Dec. 21. Royal warrant dated St. James's to the Clerk of the Signet for a privy seal for 200,000l. to Thomas Micklethwaite, Receiver and Paymaster for Transports, as imprest for the charge of transporting Land Forces. Same to Sir James Montagu, Attorney General, for a noli prosequi to the information against Justus Beck, Jacob Gabay and John Mendez de Costa, merchants, for having put on the passage boat at London, directed to their correspondent at Harwich to be exported to Holland, five ingots of foreign gold which, not being entered, were seized by Henry Canby an officer of the Customs: all in regard that they were ignorant that entry had to be made where no Customs were due, and they being all fair traders, though such non entry of such bullion renders same forfeitable under the Act of 8 Wm. William Lowndes to the Customs Commissioners to examine into the facts of the enclosed letter [missing] signed J. S. enclosing a copy of an affidavit touching clandestine importations and the proceedings of a collector of Customs thereupon. Out Letters (General) XIX, p. 144.
Same to Mr. Burchett [Secretary of the Admiralty]. I have laid before the Lord Treasurer the enclosed information [missing] touching the gunner and some other men belonging to her Majesty's ship Fox going on board a ship under quarantine in Newcastle harbour under pretence of pressing men, which obliged the crew on board that and two other ships there under quarantine to run ashore to avoid the press. Such practice being represented to my Lord to be of dangerous consequence he desires you to lay the papers before the Admiralty Commissioners for them to give such direction therein as they think fit. Dec. 21. Treasury reference to Mr. Borrett of the petition of William Hanbury for payment of 327l. 18s. 10d. expended in attending the Attorney and Solicitor General, both Houses of Parliament, and in messages, expresses and treating with the several persons in remainder after Sir John Cotton in order to the vesting in the Crown of the inheritance of Cotton House and getting the conveyances thereof executed. Same to Mr. How and Mr. Walpole of the petition of Col. Andrew Wheeler and the surviving Officers of her Majesty's Second Battalion of Foot Guards in Flanders shewing that 183l. 19s. 11d. remains charged to the said Regiment's accounts for transportations and provisions for the said Battalion and that it is impossible to make an equal distribution of that charge, a great many of the Officers being dead: therefore praying that (as was done in the late King's reign) the said charge may be taken off “or otherwise not to be charged on the few surviving Officers.” Ibid., p. 388.

Dec. 22. Warrant by Treasurer Godolphin to the Excise Commissioners to allow to the owners, adventurers and fishermen of Great Yarmouth 160l. for one year to Sept. 29 last for the Excise of strong beer for the North Sea and herring fishery. Money Book XX, p. 218.
William Lowndes to the Customs Commissioners. The Lord Treasurer has been attended by Mr. Andrew Taylor with a representation concerning the neglects and ill practices of two supervisors of the districts between Rye and Sandwich and of the riding officers under their inspection. Please examine into same and, if true, proceed against the offenders. Out Letters (General) XIX, p. 145.
Same to the [Principal] Officers of the Ordnance to report on the enclosed proposal [missing] of Mr. Grueber and William Walton for supplying the Office of Ordnance with 6,000 barrels of gunpowder. Ibid.
Same to the Customs Commissioners to report on the enclosed Order in Council [missing, being an order of reference of the petition] relating to two ships with their cargo of flax lying in the port of Newcastle and laden in Königsberg in 1708 and having performed their quarantine and the master and all her men being in perfect health: therefore praying to unlade without opening and airing the goods whereby they would be much damnified and diminished. Same to the verderers of New Forest. The Lord Treasurer has considered your letter of the 30th ult. relating to his warrant for 30l. per an. for small repairs there in lieu of trees usually allowed by you to the underkeepers. In regard you assure my Lord that the orders granted by you to the underkeepers have not averaged 20l. a year and that all due care has been and will be taken not to fell more or greater trees than usual for the said repairs, the Lord Treasurer is pleased to revoke the said warrant. Same to the Salt Commissioners enclosing a recommendation from several gentlemen at Crewhall recommending Mr. John Leigh (your officer at Middlewich) to be a supervisor. Ibid.
Treasury reference to the Agents for Taxes of the petition of James Magrath, a Captain in Col. John Rice's Regiment of Horse, shewing that before he was informed of the prosecution of said Rice by the Agents for Taxes he had committed him to Newgate “and being incapable of bearing the said expenses by being reduced by him [Rice] on account of the said Regiment to great poverty” therefore praying that his charges may be referred to the Agents for Taxes, who have reported to have in their hands tallies of Rice's to a considerable value. Warrant by Treasurer Godolphin to Edw. Wilcox, Surveyor General of Woods this side Trent, to pull down the old ruinous lodge of Richard Marshall, one of the underkeepers of Hampton Court House Park, and to build a new lodge with the stable and outhouses to an estimate of 230l.
Prefixing: report from said Wilcox on said Marshall's petition for same. Warrants not Relating to Money XXI, p. 24.
Dec. 22. Warrant by Treasurer Godolphin to the Surveyor General of Crown Lands for a particular of the premises (the manor and chapter of Beverley) petitioned for by William Lingen, Gentleman of her Majesty's Pantry, in order to a new lease thereof to him.
Prefixing: said Surveyor General's report on said Lingen's petition. By the Parliamentary Survey the premises were valued at 72l. per an. in quit rents, copyhold rents, rents of demesnes and profits of Court. I previously on Jan. 26 last reported on Mr. Richard Sowray's petition and title to same. Sowray's executors do not move for a renewal. Warrants not Relating to Money XXI, pp. 24–5.

Dec. 23. Warrant by same to the Receipt to take in loans on Malt anno 1710 to a total of 650,000l. (including the unsatisfied remainder of loans on same standing out at 20 Dec. 1709, the said unsatisfied loans being to be [the] first [charge] on the register of these new loans): all in accordance with the Act now passed 8 Anne, c. 3, for Continuing the Duties on Malt &c. Money Book XX, pp. 199–200.
William Lowndes to the Navy Treasurer to pay a Navy bill for 686l. to be made out by the Navy Commissioners for royal bounty ordered by the Queen to the Marquess of Carmarthen in consideration of his trouble and expense in inspecting into and giving directions about the building, rigging and fitting her Majesty's ship the Royal Anne galley and of other his faithful services: to be paid out of any moneys in the Navy Treasurer's hands arisen by the sale of old stores. No stoppage is to be made out of same towards answering the debt owing by his Lordship to the Newells. (Same to the Navy Commissioners to make out said bill accordingly.) Disposition Book XX, p. 85.
Same to the Comptrollers of Army Accounts to report on the enclosed letter [missing] from Secretary Sunderland transmitting a memorial of Brigadier Thomas Handasyde and Brigadier John Livesay complaining of several charges put upon them and on the rest of the Officers of their Regiments. Warrant by Treasurer Godolphin to the Customs Commissioners to fill up names on the Establishment of the Customs at the ports as follows and to make some additional salaries: the Commissioners having upon a review of the said Establishment observed that some salaries are there charged to officers not named therein and that the same has stood so for several years past and that they have no objections to the persons now acting in those stations as they have done for several years past and therefore propose that they be established accordingly as in the following schedule: further that the salary of the mate of the Customs smack in Yarmouth port be advanced to 25l. per an. as the merchants there give much greater wages: and further that John Gill, surveyor of Weymouth, who now acts at Exeter, may be established there, and George Beck, surveyor of Exeter, who now does duty at Weymouth, may be established at Weymouth.

Treasury reference to the Surveyor General of Crown Lands of the petition of Robert George gent. shewing that he and William Ryman, clerk, and Nathaniell Hill are possessed (by mesne assignments from the late Earl of St. Albans) of three tenements in Marybone Street in the parish of St. James's Westminster, and Ryman and Hill desire him to be trustee for them in a new lease: therefore praying a new lease [of all the tenements]. Further, for the issue to said Littleton of the further sum of 3,158l. 1s.d. out of funds as follows viz. 368l. 7s. 8 1/11d. out of the money advanced by the Bank of England granted for supply of the year 1709; 202l. 9s. 8d. of arrears of Malt Duties anno 1706, all loans and interest thereupon being satisfied; 1,753l. 9s.d. of arrears of Malt Duties anno 1707, all loans and arrears thereon being satisfied; 833l. 15s. 1d. of the money paid by the East India Company granted by Parliament as part of the funds for the year 1708. The said total sum is to be taken as in part of the quotas for [Navy] wages and to be paid over to Thomas Savery Esq., Treasurer for Sick and Wounded and Prisoners of War, as towards paying bills of exchange and subsisting prisoners at war, “but because the quotas to the head of Wages in the years 1706, 1707 and 1708 are already completed the sums now to be issued out of the respective fonds of those years as aforesaid are to be esteemed as so much paid to aid the deficiency of the quota for wages in former years to wit in the year 1702 and are to be placed to account accordingly.” (William Lowndes to the Navy Commissioners to assign payment of the said two total sums respectively to said Whitfeild and Savery.) Dec. 24. Warrant by Treasurer Godolphin to the Barons of the Exchequer of Scotland to pay the following list or schedule of her Majesty's charities and bounties to indigent and necessitous persons for the quarter ended at 1709 June 24.
