[My Lord Treasurer orders] 3000l. for the works at Woodstock. The Customs Commissioners are called in. Their report of this day's date concerning the wine merchants is read. The Minutes taken by the Secretary of the Customs 29 Jan. 1700-1 are read concerning the wine merchants. Mr. Holt is called in. He'll come again this day week. The Commissioners' presentments of Nov. 22 last and Dec. 13 last are read concerning the arrears of Coal Duty. Mr. Holt says he will give a particular answer to each. The wine merchants and tobacco merchants are called in. A long paper of the wine merchants is read, not signed. Sir Samuell Shepherd says about 200,000l. is standing out on bonds for wine, tobacco &c. and if a limited time were set [for the bondees] to pay without interest he does not doubt but the money will be paid. Mr. Clayton [speaks] to the like purpose. And they are willing to submit to a clause to pay interest for the future in case the bonds be not satisfied or discharged at the times limited in the conditions of the bonds. The merchants withdraw and will prepare a draft of a clause [for Parliament to grant such time allowance]. The Counsel for Mr. Thomas Whitley is called in with the Agents for Taxes. The affidavit of Lady Mainwaring is read. [My Lord Treasurer] re-refers the papers to the Agents for Taxes together with that affidavit. Sir Henry Furnese proposes to furnish a quantity of pieces of Eight, viz. Pillar [dollars] and Mexico [dollars], to the value of 31,000l. as follows viz. half to be paid here, the other half to be delivered at Lisbon, all in weighty pieces of Eight, Pillar and Mexico : the whole at 59 pence per piece of Eight : and to receive in repayment for the same, tallies and orders for 2000l. a year on the Annuities for 99 years. My Lord Treasurer agrees to this proposal at 58 pence per piece of Eight and Sir Henry to have interest from the time he delivers the money to the day in which the Annuity Act passes. My Lord Treasurer agrees to the proposal of Sir Theodore Janssen to remit 106,6662/3 Crowns of 82 sous, money of Piedmont, at 59d. English [per Crown] amounting to 26,222l. 4s. 4d. : which my Lord prefers to another proposal made at 58d. because the service is of so much consequence that it doth [will] not admit of any uncertainty in the remittance. The Duke of Marlborough comes in. On [reading] Mr. How's memorial [for money for the Guards and Garrisons my Lord Treasurer orders the issue of the following sums] viz. 29,057l. 14s. 7½d. for the year 1705 out of money and tallies in his [Mr. How's] hands. 10,741l. 9s. 1d. for subsistence to the Guards to Feb. 24 inst. and 4469l. 8s. 0d. for subsistence of the Battalion of Guards in Holland and Portugal to the same day : out of loans on the Land Tax anno 1706. 11,283l. 16s. 5d. in part of 87,125l. 10s. 0d. for 5000 additional men for sea service anno 1706 : out of ditto. The Lord Treasurer agrees to his [Mr. Howe's] proposed distribution (as in his [present] memorial) of the 15,000l. in Reversionary Annuities. Prepare the contracts for bread and bread waggons as last year. When the winter quarters are adjusted for the Luneburg Troops the same must be allowed. Mr. Howe's report on the memorial of the three Troops of Guards is read and thereupon my Lord Treasurer agrees that the money in Mr. Howe's hands on account of a deduction for offreckonings shall be paid in the usual manner by way of clearings to the said Troops. The report of Mr. Wilcox dated Jan. 21 last on the memorial of Mr. Foley is read and Mr. Foley's answer. My Lord orders that Mr. Wilcox prepare the draft of a contract [for cord wood in Dean Forest] upon the said memorial. My Lord orders that Sir Thomas Littleton do dispose of 100,000l. of the tallies on the Land Tax anno 1706 lately put into his hands to such persons as will advance [money on] the same. The interest thereupon is to commence from the time of advancing. The said 100,000l. is to be applied to the services following viz. 80,000l. for wages to ships now fitting out to sea and 20,000l. for the Victualling, to wit for paying bills of exchange, Necessary Money and Extra Necessary Money, Short Allowance [Money] and other Contingencies. Ordered that 100,000l. be issued to the Treasurer of the Navy out of loans to be made by himself on the first part of the Malt Duties for the service of the year 1706 as soon as the Act (fn. 1) passes : to be reserved in his hands for such uses of the Navy or Victualling as shall be directed. The orders for the said loans are by agreement to be drawn without interest. My Lord is pleased to direct that out of the abovesaid 80,000l. intended for wages 20,000l. be paid over to Mr. Whitfeild upon account for the Marines. Ibid., p. 191. |

Sir Theodore Janssen is called in and presents a proposal for remitting money to Geneva : to wit 66,6662/3 Crowns at 58¼ [pence sterling] per Crown payable at 2 months and to receive the money [in repayment by instalments] in 4 weeks, viz. each week one fourth part, being 16,180l 11s. 0d. Upon consideration thereof the Lord Treasurer is pleased to agree to same and directs that Sir Theodore do give his bills to Mr. Brydges for the said sum to be sent by this night's post to Monsieur Darsiliers, her Majesty's Resident at Geneva, being for particular service relating to the war in Italy. The money is to be imprested by the Victuallers to the Receiver General of Customs. [My Lord] ordered 30,000l. more to the Victuallers for bills of exchange &c. Ordered that the Prize money [realised from prizes taken] in Portugal be applied according to the Victuallers' [the Victualling Commissioners] memorial which has been read this day. The Duke of Marlborough comes in. [My Lord Treasurer orders the issue to Mr. Brydges, Paymaster of the Forces Abroad, of] 10,322l. to be paid out of Contributions for annuities : being the remainder of the sums allowed by Parliament for recruit horses in Holland. [Likewise] 1146l. more for additional levy money for 382 Dragoon horses at 3l. each, the computation having by mistake been made at 9l. only in the estimate laid before Parliament. [Likewise] 1514l. and 1650l. and 148l. 2s. 6d. upon Mr. Bridge's memorial of this day for bills drawn by the Earl of Peterborough, Mr. Hill and Mr. Langhorne : to be similarly paid out of Contributions for annuities. The letter to Mr. Bridges for paying 20,473l. 15s. 0d. to Mr. Mason for Transport service is read and approved. Issue 1380l. 5s. 11d. to Mr. Brydges on the order in his name for 100,000l. for such extraordinary services relating to the war as are not provided for by the Acts of the present Session of Parliament : to be issued out of Civil List money : and is intended to be remitted to Mr. Sweet and to be by him paid over to such person as shall be authorised by the States General in that behalf, as in satisfaction for the balance of an account between England and Holland relating to the Cevennois ended Sept. 1 last, being 14,631 guilders 3 stivers at the exchange rate of 10 guilders 12 stivers to the pound sterling. [Order for] 10,000l. to be issued to Mr. Brydges on his order for 250,000l. for prosecuting the successes in Spain ; to be applied toward the charge of the clothing sent there by Mr. Churchill and Mr. Harnage for the Spanish Forces. Mr. Foley and Mr. Wilcox are called in. Mr. Foley is to have [an agreement for] 8000 cords in Dean Forest yearly for 6 years at 6s. per cord for thorny wood and 6s. 6d. per cord for the better wood and if in any year more be cut than 12,000 cords Mr. Foley is also to have two thirds of the overplus above the said 12,000 cords at the same rate. On Mr. Bridges' memorial of the 19th inst. [my Lord directed the issue to him of] 47,500l. out of loans on the Malt Act [anno 1706] pursuant to a royal warrant : [to be payable] to the order of Prince Eugene for service of the war in Italy : and is for the value of 200,000 ducats remitted by Sir Theodore Janssen at 57 pence per ducat.
