Mar. 11. Same by same to the Auditor et al. of the Receipt of the Exchequer to deliver up for cancellation the tallies and orders for the three reversionary annuities purchased by or assigned to John Hook and James Wittewrong and Richard, Earl of Ranelagh (the same having proved to be extinct and wrongly sold by reason of death of the annuitant prior to sale of the reversion thereon): to wit, as follows: (1) William Theed, fellow of Lincoln College, Oxford, the nominee mentioned in order No. 5539 for 70l. per an. for his life, who died 3 Sept. 1698, and the reversion thereof extinct at the time, viz. 14 Aug. 1700, of the purchase thereof by Hook, Wittewrong and Constantine Vernatti of London: (2) Henrietta Cornelia van Bambeck daughter and nominee of Cornelius van Bambeck of Amsterdam, merchant, mentioned in an order No. 4997 for 28l. per an. for life, she having died 11 Sept. 1698, new style, and the reversion purchased 9 Sept. 1698 [new style] by Richard, Earl of Ranelagh: (3) Susanna Killingworth, daughter of John Killingworth, of St. Clements Danes, nominee mentioned in an order No. 447 for 14l. per an., who was buried 3 May 1695 and the reversion of her annuity purchased by said Earl of Ranelagh 9 Sept. 1698: on which reversions the said purchasers have received 70l. on order 5539; 105l. on order 4997; and 143l. 10s. Od. on order 447, which several sums they are ready to pay into the Exchequer again [as wrongly paid to them and received by them].
In place of the said tallies and orders, tallies in lieu thereof are hereby to be levied for like reversions on other annuitant nominees still living, and fresh orders are hereby to be drawn for paying the annuities expectant upon the death of such nominee to be so chosen: taking care that the money so as above received by default be first repaid into the Exchequer. Instrument signed by Treasurer Oxford declaring that 2,371,402l. 7s. 1¾d. of South Sea Stock is for the use of the public according to the directions of the Act of 9 Anne, c. 15, for making good Deficiencies. This instrument is on the lines of the privy seal as below, pp. 185–8, and recites that the Navy debt was, by the said Act, computed at 5,130,539l. 5s. 5d. to 29 Sept. 1710 (exclusive of the debt for the Register for Seamen); the Ordnance debt similarly at 154,324l. 15s. 8¼d. to same date; the Transport service debt similarly at 424,791l. 5s. 4¼d.; and that 366,519l. 16s. 5d. (part of 378,859l. 5s. 8¼d.) was computed for debts incurred between the said 29 Sept. 1710 and 25 Dec. 1710 in the said Offices of Navy, Victualling and Transport (viz. 96,720l. 3s. Od. for bills on Wear and Tear, 228,275l. 12s. 5d. by bills on Victualling and 41,524l. 1s. Od. for Transport bills): and a sum of 85,000l. was on the said Act computed for interest of such parts of the said debts as carried interest from 1710 Dec. 25: making a total of 6,161,175l. 2s. 10½d.: and further a sum of 386,325l. was by the said Act computed as interest for three quarters from 25 March 1711 to 25 Dec. 1711 at 6 per cent. for all the public debts therein mentioned; whereof the debts for the Navy, Victualling, Transports and Ordnance for the said three quarters are part and the interest thereupon for the said three quarters comes to 81,344l. 8s. 4½d. as part of the said 386,325l.: and the said two sums of 6,161,175l. 2s. 10½d. and 81,344l. 8s. 4½d. make together 6,242,519l. 11s. 3d., which with 500,000l. for the public service doth and will amount in the whole to 6,742,519l. 11s. 3d.: and since the making of the said Act and in pursuance thereof the Navy Commissioners have delivered into the Lord Treasurer two Register Books shewing that the Navy debt by bills registered in the present Register Books (after abatements for imprests and after additions for interest to Lady day 1711) amounts to 1,774,272l. 12s. 4d., and the like debt in the Second Register Book (after like abatements and additions) amounts to 16,409l. 16s. 2d., and the Lord Treasurer is certified by a report from the Navy Commissioners of 5 March 1711–12 that there are no tickets in their Office which ascertain the wages due on them and that no tickets [exist which] do [duplicate or ascertain] the same, [there] being [in existence] only certificates for men discharged for the time they have served in her Majesty's ships: and similarly the Victualling Commissioners have delivered in a book and therein certified their bills registered in Course to the said 25 March 1711–12 to amount to 1,846,798l. Os. 11d.; and similarly the Transport Commissioners have similarly delivered in a book and therein certified their registered bills in Course to amount to 552,509l. 13s. 4d. to the said time; and similarly the Ordnance have certified theirs to be 181,127l. 1s. 6¼d.: which five sums together make 4,371,117l. 4s. 1¼d.: and in accordance with the requirements of the said Act the said 4,371,117l. 4s. 1¼d. is to be deducted from the said 6,742,519l. 11s. 3d. and the remainder, being 2,371,402l. 7s. 1¾d., is hereby to be deemed and taken to be public money and to be subscribed as such into South Sea Stock and to be applied and disposed towards paying the residue of the debts mentioned in the said Act or for any other public uses for which a Supply hath been or should be granted by Parliament, and any loss or discount thereon is to be accounted for and discharged in such manner as her Majesty may think fit and direct. Mar. 13. Royal warrant dated St. James's to the Attorney General and Solicitor General for a privy seal to approve the Lord Treasurer Oxford's Instrument [ut supra] dated March 12 inst. for adjusting South Sea Stock for the public and to direct the subscribing the same into the Stock of the said Company and the charging the same and the disposing thereof to the public use: all as follows: by the said Instrument the Lord Treasurer has caused all the sums computed in the Act of 9 Anne, c. 15 (for making good Deficiencies &c.), as debts of the several Offices of the Navy, Victualling, Ordnance and Transports with the interest thereon to be cast into one total sum amounting to 6,242,519l. 11s.3d., and has added thereto (as the Act directs) 500,000l. for public services, making a gross sum of 6,742,519l. 11s. 3d.; and likewise has caused all the debts of the said four Offices for which bills, certificates or debentures have been made forth and certified, to be likewise cast up into one total sum amounting to 4,371,117l. 4s.1¼d. (it being certified by the Navy Commissioners in a report dated March 5 inst. that there are no Tickets in their Office which ascertain the wages due on them and that no Tickets do [so], the same being only certificates for men discharged, of the time they have served in her Majesty's ships): and by the said Instrument the Lord Treasurer has caused the last named sum to be deducted out of the said gross total of 6,742,519l. 11s. 3d., and that the residue doth amount to 2,371,402l. 7s. 1¾d.: and according to the tenour of the said Act the said sum of 2,371,402l. 7s. 1¾d. (over and above the stock of the tallies and orders "therein" mentioned) is and ought to be deemed and taken to be public money and to be also made part of the Capital Stock of the South Sea Company for the use of the public in such manner as the Queen should direct by privy seal or sign manual:
The Queen therefore hereby ratifies the said Instrument of Treasurer Oxford and the computation and adjustment of the said 2,371,402l. 7s. 1¾d. as therein:
And further, by a royal sign manual of 1711 Oct. 1 [supra, Calendar of Treasury Books, Vol. XXV, pp. 472–3], and a Lord Treasurer's warrant of 1711 Oct. 2 [ut supra, Ibid., pp. 480–1], thereon, the sum of 288,600l. 7s. 2d. (part of the said 500,000l.) has been subscribed into the said Capital Stock by Charles Cæsar, Treasurer of the Navy (to be applied as follows, viz. 237,386l. thereof to satisfy bills made forth for the Course of the Navy incurred between 1711 March 25 and Sept. 29 and the remaining 51,214l. 7s. 2d. to complete a greater sum for like bills made forth for the Course of the Victualling in the same time): and the Navy Commissioners and Victualling Commissioners were directed by the said warrant to certify exact lists to the Navy Treasurer of all such bills as they respectively assign for payment in Course as usual out of the sum so directed to be made stock as aforesaid, and the said Navy Treasurer was thereby directed forthwith to transfer so much of the said stock as should appear to be due for each of the said bills to the respective persons entitled thereto; and several transfers have been made or do remain still to be made by the said Charles Cæsar in the books of the said Company accordingly:
And further, in pursuance of the said royal warrant and of Treasurer Oxford's warrant dated 1711 Oct. 5 [thereon] the sum of 87,000l. (as other part of the said 500,000l.) has been subscribed into South Sea Stock by Thomas Micklethwayte, Treasurer and Paymaster for Transports, to be applied to the payment of bills registered in Course for Transport services from the 25 March 1711: and in like manner the Transports Commissioners were required to transmit lists of such bills as they should assign for payment in Course out of the said stock of 87,000l. and that thereupon the said Micklethwait should transfer so much thereof to the persons entitled, to wit so much of the said stock as should appear to be due for each of the said bills: and the said Micklethwayte hath transferred or is ready to transfer the same in the books of the said Company accordingly:
Therefore the Queen does hereby ratify and approve the said warrants and the subscribing of the said sums of 288,600l. 7s. 2d. and 87,000l. into the Capital Stock of the said Company and the disposition thereof to the respective uses and services of the Navy, Victualling and Transport as above, and all transfers and assignments made or to be made thereof [in the books of the said Company] as above; and that the said two sums be deemed part of the 2,371,402l. 7s. 1¾d. in the Capital Stock of the said Company for the use of the public. And further it is hereby appointed and directed that the sum of 1,424,399l. 12s. 10d. in further part of the said sum of 2,371,402l. 7s. 1¾d. shall forthwith be subscribed into the said Capital Stock for the use of the public in the proportion as follows, viz. 3,124l. 18s. 6d. by Thomas Micklethwayte [as Treasurer and Paymaster for Transports] and 1,421,274l. 14s. 4d. by Charles Cæsar [as Treasurer of the Navy]: making (with the two aforesaid sums) a total of 1,800,000l., part of the said 2,371,402l. 7s. 1¾d. And as to the 571,402l. 7s. 1¾d. which will remain to complete the said 2,371,402l. 7s. 1¾d. "we will hereafter give directions for subscribing the same into and making the same part of the said Capital Stock for the use of the public."
Further the several persons [Departmental Paymasters] who have subscribed or shall subscribe the sums as above are to be charged therewith by way of memorandum in the Imprest Rolls and Certificates to be made forth by the proper officers in the Receipt of the Exchequer: to wit Charles Cæsar [as Navy Treasurer] with 288,600l. 7s. 2d. already subscribed and 1,421,274l. 14s. 4d. to be subscribed: and Thomas Micklethwayte [as Transports Treasurer] with 87,000l. already subscribed and 3,124l. 18s. 6d. to be subscribed.
Further, in accordance with the terms of the said Act of Parliament, the Lord Treasurer is hereby authorised to dispose and apply all or any part of the stock arising by the computation as above towards paying the residue of the debts of the said Offices of the Navy, Victualling, Ordnance and Transports "so as every warrant for disposing or allowing the disposition of such parts of the said stock already subscribed be made in writing and entered as aforesaid, which entry shall be noted thereon to be made under the hands of the respective officers or their respective deputies or chief clerks."
Further, if the Lord Treasurer at any time think it conducible to the public service to raise money upon the said stock arising by the said computation, he may hereby by like warrants in writing entered in the Exchequer and noted thereon as aforesaid cause money to be raised by the said respective [Departmental] Treasurers and Paymasters by sale, mortgage or otherwise and apply same towards paying the residue of said debts.
And the said respective Treasurers and Paymasters shall be correspondingly discharged in account by assignments or transfers of the said stock to any person for any public use (other than the debts in their respective Offices) and such assignees upon account shall stand charged therewith in like manner.
And if any profit or advantage be made in the application of the said stock or by any dividends or other benefits attending the same, all such profit shall be charged and accounted for to the use of the public in such manner as the Lord Treasurer shall direct by his warrant.
On the contrary any loss and discount similarly accruing shall be allowed and discharged to the accomptant; as also moneys paid upon calls and other necessary disbursements.
Further, the said Charles Cæsar [as Treasurer of the Navy] did in pursuance of a warrant of 20 July 1711 [ut supra, Calendar of Treasury Books, Vol. XXV, p. 377] by Treasurer Oxford subscribe into the stock of the said Corporation for the use of the public 168,100l. in tallies and orders on the Act of 8 Anne, c. 14, for Continuing Several Impositions (together with 17,345l. for the interest accrued thereon till 1711 Dec. 25, amounting together to 185,445l.); and on 2 Oct. 1711 [Ibid. p. 484] the said Lord Treasurer directed the said principal sum of 168,100l. to be applied towards satisfying Victualling bills made forth and numbered in Course between 25 March 1711 and 29 Sept. 1711, and the said Cæsar has transferred or is ready to transfer the same accordingly to the creditors of the Victualling: and further the privy seal of 1711 Dec. 11 [ut supra, Calendar of Treasury Books, Vol. XXV, p. 569, under date 1711 Nov. 30] confirmed the application of the said principal sum of 168,100l. towards the satisfaction of such Victualling bills: and the same is hereby confirmed, approved and allowed. Nevertheless it is hereby directed that before the said Cæsar be admitted to make any more transfers for satisfaction of the said Victualling bills he shall leave with the Directors of the said South Sea Company a list signed by himself of other persons to whom such transfers have been or shall be made upon account of the said sum of 168,100l.
And further, it appears by the Subscription Books for the Capital Stock of the South Sea Company that on July 6 last 1711 John Lansdell, gent., as Deputy to Harry Mordaunt, Treasurer of the Ordnance, similarly subscribed as for the Ordnance the sum of 532l. 18s. 4d. in Army and Transport debentures comprehended in a book of such debentures certified by Thomas Jett, Paymaster of such debentures; and on the 26th of July 1711 the said Lansdell similarly subscribed a further sum of 45,319l. 13s. 1d. (which with 2,039l. 7s. 7d. of accruable interest made a total of 47,359l. Os. 9d.) and on Nov. 10 last a further sum of 11,641l. 19s. 10d. for principal and interest: both which sums of 47,359l. Os. 8d. and 11,641l. 19s. 10d. were in the form of Ordnance debentures comprehended in a book of such debentures duly certified by the officers of the Ordnance, being comprised within the aforementioned sum of 4,371,117l. 4s. 1¼d.
The Queen is therefore fully satisfied that the said three sums of 532l. 18s. 4d., 47,359l. 0s. 8d. and 11,641l. 19s. 1d. ought not to be reckoned as any part of the said 2,371,402l. 7s. 1¾d. and they are hereby so declared not to be part of the said 2,371,402l. 7s. 1¾d. which as aforesaid is declared to be stock for the use of the public: and therefore it is hereby appointed that the said John Lansdell shall and may dispose, assign and transfer the same to such persons and in such manner as the Board of Ordnance shall direct.
Finally, all transfers of any the public stock as aforesaid shall be according to the directions set out above and the Directors of the South Sea Company shall not be responsible for any undue transfers or assignments of the said [public] stock or for any misapplication of the proceeds thereof by the said respective [Departmental] Paymasters and Treasurers. Mar. 13. Letter of direction for 10,000l. to Harry Mordaunt, Treasurer of the Ordnance: and is for the sea service of the Office of Ordnance: 5,000l. thereof is to be issued out of loans in the Exchequer on Land Tax anno 1712 and 5,000l. out of loans to be made by said Mordaunt on Malt anno 1712 (the orders for which loans are to bear interest from the dates of the relative tallies). Mar. 13. Same for 3,631l. 18s. 0d. to James Brydges, Paymaster General of the Forces Abroad: out of loans to be made by said Brydges himself on Malt 1712 (and bearing interest as above): and is intended to be reserved in his hands for such uses of the Forces under his pay as the Lord Treasurer shall direct.
Also 1,940l. to same: out of loans now remaining in the Exchequer on Land Tax anno 1712: and is intended to be paid to Lieut. Gen. Palmes' Regiment of Horse now in the Low Countries as part of the 40,000 men; as on account of their pay. Ibid.
William Lowndes to said Brydges to assign the 100,000l. directed to you the 7th inst. and the above 3,631l. 18s. 0d. to satisfy so much remaining due to be paid on bills of exchange drawn by Mr. Morrice, Deputy Paymaster of the Forces in Portugal, according to the scheme approved by the Lord Treasurer Aug. 22 last [ut supra, Calendar of Treasury Books, Vol. XXV, pp. 416–7] for satisfying foreign bills of exchange. [? Mar. 13.] Letter of direction for 1,000l. to Henry Pigot, Esq.: out of Civil List moneys: for the service of the Robes: to be issued by 500l. this week and 500l. next week. Ibid., p. 237.
Mar. 13. William Lowndes to Lord Lansdown [Secretary at War]. Lieut. Gen. Webb and the Earl of Orrery have demanded their pay as General Officers for the year 1711. Please lay before the Queen, for her pleasure thereon, the enclosed state [missing] of their case in respect to the said pay as represented from Mr. Brydges' office.
As to your letter of the 10th inst. about Regiments to be placed on the Establishment of Ireland to fill up the vacancies there, my Lord Treasurer thinks that affair not properly before him to determine, but desires you to lay before the Queen, for her pleasure thereon, a state of all the Regiments distinguished as to their seniority. Same to Mr. Brydges. Several of the General Officers have memorialised my Lord Treasurer for an allowance of forage in the year 1710 in proportion to their pay for that year. Please inform my Lord whether the said Officers served in their posts in that year and what the custom or practice has been in respect of the said allowance of forage and whether any provision has been made by Parliament towards answering this particular demand. As to their serving, 'tis presumed Mr. Cardonel may best inform you. Ibid.
Treasury reference to the Surveyor General of Crown Lands of the petition of William Van Huls, Clerk of her Majesty's Robes and Wardrobes, shewing that by his patent he is entitled to lodgings for his Office or to 50l. per an. allowance for the same; that the lodgings belonging to his Office at Whitehall was burned in the grand fire; therefore praying that so much ground may be allowed him in the ruins adjoining, he being willing to rebuild the same at his own expense on [condition of a] grant of a certain term or reimbursement of what he shall lay out. Mar. 13. Subscription by Treasurer Oxford for the execution of a Lord Chamberlain's warrant dated Feb. 29 last to the Master of the Great Wardrobe for the delivery to John Williams, late one of the children of the Chapel [Royal], of the usual allowance of clothes [on the breaking of his voice]: to an estimate of 9l. It does not yet appear what the yearly deficiency is, as the [Assessment] Commissioners for the said Taxes have not returned the respective duplicates into the Queen's Remembrancer's Office. But by the certificate of the said Receiver it appears that the whole sum assessed is only 19,403l. 8s. 0d. yearly, leaving a yearly deficiency of 11,350l. 18s. 3d. For the year 1705 the Receiver has paid into the Exchequer 19,880l. 18s. 8½d. and the allowances of salary amount to 549l. 7s. 9½d. 17 11/12.		 Same to General Lumley. I have yours of the 23rd inst. [new style] from the Hague, which accompanied the drafts of the contracts made by yourself, [Brigadier] Withers and [Col. William] Cadogan with Messrs. Vanderkaa and Castagno, for bread and bread waggons for the ensuing campaign. The Lord Treasurer very much approves of the care you have taken for the service and the good husbandry you have used; and he will order the advance money to be paid as soon as the Contractors' agent shall come here and execute the contracts and give bond for performance. The demands of Mr. Beaumont, the contractor for forage, are under [Brydges'] the Paymaster's examination, "and my Lord says he will give speedy order for satisfying what shall appear to be justly due to him." Mar. 18. Same to John Wyche, Envoy at Hamburgh. My Lord Treasurer is lately informed that a bill for 37,500 Rix dollars drawn by Mr. Fran. Stratford Sept. 25 last on Messrs. Stratford and Tree and delivered or paid to Monsieur Rosenkrantz, Envoy from the King of Denmark, for three months' subsidy to his Danish Majesty, has not been complied with. My Lord desires you to give the best assistance you can to such person as Rosenkrantz shall employ to obtain satisfaction of the bill out of any debts or effects which the said Mr. Stratford hath at Hamburg. This trouble is occasioned by Mr. Rosenkrantz his neglect to notify the non-acceptance of the said bill to my Lord Treasurer in time; which if he had done, the money not being paid or (by the agreement made with Mr. Stratford) payable [to Stratford] until January last, would have been stopped on this side. Treasury reference to the Commissioners for Affairs of Taxes of the petition of Vaughan Bonner, Receiver General of Taxes for part of Lincoln, shewing that a late process of capias has issued against him for his 8,000l. arrear of the third quarter of this year's Land Tax; of which he has paid 2,000l. into the Exchequer; Mr. Lister, one of his sureties, has promised to return 3,000l. to London; Jo. Chapman, one of his deputies, had 700l. in his hands; there is an arrear of unpaid Taxes of 1,500l., "and the rest is out upon notes and bills unpaid, bills returned and money paid on the Recruiting Act" [9 Anne, c. 4]: therefore praying that process may be respited. Warrant by Treasurer Oxford to the Auditors of Imprests to allow in account to Sir John Gibson, Lieutenant Governor of Portsmouth, the sum of 180l. set in super on him in the account of the late Earl of Ranelagh, Paymaster of the Forces; being an imprest for providing fire and candle for the said Garrison by two warrants dated 1689 Dec. 14 and 1690 Dec. 22: it appearing that he hath expended the said sum thereon and hath an equitable pretence to a much larger sum by him expended upon the same account.

Warrant by Treasurer Oxford to the Surveyor General of Crown Lands for a particular of two houses in Whitehall in order to a fresh lease thereof to Francis Gwyn.
prefixing: said Surveyor General's report dated 1711 July 11 on said Gwinne's petition. In 1684 some old, mean buildings and sheds in Scotland Yard were possessed by the Physician of the Household, the Serjeants at Arms, the Gentlemen Shewers [Ushers] and Musicians to the King; for whose interests the petitioner then agreed with them and thereupon obtained an Exchequer lease 1685 May 9 for 31 years at a rent of 6s. 8d. per an. and a fresh lease 1685 July 14 better describing the premises and boundaries thereof. There are now standing thereon two substantial brick houses built by him. On the rack I cannot value them at less than 150l. per an. I advise a fine of 600l., to be repaid in case of re-assumption by the Crown. If the Crown re-assume he should be paid 1,200l. for his costs of erection "or less in proportion according to the common rate of houses for such term as shall remain at the time of re-assumption."
