June 2. Present: ut supra.
The Treasurer of the Navy [is] called in and his memorial is read praying leave to borrow 100,000l. of the Bank upon a deposit of 110,000l. of the Malt tallies (lately redeemed): for the pressing services of the Navy and Victualling. My Lord agrees thereunto.
Mr. Studholme [is] called in. His estimate for repairing the [Queen's] private road to Fulham is read and is ordered to be referred to the officers of the Works. Ibid., p. 207.
June 3. Present: Lord Treasurer, Chancellor of the Exchequer.
Mr. Brydges [Paymaster of the Forces Abroad is] called in. Several of his memorials [for money for the Forces Abroad &c.] are read and minutes are taken thereon.
[Write] Sir John Lambert to make a proposal against Friday next for remitting 24,000l. to Lisbon.
Sir Roger Mostyn's memorials relating to the Marines are read. Ordered that he do write to the Agents [of the respective Marine Regiments] to make exact states of what is due for clearings to the said respective Regiments and to certify which of the Officers of each Regiment have actually been upon duty and which of them not, and for how long time since the last clearings were paid.
[Write the] Customs Commissioners that unless they have something very material they need not attend [my Lord Treasurer] until to-morrow sevennight.
Mr. Brydges' memorials which were read and mentioned as above to have minutes taken thereon are as follows [being five in number]: viz.
(1) A memorial dated 3 June inst. for 27,500l. to satisfy Sir John Lambert's bills for subsistence of her Majesty's Forces, prisoners in Spain: [upon which my Lord Treasurer] ordered: that 10,000l. be issued in part out of Contributions on the Lottery Act [10 Anne, c. 18] for 1,800,000l.
(2) Another memorial dated the same day for my Lord to approve how much the Regiments in Portugal, Foot and Dragoons, shall pay out of their subsistence towards the charge of bread and forage; the Earl of Portmore refusing fully to determine [the quota] without such approbation: [this memorial my Lord Treasurer] ordered to be sent to the Comptrollers of Army Accounts for them to consider and report their opinion what is fit to be done therein.
(3) Another memorial dated the same day for Mr. Morrice to close the accounts of subsistence to Farrington's and Butler's Regiments in Garrison at Gibraltar to 1711 Dec. 23 by the Earl of Portmore's lists of non-effectives. To this my Lord Treasurer agrees: it being alleged in the memorial that the difference between Mr. Morrice and the said Earl about effective lists (which Mr. Morrice would [or insists to] have) and lists of non-effectives which the Earl has given regards only those two Regiments and that the money to be paid by one or the other list does in the main amount to the same sum.
(4) Another memorial dated the same day complaining of the overpayment of Regiments in Spain and Portugal by reason that absent Officers are returned in the List of Effectives as [being] present: [Brydges] instancing Barrymore's Regiment as one which has been paid in Portugal as fully officered, though most of them [the said Officers] were paid by Col. Nevill in Spain, being prisoners there.
My Lord Treasurer orders this memorial to be sent to the Secretary at War for him to prepare proper instructions to be signed by the Queen for regulating this disorder and preventing the like for the future. And Mr. Brydges desiring by the same memorial that he may not pay any more subsistence to Barrymore's Regiment until the sums paid to the Officers absent from their posts be allowed in account, my Lord Treasurer agrees thereto.
(5) Another memorial dated the 2nd inst. for 38,665l. 10s. 2½d. to pay offreckonings for the Regiments in Spain and Portugal for the times only that their muster rolls have been returned over. Hereupon my Lord orders that the lists of the persons to whom this money is due to be paid be made forth as usual and then a warrant to be prepared for satisfying the same in South Sea Stock.
[My Lord orders that a] copy of Mr. Wilcox's answer to Mr. Worsley's complaint be sent to Mr. Worsley. Treasury Minute Book XIX, pp. 208–9.
June 5. Present: Lord Treasurer.
The Treasurer of the Navy acquaints my Lord that the Bank have agreed to advance 100,000l. to him upon [security of] a deposit of 110,000l. in tallies and orders on the Malt Duties anno 1711: for the services of the Navy and Victualling: to be repaid to the Bank within two months from the day of advancing to the time of repayment, together with interest at the rate of 6 per cent. per an.
My Lord Treasurer consents thereto and directs the deposit to be made accordingly.
[Write a] letter to the Navy Commissioners to make out bills for paying (out of the above 100,000l.) the sum of 15,000l. to Sir Roger Mostyn, Paymaster of the Marines: to be towards subsistence and debts in quarters.
[My Lord directs the issue of] 1,632l. to Mr. Brydges: out of this year's funds on account of the Hospitals in Spain, being to be paid over to Mr. Lilly for medicines furnished to the Troops there. Ibid., p. 210.

[My Lord orders] Mr. Wilcox and Mr. Worsley to be heard next Thursday. Notice to be sent to them: and the Attorney General to be here then.
The Officers of the Yeomen of the Guard and Mr. Vanbrugh to be heard then.
[My Lord directs] 1,000l. to the Earl of Kinnoul in part of his arrears: to be issued out of the Four and a Half per cent. Duty.
On Mr. Brydges' memorial of the 27th May last my Lord ordered 13,745l. 12s. 2d. to Mr. Brydges to complete 40,899l. 19s. 1d. [which was] directed by her Majesty's warrant to be paid by [way of] advance to the contractors for bread and bread waggons in the present campaign.
[My Lord directs an issue of] 610l. to Mr. Compton, viz. 310l. for several persons as of her Majesty's bounty and 300l. for Lord Duffus. Ibid., p. 211.

The Treasurer of the Navy [is] called in. His memorial [for money] is read. [Thereupon my Lord Treasurer] ordered [application as follows] out of the money remaining in the Navy Treasurer's hands of the advances made by the Bank on deposited tallies: viz.

Mr. Brydges [is] called in. His memorials are read. [Thereon my Lord Treasurer] ordered [issues as follows: viz.]

[Write a] letter to the Navy Commissioners to make out a [Navy] bill for allowing in the Navy Treasurer's account the sum of 3,058l. 7s. 0d. for interest at the rate of 6 per cent. per an. on 180,000l. advanced by the Bank of England upon [the security of] deposits of tallies, for the service of the Navy and Victualling: according to an account and receipt for the same enclosed in the said letter.
[My Lord directs a royal] warrant to be prepared for paying 300l. to Mr. Edward Godfrey without account: to be remitted to Lord Duffus, a prisoner at Dunkirk, to enable him to pay his debts and return home.
The Earl of Anglesea comes in. He acquaints my Lord of some uneasiness occasioned by Mr. Temple Brisco, Collector of Wexford, to his Lordship's bailiff in those parts; and therefore desires that directions may be sent to the Revenue Commissioners of Ireland to remove [said Brisco] to some other port, but of at least as good value as the place he now enjoys. [Hereon my Lord Treasurer] ordered accordingly. Treasury Minute Book XIX, p. 212.
June 12. Present: Lord Treasurer, Chancellor of the Exchequer.
Mr. Worsley and Mr. Wilcox [are] called in. Mr. Wilcox's answer to Mr. Worsley's representation is read: then Mr. Worsley's replication [to that answer] is read: and after hearing what was offered on both sides my Lord Treasurer thinks fit that the papers be all sent to the Attorney General and that he be desired to hear the parties concerned and state the facts (concerning which there seems to be some uncertainty), and also how the case stands between the woodward and the Surveyor [of Woods Trent South] with respect to the forest laws and to the right of each of the said officers and that he will be pleased to return his report upon the whole by next Monday morning; and to advise what directions if any are necessary to be given thereupon.
Mr. Charlton and Mr. Uphill, officers of the Yeomen of the Guard, and Mr. Vanbrugh, Comptroller of the Office of the Treasurer of the Chamber, are called in. The officers complain that Mr. Vanbrugh demands of them 10s. for every debentur: [they] say they used to give him 5s. as a gratuity, but since he now demands 10s. as a fee they know of no right he has to any such.
[Vanbrugh] answers that he takes according to the usage in the Cofferer's Office for debentures.
My Lord Treasurer reads his [Vanbrugh's] commission and Instructions and doth not find by either that he has any right to demand fees; and observes that his is an office of late erection and [is] intended to ease the servants [of the Household] and keep them [safe] from all exactions, and if a fee were to be paid for the debentures it ought rather to come from the [accounting] officer who is comptrolled than the servants; and that if he is not satisfied he should consult the Attorney General and bring my Lord Treasurer his opinion to show by what authority he can justify his demand of fees for debentures. June 13. Present: ut supra.
The Bank Directors [are] called in. [They] represent that on the 1st inst. the deficiency of their fund for the last year then ended amounted to 8,989l. 2s. 10d., which (pursuant to a clause in the Bank Act) [7 Anne, c. 30, clause 41] they pray may be paid out of her Majesty's treasure not appropriated to any particular use by [any] Act of Parliament. My Lord Treasurer orders this memorial to be sent to the Attorney General to advise whether the officers of the Exchequer may not go on paying the said deficiency out of the money coming in on their [the Bank's] said fund since the 1st inst.
[The Principal] Officers of the Ordnance [are] called in and their memorial for money is read. My Lord directs them to borrow 20,000l. of the Bank upon a deposit of tallies [resting] in the hands of the Treasurer of the Ordnance, the loan to be repaid within two months from the time of advancing, with interest at the rate of 6 per cent. per an.: and as soon as money comes in on the Classis Lottery [10 Anne, c. 18] my Lord will order so much as will complete their memorial presented some time ago for about 45,000l., whereof 18,000l. hath been supplied out of a loan on a deposit with the Bank and now [by this present minute there is] intended 20,000l. more.
My Lord Treasurer being gone and a list being brought to the Treasury signed by the Duke of Marlborough of the remainder of his baggage arrived from Holland [the said list] is shown to the Chancellor of the Exchequer, who thereupon ordered the usual letter to be sent to the Customs Commissioners for bringing them up [unopened to the Duke's lodgings to be there opened and examined and Duty to be taken on such as are dutiable]. June 16. Present: Lord Treasurer.
[My Lord signs a direction] letter for 1,000l. to the clerks of the Council on their warrant in that behalf.
A like letter for 239l. 2s. 6d. to the Treasurer of the Chamber to satisfy house rent to April 30 last for the house which the Muscovite Envoy dwells in: according to a warrant signed by the Lord Chamberlain. Ibid., p. 215.
June 17. Present: ut supra.
[My Lord directs] 1,753l. 10s. 0d. to Mr. How out of the money in the Exchequer of this year's funds for carrying on to July 22 next the subsistence of the Third Regiment of Guards, who are ordered to march.
The proposals of Mr. Milner and Sir John Lambert are read in relation to a remittance to Lisbon; and Mr. Milner's proposal, dated the 5th June, appearing to be most for the public advantage, it is agreed to as follows, viz.: to give his bills on Lisbon for 25,000l. at thirty days' sight at 5s. 6d. sterling per milrei [and by way of repayment Mr. Milner] to be paid 15,000l. out of the second payment of the present Lottery and 10,000l. out of the third payment thereof: or [he is content] to take 25,000l. in Land Tax tallies [ranking for payment after or as] from 1,612,000l. to 1,637,000l. [which tallies are] now deposited in the Bank [as security], the exchange at 5s. and 5d. per milrei, "the interest on the tallies from the 5th of April, the day they were struck, to be for my [Milner's] account."
My Lord Treasurer agrees to this last part of the proposition, to wit for the 25,000l. at 5s. 5d. per milrei, and to be paid by Land Tax tallies registered after 1,612,000l. and Mr. Milner is to have the interest thereon from April 5 last according to his proposition.
The Treasurer of the Navy is called in. Upon reading his memorial my Lord directs him to apply to the Bank for a loan of 50,000l. upon [security of a deposit of] 60,000l. in South Sea Stock: the loan to be repaid with 6 per cent. interest within two months from the time of advancing to the time of repayment. June 18. Present: Lord Treasurer, Chancellor of the Exchequer.
Mr. Brydges [is] called in. His proposal for the application of the 25,000l. last night remitted to Lisbon is read and minutes are taken thereon. See below.
[My Lord Treasurer] ordered 5,595l. 17s. 8d. to be issued to Mr. Brydges out of the money in the Exchequer of this year's funds: viz.

The Customs Commissioners [are] called in. Their presentments are read and minutes are taken thereon [and are endorsed thereon].
Mr. Brydges' [abovesaid] memorial relating to the application of the above 25,000l. [is as follows]
"Your Lordship being disposed to order a remittance of 25,000l. for the service in Portugal I propose that the said sum be applied as follows which is according to an estimate I laid before your Lordship for this purpose the 3rd June inst., viz.:
(1) for paying two months' subsistence ending 22 June 1712 to the effective Officers and men only belonging to the five Regiments of Foot in Portugal. [In the margin: Agreed.]
(2) for three months' pay of the General and Staff Officers actually serving in Portugal, to wit from the 23rd March (to which time the same is already directed) to the 22nd June 1712 according to what was granted by Parliament for that service, when her Majesty shall be pleased to signify the rank of such General and Staff Officers and the persons who shall be entitled to such pay. (In the margin: Agreed, but the exceeding on their pay from 23 March [is] to be placed to the [debit of the] King of Portugal's subsidy.)
(3) for three months to 1712 Lady day for Contingencies of the Army and Hospital and for forage and waggon money, as the same was granted by Parliament for that time. (In the margin: Agreed.)
(4) for three months to 22 June inst. for Contingencies of the Army and for forage and waggon money, when it shall be signified by your Lordship how much of the sum granted by Parliament for those services shall be paid on each particular head. (In the margin: Respited.)
(5) for completing the pay of the Officers en second actually serving in Portugal: to wit from Feb. 23 last (to which time the same is already directed) to the 22nd June inst. (In the margin: Agreed.)
(6) for six months' maintenance for the baggage mules for that part of the Army which is upon her Majesty's Establishment in Portugal: to wit from 1st June 1711 (to which time the same has been paid to the King of Portugal out of his subsidy) to the last of June 1712, new style, at 900l. a month: to be paid in part of the said Subsidy. (In the margin: Agreed.)
(7) for making good to the several Regiments of Foot and Dragoons the extraordinary charge of their bread and forage upon account, and until the amount thereof can be exactly computed. (In the margin: Respited.)
(8) for two months' subsistence of the Regiments of Barrymore, Farrington and Butler in garrison at Gibraltar, to wit to the 22nd June inst. (In the margin: Agreed, but to be accounted part of the 350,000l. for Spain.)
(9) for six months' pay for the Governor and Staff Officers of Gibraltar: to wit to the 22nd June inst. at 5l. 7s. 0d. a day. [The preceding marginal minute probably applies also to this item.]
(10 and there being several commissioned and non-commissioned Officers belonging to the reduced Regiments in Portugal who remain there by the Earl of Portmore's direction and have accordingly been subsisted there to the 23rd of April 1712 pursuant to his warrants for that purpose, I [Brydges] desire I may have your [the Lord Treasurer's] direction whether the said Officers shall be further subsisted to the 22nd June inst. out of the aforesaid 25,000l. (In the margin: Respited.)
(11) and the six Regiments of Dragoons now serving in Portugal upon her Majesty's pay having no provision made for them by Parliament beyond the 23rd June inst. 1712, I therefore most humbly desire her Majesty's pleasure may be signified to me whether the said Regiments shall be subsisted beyond the said 23rd June, for without such signification I humbly conceive I am no ways justifyable in making any further payments to those Regiments: Pay Office, Whitehall: J. Brydges. (In the margin: What shall be paid from the 23rd June 1712 must be placed to account of the King of Portugal's subsidy.)

Some papers are read and minutes are taken thereupon [and are endorsed thereon].
[My Lord Treasurer ordered a letter of direction for] 4,200l. to the Judges of England and Wales and Masters in Chancery for last Easter term.
My Lord agrees that the tallies for 25,000l. on the Land Tax for this year payable [in course] after 1,612,000l. [previously registered thereon which tallies are] now remaining in the [hands of the] Bank as a deposit [of collateral security but] which [tallies] Mr. Milner is to have for the bills he gave for 25,000l. on Lisbon the 17th inst. shall be redeemed from the Bank out of the first money that shall be paid into the Exchequer on the Classis [Lottery] Adventure for 1,800,000l. June 20. Present: Lord Treasurer.
Mr. Brydges is called in. His memorials are read. [Thereupon my Lord Treasurer] ordered 3,000l. in part of 250,000l. for the war in Spain for three quarters to Xmas 1712, being for the pay of the General and Staff Officers in Spain from March 25 last to the 5th inst.
[Likewise] 150l. more to him [Brydges] upon the proper [relative] order upon account of subsistence to the Regiment of Lord North and Grey; being for recruits going to the said Regiment.
[Likewise] 1,000l. more in part of 475,385l. 7s. 8¼d. for the service of the war in Spain for the year 1712, being to satisfy a bill drawn by Mr. Hammond and payable to Lord Barrymore and endorsed to Col. Richard Wills and due the 11th inst.
Mr. Brydges [is directed] to make and lay before my Lord as soon as may be an account of all the money he has received out of this year's funds and to what uses the same have been applied.
Mr. Gibbon and Mr. Deckar are called in. Mr. Gibbon's memorial is read praying that his bond as Receiver of the last year's Lottery money may be sent to the [Queen's] Rem[embrancer's] Office in order to help him to defend his extent in aid against Vanderheiden and Drummond.
Mr. Brydges says that he has a demand for an immediate sum due to the Queen from the said Vanderheiden and Drummond on account of bills unpaid for subsistence of the Forces in Flanders: and therefore he [Brydges] desires that the bond may not be delivered.
My Lord directs Mr. Gibbon's case to be sent to the Attorney General and if he is of opinion that the bond ought to be delivered to the petitioner then the bond is to be delivered to him without any further directions from my Lord.
[My Lord further directs the payment of] 300l. to Mr. Brydges by the hands of Mr. Compton; to satisfy so much due on a bill drawn by Mr. Sweet for money furnished as her Majesty's bounty to Lord Dunbarton in Flanders in or about the year 1710. Ibid., p. 220.
June 21. Present. [attendance not stated].
The Treasurer of the Navy having acquainted my Lord Treasurer that the Bank are willing to lend 50,000l. for the services of the Navy on a deposit of 55,000l. in tallies and orders on the Malt Duties anno 1712, [such loan] to be repaid within two months from the day of advancing the same, together with interest at the rate of 6 per cent. per an., my Lord Treasurer agrees thereunto and directs the deposit to be made accordingly. June 23. Present: Lord Treasurer, Chancellor of the Exchequer.
The Gentlemen of the Bank are called in.
Mr. Brydges is called in.
A memorial of Moses de Medina is read complaining against Sir Solomon de Medina.
Prepare a [form of Treasury] commission to appoint the Receivers of the Classis Lottery; and the [form of a] bond for the security [to be given by such Receivers]: and send the drafts thereof to the Bank.
[Let my Lord Treasurer] see the [royal warrant for the] grant of 3,000l. a year from Charles II. to the Earl of Bath.
Send Mr. Brydges's memorial about 30 Lieutenants' wives to Mr. Howe.
[My Lord directs the issue of] 1,303l. 1s. 7d. to Mr. Brydges for Exchequer fees [paid by him on issues made to him for the Forces Abroad].
[My Lord directs] 8,000l. to be issued, as in part of 17,500l., to Sir John Lambert upon bills drawn by Col. Nevil for the [British] prisoners [in Spain].
[My Lord directs the issue to William Lowndes of] 1,000l. for secret services. Ibid., p. 222.
June 25. Present: Lord Treasurer.
The Commissioners of Transports [are] called in. [My Lord orders that] they are to take care that their Treasurer be surcharged with the interest incurred upon the South Sea Stock in his hands from Xmas last: and that the [Transport] creditors be allowed interest upon their bills only from the dates thereof to the respective times of paying the same by transferences of South Sea Stock.
The Customs Commissioners [are] called in. Their presentments are read and minutes are taken thereon [and are endorsed thereon]. In relation to the frauds committed in the Jerquer's Office my Lord directs the Commissioners to continue the suspension of the Jerquer which they have made till next week and in the meantime to consider of what they shall think proper to be directed for carrying on the service of that Office.
