Aug. 26. Letter of direction for 2000l. to Francis, Visct Rialton, the Cofferer of the Household: out of Civil List moneys: & is to be applied to answer bills of exchange drawn or to be drawn on him for the expense of the entertainment of the Queen of Portugal in her passage to Lisbon. Disposition Book XIX, p. 201.
Treasury reference to the Stamps Commissioners of the petition of William Franckland, Receiver General of the Stamp Duties, shewing that his predecessors have given 15000l. security for their office viz. 10000l. to the Crown & 5000l. to said Commissioners: that the weekly receipt of said Duties is about 2000l. & every week is paid into the Exchequer: therefore less security would be sufficient. Aug. 27. J. Taylour (in the absence of William Lowndes) to the Customs Commissioners to hasten the payment into the Exchequer of the arrears of the Duties on coal, culm & cinders which ended May 14 last as you were directed by Mr. Lowndes' letter of May 19 last, supra, p. 246, but to which letter you have made no return. The small payments into the Exchequer since the said Duties ended makes the Lord Treasurer apprehensive lest the principal of the loans thereon may not be discharged thereby. Aug. 27. Same to the Honble. James Stanhope [Ambassador to the king of Spain] enclosing an account [missing] which Mr. Morrice has sent of the money remitted to him for the service of Spain in this present year & how much thereof has been [by him] sent thither & what remains in his hands: likewise enclosing a copy of the letter of this day to said Morrice by which you will see the Lord Treasurer's positive direction to him to send up [from Portugal to you in Spain] the balance in gold as soon as possibly he can. Ibid., p. 460.
Same to Mr. Morrice, being the letter above referred to. The Lord Treasurer has read yours of July 27 & Aug 20 with your state of the remittances for Spain. He is well satisfied with the care you have taken to send up the money thither; but desires you to continue your endeavours to procure the remainder in gold & to send it to Spain as soon as possibly you can so that the service may not suffer for want thereof and because no part of what has been remitted for that use can be applied to any other [use].
As to your disposing of her Majesty's tin at Lisbon the Lord Treasurer says he did not intend any of it should be sold there unless it were at the rate that is paid for what has been sent by her Majesty's ships to Genoa & Leghorn which is 4l. 10. 0. a hundred[weight], for it stands the Queen in at least 4l. 2. 0 reckoning the prime cost, running into bars, custom & other incidents and the other 8s. is reckoned but a very small allowance for freight & risk. If there be not an opportunity to send it up the Straits by the ships that bring it to Lisbon you are to secure it there till an occasion presents [itself] of sending it to Leghorn to Messrs. Arundell & Bates as advised by Sir Theodore Janssen in the enclosed note. Please send an account how much thereof is left with you at Lisbon & on what ship you put it on board as soon as you send it up to Leghorn.
Appending: Sir Theodore Janssen's note. The tin shipped for the Queen's account on board any of her Majesty's ships for the Straits is all to be delivered at Leghorn in[to] the hands of Messrs. Arundell & Bates merchants there; and if it be possible [for it not to be transhipped at Lisbon &c but] to be kept in the same ships on board of which it was first laden it will much contribute to the preserving it in a good condition, the seamen taking opportunity to break the barrels & chests & embezzle the tin when it is shipped out of one ship into another. Aug. 27. Treasury reference to the Commissioners for Prizes of the petition of Mary Davenport, widow of Capt. Davenport late Commander of her Majesty's ship Enterprise, shewing that the said ship took 2 French Pole-Axes ]polacres] & a Sattee but the Prizes Commissioners refuse to pay the captors' shares without a certificate from the Navy Commissioners as the Proclamation directs: therefore praying on behalf of herself & the said ship's company that the remainder of the prize money may be paid upon a list signed by the Captain & officers as to the number of men on board the Enterprise at the capture, upon which certificate her Majesty's consul at Leghorn has already paid part of the said prize money. J. Taylour (in the absence of William Lowndes) to the Customs Commissioners in North Britain. The Lord Treasurer has considered your letter concerning the demands made by the Lords of Session & Lords Justiciary of several annual sums amounting to 26000l. Scots or 2166l. 13. 4 sterling out of the Customs and though (as his Lordship formerly signified to you) the Attorney General here was of opinion that since the Union the Customs are not liable to the said demand yet he did then think it reasonable that the said allowances should be duly & punctually paid & by Mr. Lowndes's letter of Dec 2 last, supra, Treasury Calendar, Vol. XXI, pp. 505–6, you were directed to pay what was due thereon. You are hereby to pay what is now due or shall hereafter become due thereon till further order or till some other provision is made for the same. Out Letters (North Britain) I, p. 426.
Aug. 30. Royal warrant dated Windsor Castle to the Solicitor General for a great seal to grant to Thomas Gibson of London gent, Jonathan Green of London merchant & John Allen of Clifford's Inn London gent the office of Surveyor of the Petty Customs and Subsidies in London port & of the Subsidies of 3s. per ton & 12d. per pound; to hold for the lives of Richard Lumley & William Lumley, two of the younger sons of Richard, Earl of Scarborough, with the yearly pension or fee of 300l. per an: all on the surrender of Nicholas Lechmere & John Allen: the said office having been granted 1704 Aug 30 to Nicholas Lechmere, Thomas Freckleton & John Allen in consideration of the surrender of a patent granted by Wm. Aug. 30. J. Taylour dated from Windsor Castle (in the absence of William Lowndes) to Mr. Vanbrugh. It is the Queen's pleasure that Mrs. Eliz Abrahall, starcher to her Majesty's person, be paid the like allowance for travelling charges which her predecessors had upon removes of the Court. What allowance was made to the Mistress Starcher in former reigns for travelling charges? Out Letters (General) XVIII, p. 459.
Royal warrant dated Windsor Castle to the Lord Lieutenant of Ireland for a great seal for a grant to George Dodington Esq of the office of Clerk of the Pells in Ireland in reversion of Theophilus Butler, his grandfather Sir Frances Dodington having been a great sufferer for Charles I & he himself having served as Secretary to the Commissioners for the Treaty of Union with Scotland “which has been happily effected” and is now Secretary to the Lord Lieutenant of Ireland: the said Butler being now about 35 years of age: the present grant is to be to said Doddington for the natural life of his nephew George Bubb who is aged about 15 & wholly unprovided for. Aug. 31. Same dated same to same for a great seal for a lease to James Craggs, Samuel Edwards & Charles Hodges of the house, yards, garden & curtilages in St James's Park heretofore built & used for keeping of pheasants, guinea hens, partridges & other fowl, and all that parcel of ground taken out of St. James's Old Highway 162 foot long by 42 broad: which premises with the houses, edifices & buildings erected thereon or [on] any other the soil or ground of the Crown there by the late Katherine, Queen Dowager, are bounded by the Royal Garden now in the possession of Henry Boyle, a Secretary of State, towards the East upon St James's Park in part & upon certain lodgings & buildings belonging to the palace of St James's on other part and upon the ancient chapel now used for a French & Dutch church towards the South, upon the chapel & palace aforesaid and the way leading from thence to St James's Park towards the West, and upon the buildings, yards or grounds belonging to divers tenements fronting the street called Pall Mall towards the North: and were by patent dated 1671 Sept 20 granted by Charles II at the request of his dearest Queen Consort Katherine to Francis Roper, Sir John Arundell & David Mead for 99 years at 5s. rent in trust for the said Queen Catherine for life & thereafter in trust as she should direct by writing under her hand until payment of the sum of 2000l. by the king or his heirs & thereupon to revert to the Crown & the [said] grantees to stand possessed thereof [thenceforth] accordingly for the use of the Crown together with the coach yard & the stables & coach houses on the west side thereof & the way from the street called Pall Mall to the same.
The present grant is to be for 50 years at 5s. per an rent & is to be made upon a surrender by Sir Richard Bellings & Dame Frances his wife [he & she being entitled ut supra, p. 370] of the former lease & is to be in trust for such uses as Sarah, Duchess of Marlborough shall by writing appoint.
Appending: constat of the premises made out & rated by Samuel Travers, Surveyor General of Crown Lands. The considerations of this lease are to be the lessee's discharging the abovesaid demand of 2000l. according to the appointment of the late Queen Dowager & thereupon procuring the surrender of the former lease. La Meloniere: for so much due to him out of the deduction of 2 pence per £ from the pay of the said Regiment for agency “the said Regiment upon clearing having received only the neat money due to them after deductions made for subsistence, clothing, provisions, poundage, one day's pay & the said allowance for agency”: this payment to be satisfied out of the surplus of 111l. 8. 9½ remaining in the Exchequer out of the 3700l. per week of the Excise [the receipts thereof] being [by so much] more than sufficient to satisfy the loans which were made thereupon for the service of the year 1701 & the interest thereof.
