Nov. 16. William Lowndes to the Treasurer of the Ordnance. The Treasury Lords direct you to raise 30,000l. by an absolute sale of tallies and orders for that sum on the Land Tax anno 1716 at par and to negotiate the said loan at 4 per cent. interest: and to apply the said sum to the land service of the Office of Ordnance. Nov. 17. William Lowndes to Mr. How [late Paymaster of Guards and Garrisons]. My Lords are informed that a considerable sum of money is remaining in your hands for the use of the Independent Companies at Annapolis Royal. I am directed to send you the enclosed report [missing] of Mr. Mulcaster on the petition of Capt. Armstrong, who commands one of the said Companies; and to desire you to pay 300l. to him on account of his own pay and that of [the said] Company if you have no objection to the contrary. Nov. 17. Treasury reference to the Customs Commissioners of the petition of Stephen Bentick shewing that he has trafficqued abroad and thereby taken notice of several frauds in a branch of the Customs and therefore praying to be admitted to a hearing and encouragement therein. Same to same of the petition of Thomas Holliworth shewing that he was very instrumental in bringing the affair relating to senna into the House of Commons, upon which a Bill passed [1 Geo. I., St. 2, c. 43]: therefore praying a reward for his expense and trouble therein. Ibid.
Same to same of the petition of Sarah Perin, wife of Thomas Perrin, late of London, merchant, shewing that before her marriage the late said Thomas was by her father's will possessed of several messuages and some lands in Essex; that he became a debtor to the Crown for tobacco Duties and extent was issued against him and on enquiry it was found that he was possessed of an estate for life in the said messuages and lands, but same was chargeable with 500l. and interest to the petitioner's sister Constance, who thereupon put in her plea of Settlement for the said 500l. and interest and as yet holds possession: therefore praying permission that a relation of “hers” [petitioner's] may purchase the Crown title to the premises to secure the estate to the children without having a suit of law with the Crown. Nov. 20. Treasury warrant to Edward Harley and Thomas Foley, Auditors of Imprests, to allow only 232l. to Charles Bertie in his account as late Treasurer of the Ordnance, for answering the charge of brokerage and other expenses in disposing of a considerable sum in tallies.
Prefixing: said Foley's report on the memorial of Charles Bertie, son and executor of said Charles Bertie, late Treasurer and Paymaster of the Ordnance. His first craving of 232l. is for brokerage and other expenses in disposing of tallies to the sum of 92,806l. 7s. 11d. between 1 July 1702 and 30 June 1705 at 5 per cent. The accomptant alleges that some tallies in his hands at that time were sold at par and some at 20s. and some at 30s. premium with which he is charged in his accompts under the head of interest received on tallies. If it appears that he did actually sell the tallies for this 92,806l. 7s. 11d. the allowance of 5 per cent. for brokerage may be reasonable, such allowances having been formerly made by the Board of Ordnance to the accomptant's predecessor for loss in disposing of tallies.
His next craving is for 46l. 16s. 8d. for fees and disbursements for meat and drink at the examination and delivery of the accounts to the Board of Ordnance as well as to the Auditors. It does not appear what fees or disbursements have been paid on this occasion.
His last craving is for 50l. for coach hire for five years &c. We find that he had more than ordinary trouble in that time in answering the Auditor's queries and settling the final account, which was occasioned by the great infirmity of his then deputy, Mr. Edward Hubbald, through which many mistakes were made in charging and transferring imprests to the succeeding Treasurer of the Ordnance. Letter of direction for 1,000l. to Charles Bodvile, Earl of Radnor, on the unsatisfied order in his name as Treasurer of the Chamber: out of Civil List moneys: as imprest and upon account, being intended to be paid over to his Majesty's Messengers by way of advance as the Secretaries of State or either of them shall order, to enable them the better to proceed on the services they are sent upon. William Lowndes to the Board of Ordnance. The Corporation of Harwich have represented that unless some care be taken to repair the breaches already made by the sea in some lands there which the Crown hath purchased, not only the marshes purchased by the Crown but the town itself will be in danger of being drowned. My Lords desire you to consider the said representation enclosed [missing] and to let them know where the deeds and other muniments for the lands purchased for the fortifications do remain and to send them a schedule thereof with all speed. Nov. 20. William Lowndes to Mr. Merrill. I writ a letter the 17th inst. by order of the Treasury Lords to Mr. How that Capt. Armstrong, who commands one of the Independent Companies at Annapolis Royal, should be paid 300l. on account of the pay of himself and his Company. Since then Capt. Armstrong has acquainted my Lords with your answer in that matter. My Lords desire to know “whether you gave that answer and what answer you did give.” Out Letters (General) XXII, p. 138.
Treasury reference to the Surveyor General of Crown Lands of the petition of Hayford Wainwright and Elizabeth his wife for a reversionary lease of Holy Island [to themselves as for Francis Collingwood] after the lease in being to Barbara Collingwood, petitioners alleging that the said Barbara obtained her lease at first in prejudice of Francis Collingwood, in whose behalf the petitioners apply. William Lowndes to the Navy Commissioners to send to the Treasury Lords an account showing how much of the moneys granted by Parliament for the Navy, Victualling and other Naval services of the years 1715 and 1716 respectively hath been applied towards discharging debts of the Navy, Victualling or other Naval services incurred before his Majesty's accession. The Treasury Lords are informed that one William Cleer, who resides at Dartford in Kent, does execute by your direction the office of a riding officer for the better guard of the coast of Kent. The Treasury Lords to the Barons of the Exchequer in Scotland. Please let us know how far our warrant of Aug. 24 last, supra, pp. 419–20, has been complied with, to wit for the issue of 7,911l. 4s. 4d. out of Customs or Excise moneys in Scotland to the Commissioners of Equivalent in part of 15,822l. 8s.d. for six months' interest to the creditors of the public in Scotland and for salaries to the Commissioners and other purposes. Treasury warrant to Anthony Cracherode to pay 400l. to Robert Read to relieve his necessities and to recompense his great losses, sufferings and expenses by means of the riot and prosecutions as follows.
Prefixing: memorial by said Read shewing that for a considerable time he kept a public house in Salisbury Court in Fleet Street frequented by many neighbouring gentlemen, tradesmen and others who have taken all proper occasions to testify their zeal and affection to his Majesty and the illustrious House of Hanover; but many disaffected persons being enraged thereat have several times threatened to pull down his house and on the 23 and 24 July last a great concourse got together in a tumultuous manner crying out, “High Church and Ormond, no Hanoverians, no King George, Down with the Mug House”, and they attacked petitioner's house with so much violence that he received several wounds and he and another person were forced to fire their pieces in defence of the house and one Daniel Vaughan, the leader of the mob, happened to fall; after which petitioner was overpowered by the great numbers of the mob and forced to retire to his upper rooms and by barricades on the stairs and otherwise to defend himself, his wife and family from their fury till they were at length dispersed by his Majesty's Guards: that the lower part of his house was plundered and torn to pieces by the mob and petitioner lost all his liquors, furniture of his coffee house and stock of coffee, tea, chocolate, sugars &c., in which he had laid out his whole substance, and has been obliged to repair the damage to the house under the covenants in his lease: further he has been prosecuted with great rage for the pretended wilful murder of the said Daniel Vaughan, but was acquitted at the last Sessions at the Old Bayly: five of the rioters have been convicted of felony and two more, viz. John Nash and Daniel Delander, still await trial. Petitioner has already received 50l. from Visct. Townshend by the hands of the Treasury Solicitor. His losses amount to 292l. 9s.d. Memorandum: “There was written and signed at the same time a letter to the Chancellor of the Exchequer's Secretary for an account of money allowed in Sheriffs' accounts for the same service:

Same to the Board of Ordnance. In your answer to the representation from the town of Harwich about the damages done by the sea to lands purchased there for the service of the town [sic for of the fortification thereof] you have given the Treasury Lords your opinion that it's fit some speedy course should be taken to repair the said damages and prevent the like for the future. My Lords desire you to send down a proper person to survey what is fit to be done and to estimate the charge thereof so as such works may be speedily entered upon to prevent greater damage. Ibid.
Same to Mr. Burchett [Secretary of the Admiralty Lords]. I have read to the Treasury Lords the letter of the 21st inst. which came from you by order of the Admiralty Lords, relating to Mr. Bridger. The Treasury Lords do agree that his wages as Surveyor ought to be discontinued for the time mentioned in the said letter. And as the Admiralty Lords have therein proposed sundry Instructions to be observed by Mr. Bridger that may be useful for the public I am to acquaint you that by his Majesty's commission nominating Bridger to his said office he is to observe all instructions &c. from the Admiralty Lords “and as the said Instructions are what my Lords very well approve, so they [the Treasury Lords] desire that their [Admiralty] Lordships will charge him therewith.” Ibid., p. 141.
