Treasury reference to the Customs Commissioners of the petition of John Bassendine shewing that in Aug. 1699 he prosecuted several persons in and about Romney Marsh for receiving silk from and sending wool to France but same went against petitioner at the trial because of the withdrawal of the informers Gates and Hannakin: therefore praying relief in the matter of the charges of the prosecution. Warrant dormant by Treasurer Godolphin to Sir Isaac Newton, Master of the Mint, to pay 400l. per an. to the Provost and Moneyers of the Mint as from Xmas last until further order. The numbers of the said Moneyers are to be reduced from 21 as at present to 16 and they to be obliged to take no apprentices for the future without the approbation of the Master and Worker of the Mint.
Prefixing: report by Sir John Stanley [Warden of the Mint] the said Sir Isaac Newton, and John Ellis [Comptroller of the Mint] on the petition of 1706 Aug. 2 of said Moneyers setting forth their reduced condition. The Moneyers have no provision of salaries but only an allowance per pound weight of gold or silver coined. Considering that they have been 7 years apprentices to perfect themselves in the art of coyning we are of opinion that 400l. per an. may be allowed to them [out of the 500l. granted by the Act of 4/5 Anne c. 9 as additional to the 3000l. per an. for salaries and repairs of the Mint]. They are now 21 in number and the 400l. per an. should be divided equally among them until their number be reduced to 16 [when it would amount to 25l. each per an.]. We think 16 Moneyers sufficient for carrying on the service of the Mint upon extraordinary occasions. Money Book XVIII, p. 341.

Mr. Byrd as executor alleges that those accompts being (by the Lord Treasurer's order) lately examined by the Governor, Council and Deputy Auditor there, his father's balance of the quit rents appears to be less than the 5752l. 9s. 4d. aforementioned by the sum of 6l. 19s. 2¾d. as will be laid before my Lord Treasurer with the accompts as soon as they come to hand.

Prefixing: presentment from said Commissioners proposing said method. The Wood Office has continued under a separate management ever since the [termination of the] farm of the Duties on wood. It has long been in our thoughts to reduce it to the general practice of the Customs with regard to other trade. Mr. Andrews, the Receiver of that Office, has obtained a warrant to act as deputy to the Surveyor of London port, an office which will be inconsistent with his office of Receiver on whom such a surveyor is supposed to be a check. We therefore propose that ships for [from] Norway or elsewhere with timber should be boarded at Gravesend and that after the master's report we appoint waiters as in the case of other ships and that an entry be passed by the merchant before any sufferance allowed for her discharge; during which the proper surveyors are to go frequently aboard to inspect the waiter's admeasurement and adjust the post entry: and after that the books, as in the case of other ships, are to be carried to the Jerquer who is to examine the whole account. “And whereas the quaymen are now reduced within that number which we, on the first regulation of them, proposed should be continued as a nursery for the instruction of new officers in the practice of the Customs at the waterside” we propose that one of the quaymen be appointed with a timber waiter to take the account of those [timber] ships. We have received in five monthly payments the whole of the said sum and have paid 249,069l. 7s. 9d. to Sir Theodore Jansen with whom we have contracted [for him] to remit the money to his Highness Prince Eugene upon an allowance of one per cent, for his provision, risk and charges of brokage: and we have reserved 930l. 12s. 3d. in our hands for salaries and incidents. We have adjusted the exchange with said Jansen on the remittance of 1,041,671½ Ducats de Banque of Venice which cost in sterling 246,569l. 7s. 9d. and have allowed him 2500l. for charges etc. as above. We have perused the accounts of the said Jansen as also of Messrs. Williams and Company of Venice in proof of his transactions in this affair and consider the same to be very just and exact. Prefixing: said Surveyor's report. The said messuages in the tenure respectively of Pococke, Holmes and Tildesley and the Playhouse and Cockpit all situate on the Castle Hill were exposed to sale.
