September 16. Treasury reference to the Surveyor General of Crown Lands of the petition of Henry Chubb praying that the 84l. 13s. 2d. balance of his disbursements in prosecuting divers encroachments on part of the manor of Bucklawren may be satisfied out of the fine of a lease now passing to John Hoskyn. September 17. Royal warrant to Edward Nicholas to pay 100l. to the Countess of Cassilis and 50l. to Thomas Cornwallis as royal bounty. Queen's Warrant Book XXII, p. 457.
Same to Sir Edward Northey, Attorney General, to acknowledge satisfaction on record of the fines of 80l. and 370l. set on John Tamblyn, Robert Roscrow and Thomas Vessent for running 160 bushels of foreign salt and certain French wines and brandies in Padstow port in Trinity term 1704 : they and their families being reduced to a miserable condition : the charges of prosecution, being 192l. 6s. 0d., and the 62l. 8s. 2d. share for the prosecutor Charles Jones being to be first paid. Same to the Clerk of the Signet for a privy seal for 200l. per an. to John Yeomans, as Lieut. Governor of Antigua, to date from 10 April 1703 : out of the Four and a Half per cent. Duty : the Commissioners for Trade having by their memorial of 2 April 1703 proposed that it would be for the good of the service and of trade by freeing the Lieut. Governors of the Leeward Islands from their dependence on the Assemblies to allow them a salary of 200l. per an. each in lieu of all presents from the Assemblies : which the Queen was pleased to approve by order in Council dated 1703 April 10 : and further William Blathwaite having reported (on said Yeomans' petition who was appointed such Lieut. Governor 1702 Sept. 7) that he has not at any time since the date of his commission taken or received any manner of present or gift from the Council or Assembly. Ibid., pp. 459-60.
Royal warrant [to the Lord Lieutenant of Ireland] to pay to James, Earl of Abercorn 3000l. out of the revenue of Ireland (by 1000l. a year from 1705 June 24) as in satisfaction of all his pretences to the grant of 500l. per an. or to the lighthouses in Ireland under the grant to Sir Robert Reading and Jane, Countess of Mountrath his wife, of date 1667 July 16 which grant of lighthouses was surrendered on a representation of the House of Commons in England that the payment of the Duties towards these lighthouses was a grievance ; whereupon Charles II granted them 500l. per an. 1672 July 29 for the remainder of the term of said lighthouse grant ; and the said Earl of Abercorn married Elizabeth the only daughter of said Countess whereon the said Robert conveyed by deed dated 1683-4 Jan. 22 said 500l. a year to said Earl. September 18. William Lowndes to the Customs Commissioners enclosing the memorial [missing] of Count Gallas, Envoy from the Emperor of Germany, concerning goods arrived at Harwich "being a present sent by the said Emperor for his brother the King of Spain." Please give all respect and despatch in the passing thereof. Out Letters (General) XVIII, p. 132.
John Taylour (in the absence of William Lowndes) to Sir Lambert Blackwell. The Lord Treasurer has taken into consideration the occasion there may be of supplying money credits at Leghorn or Genoa for the land Forces under the Earl of Peterborough. He is very sensible of your readiness and inclination to give your best assistance in that matter and desires you will forthwith write to merchants there to furnish to the said Earl or Mr. Henry Vincent (deputy to John Howe Esq.) such sums in the best manner and at the easiest rates that may be as they can conveniently supply for that purpose, drawing bills on said Earl or said Vincent or the Paymaster General here in reimbursement : which bills shall be punctually paid when due without any delay. Letter of direction for 30,000l. to Mr. Brydges in part of 885,193l. 3s. 6d. for the 40,000 men anno 1705 : out of funds as follows viz. 3497l. 13s. 11¼d. of loans on Low Wines, 12,894l. 11s. 9d. of loans on Two Thirds Subsidy, 13,607l. 14s. 3½d. of Contributions for Annuities : and is to be applied for subsistence of the Subject Troops and full pay of the Foreign Forces composing the 40,000 men for 61 days Oct. 24 next to Dec. 23 next. Fiat by Treasurer Godolphin for royal letters patent to constitute Samuel Binks as one of the Customers of Southampton port loco John Weaver deceased. Out Letters (Customs) XIV, p. 389.
Warrant by same to the Customs Commissioners to insert on the Customs Establishment additional salaries of 20l. per an. each to Henry Strutt, William Selby and Edward Anderson 3 riding officers upon the borders of Scotland to make their salaries 80l. per an. each to enable each of them to maintain a servant and another horse to accompany and assist them in their respective circuits : and the like addition to William Hunter, the riding surveyor on the borders of Scotland between Berwick and Carlisle for the better support of himself, his servant and horses in his large district : "and you are to take care that the said several officers and their servants be furnished with fire arms for their defence against the insults of the smugglers."
Prefixing : report by the said Commissioners on the petition of merchants, clothiers and other traders in the woollen manufacture in and about Leeds and Halifax in co. Yorks. representing the great decay of their trade occasioned by vast quantities of wool carried into Scotland from cos. Durham, Northumberland and Cumberland and from thence transported into France and other foreign parts and praying an establishment of officers along the borders of Scotland as in Kent and Sussex : that the offenders are grown so bold that they come above 50 miles and carry wool off in despite of all laws.
Hereon the Commissioners report that by the Act of 10 Wm. III c. 16 all wool within 15 miles of the borders of Scotland was put under the same regulations as by the act of I Wm. and Mary c. 32 for all wool within 5 miles of the sea and was to be registered in the Customs offices in the like manner : and proper instructions and forms for such registering have been sent to the officers. It is reported to us by Mr. Mein and Mr. Waters who were lately employed in surveying the northern ports and by Mr. Baker, Surveyor General of the riding officers for the guard of the coasts of Kent and Sussex, that the officers already settled on the border are conveniently placed for preventing said trade but that increases to the officers as above may be granted and that they and all their servants may be provided with fire arms as are allowed to the officers in Kent and Sussex "which they conceive is all that can be done to prevent this clandestine trade without the assistance of a military force." Same to the Customs Commissioners of the petition of Sarah Bub, widow of Jo[h]n Bub (Bubb) of Bristol merchant, shewing that her husband had been a considerable trader and paid several thousand pounds in Customs but was reduced to great extremity by losses in trade during the war and is now indebted 2078l. 19s. 10d. on tobacco bonds, to satisfy which his estate to the value of 1600l. has been extended ; therefore praying that on payment of the remainder of the principal money on said bonds the interest may be remitted. Warrant by Treasurer Godolphin to the Clerk of the Pipe for a lease to Alexander Cutting of the structure called the Gallery, in great ruin, reputed parcel of the ancient palace of Richmond alias West Sheene now or late in the tenure of Sir James Butler and Griffith doctor of medicine, abutting south west on the Green Court or Yard and extending to the garden of the Dowager Countess of Winchilsea.
Prefixing : Surveyor General's constat and ratal of the premises : The lessee is to covenant to lay out 600l. in new building and improvement in 2 years. He is to have all the old materials of the premises and to be freed from rent for the first 2 years. The lease is to pass without fine in consideration of 600l. to be laid out by this lessee in buildings and improvements.

September 20. Warrant by Treasurer Godolphin to the Clerk of the Pipe for a lease to Ann Hopper, widow of Symon Hopper, of a messuage and garden in Richmond in her tenure and a small piece of waste land thereto, reputed parcel of the abovesaid ancient palace and abutting south east on the Green Court &c.

William Lowndes to the Customs Commissioners to carry out Count Gallas's wish, as by his enclosed memorial [missing], to wit for the goods which have been brought up from Harwich to be exported for the King of Spain without being opened at Falmouth. Out Letters (General) XVIII, p. 134.
Same to the Attorney General enclosing the Customs Commissioners' presentment [missing] touching a cause depending in the Exchequer Court relating to the new Subsidy on Prizage Wines. The Lord Treasurer desires you to be very careful in the prosecution of this cause, it being of very great consequence to her Majesty's revenue. Ibid.
Same to the Agents for Taxes. The Lord Treasurer finds by the enclosed account [missing] that 154,222l. is yet standing out in arrear on the Land Tax anno 1704. Please write to the several Receivers chargeable with the said arrear for their reasons for this : and lay their answers before my Lord. Ibid., p. 135.
Same to the Prizes Commissioners. Your accounts are passed no further than midsummer 1703. Please prosecute your account for the two subsequent years to June 24 last with all diligence. The Lord Treasurer has read the enclosed petition and confession [missing] of Robert Presgrave praying a pardon as to any frauds by him committed in the Receipt of the Exchequer "he having to the utmost of his power complied with [the] conditions of her Majesty's letter of privy seal giving him licence to return into England in order to make an ingenuous confession how his frauds were committed." The Lord Treasurer has no objection to such pardon. Ibid., p. 137.
Same to the Customs Commissioners to report on the enclosed information [missing] of John Peterson, late master of the Swedish ship Charles the Twelfth, giving an account of two voyages he made with tobacco from London to Dieppe. Ibid., p. 138.

Seymour, Governor of Maryland, relating to a French ship brought in thither as a perquisite of the Admiralty. Take care that the proceeds thereof be duly accounted for. Samuell Binks, Customer of Southampton port, to reside at Portsmouth, a member of the said port, and to take on him the collection of the Customs there with an [extra] allowance of 30l. per an. Out Letters (Customs) XIV, p. 392.
Treasury reference to the Customs Commissioners of the petition of Thomas King shewing that in August 1704 he imported in the ship Indian King 102 hogsheads of tobacco and paid all Duties, but two months after he entered 28 hogsheads for Rotterdam but they were seized because he "had not allowed what was deducted upon the importation for damage" : therefore prays a non pros in regard he is of another trade and ignorant of what was fit to be done and left it to his cooper. In 1664 June 22 a grant passed to the Countess of Peterborough of derelict lands on the coast of Norfolk "which was never answered" and was of no advantage to the grantees "that ever I heard of" and yet there were several petitions for a reversion of that grant. The petitioners propose to recover, embank and improve the lands. Due notice ought to be given in the parish churches where the pretended particulars lie. Ibid., pp. 119-120.

James Bamber served in Lord Charlemont's Regiment from 1702 April 29 to Sept. 23 following as Lieutenant and from 23 Sept. to 1703 July 6 as Captain at which time he died at sea : therefore praying payment of his arrears, she and her children being in great want. Sept. 27. William Lowndes to Lord Coningsby, Vice Treasurer of Ireland. It is represented to the Lord Treasurer of England by Mr. Jett, the Register and Paymaster of Irish Debentures, that 11,000l. is wanting towards satisfying the first year's interest on the said debentures, and that he cannot finish his account thereof for want of the remaining books out of Ireland relating thereto. Please cause the said books to be transmitted hither and likewise an account of the money remaining in your hands towards satisfying the said interest, together with an abstract of the rents reserved on the forfeited lands in Ireland that are still unsold "and are applicable thereto." Treasurer Godolphin's instructions for the Paymaster and Comptroller of the Million Lottery Tickets [under the Acts 5 Wm. and Mary c. 7 and 4-5 Anne c. 18]. (1) The Paymaster is to certify the Comptrollers what money is issued to him at the Exchequer and when. (2) The Comptroller shall examine the tickets paid by the Paymaster with the entries the Paymaster makes of the same and shall see that the tickets so entered be duly cancelled : and shall cast up the total of each day's payments in the Paymaster's Cash Book and shall enter the totals in a book to be kept for that purpose as a cheque on the Paymaster's payments. (3) The Paymaster shall transmit to the Lord Treasurer monthly certificates of his receipts, payments and remains of cash from Feb. 19 last. (4) At the end of every week the Comptroller shall inspect the Paymaster's cash and see that the balance "on each week's certificate" be actually remaining in the Paymaster's Office. (5) The Paymaster shall, at Michaelmas in every year, close his account of receipts and payments and within three months thereafter shall deliver in his accounts for declaration together with the vouchers.
