is due to him from the late King for wines served as purveyor : therefore praying that same may be paid to him or that he be given time to get in his debts. Same to the Prizes Commissioners of the petition of Capt. And[re]w Douglass shewing that he took two prizes in the West Indies and carried them in to Jamaica where there being no Agent for Prizes he sold them : therefore praying that his account thereof may be allowed as a regular account. Ibid.

Same to the Surveyor General of Crown Lands of the petition of John Bathe praying a lease of several small leasehold estates viz. the scite of the old ruined castle of Holt, the Castle Ditch &c., the fishing of Tadpoole, a small decayed tenement in Butcherrow, New Sarum, certain small tenements in the city of Lincoln which have been suffered to fall into hand by reason they were of such inconsiderable value no one of them would bear the charge of passing a lease, and the possessors having no title the estates do daily decay. William Lowndes to Mr. St. John [Secretary at War] to prepare a royal warrant for continuing to Xmas 1705 the pay of the Earl of Peterborough as Captain General of the Land Forces to serve on board the Fleet, "although he should sooner dye in her Majesty's service." Treasury reference to the Customs Commissioners of the petition of Thomas King and John Aynsworth, of London merchant, shewing that they have been at great charge in setting out several privateers and have taken several prizes to wit the St. Joseph of Bayonne, the Pelican &c. and have paid Customs for such goods as were worth the Duty : therefore praying an allowance on the Custom of such of the wines as are but small "with regard to the difference between the captures made by her Majesty's ships and the petitioners" ; the one being amply supported by the public whether they take any prize or not and the other running the risk of no purchase [? capture] no pay." Treasury reference to the Attorney General of the petition of Ralph Cook of Grays Inn setting forth a grant from Wm. and Mary of all the extended estate of Thomas Price, amongst which were bankers' assignments to the value of 17,313l. 16s. 8d. principal : therefore praying that the necessary orders may be prepared at the Exchequer for payment of 3 per cent. to petitioner pursuant to the Act of Parliament. Warrant by Treasurer Godolphin to Henry Coltman, chief clerk to Richard Taylor, to make up the said Taylor's accounts as late Paymaster of the Million Lottery tickets : by reason that Sir John Humble, now Paymaster of the said Tickets, has represented to the Lord Treasurer that upon entering into the said office of Paymaster he found remaining there a great number of tickets and other vouchers belonging to the accounts yet unpassed of the said Taylor "which will maintain [vouch] the payments following : viz.

April 30. Royal warrant to the Attorney General for a great seal to grant to James Brydges the office of Paymaster of the Forces Abroad ("Receiver and Paymaster to take care of the pay of our army in the Low Countries acting in conjunction with the Forces of our Allies and all such Forces be their numbers more or less as were or should be part of our said army and all detachments from the same") with the fee of 10s. a day : all loco Charles Fox whose grant thereof is hereby revoked : payments are to be made to said Fox up to June 24 next on [any] privy seals or royal warrants [remaining unsatisfied] in order to prevent confusion between the accounts of said Brydges and said Fox. Royal warrant to Richard, Earl of Ranelagh late Paymaster of the Forces, to pay to Robert Livingston, Secretary or Agent of the Indian Affairs in the Province of New York, the further sum of 670l. (beyond the 994l. 4s. 7d. ordered by the royal sign manual of Oct. 19 last for satisfying his demands for services and expenses relating to the Forces employed in said Province of New York in the time of Wm. III : the said 994l. 4s. 7d. being thereby to be paid out of debentures to be issued by said Ranelagh for 2457l. 14s. 0½d. remaining in the Queen's dispose out of the 30 per cent. exchange profit [realised] on paying the arrears of the said Forces) the said King having appointed him by commission dated 1695-6 Jan. 27 as Secretary as aforesaid at 100l. per an. sterling salary to commence from 1695 March 25 upon which salary he received only 25l. sterling or 32l. 10s. 0d. of money of New York by reason of his being suspended from the said office 17 Sept. 1696 by Benjamin Fletcher, then Governor of said Province : it appearing from a report of the Commissioners of Trade that Livingston continued to be very serviceable in managing the treaties with the Indians notwithstanding the said suspension and that they are of opinion his said suspension did not deprive him from having a just pretence to his said salary : whereupon the Queen by order in Council of Jan. 11 last declared that his said suspension should be taken off and that he should not be deprived of his pretensions to his salary thereby, which for 6 years 9 months and 73 days to 1701-2 March 8 (being the death of Wm. III) comes to said sum. The said sum is hereby to be paid out of the surplus of the 30 per cent. difference of exchange on payments to the Forces there. Queen's Warrant Book XXII, pp. 395-6. Establishment under the royal sign manual for the Officers to attend the Land Forces going on board the Fleet, to continue "during such Expedition" : viz. General and Commander in Chief, Major General, two Brigadiers, 2 Majors of Brigade, Quarter Master General, Adjutant General, Secretary, Chaplain, Physician and Surgeon : total establishment 20l. 6s. 8d. per diem "and for Contingencies upon accompt the sum of 2000l." William Lowndes to Mr. Fox to procure 75,500l. to be advanced by the Bank or any other persons on the tallies and orders registered in your name on the Continued Duties on Low Wines anno 1705 : and a further 50,000l. on like tallies and orders on the Two Thirds Subsidy of Tonnage and Poundage anno 1705. Charles Mein as Examiner of the Duty on the receipt of wines and currants London port at 40l. per an. and likewise to attend the East India sales and to compute the Duties of 15 per cent. chargeable thereon and to keep the account thereof and certify the debentures, at a salary of 100l. per an. loco Charles Carkess, preferred. Treasury reference to Mr. How and Mr. St. John of the petition of Charles Congreve, Lieutenant in Capt. James Weems's Company at New York and Adjutant to the four Independent Companies at New York, showing that he was sent to England by Visct. Cornbury with the accounts of the said four Companies and on account of other public affairs relating to the said Province [to wit] recruits for the said four Companies, stores for the Garrisons and presents for the Indians ; and the said Visct. Cornbury the better to enable him to perform the said service, drew a bill upon his [Cornbury's] Agent here for 50l. to be paid out of his pay : and also that there is due to petitioner 70l. for his own pay to April 24th inst. as Lieutenant and Adjutant ; neither of which sums can be received by reason of the death of Mr. Thrale, the late Agent : therefore praying payment to enable petitioner to return back. Same to Mr. Dodd and Mr. Warters of the petition of Hartstrong Mainwaring shewing that by commission from the Prince of Denmark [as Lord Admiral] in August 1702 he was appointed Agent [for Prizes and Admiralty Droits] in the islands of Jersey, Alderney and Sark and thereby seized several ships and goods as Rights and Perquisites of Admiralty, for which service a considerable sum is due to him, of which he prays payment. Royal warrant to the Lord Lieutenant of Ireland to pay to Narcissus, Archbishop of Armagh the remainder of the quarter's rent of that see which became due 1702-3 Feb. 2 amounting to about 530l. (being 825l. rent less 200l. paid to the Blue Coat Hospital of London and other duties amounting to about 95l.) : the said Archbishop's patent not bearing date before that date (although directed by royal letter dated 1702-3 Jan. 26) whereby he is not legally entitled to said rent, but he has erected a very noble structure for a public library at a very great expense and proposes to lay out the said sum and a much greater [one] in furnishing the said library "which will be of great honour to that our kingdom." Same to same to pay 200l. to Capt. Francis Neville, who was employed the last Session of Parliament by the House of Commons, Ireland, in a survey for the making a canal from Lough Neagh to Newry in the north part of Ireland, then proposed for a public advantage : which service he performed but the charge being computed at near 20,000l. the said House found themselves not in a condition to proceed further upon it ; but have made an address that Neville should be paid 200l. for his trouble and charge therein.
