Dec. 16. William Lowndes to the Customs Commissioners to report on the petition of Sir Randolph Knipe for the discharge of several ships (unnamed) from quarantine. Our Letters (General) XX, p. 319.
Treasury reference to Mr. Borrett of the petition of Joseph Simson, now a prisoner in Newgate on a fine of 100l. for buying stolen plate of which he was convicted on the sole evidence of Mary Stent, who has since admitted that she was hired to swear against him for 10l. to clear one Maw, who was really guilty, and since executed for other crimes, and who at his death confessed it and declared petitioner's innocence: therefore praying remittance of the fine to prevent the entire ruin of himself and family. Same to the Taxes Commissioners of the petition of Thomas Wilkins, Undersheriff of Co. Glamorgan, shewing that in June last he received the Queen's writ of extent against Geo. Howell, late Receiver General for Cos. Glamorgan, Carmarthen, Pembroke and Cardigan, for 43,000l. which he effectually executed by extending all his real estate to the value of 366l. per an. and 1,358l. appraised of his personal estate: therefore praying an allowance in respect thereof. Dec. 16. Treasury reference to Mr. How [Paymaster of Guards and Garrisons] of the petition of William Borrett, Solicitor for the Affairs of the Treasury, on behalf of his son, Capt. Edward Borrett, shewing that by warrant of date 12 April 1712 the Queen granted a pension of 200l. per an. to his son, payable out of Contingencies of Guards and Garrisons, in consideration of his services and the loss of his leg at the battle near Mons; that upon application to the Paymaster General [of Guards and Garrisons] for payment of said pension (on which there will be a year due the 24th inst.) he acquaints him he [Howe] cannot pay same without particular direction of the Lord Treasurer: therefore praying direction to said Howe to pay same. Dec. 17. William Lowndes to the Navy Commissioners to make forth a Navy bill for paying to Sir Roger Mostyn the 3,163l. 0s. 5d. directed on the 5th inst. to the Navy Treasurer, ut supra, p. 535. But you are to take care that Sir Roger be duly charged therewith in the accounts of the Navy Treasurer. Disposition Book XXII, p. 75.
Letter of direction for 807l. 2s. 0d. to James Brydges, Paymaster General of the Forces Abroad: out of Contributions in the Exchequer on the Class Lottery anno 1712: and is intended for the pay of the Officers of the three Companies of Invalids doing duty at the Tower, to wit from the dates of their commissions to the 8th July last and is to be esteemed as part of the 34,000l. for half pay to the Officers of Foot and Dragoons reduced and to be reduced upon the Establishment of Spain and Portugal for the year 1712 and included in the sum of 243,020l. 17s. 6d. for extraordinary charges of the war. William Lowndes to the Comptrollers of Army Accounts enclosing two memorials [missing] which were read to the Lord Treasurer in the presence of the Duke of Ormonde concerning forage furnished by the States of Leege [Liege] and County of Loos and by the High Quarter of Gueldres to the Prussian Forces in their winter quarters 1710–11 and 1711–12. My Lord Treasurer directs you with the assistance of Mr. Brydges and Mr. Watkins to report thereon in what manner the accounts of these demands have been formerly satisfied and whether any provision is made by Parliament for expenses of this kind. Same to the Secretary at War enclosing a series of papers relating to the affairs of Chelsea Hospital and the outpensioners thereof, which were considered by my Lord Treasurer on Friday last, when the Duke of Ormonde and yourself were present. My Lord sends this to you for your perusal and information now that the affairs of said Hospital and pensioners are to be thoroughly examined and better regulated and established for the future.
Appending: list of said papers, including the report of Sept. 12 last from the Commissioners for said Hospital proposing to lessen the expense thereof by more than 8,000l. per an. by reducing the daily allowances to the pensioners. Ibid.
Dec. 18. Same to the Navy Commissioners. My Lord has perused your account of ships paid off: but in order to his being further informed of the state of the Navy in respect to the head of Wages he desires an account of what is due to be paid on all ships in her Majesty's service out or at home, the name of the ship, where or on what voyage and the wages due to each of them. William Blathwayte to [William Lowndes] in reply to a letter from the latter of the 13th inst., supra, p. 542, concerning the Bishop of London's proposal to erect a church in each of the two Indian towns in Virginia. I reported thereon on the 8th inst. to my Lord Treasurer and herewith present a state of an account of the quit rents of Virginia together with a copy of a letter from Charles II. to Lord Howard of Effingham, then Governor of Virginia, relating to those Indians at the first Settlement; whereby it may appear to what uses the said quit rents are, or were then, intended to be applied. William Lowndes to the Secretary at War enclosing the original [missing] of one of the papers sent to you on the 17th inst. relating to Chelsea Hospital, being a letter of the 4th inst. from the Commissioners of said Hospital with six lists containing the pretensions of such soldiers lately disbanded and examined by them who are (as they allege) qualified for the out pension of the said Hospital.

Dec. 24. William Lowndes to Auditor Harley. Col. Nicholson is commissioned to enquire into divers matters in North America [relating to the Canada Expedition &c., ut supra, pp. 447–8]. He has desired that such of the stores which were brought back by Mr. Nettmaker, who went as Commissary of Stores on the Expedition to Canada, and remain now in his [Nettmaker's] custody, may be ready to be shipped when he, Nicholson, shall receive orders to proceed on his voyage. My Lord Treasurer has agreed that same may be sold in North America to a much greater advantage for the public than they could be at any other market. Nettmaker is to accompany Nicholson. In order that the said remaining stores may be regularly charged it will be necessary that Nettmaker's account of stores be passed in due form. Please state same in order to speedy passing. Also please furnish Nicholson with copies of all accounts, papers and reports before you concerning the said Canada Expedition in order to his better information and help in his commission and consider of some scheme for taking of accounts [arising out of his inquiry] and instruct him therein "so as all matters of accounts may be put into such method upon his enquiry and examination as that they may pass here and the public thereby have the satisfaction it ought to have."
