Mar. 11. Royal letters patent constituting Sir Thomas Parker (a Serjeant at Law) to be Lord Chief Justice of the King's Bench. Queen's Warrant Book XXIV, p. 298.
Warrant by Treasurer Godolphin to Sir Thomas Frankland and John Evelyn, Postmasters General, to pay 21l. 10s. 0d. to Capt. Richard Laycock for bringing an account of the victory obtained by the detachment under Lieut. Gen. Webb over the French Troops at Wynnendale.
Prefixing: report to Treasurer Gololphin by said Postmasters dated Jan. 24 last on the petition of said Laycock, ut supra, Calendar of Treasury Books, Vol. XXIII, p. 446. On the 22 Sept. 1708 he being Commander of one of the Flanders packet boats was ordered by Mr. Macky, who was then at Ostend, to sail from thence on purpose with a packet directed to the Earl of Sunderland giving an account of the victory gained by the detachment under Lieut. Gen. Webb over the French Troops commanded by Count Lamott at Wynnandale [Wynendaele]: and after his arrival at Dover he rid express to town with same "whereupon we introduced him to the Earl of Sunderland who promised to recommend him to your Lordship for a gratification for his pains and despatch in bringing so good news: which we find his Lordship has done by his letter of the 20th of Oct. last." Royal warrant dated St. James's to the Attorney or Solicitor General for a great seal for a grant to John Richmond, alias Webb, of an annuity, yearly rent or pension of 1,000l. per an. out of the Post Office: all in consideration of his many eminent and signal services as Lieut. General of our Forces in the Low Countries during the late and present war with France and of the many wounds which he hath received there and under which he now labours: to date as from 1709 Sept. 29 for 99 years terminable on the Queen's life. Royal warrant dated St. James's to same for a pension of 2s. 6d. a day to John Augustus Claverie on the Military Establishment of Ireland, he having served the French King as a Capt. Lieut. in the Regiment of Foot commanded by Col. Mar. 13. Royal warrant to the Lord Lieutenant of Ireland to restore to half pay, and the arrears thereof, Lieut. William Browne, Lieut. John Miller and Quarter Master Thomas Thornbrough, who at the end of the last war were put upon the Irish Establishment for half pay but struck off the same upon a charge against them of refusing to go on our service to the West Indies: they having made appear that they did not so refuse and you the Lord Lieutenant, having hindered them from applying to [the Irish] Parliament for relief; wherefore the said Lord Lieutenant thinks it reasonable that they should be so restored and should be paid their arrears from the time they were struck off. Wynn's Regiment, he having served many years in the Army and last in the said Regiment which being commanded on service in 1707 out of Ireland he surrendered his commission as not being able to attend the service and did thereby deprive himself of his chiefest support: he being a gentleman of a very good family and a very fair character and a wife and five children to support and therefore a fit object of royal charity. Same dated St. James's to the Lord Treasurer to pay to Sir William Sharpe of Stony Hill [Stoniehill] and Dame Margaret his wife the pension of 300l. per an. as from 1 May 1707 for life: being a pension granted him some time before the Union but which has ceased since the Union and cannot be paid without further royal authority. Mar. 16. Treasury reference to the Customs Commissioners of the petition of Richard Warner, a Queen's waiter London port, proposing his kinsman John Hardwick as his deputy, petitioner having extraordinary business that requires his absence from the waterside. Reference Book VIII, p. 396.
Warrant by Treasurer Godolphin to the Queen's Remembrancer for stay of process against the late Commissioners for Wine Licences on their accounts from 1682 Michaelmas to 1691 Lady day "the end of that contract." Warrants not Relating to Money XXI, p. 51.
Report dated Whitehall to the Lord Treasurer from William Blathwayt, as Auditor General of the Plantations, on two memorials of Col. Spottswood, Lieutenant Governor of Virginia, the one praying that the sum of 150l. per an. formerly granted to the Governor of that Colony for house rent may be continued to him for two years; the other praying her Majesty's bounty and allowance towards the charge of his equipage and of transporting himself and servants to that Government.
The Governors or Commanders in Chief of Virginia have been allowed 150l. per an. for house rent until of late out of the 2s. per hogshead. But by letter of 14 July 1705 the Queen directed Col. Nott. the Governor of Virginia, to represent to the next Assembly how necessary it was to build a dwelling house for the Governor, and not doubting of their compliance therewith the Queen discontinued said allowance after two years from the end of the first session of Assembly after the date of her said letter. The first Assembly after the said date met on the 23 Oct. 1705 and ended their session on the 30th Nov. following and the said allowance was discontinued accordingly. The Assembly granted a sum towards building said house which was not sufficient to finish it and no other Assembly has since met by reason of the death of Col. Nott and the disappointment of Col. Hunter [who was taken prisoner by the French on his voyage thither], so that no further sum has yet been granted to make the house, now unfinished, habitable.
Col. Spotswood is going thither as Commander in Chief upon the place. He may be granted the former allowance of 150l. for house rent for two years more, within which time the house may be made fit to receive him. [See infra, p. 240, under date 1710 April 18.]
As to the allowance for equipage and transport, the sum of 242l. was allowed to each of the two preceding Governors of that Colony, Col. Nott and Col. Hunter, for the charge of transporting them and their families. Out Letters (Plantations Auditor)III, pp. 28–9.

Prefixing: (a) Order of the Queen in Council dated St. James's March 12 inst. made upon reading a petition from the Governor and Company of Merchants of Eastland setting forth that they have reason to apprehend that great difficulties may be put upon their trade into the Baltic Sea during the present war between the Northern Crowns and therefore praying the Queen to grant such passes for their ships trading thither as are consonant with the several Treaties between the Crown of England and the said Northern Crowns. The Queen therefore hereby orders that passes be granted to ships trading into the northern seas and to Hamburg according to the forms attached hereto [missing] pursuant to the said Treaties. Treasury reference to the Transports Commissioners of the petition of Lancelot Whitehall, late collector of Deal port, shewing that upon an information of seizure in the Exchequer Court against one Richard Richardson, merchant, for collusive trading a cargo of French wines imported in a Dutch vessel called the Town of Rotterdam taken by a pretended privateer belonging to the said Richardson, the same was condemned in the Admiralty and appraised at 3,800l., one moiety of which the petitioner Whitehall alleges to have [been] paid into the Exchequer; but Richardson being absconded petitioner is likely to be disappointed of the other moiety and [similarly for] several others since condemned unless he can have relief towards same out of a debt of 2,000l. owing to said Richardson in the Transport Office, the bills for which are now in course of payment but not in Richardson's name: therefore praying to be heard before payment thereof, petitioner having been to near 1,500l. expense in the matter. Aid [the 1709 Land Tax for the services of the year 1710 as by the Act 8 Anne, c. 1] remaining in the hands of the Treasurer of the Ordnance and payable after 1,602,502l. 5s. 9½d. [charged thereon and as and when realisable] at par with interest to commence from Feb. 23 last. The Lord Treasurer agrees thereto and desires you to order your Treasurer to assign same to the Bank accordingly and he will direct interest thereon accordingly. The said sum is to be placed to account as follows:
