In pursuance of the Act [12 Anne c. 11] enabling the Queen to raise 500,000l. on the Civil Government Revenues to pay debts and arrears, the Queen directs 35,000l. yearly for 32 years out of the Hereditary Revenues of the Crown to be set apart as a fund to be administered by a Paymaster appointed by the Treasury for the satisfaction of such persons as may advance the sum of 500,000l. in units of 10l.; Nehemiah Arnold and sixteen others are appointed Managers. Of the 50,000 tickets to be made out, two are to be marked for 10,000l. each of Principal Money, one for 5,000l. one for 4,000l., one for 3,000l., one for 2,000l. four for 1,000 each, nine for 500l. each, twenty for 200l. each, fifty for 100l. each, 400 for 50l. each, 6,491 for 20l. each; all which, with 500l. for the first drawn ticket and 1,000l. for that last drawn, will amount to 202,820l.; this with 430,180l. repayable on the 43,018 tickets will bring the total Principal to be repaid to 633,000l. Interest on the Principal sums, pending repayment, is fixed at 4l. per cent. per an. The usual regulations as to methods of bookkeeping, drawing of tickets etc. are given at length.
