[?March 1.] Entry of the Treasury signature of the docquet of a grant to Charles, Earl of Arran of the custody of Bagshot Park and Lodge etc. ut supra p. 549 for 99 years terminable on the lives of him, Elizabeth, Countess of Arran and James, Duke of Ormonde. Warrant by Treasurer Godolphin to the Queen's Remembrancer for stay of process against Ralph, Duke of Montague, the delivery of his accounts as Master of the Great Wardrobe having been delayed by the long indisposition and late death of Thomas Townsend, late Clerk of the said Wardrobe. March 5. Royal warrant to John Howe to pay the offreckonings of Col. William Breton's Regiment to Xmas last notwithstanding his non compliance with the royal instructions dated 1704 April 28 to the Comptrollers of Army Accounts (to wit relative to clothing, to the effect that the General of the Forces having approved and sealed the patterns for clothing, the Colonels are to contract for such clothing and to exhibit their contracts to the said Comptrollers and that when said Comptrollers are satisfied that the contracts have been performed according to the patterns, they shall certify to that effect to the Paymaster of the Forces ; without which certificate the said Paymaster is not to comply with any assignment [of offreckonings] for payment thereof) : all by reason that said Breton contracted in April last with Henry Stapleton for a whole clothing and a half clothing for his Regiment amounting to 3993l. 17s. 7d. but the General being at that time gone to Flanders he could not pursue the regular steps directed by the abovesaid instructions, so that the Comptrollers have not seen the clothing whereby they might certify either the quantity or quality thereof. Same to the Clerk of the Signet for a privy seal for a discharge to Lord William Powlett his heirs, ete. from all arrears of the rent of 500l. per an. reserved in the grant to him dated 1690 May 27 of all fines upon all judgments quod capiatur and capias pro fine and also all profits arising by the Greenwax of the Exchequer : the said grant having proved of no benefit to him and he having surrendered same by deed dated Feb. 8 last. William Lowndes to the Principal Commissioners of Prizes to direct Mr. Terrell, their agent at Lisbon, to supply Mr. Stephen Biss the Agent Victualler there, with money or credits to enable him to perform the business of victualling the Fleet there. Disposition Book XVIII, p. 93.
Same to the Receiver of Crown Lands for co. Somerset concerning the petition of William Thornton, Principal of Hart Hall, Oxford concerning the 5 exhibitions of 3l. 6s. 8d. per an. each, to poor scholars of said Hall. Treasurer Godolphin has directed Auditor Parsons not to intermeddle therewith but to leave same to you whose duty it is. Same to Sir Cloudesley Shovell. The Lord Treasurer desires to speak with you tomorrow morning about sending some tin on her Majesty's ships to Genoa and Leghorn. Ibid., p. 189.
Same to Auditor Shales enclosing an account [missing] of several sums which are in arrear to the Archbishop of York and Dr. Pearson, Archdeacon of Nottingham, for pensions, synodals and procurations. You are to direct the Receiver [of Crown Lands concerned] to satisfy same and to make punctual payment thereof for the future. Send my Lord a perfect state of the said Receiver's accounts. Ibid.

Prefixing : (a) Order of the Queen in Council dated Kensington March 3rd inst. taking off the embargo from all trows, boats and other vessels on the Avon, Severn and in other parts of the Bristol Channel trading coastwise : and likewise from all ships and vessels whatsoever laden with coals or salt : and likewise from all foreign ships, provided they be not manned with any of her Majesty's subjects. Prefixing : (a) a like order dated Whitehall March 1 inst. taking off the embargo from 2 advice vessels lying at Greenwich which are fitted out for the East Indies to carry the necessary directions for the security of their shipping there viz. the Bombay frigate, Samuell Jago, Commander with 40 men and the Indian frigate Robert Hill, Commander with 30 men.
The like for 4 Scotch ships viz. the Alexander of Pittenweem, the Alexander of Montrose, the Rachel of Leith and the Elephant of Dundee. Ibid.

Prefixing : (a) order of the Queen in Council dated Kensington Feb. 21 last. By the Act of Parliament of 1699 [10 Wm. III. c. 14] for encouragement of the trade and fishery of Newfoundland it is enacted that each of the Fishing Admirals shall yearly keep a journal of the number of all ships, boats, stages and train fatts and all seamen belonging to and employed in each of their respective harbours and to return a copy thereof to the Privy Council. For many years the due execution thereof has been omitted. All masters of ships this season going from London to the fishery of Newfoundland are to be reminded of their duty. March 5. Treasury reference to the Attorney General of the petition of Joseph Walker shewing that on 25th Jan. 1701-2 a Hamburgh ship was driven on shore near Wallasey co. Chester and broken to pieces, laden with bales of linen cloth, some of which petitioner took out of the water ; that afterwards an affray happening with one Thomas Houghton, a Customs officer at Liverpool, petitioner was condemned and committed to Chester gaol where he still is, his wife and five children having nothing to subsist on but the people's charity and the penny a day allowed from the prison. March 8. William Lowndes to Sir Christopher Wren. The House of Peers have addressed the Queen for repairing the Old Chapter House in Westminster Abbey which is the chief repository for the records of the Treasury of the Exchequer, where also records of other Courts are placed. You have reported to the Lords' Committee for inspecting the Public Records that the repair of the shell only will amount to 1447l. 10s. 0d. You are to put the said repairs in hand forthwith. Warrant by Treasurer Godolphin to the Queen's Remembrancer for stay of process against the executors of John Evelyn for the debt of 244l. 4s. 7d. resting on the foot of his account as Treasurer of Sick and Wounded between 1671-2 March 20 and 1675 June 20 ; there being a considerable debt owing to him from the Crown.
The like for same on his accounts as late Treasurer for the Royal Hospital at Greenwich, he being but lately dead and his executors have not yet had time to perfect his accounts. Warrants not Relating to Money XIX, pp. 227, 228.
March 12. Money warrant for 47,000l. to Thomas Jett (who by authority of the Lord Treasurer 25 April 1704 is appointed to register and pay the debentures charged on the Irish Forfeitures which remain unsatisfied and in accordance with the clause of appropriation in the Low Wines Act [4-5 Anne c. 23] now passed) : to be as imprest for paying 5 per cent. interest on the unsatisfied debentures charged on the said forfeitures. William Lowndes to the Customs Commissioners. It is the Queen's pleasure that the Customs officers [of the outports] should receive and subsist all pressed men for sea service till the tenders appointed thereto should call and take them on board. Treasury reference to the Comptrollers of Army Accounts of the petition of Col. Charles Wakelin, of the Coldstream Guards, being ordered for Catalonia and carrying with him of his own money as much as shall be sufficient to subsist himself during his stay there, he prays an order to the Paymaster General that no pay may be remitted to him but paid to such person here as he shall appoint.
