The Treasury Lords to [the Attorney General] to insert clauses as follow in the grant of the Customs Farm:—His Majesty after having heard the new Farmers of the Customs about the business of the bonds and cocquets, having directed same as follows, viz. that the bonds be continued to be taken by the King's officers, but in the presence and by the approbation of an officer of the Farmers, the said King's officers to give copies thereof to said Farmers' officers; that said King's officers discharge no bond without consent of said Farmers, and that once in six months they carry all such bonds as shall be taken by them into the King's Remembrancer's Office, giving the Farmers notice hereof that they may appoint an officer of theirs to go with said King's officers to see the said bonds safely delivered, and further that said Farmers have liberty to appoint officers to see the prosecution of the said bonds in the Exchequer. And as to cocquets, that all cocquets for such goods, where any duty is to be repaid by indenture upon re-export, be delivered, by the King's officers to the said Farmers or their nominee, to the end that from the port of London they may have the sending thereof down to their officer at Gravesend, to be by him delivered up to the master of the ship, and as to the outports that they may send the same down with the ship till she be cleared out of port, but for all other cocquets that they be delivered as formerly by the searcher to the master of the ship: and further, as to the King's respective Customs warehouses, that the Farmers as well as His Majesty's officers have a key of them and have the use of them with the King's officers for the laying up of merchandise in order to the securing the duty or upon seizure, and that the Custom House in London port be divide to the conveniency of the Farmers and the King's officers according to a copy of a certificate from Dr. Christopher Wren hereto annexed: and as to the respective Custom houses in the outports that they remain in the possession of the King's said officers, but that the Farmers have their conveniency in each of them for themselves and their officers and for keeping their cash, and that the Farmers have the keys of the outward doors of the houses and of the common rooms. "In obedience to your Lordships' commands I certify that being present in the Custom House with Sir Robert Howard and Mr. Dickenson upon view of all the rooms in the new building and conference upon the plan it was agreed that the conveniency of the Farmers and their officers and of the King's officers might very well be adjusted for His Majesty's service as followeth, viz.
The Farmers to have the West end of the Custom House to themselves.
The Great Long Room to be in common.
The East end for the accommodation of the King's officers.
The Searchers' room in common with the Farmers.
The King's officers to have one key of the warehouse and the Farmers another.
The Farmers or their officers to keep the out-keys and the keys of the Great Common room and to guard all."
March 9 Sir G. Downing to the Farmers of the London Excise. I have daily occasion to make use of a copy of your last grant of the Excise of London. Send me a copy on Monday without fail. Out Letters General II. p. 436.
Same to Sir Robt. Vyner or the late Farmers of the Hearth money. My Lords, by warrant of 1669, April 28, directed payment of several tallies struck upon the Hearthmoney, among which one for 400l. dated 1667. May 3. As this tally remains yet unpaid, my Lords desire an account hereof next Monday why it is not paid. Ibid.
Same to Auditor Morice. My Lords have directed Mr. Marsh Leigh [Marshleigh], Head Collector of Assessments in co. Lincoln, to apply himself to you with his accounts. You are to call him to perfect same with all speed. Ibid.
Same to the Hearthmoney Farmers. Please certify my Lords what allowances or payments have been made by you to the respective clerks of the peace on account of the salary given to them by all the Acts of Parliament relating to Hearthmoney; that is to say for the half year ended 1666, Lady Day, as also for the whole time of your farm. March 10 Privyseal for 700l. per an. to Sir Charles Wheeler, bart., Governor in Chief of the Leeward Islands, to be paid to him as Governor of St. Christophers: to commence from Xmas last and to continue till said island of St. Christophers shall be in a condition to pay him the said like yearly sum: "and so as the said yearly payment of 700l. by these presents appointed shall cease and abate from year to year in proportion as any part thereof shall arise and grow payable unto the said Sir C. March 10 Privy seal for 2,778l. 10s. 8d. to the abovesaid Sir C. Wheeler for the pay and entertainment of two companies of foot of 80 common soldiers each, beside officers, for the service of the Leeward Islands, as by the establishment thereof of the 8th inst. Royal warrant for a privy seal for 500l. to John Dawborne for his interest in a coppice or parcel of woodland called Stubbridge Coppice, parcel of the manor of Chertsey, lying within Windsor Forest, containing by estimation 20 acres, granted by the late Queen Mother 1660–1. Jan. 7, to Thomas Forebeach and John Hull for 21 years, and by them assigned to said John Dawborne, and also for his interest in a parcel of woodland, with the appurtenances, called Fann Grove, containing 50 acres, lying within the Forest of Windsor, granted by said late Queen Mother to Ansell Beamont and Mr. Hinckman, and by them assigned to said Dawborne: said Dawborne having assigned his interest herein to the King by deed dated Feb. 24 last. March 13 Treasury warrant to the Clerk of the Pipe to prepare a new grant to Sir John Poyntz, of the lands as below, found by inquisition to be concealed from the Crown. By warrant under the royal sign manual and privy signet of 1667, May 8, the King authorised a grant of said premises to John Spencer, and thereupon a warrant was granted by Lord Ashley, Chancellor of the Exchequer, for said lease, and a transcript was drawn up, but before same came to be signed Mr. Spencer died, having before his death conveyed his rights in same to petitioner, said Sir John Poyntz, for a valuable consideration. March 14 Report to the King from the Treasury Lords on the petition of Susanna Richardson late wife of Robert Castle of St. Martins in the Fields, hosier, deceased, about a messuage called the Farm house in Chelsea, and the wharf there, heretofore the inheritance of Sir Theodore de Mayerne, praying letters patent of grant to John Snell and Robert Newman of said premises in trust. Cannot determine whether Peter Rousau (Rowson), who conveyed said premises as a trustee for Adriana de Mayerne, sole executrix and heir of Sir Theodore de Mayerne, was an alien or not at the time of said conveyance. But the Attorney General thinks that no advantage should be taken of that by your Majesty as Rousou was only a trustee: and therefore that petition may be granted. Warrants Early XXXVII. p. 445.

March 16 Treasury warrant to Sir Heneage Finch, Attorney General, to prepare a grant to pass the Great Seal of premises as follow to William Pritchard, merchant tailor, of Eltham, Kent, viz. His Majesty's old storehouse and wharf called the Gunn Wharf, situate in Woolwich, Kent, containing in length on the North part next the River of Thames about 265 feet, on the South side next Woolwich Street about 330 feet, on the East side next a certain lane there leading to a place called Toddytree Watergate about 316 feet, and on the West side next another lane there leading to a certain place called Bell Water Gate about 210 feet, together with the dwelling house, stable, and other outhouses, and a new storehouse thereupon built one storey high, valued altogether at 50l. per an., and also two small tenements standing on the South side of the said ground next the street called Woolwich Street, now or late in the tenure of John Creecher, butcher, and William Seawell, blacksmith, valued at 4l. per an., together with all ways, waters, watercourses, &c. Prefixing:—Constat and ratal of the premises by the Surveyor General. The premises are valued at 810l., and are to be granted under the Great Seal to Pritchard in part satisfaction for the sum of 2,957l., to be paid to him by His Majesty for the purchase of a great mansion or manor house called the Tower Place, in Woolwich, and all the buildings and outhouses thereto belonging, together with the sugar houses, warehouses, tenements, stables, smith's forge, and other storehouses and outhouses, together also with the warren, old orchard, dove houses, tyle houses, and two messuages or tenements thereupon, with the long sea wall and bank, reed ground and marsh within the parish of Woolwich and Plumstead; and a piece of ground containing about one acre in Woolwich, with a water house thereupon erected, and all springs, pipes of lead, water courses, and other profitts, &c., thereto belonging.
March 16 Treasury warrant to the King's Remembrancer to stay process against the late Farmers of Hearth money, they not being able to perfect their accompt of the moneys of the said revenue for the half year ended Lady Day, 1666, of which they were made Receivers [i.e. not Farmers, and therefore liable to account for same] in regard that the sub-farmers under them [who] were actually employed in the receipt of the revenue for the said half year have their accompts yet depending before the respective Auditors. Royal warrant for a pension of 200l. per an. to Lord Chandos Ibid, XVa. p. 112.
Same to the Clerk of the Signet for a privy seal as follows. By privy seal of 1666, Dec. 22, the sum of 700l. per an. was ordered to Thomas Turner for secret service without accompt which sum, though in the name of said Turner, was for 500l. to the use of Sir Job Charleton, Chief Justice of Chester, and 200l. to the use of Robert Mylward, another of the Judges of Chester, which sum has been paid up to Sept. 29 last. Seeing that the salaries of the Judges at Westminster and also of the Great Sessions in Wales have been augmented therefore the abovesaid sums are to be paid henceforth to said Charleton and Mylward in their own names. Treasury warrant to the officers of the Exchequer to take care that for the future no tally be struck for the rent of any future month of the Customs until the rents of the months which are in arrear are cleared and fully paid, including such payments as are made by the Farmers themselves or their deputies by virtue of Treasury warrants, "which warrants for your information therein were directed by us from time to time to be entered with the Auditor of the Receipt of the Exchequer and the Clerk of the Pells." March 25 Royal warrant for a privy seal for 20,879l. 6s. 7d. to Sir Dennis Gawden for raising and forbearing of money and 17,286l. 19s. 9d. due upon the foot of his accompt. (Privy seal hereon, dated Mar. 29.) The first of the abovesaid two sums being for purposes as follow. By privy seal of 1670, June 16, there was ordered to be paid to said Gawden 5,176l. 11s. 3d., in full of 41,074l. 3s. 0d. due to him for all interest of moneys from 1660–1, Mar. 6, to 1669, Mar. 29, and 4,102l. 8s. 3d. for surplusages on his account, making in all 45,176l. 11s. 3d. According to Gawden's last account certified on the 1st Nov., 1670, and affirmed by the oath of said Gawden and Nicholas Osborne his cashier, there was due to him for interest and reward for raising and continuing money for the victualling in the whole 66,055l. 17s. 10d., so there remains due to him 20,879l. 6s. 7d. over and above the abovesaid 45,176l. 11s. 3d. formerly allowed to him for interest at 6 per cent., and over and above the 1,529l. 15s. 0d. formerly paid and allowed to him by Sir George Carteret, then Treasurer of the Navy, for the interest of 27,000l. assigned by said Carteret to said Gawden, and over and above all other sums paid to said Gawden for interest at the Exchequer or elsewhere. Secondly: the remaining item of the abovesaid two sums, viz. 17,286l. 19s. 9¼d. being due to said Gawden as surplusage upon the foot of his accompt for the years 1667,1668 and 1669. Further Gawden is to be allowed and paid interest on both these sums at 6 per cent. from the date hereof to the time of payment thereof. Furthermore, in the Navy creditors' certificate of Aug. 4 last from the Navy Commissioners, the money due to Gawden [as surplusage as above] for victualling was stated at 17,115l. 9s. 1¼d. and that sum was directed to be paid by the privy seal of Feb. 28 last, but the said debt is now stated at 17,286l. 19s. 9¼d. and is hereby ordered to be paid afresh. Care is to be taken that the said 17,115l. 9s. 1¼d.. ordered by the aforesaid privy seal be not paid. In order to prevent such double payment memorials are to be made in the several offices of the Receipt upon the record of such privy seal of Feb. 28 last and also in the Navy office. Report to the King from the Treasury Lords on the petition of Elisabeth Dick, daughter of Sir Andrew Dick, Kt., paying payment of 500l. assigned to her by her father for her portion out of the sum of 2,000l. by her asserted to have been lent by Sir William Dick, deceased, to the late King and his Parliament. We find that the said 2,000l. was assigned by an order of Parliament of 1660, Dec. 29, to be paid to petitioner's father and one John Jousey out of the old arrears of Excise due the 25 Dec., 1660.
