Jan. 21. Letter of direction for 123l. 8s. 6d. to Visct. FitzHardinge, Treasurer of the Chamber: out of Civil List moneys: and is intended to be paid over to Benjamin Bedford for lodging the Muscovite Ambassador and his retinue to Michaelmas 1708. Disposition Book XIX, p. 253.

Treasury reference to the Postmasters General of the petition of Edward Paunceford shewing that about 1702 he was prevailed upon by Mr. Guy Palmes to lend him 4,000l.; that afterwards [Palmes] being preferred to a pension of 1,000l. per an. he [Palmes] made an assignment [thereon to petitioner] to pay interest for the said sum and part principal yearly; and the said grant being enlarged he [Palmes] assigned the whole pension over to other persons without making any provision for performing his first promise: therefore prays that a stop may be put to his [Palmes's] last assignment [of said pension] till he make provision for such promise. Jan. 21. Warrant by Treasurer Godolphin to the Queen's Remembrancer to take the sureties of Major Edward Tynt as Governor of the Province of Carolina: said sureties being William Morgan Esq. agent to Major Gen. Holt's Regiment and Major David Ward to be bound with him in 2,000l. to her Majesty: the said security having been approved by the Commissioners for Trade. Warrants not Relating to Money XX, p. 298.
Same by same to the Auditors of Imprests to allow in the account of the late Contractors for Wine Licences the salary of 1,800l. a year for the whole time of their contract.
Prefixing. certificate by said Auditors Edward Harley and —. Maynwaring Auditors [of Imprests] and F. Bythell deputy auditor. During the first 5½ years of the said contract the said revenue produced 69,677l. 4s. 7d. which amounts to 11,800l. a year for that time with an overplus of 4,777l. 4s. 7d. The remaining three years of their contract the revenue produced no more than 31,965l. 4s. 0d. which is short of 11,800l. a year by 3,434l. 16s. 2d. Ibid., p. 299.

Jan. 22. Letter of direction for 52,000l. to James Brydges, Paymaster of the Forces Abroad: out of loans on Land Tax anno 1709: and is to be applied to the service of the Forces abroad in such manner as the Lord Treasurer shall think fit to direct.
In the margin: out of loans on the Land Tax made by Sir Theodore Janssen. Disposition Book XIX, p. 252.
J. Taylour to the Lord Advocate of Scotland. In accordance with your letter acquainting the Lord Treasurer with a dispute between Sir Andrew Kennedy and Sir Alexander Cumming relating to the salary of the office of Conservator [of the Scottish privileges] in the Netherlands, my Lord has put a stop to the payment thereof till the right to it be decided. Same to the Lord Chief Baron [of the Exchequer Court in Scotland]. I shall not be able to send your Lordship's new commission till the method of passing warrants relating to Scotland is adjusted, which I think will be in a very few days. As to the poor on the Charity Roll a warrant is prepared for 850l. for one year from the Union to the 1st of May 1708 but as no perfect list of them is exhibited here [in London] the Lord Treasurer has directed the issue of that money to Sir David Nairne to be by him forwarded to her Majesty's Almoner at Edinburgh, for the greater ease and despatch of that matter. The same is to be paid and distributed by said Almoner according to such list as shall be allowed and approved of by your Lordship and any two of the other Barons of the Exchequer Scotland. As soon as same has been paid please send a list of the names to the Lord Treasurer England in order to be laid before the Queen. If you think any other method more proper to be used for the future please intimate the same.
The Lord Treasurer has also signed a warrant for the usual charity to be distributed to the poor at Edinburgh on her next birthday now coming.
I know of no money that has been imprested for payment of salaries for which there were precepts from the late Lords of the Treasury [Scotland]. I am sorry you meet with so much difficulty in adjusting the matters relating to the Equivalent. But 'tis I believe no more than was expected. As soon as the deficiencies of the year 1707 are stated you will please to give my Lord Treasurer an account thereof. His Lordship would be glad to know from time to time what is done about calling to account the late tacksmen of the Customs, so that if Parliament make any inquiry as to same they may receive a satisfactory answer. Ibid.

Treasury reference to the Surveyor General of Crown Lands of the petition of Mary Goldsmith setting forth her being undone by the fire at Windsor which burned eight stables, a large barn and part of two dwelling houses to the value of 360l.; that the stables were her sole dependence, the late Prince's horses standing there ever since he came to England: therefore praying a grant of the old buildings near the waterside in Eton which for some years past have lain waste. Reference Book VIII, p. 345.
Same to the Principal Officers of the Mint of the petition of Robert Millar, Clerk to the Mint at Edinburgh, shewing that the Privy Council of Scotland, when settling the order and method of the recoinage [of Scotch moneys in 1707] appointed Mr. Rutherford, Mr. Bruce and Mr. Brown as Commissioners for taking in the money from the Bank by weight and tale, overseeing the melting and certifying the deficiency. Subsequently (upon particular application from the Bank) petitioner was adjoined to them for overseeing the said tale and weight and to sign with them the declarations to the Bank of the receipt thereof into the Mint. Now that all is melted the said three Commissioners have applied for their remuneration without taking notice of petitioner. Therefore prays consideration for his pains and trouble, his salary as Clerk of the Mint being but 40l. per an. by which he is narrowly subsisted. Jan. 25. Same by same of the incidents bill, not detailed, of the Post Office for 1708 Xmas quarter: total 1,251l. 19s. 2d. Money Book XIX, p. 343.
Letter of direction for 7,631l. 16s. 8d. to James Brydges, Paymaster of the Forces Abroad: out of loans to be made by said Brydges on malt anno 1708: and is to be esteemed and taken as part of the money allowed by Parliament to be had out of the funds anno 1708 to make good the services of former years: and is intended to satisfy the money order of 11 Dec. 1705 supra, Calendar of Treasury Books, Vol. XX, p. 484, for the said sum to said Brydges, being the amount which the House of Commons had voted 1705 Nov. 22 to be granted to her Majesty to make good the charge of General Officers and Contingencies in the Expedition to Spain which was not provided for in the then last session of Parliament.
William Lowndes to said Brydges of same date concerning same. In your memorial of the 10th inst. you represent that the clothiers who furnished her Majesty's Forces borne upon the Establishment of Spain and Catalonia anno 1706 are still a considerable sum in arrear by reason that great part of the moneys granted for those Forces out of which the offreckonings should have been paid was applied in Spain by direction of the Commander in Chief there to answer several extraordinary services of the war for which [extraordinary services] no provision has been yet made by Parliament except the sum of 7,631l. 16s. 8d. voted by the House of Commons as above. This sum is directed to you this day as above. You are to assign [to the clothiers] the tallies and orders for the said loans, and interest is to commence thereon from the day of making the same [the said assignments] to the said clothiers towards satisfying what is due to them for [out of] the said offreckonings “the said clothiers first entering into the same agreement with you about these tallies as the clothiers have done to whom like tallies have been lately delivered.” Disposition Book XIX, p. 254.
William Lowndes to Henry Baker to report on the enclosed petition [missing] of Thomas Holland concerning an Exchequer information against him in 1705 for transporting wool. Out Letters (General) XIX, p. 29.
Treasury reference to the Agents for Taxes of the petition of Benj. Mathews, late Receiver General of Taxes for Cos. Northampton and Rutland, shewing that notwithstanding the great loss he has had in his returns he has cleared his debt to the Crown except 655l. 7s. 0d. on the Marriage Duties: therefore praying payment of 714l. due to him on the said Agents' report, for extraordinary charges in his collection, to enable him to clear said debt. Letter of direction for 67,489l. 0s.d. to James Brydges, Paymaster of the Forces Abroad: out of loans to be made by Sir Henry Furnese on the Land Tax anno 1709: and is to be applied to the service of said Forces in such manner as my Lord Treasurer shall think fit to direct. William Lowndes to Consul Cole at Algiers. Application has been made to Treasurer Godolphin relating to the prize St. John Baptist taken by three English letters-of-mart men and carried into the port of Algiers, to wit that such part of the goods of the said prize as are looked upon to be unvendible there may at the proprietor's own pleasure be shipped to Leghorn or any other port. The Lord Treasurer referred the matter to Mr. Baker, one of the late Commissioners for Prizes, who thinks the request reasonable provided the goods be first appraised on oath and that the usually adjudged Admiralty perquisite of one tenth (both of what is sold at Algiers and what is so exported) be remitted to her Majesty's Exchequer. The Lord Treasurer approves thereof. Please take care thereof in the manner aforesaid. Out Letters (General) XIX, p. 29.
Same to Mr. Blathwayt to report on the enclosed Order of Council [missing] relating to the issuing a Commission for settling the limits between Virginia and Catalonia [sic for Carolina]. What proportion of the cost thereof on the part of Virginia may be fitly borne by her Majesty out of the quit rents or other revenues of that colony? Ibid., p. 30.

Royal sign manual for 500l. to Sir John Norris, one of the Admirals of the Navy, for his service, pains and expenses in making several journeys by the Queen's command from the Fleet in the Mediterranean in 1707 to the Duke of Savoy at Turin to concert divers matters relating to the Expedition against Toulon and for his attendance on the said Duke in that Expedition. Jan. 28. Money warrant for 70l. to Joseph England, clerk to John Nutin late Receiver and Paymaster of Transports, in full of his (and his father's) charges and pains in discovering the effects of the said Nutin amounting to 4,654l., part of which, amounting to 3,054l. was paid into the Exchequer (in Oct. 1707 and March following) and the remainder was well secured to her Majesty by Mr. Wood and Mr. Prior giving bond for the same.

Jan. 28. Letter of direction for 30,360l. 4s.d. to Francis, Visct. Rialton, Cofferer of the Household, to clear the payment of the Household due in his Office to 1708 Michaelmas: to be paid out of Civil List moneys by 3,000l. weekly for four weeks from this day and thereafter by 2,000l. a week. William Lowndes to the Navy Commissioners to make out Navy bills for allowing to the Navy Treasurer 845l. 3s. 11d. paid [by him] to the Bank of England for interest of 70,000l. by them advanced for the service of the Navy at the times stated in the account of said interest. Same to the Customs Commissioners enclosing an order [missing] of the Lords of the Committee for the Affairs of Guernsey and Jersey relating to a hearing before them at the [Privy] Council Chamber on the petition of the Deputies of the States of Guernsey against two orders of Council of 1708 May 20 and June 26 and other former orders for establishing Custom house officers in that island. Treasury reference to Mr. Brydges and Mr. Walpole of the petition of Major Campbell on behalf of himself and the other Officers of Lord McKerr's [Mark Kerr's] Regiment, setting forth their being subsisted but to Dec. 8 and praying that subsistence may be paid to them to Feb. 24 next to enable them to repair to their commands, being detained in Spain to do duty after the battle of Almanza for Officers that were taken prisoner. Jan. 29. Royal warrant dated St. James's to the Clerk of the Signet for a privy seal for paying the salaries of 1,000l. per an. to the Commissioners for Trade (viz. Thomas, Earl of Stamford, William, Lord Dartmouth, Sir Phillip Meadows, John Poultney, Robert Mounckton and Sir Charles Turner thereto constituted by patent dated 1708 May 4): and likewise for paying to the executors of Henry late Lord Herbert of Chirbury 750l. for his salary from Lady day 1708 to Xmas 1708 as late a Commissioner of Trade and so much more as is incurred thereon to the day of his decease; and likewise for renewing to the four clerks of the Privy Council their 400l. per an. for attending Trade and Plantation business; and to the two Keepers of the Council Chamber their 73l. per an. for the like; and likewise 1,150l. per an. to the Secretary to the Commissioners for Trade for the salary of himself and the clerks, doorkeepers and messengers of the Office of Trade. Same to Treasurer Godolphin for a lease to Margaret Agar of some lands in [Walton] Chertsey and Weybridge Co. Surrey, the fine thereof to be reduced from 200l. to 66s. 13s. 4d. as a seasonable relief to her and in consideration of the good services of her family to the Crown.

Same to the Customs Commissioners of the petition of the merchants of Bristol showing that Mr. Sansome, the late collector of said port, called on them to discharge their Customs bonds, whereupon some paid in full, some in part taking receipts, in some of which receipts he promised to pay the money on demand and in others to be accountable; and several of them that had no bonds but bills of exchange did at his request give bills of exchange for value received although in fact they had no other value [from him] than promissory notes to be accountable for the same or pay the money on demand: and now the said collector absconds and petitioners are called upon to pay their bonds and bills of exchange without any allowance for the money so paid or any compensation for the bills although they received no value for them: therefore praying relief. The practice on the Act of last session in question, pursuant to a late order in the Exchequer Court is that all French goods (to which only this clause is supposed to relate) being seized are to be appraised at their full value including the Duties and after condemnation the Duties to be paid and the remainder of the appraisement to be divided between the Queen and the officer; and when the appraisal falls short of the Duties the goods are to be sold to the best advantage and the produce to be applied by the collector towards the payment of the several Duties on such goods proportionately. But although this method of paying Duties for goods seized has been formerly much desired by this Board [the Customs Commissioners in England] to prevent collusive seizures yet the Duties on French goods being so very high it may so happen that the moiety of the value remaining after the Duties paid instead of affording any encouragement to the officer for seizing will not answer the charge of prosecution. In such case we conceive the officer ought to have something for his encouragement to be allowed them out of incidents according to the direction of the Commissioners [of Customs in Scotland] “as we have here done when the case has happened.” Out Letters (North Britain) II, p. 5.
