June 11. Treasury warrant to John, Duke of Montagu, Master of the Great Wardrobe, to pay 100l. to Edith College as in part of 747l. due to her for lace and linen provided and delivered for the use of his late Majesty Wm. III.: to be paid out of such money as is or shall be imprested to said Duke out of the arrears of the Civil List revenues grown due before the death of Wm. III.
Appending: certificate dated 1703 May 27 by the Earl of Portland as Groom of the Stole to Wm. III."At the request of Edith College, sempstress and starcher to his Majesty King William of blessed memory, I do certify that I gave order to her for providing a certain quantity of lace and linen for his Majesty's service and that there remains due to her on that account 747l.”
(2) A like certificate dated 1703 June 17 by the Earl of Romney. At my succeeding the Earl of Portland as Groom of the Stole to his said late Majesty there was then owing 747l. to the said Edith College, “ the which the King did own to be a just debt and did promise the payment thereof, but no part having been paid her the whole sum remains still due.” Money Book XXVII, p. 15.

Same to the Taxes Commissioners of the petition of Richard Whitingham, Receiver of Land Tax for part of Co. Lincoln, setting forth “in his letter to Lord Carnarvon annexed to a memorial from the said Lord on his behalf” that there is due to him from Lieut. Gen. Farrington's Regiment 797l. 12s. 0d. on account of [payments made by him out of his tax receipt moneys towards coat and conduct and recruit money for soldiers &c. by virtue of or under Treasury authority based upon various Acts of Parliament, which payments were to be refunded to him by payments direct in to the Exchequer by the Paymaster General of the Forces &c. concerned, of the particular sums so expended by said Receiver for] recruits: therefore prays directions in the said memorial for the said sum (on account of the arrears due to the said Regiment) to be paid in to the Exchequer on account of the said Whitingham; who represents in his said letter that for want of this payment being made an extent was taken and executed against him and that he fears further process if the same be not speedily satisfied. Same to Mr. Cholmley, Surveyor General of Crown Lands, of the petition of Esther Lempriere shewing that by indenture dated 28 August 1696 the late Queen Dowager [Cattarina of Braganza] and her trustees did demise to John Clarke (under whom petitioner claims) several messuages, lands and tenements, parcel of the manor of Hogthorpe, Co. Lincoln, under several small rents amounting to 47l. 14s. 0d. per an.; in which petitioner has about ten years to come: therefore praying to fill up the term to 31 years. Ibid., p. 235.

June 12. Same to the Salt Commissioners to establish officers as follows.
Prefixing: memorial from said Commissioners dated June 6. On 15 Dec. last we laid before your Lordships a state of the great increase of the fishing trade in the several ports of Cornwall and Plymouth and the necessity of establishing a supervisor there at 100l. per an. for the better securing the revenue. Like wise on Jan. 5 last (on a report from the collector and supervisor at North Shields) we represented the necessity of three more watchmen at 8s. a week each to prevent running of salt. On March 20 last we represented the necessity of a new officer for two new rock pits then sunk at Northwich. The Collector and Supervisor there now signifies that a new work is erected there and that another is preparing and will be ready in a few days and will necessitate an additional officer at 40l. per an. and a supernumerary at 20l. per an. We pray authority for these appointments. Ibid., p. 173.

Treasury warrant to the Surveyor General of Crown Lands to send to the respective Principal Officers of the Ordnance, Household, Navy, Customs or other public Offices, for accounts or particulars of all lands, tenements, revenues and hereditaments appertaining to the Crown and in their possession: and in case regular surveys have not been taken thereof to cause exact surveys to be made thereof by himself in case such personal views be needed: and to represent the results in writing to the Treasury Lords: the said Surveyor General having represented that he conceives such lands &c. are under the care of said Offices but no moneys or regular records made thereof whereby the same may appear (as they ought) to belong to the Crown. June 13. Same to the King's Remembrancer for stay of process against the Commissioners for Land Tax, Whitehall: the officers of the Board of Greencloth and other Commissioners for the late Land Taxes within the Palaces of Whitehall and St. James's having by memorial represented that in 1705 the quota for the 4s. Tax on the late Queen's Household was raised from 10,686l. 3s. 4d. to 30,754l. 6s. 3d., whereupon they did through the importunity of the [members of] her said Majesty's family [Household] lay before the Queen the hardship of their case, who was thereupon pleased to approve of a Book of Assessment prepared as high as could possibly be made without very great oppression to the said servants, who were thereby raised from the said 10,686l. 5s. 4d. per an. to 19,403l. 8s. 0d. per an., and the said officers [of the Greencloth] and Commissioners were acquainted that her Majesty intended to make good the deficiencies and her Majesty accordingly did pay out of her Civil List revenues 21,000l. in part of 68,105l. 9s. 6d. unpaid of the said deficiency: wherefore the said Commissioners pray that no process may issue against them. Please report your opinion with regard to these and all other [lands] purchased for fortifications, in whom the same may most properly be vested for the Crown in order to have them kept in repair and to have the rents and mesne profits thereof duly answered. June 15. Treasury reference to the Customs Commissioners of the petition of Peter Pender and divers other traders and dealers in the woollen manufactures in Cos. Cornwall, Devon and Somerset shewing that they were concerned in sending at several times several parcels of woollen goods on board ships carrying letters between Falmouth and Lisbon, which goods are [legally] chargeable with no Duties; that Mr. Doyley at Dartmouth and Mr. Cock at Falmouth have seized several small parcels as not duly entered and have impleaded petitioners in the Exchequer Court: therefore praying stay of proceedings and restoration of their goods. June 15. Royal warrant dated St. James's to the Lord Lieutenant of Ireland to pay so much as hath been short paid on the annual allowance of 624l. granted for seven years for the poor Palatines as follows; and further that same be continued to be paid entire during the remainder of the seven years as follows, notwithstanding the clause in the warrant of the late Queen Anne of date 28 March 1712 for the ceasing of the 40s. per an. to such families of the said Palatines as should die or leave the kingdom.
And further to pay the sum of 720l. stopped for poundage and Pells [fees] (the Treasury officers being first reimbursed): [all] for enabling the said Palatines to maintain a minister to read the liturgy of the church to them in their own tongue and likewise an agent that understands their language and to support other contingent charges.
And by reason that the Treasury Lords have laid before us your letter of Jan. 15 last, together with a representation from the Commissioners for taking care of the Palatines in Ireland, whereby it appears that in 1709 Queen Anne sent 821 families of Palatines into Ireland, for whose relief she was pleased to allow 24,000l., which was all paid except 720l. that was stopped in the Treasury [of England] for poundage “and Pells [fees]; that these families being in the year 1711 reduced to 312 the said late Queen by her warrant of 28 March 1712 allowed 40s. per an. for every family for seven years certain, which amounts to 624l. per an.: that the said families are now reduced to 263, who are settled upon farms in Ireland; and the said Commissioners have represented that it would be for the great benefit of the said poor Palatines and for our service that the surplus of the said 624l. per an. be granted to the 263 families now in being in Ireland as likewise the abovesaid sum of 720l; whereby the said Palatines may be enabled to maintain a minister and an agent as above and to support other contingent charges. June 15. Royal warrant dated St. James's to the Treasury Lords and to the Barons of the Exchequer, Scotland, to pay a pension of 100l. per an. to Sir Andrew Kennedy out of the land rents and casualties of Scotland: as from Lady day last: and to add same to the Establishment [of Pensions, Scotland]. June 16. Treasury warrant to the Customs Commissioners to pay 300l. to the executors of Josiah Chitty for 1½ years to 1710 Xmas on the allowance of 200l. per an., he having acted during the said time as Surveyor of the Wine Tasters in London port.
Prefixing: report by said Commissioners on the petition of Josiah and Joseph Chitty, sons and joint executors of said Josiah Chitty, shewing that their said father was presented to be and act as Surveyor of the Wine Tasters in all the Quays and not limited to any particular station, which duty he performed for three years to Xmas 1710, but has only been paid 1½ years, and that Mr. Heymans was appointed Surveyor of the Wine Tasters by Treasury warrant from Xmas 1710. Hereon the said Commissioners report that Chitty was allowed by incidents to Xmas 1707 after the rate of 80l. per an. as a wine taster, from which time he acted as Surveyor of the Wine Tasters and was paid also by incidents at the rate of 200l. per an. An order was drawn 28 July 1710 for one year thereon, but it being intimated to the [Customs] Board that he had omitted to qualify himself as required by law a stop was put to the payment thereof. On establishing Heymans as Surveyor on the 26 Dec. 1710 Chitty was continued wine taster and he then qualified himself and died in said position. Out Letters (Customs) XVI, pp. 233–4.
Same to the Attorney General for a noli prosequi on the information exhibited against Sir John Lambert for two barrels of cochineal sent to him (by ignorance of his correspondent) from France, whereas the same could only come from the Dominions of Spain, and has been seized by Mr. Orton, a Customs officer of London port.
Prefixing: said Commissioners’ report on said Lambert's petition. Petitioner acquainted us of the mistake before the arrival of the ship.
The cochineal is of great use in dyeing and very much wanted and the Duties thereof small. Ibid., pp. 234–5.
June 16. Same to the Collector Inwards, London port, to swear in John Darby as deputy to Thomas Pratt, a King's waiter, London port. Ibid., p. 236.
Treasury reference to the [Principal] Officers of the Mint of the petition of Sir Richard Sandford, bart., Warden of the Mint, shewing that a clerk has always been allowed to the Warden for the prosecution of clippers and counterfeiters and an allowance not exceeding 400l. per an. for same out of Coinage Duty is allowed by Act of Parliament; that several prosecutions are now on foot for such offences: therefore praying that the allowance for same may be forthwith settled.
