1673. June 19. Treasury Chambers in Whitehall.	[Present] : Lord Treasurer Osborne. Write the new Farmers of the Excise to pay in 4,000l. of their advance of 150,000l. Sir Robert Howard to let them know that the Lord Treasurer will order them tallies next week. Said 4,000l. is to be paid to the Treasurer of the Navy for Mr. Evelin for the use of the Sick and Wounded. [British Museum Additional MS. 28,077, p. 1.]
June 22.	The Farmers of the Excise, the Commissioners of Excise, the Auditors of [the accounts of] Sir Stephen Fox and Sir Charles Harbord are to attend on Thursday afternoon next about exported beer. The [London Excise] Farmers' account and Auditor Aldworth are to be also here. The paper about the increased rents of the Duchy [of Cornwall] is referred to Sir C. Harbord, Mr. Harbord and Mr. Napier. Send to the Commissioners of the Navy to cause the accounts of Capt. Cock, concerning the Sick and Wounded, to be proceeded in and to pass [same]. Enquire what is yet to be received of the Queen's portion and give [a statement of] the sum to the Chancellor of the Exchequer. Mr. Pepis called in about the difference between Mr. Clutterbuck and the Victuallers who scruple at paying him the rate of provisions. The Lord Treasurer directs that Clutterbuck petition the King upon which a reference may be granted according as the King shall direct. Send to Capt. Cock to attend the Chancellor of the Exchequer to-morrow morning. Col. Stroud and Sir Ch. Wheeler are to attend to-morrow morning at 9. The Auditors' [states of accounts of the] Hearthmoney Receivers and of the [Crown] land revenue are to be presently brought to the Chancellor of the Exchequer. [Ibid.]
June 23.	The Lord Treasurer has this day received Mr. Thomas Whitgrave's petition of [concerning his] 200l. per an., which my Lords will settle effectually on some part of the revenue. My Lord to be reminded of it. Sir Charles Wheeler and Col. Stroud agreed to go on with their reference and that if either of them cannot attend then they shall substitute some other person or persons to attend and proceed in it, that the business may receive as fair a progress as may possibly be without a full determination. Write Auditor Aldworth to despatch with all speed the account of the farm of the Barbados Four and a Half per cent. [Ibid. p. 2.]
June 27.	Speak with Viscount Ranelagh about a letter to be written to the Lord Lieutenant of Ireland about defalcations of the [Irish Revenue] Farmers : and see the former minutes about it. A warrant to be prepared for payment of the Earl of Anglesey's 3,000l. per an. : leaving a blank for the date of its commencement and [for the fund on which it is] to be charged. The Lord Treasurer orders an adjournment till Monday next come three weeks of all matters before his Lordship. Warrant [ordered] that all lace seized since the 4th of June and before the 28th of June be delivered in specie as formerly : seized by Deane and Lane. June 28.	The Lord Treasurer orders that the Countess of Brentford have the money for which she has a warrant already. Sir Robert Howard to take care to present her warrant. A letter to be written to Sir Richard Mason to pay to Mrs. Colvile 555l. 0s. 4d., which Col. Birch and [his] partners will pay into the Exchequer on accompt of the Wine Act. Query : upon what order is Mrs. Colvile to receive this money? Mr. Meynell's interest and gratuity [are] to go towards the payment of what money he hath in his hands on accompt of Mr. Ball, late Receiver of the Country Excise. A warrant on Lord Byron's patent for what is due to him [erased]. Send to Viscount Ranelagh to attend on Monday morning to speak with Sir Robert Howard. [Ibid. p. 3.]
