William Lowndes to the Navy Treasurer. On Dec 4 last year you borrowed (by the Lord Treasurer's directions) 50000l. from the Bank of England for the immediate payment of ships under sailing orders, upon credit of a deposit of Malt tallies anno 1707 until such time as tallies could be struck on the Land Tax anno 1708. You are now (in lieu of the said Malt tallies) to deliver to the Bank tallies on the Land Tax anno 1708 dated Dec 19 last to the amount of 50000l. which will be endorsed for 5 per cent interest as agreed from said date, the interest [from Dec 4] to said date being “already allowed by a Navy bill to be made forth to you in that behalf.” Disposition Book XIX, pp. 107–8.

Feb. 21. William Lowndes to the Customs Commissioners. The Lord Treasurer has complained to Monsieur Vryberge, Envoy from the States General, of the irregular proceedings of the men of war belonging to the States General serving as convoys to Great Britain to the Thames (and particularly the vessels of the Meuse) in bringing over prohibited goods in the night time and by stealth causing them to be set on shore without paying Custom and abusing the Customs officers who have attempted to seize the same. The said Envoy wrote to the States General thereupon on the 14th inst. A copy of their reply is enclosed herewith. You are to send copies thereof to such of your officers as you think necessary for their better government and [for them] to show to the Commanders of such of the ships belonging to the States General as shall act contrary thereto.
Appending: copy of a letter from the States General signed by F. Fagell, to Mr. Van Vryberge enclosing the text of a resolution taken by the States General on Monday the 20th inst ordering copies of the said Van Vryberge's letter of complaint to be sent to the respective Colleges of Admiralties with desire to them earnestly to charge & order the Captains of the States' men of war not to carry in by stealth any prohibited or other goods or to defraud her Majesty's rights or give any hindrance to the [Customs] officers, much less to commit violence, upon pain of punishment, and that Mr. Vryberge do inform the Lord Treasurer desiring the like orders to be given to the Captains of her Majesty's men of war & yachts concerning the States' harbours seeing that many frauds and disorders are likewise committed by them to the prejudice of the laws of the country. Treasury reference to Sir James Mountague, Solicitor General, of the petition of Walter Moyle shewing that he purchased from Sir John Corryton a Crown lease of the lordship or manor of Corrnanton in which lease there was a proviso for enrolment within six months, which petitioner has by inadvertency omitted to perform: therefore praying a confirmation of the lease. Feb. 23. Letter of direction for 100l. to Visct FitzHardinge on his unsatisfied order for arrears in his Office of Treasurer of the Chamber: out of any money of arrears in the Exchequer applicable to the debts of the late King's Civil List: & is intended to be paid over to Henry Bulstrode for riding charges due to him as Gentleman Usher Daily Waiter to her late Majesty Queen Mary on warrants signed by the then Lord Chamberlain. (This warrant replaces the cancelled warrant of Nov 18 last [supra, Treasury Calendar, Vol. XXI, p. 495] for the like issue to Spencer Compton.) William Lowndes to the Countess of Orkney. A petition is presented to the Lord Treasurer in the name of Tho Fountaine, John Pery & Edward Noell, assignees of the Commissioners of Bankrupt against Thomas & Samuel Price setting forth that the said Commissioners did by deed dated 1687 Dec 12 assign to the petitioners a yearly sum of 90l. payable at the Exchequer out of the Hereditary Excise in trust for the creditors of said Price. The Lord Treasurer has referred the said petition to the Solicitor General “which I thought proper to acquaint your ladyship with.” Out Letters (General) XVIII, p. 397.
Treasury reference to the Solicitor General of the abovesaid petition of Thomas Fountaine et al, praying that an order may be made out for payment to them of the above said yearly sum pursuant to a late Act of Parliament [2–3 Anne c. 9] in that behalf. Reference Book VIII, p. 312.
William Lowndes to the Queen's printers to supply Paul Joddrell, Clerk of the House of Commons, with the like quantity of paper & other things from time to time as were furnished before the abatement was made some years since by Treasurer Godolphin's orders: all by reason that since the addition of the Scots Members the said paper & other things are not sufficient for the service of the House. Treasury reference to William Borret of the petition of Henry Hillman setting forth his being prosecuted by William Bennet upon the statute of usury for 30l. due from him to the petitioner & his being fined 90l. for the same, which hath been paid into the sheriff's hands: and praying [a grant of] her Majesty's share thereof. Feb. 24. William Lowndes to Visct FitzHardinge to pay to Richard Long-bottome, barber to the late King Wm. III, the 245l. 5. 0 lately issued to you at the Exchequer out of arrears of the Civil List [moneys] grown due before 1701–2 March 8: same being for his travelling charges &c in the late King's service as by warrants signed by the [late] Lord Chamberlain. Feb. 24. William Lowndes to the Solicitor General enclosing William Borret's report [missing] relating to the apprehending Richard Tailer at Chester & the manner of his escape. You are to advise what course is to be taken thereon for her Majesty's service. Ibid.

Prefixing: (a) order of the Queen in Council dated St James's Feb 20 for permitting neutral ships to load tobacco in this kingdom on the account of foreign merchants in amity with her Majesty and to carry the same directly to France: same being agreed to on the proposal of the Commissioners for Trade & Plantations in their representation dated 1707 July 1 relating to the tobacco trade & the great discouragement & interruptions it lies under. Feb. 25. William Lowndes to the Comptroller of the [office of] Treasurer of the Chamber to report on the enclosed demands [missing] of Mr. Jezreel Jones for disbursements &c on account of the Morocco Ambassador & his retinue. Out Letters (General) XVIII, p. 398.
Same to the Navy Commissioners for a list of imprests standing out uncleared on William Beckford or his late father Sir William Beckford. Ibid.
Same to [? the Board of Greencloth]. It is her Majesty's pleasure that 500l. be paid forthwith to Tregonwell Frampton, Keeper of her Majesty's racehorses at Newmarket, for buying of running horses to be kept there for her Majesty's use. Please prepare a royal warrant to authorise the Cofferer of the Household to pay said sum accordingly but without setting him [Frampton] in super for the same in the Cofferer's account. Same to Charles Fox. A memorial has been presented to the Queen from the Envoy from Holland setting forth that there is a considerable sum due to the States General for forage and other things furnished to her Majesty's Troops during the present war; and also that some money is due from the States on account of horses bought in Ireland and for their transportation thence to Portugal & otherwise; which accounts he desires may be adjusted. Please certify the Lord Treasurer whether anything is charged or chargeable by you in your accounts as former Paymaster General of the Forces for any expenses or disbursements relating to the Dutch Troops which ought to have been borne by the States General. Feb. 25. Treasury reference to the Customs Commissioners of the petition of Sir Francis Blake shewing that he was surety for James Howard, Customs Collector of Berwick, and praying “that the rewards promised to Ralph Archbold who executed the said employment as deputy to the aforesaid Howard, together with the surcharge of salary due to Mr. Charles Howard who was deputed Surveyor General of Customs for Northumberland & Cumberland, may be allowed him & that all proceedings at law against him on that account may be stayed.” Reference Book VIII, p. 293.
Same to James Brydges [Paymaster of the Forces Abroad] of the petition of Major James Allen shewing that he was appointed Commissary of Provisions in Spain by the Earl Rivers & afterwards continued by the Earl of Galway & did receive at Lisbon 5267l. 14. 10 which was all laid out in buying meal, bread & corn for the use of the Troops & he has expended a further 912l. 4. 11½ in shipping & unshipping & storing & in baking of bread for the Troops; that most of his vouchers are in Spain with Mr. Meade who is to stop the same, but Mead has not yet returned a full account, whereby petitioner is kept out of his money & is a prisoner to the French & obliged to return by the end of February: therefore praying payment of 300l. of what is due to him before he goes to France.

Warrant by Treasurer Godolphin to the Surveyor General of Crown Lands for a particular of the fourth part of the Lordship & Barony of Kendal in order to a lease thereof to Lady Lonsdale.
Prefixing: (a) report dated Jan 13 last by the Attorney General on the memorial of said Lady Lonsdale concerning her case under the grant dated 1694 April 15 to Charles Fraiser & Charles Bridgman, the benefit whereof she claims as executrix to the late Lord Lonsdale but her counsel being of opinion that the jurisdiction of the Richmond Fees (being two undivided fourth parts of the said Lordship & Barony of Kendal) did not sufficiently pass by the said grant so as to enable the patentees to keep courts &c.

Feb. 26. Treasurer Godolphin to the Treasury Lords in North Britain to direct Daniel Stuart, Collector of the Bullion [Duty] for the Mint of Scotland, to pay 892l. 13. 4 out of money in his hands of that Duty to the following viz

Feb. 27. Royal warrant dated St James's to James Brydges, Paymaster of the Forces Abroad, to pay 1500l. to Charles, Lord Tyrawley, Lieutenant General of the Forces in Spain, as royal bounty towards making good the losses & damages he has sustained, he having (when first ordered to Portugal) made an equipage which cost him above 1000l. but the transports were sailed before it could be put on board & he was obliged to make another [equipage] at Lisbon; & further, in the latter end of the campaign of 1706 when the Hospital was taken, he lost a waggon with a great part of his heavy baggage to a considerable value; & also in the battle of Almanza he lost several horses & baggage. Same to Visct FitzHardinge, Treasurer of the Chamber, to pay to Jonathan Chase, appointed Keeper of the Standing Wardrobe at St James in place of Peter Hume lately deceased, the salary of 110l. per an as from 1707 Dec 5: the said salary having been ordered to cease on said Hume's death but the Queen having now decided that same shall continue. Royal warrant dated Kensington to John Howe, Paymaster General of Guards and Garrisons, to pay to Gregory King, Secretary to the Office of the Comptrollers of Army Accounts, not only the salary due to him as such but also 225l. without account, to pay the salaries of clerks & officers & house rent & incidents: the royal warrant of 1703 Sept 17 [supra, Treasury Calendar, Vol. XVIII, p. 406] having directed said Howe to pay 900l. per an to the said Comptrollers without account, to defray the charge of such incidents & salaries: & the said Office of Comptroller being now, & for some time has been, vacant but nevertheless the business thereof having been attended by the said secretary & clerks. Warrant by Treasurer Godolphin to the Commissioners for Hawkers & Pedlars to employ Francis Jones as an additional surveyor for the City of London at 50l. per an salary as from Xmas last: the said Commissioners having represented that 2 officers could not possibly survey the said city as it ought to be. Money Book XIX, p. 185.
Same by same to same to appoint Thomas Wells (one of the surveyors) as Inspector of Hawkers & Pedlars to ride over England to keep the surveyors thereof strict to their duty and to take up such hawkers & pedlars trading without licence as should escape the said surveyors in their particular districts: Wells having performed the said duty for 2 years past, to the increase of the revenues. An additional allowance of 100l. per an to be made him as from Xmas last for the extraordinary charges of 2 horses & a servant: & 250l. to be paid him for his services in the past 2 years. Anglesea & Carnarvon and likewise the ferry called Aqua de Sainte or Talvoyle, between the said Penean & Llanthiou.
