Southampton, etc., to make allowance of 1,949l. 4s. 7d. to Sir Robert Holmes, Captain and Governor of the forts and castles in the Isle of Wight and Steward, Bailiff and Receiver General of his Majesty's revenue there, in his accompt for the year ending Sept. 29 last for so much disbursed by him in several sums between 1670, May 1, and 1676, April 25, in the repairs of said castles and forts ; and also 115l. 9s. 11d. similarly disbursed between 1676, April 25, and Sept. 29 following : as by the privy seal of the 24th ult. Privy seal for 36,106l. 9s. 0d. to Sir Robert Vyner in settlement of an [interest] account stated by Auditor Richard Aldworth and allowed by Treasurer Danby, from which account it appears that upon Jan. 1, 1671-2 (being the day to which said account was made up) there was due (and there still remains due at date hereof) to Vyner the abovesaid sum for [balance of] interest at 6 per cent. per an. (making the interest principal at the end of every six months) and reward at 4 per cent. for several great sums of money which he advanced and lent to Sir Geo. Carteret, Kt., late Treasurer of the Navy, for the service thereof upon several days [dates] between Dec. 6, 1662, inclusive, and Jan. 1, 1671-2, exclusive, amounting [in all] to the sum of 817,517l. 3s. 0d., as also for 550 tons 10lb. of tin sold to the King, amounting to 69,273l. 11s. 0d. (but for 37,762l. 13s. 3d. part thereof the reward of 4 per cent. is not allowed). The abovesaid account is to be hereby entered in the offices of the Auditor of the Receipt and the Clerk of the Pells that it may hereafter appear for what moneys and time the same is made up and stated. Warrant from Treasurer Danby to the Customs Commissioners to deliver, Customs free, to Monsieur de Sesac (Monsieur the Marquis of Sesac) a little case of the Queen of Hungary's water and 230 lb. weight of plate lately brought from France and belonging to him. Charles Bertie to the Auditor of the Receipt to pay (and same to the Customs Cashier to bring in with [due] respect to the weekly payments) 100l. to Sutton Oglethorpe for half a year to Christmas last on his fee of 200l. per an. as Master of the Studs. Out Letters (General) p. 39.
Warrant from Treasurer Danby to the King's Remembrancer to stay process against Mary Hagedot, widow and relict of Major Peter Hagedot, late Collector of Customs Exeter port, and against the sureties of said Peter and of Peter Hagedot, his son, who succeeded him in the said receipt, and are both deceased : she promising to make speedy satisfaction of the debts due to the King on their respective receipts. Royal warrant to the Attorney or Solicitor General for a great seal for a grant of the office of Searcher of Southampton port to John Knight on the surrender of Thomas Freeman, who has the reversion thereof after the death of Walter Rought, the said Rought being lately dead, and said Freeman desirous to surrender. Royal warrant to Treasurer Danby to give warrant (in accordance with the privy seal of Dec. 30 for applying the King's share of Conventicle fines) to the present and late sheriffs, undersheriffs, justices of peace and other officers concerned, to pay to William Battie, clerk (in reward of his activity in informations and procuring convictions on the Conventicle Act) the King's share of such fines, forfeitures and penalties as have been levied in Suffolk, Norfolk and Norwich since 1670-1, March 15, to the present time upon the said statute. Feb. 21. Money warrant for 4,775l. 8s. 11d. to William Ashburnham as imprest for the following services, viz., 3,675l. 8s. 11d. as by the royal sign manual of Jan. 17 last for defraying the extraordinary expenses of the Stables occasioned by the excessive rates of all sorts of provisions for the year ended Jan. 1 last and the extraordinary increases and allowances that were not in the last suspension ; 650l. as by the royal sign manual of Oct. 2 last for Prince Rupert in lieu of his diet for the year ended Feb. 7 last, which [diet] was before suspended ; 450l. to Dame Frances Beling as by the royal sign manual of Jan. 27 last for 1 years from 1675-6, Jan. 1 to Lady day last on her pension of 300l. a year and board wages of 60l. a year as the Queen's First Dresser and Woman of the Bed Chamber. Privy seal for allowing and clearing items as follow in the accounts of Lord Treasurer Danby as formerly Treasurer of the Navy, to which office he was appointed (by the name of Sir T. Osborne) by great seal of 1671, Oct. 3, with the salary of 2,000l. per an. (in lieu of the 3d. per heretofore taken by the Navy Terasurer) and with a further allowance of 1,000l. per an. and also with a further sum of 800l. per an. granted by royal sign manual of 1671, Oct. 25, for his cashier, paymaster and other inferior officers. It appears by an account stated by Auditor Aldworth, Dec. 21 last, that said Danby paid 193l. 18s. 7d. for interest of moneys borrowed for the service of the Navy, and 76l. 6s. 0d. was allowed by him for discount of customs bonds delivered [to] Hugh Upton for stores served to the Navy. By Lord Clifford's warrant of 1673, May 15, said items were allowed, but "as we are given to understand," this [allowance] is not yet done [made]. They are hereby to be allowed together with 1,750l. for 1 years to 1673, June 24, on said 1,000l. per an., and 1,400l. for same on said 800l. per an. Further by certificate of the Auditor of the Receipt dated Jan. 31 last it appears that there are orders dated 1671-2, Feb. 26, registered on the late Wine Act in the name of said Sir T. Osborne numbered from 282 to 352 inclusive, for in all 189,100l. 9s. 7d., being for moneys due upon bills of stores and other services during the late [the first Dutch] war, before the last of Dec., 1668 (as appears by an account dated 1670, Aug. 24, made up by the Navy Commissioners) and likewise other orders dated 1671 2, Mar. 7, registered on said [Wine] Act in his name from No. 353 to 437 inclusive, for in all 265,368l. 19s. 2d. for wages and other particulars as in said account. All the said orders (except 1,539l. 7s. 0d. assigned by said Osborne to Capt. John Miller on the order No. 285), do remain unassigned and unpaid. These unassigned and unpaid orders amounting in the whole to 452,931l. 1s. 9d. are hereby to be assigned and delivered over to Edward Seymour the present Treasurer of the Navy and said Treasurer Danby is to be discharged thereof upon his Navy Treasurer account. Said Seymour to be hereby charged with same, and to be similarly discharged at the passing of his own account by the production and delivery of such of them as shall be then still unassigned. Further there are divers orders registered on the Customs and fee farm rents made payable to said Sir T. Osborne and to Sir T. Littleton for the service of the Navy, amounting to 44,190l., part whereof amounting to 31,504l. 15s. 2d. remains in said Osborne's name or in the name of Anthony Stephens his cashier, unassigned and unpaid (as appears by Sir Robert Howard's certificate), viz., as follows : 3,123l. 17s. 0d. on an order No. 38 on the Customs of 1671, Christmas quarter, for 8,000l. ; 100l. on an order No. 42 on same ; 200l. on an order No. 6 on the Customs of 1672, Lady day quarter ; 5,200l. on an order No. 99 on same for 8,000l. ; 1,000l. on an order No. 41 on the Customs of 1672, June 24 quarter ; 100l. on an order No. 54 on the same ; 3,579l. 1s. 0d. on an order No. 66 on the same ; 500l. on an order No. 67 on the same ; 300l. on an order No. 71 on the same ; 1,000l. on an order No. 76 on the same ; 411l. 17s. 2d. on an order No. 10 on the Customs for 1672, Christmas quarter for 4,000l. ; 1,000 each upon orders Nos. 33, 35, 37, 39 and 44 on the same ; 1,090l. upon an order No. 43 on the same ; 4,000l. on an order No. 1 on the Customs for 1673, Lady day quarter ; 3,300l. upon an order No. 3 upon the same ; 1,100l. upon an order No. 6 upon the same and 1,500l. upon three orders Nos. 28, 33 and 37 upon the same : the above making in all 31,504l. 15s. 2d. Further there are other orders amounting to 20,700l. registered on the Customs in the names of said Osborne and Littleton, which were wholly assigned by said Osborne to the several persons of whom he had borrowed money for the King's service, though but part of the value of those orders was advanced or lent unto us [the king], the remainder being to secure the interest thereof, and although the sums so assigned for security of interest as aforesaid cannot yet be re-assigned and delivered up to the King's use (to be vacated) until the payments of the principal money borrowed on such orders and the interest thereof be settled, [which matter is] now under our consideration yet we think it reasonable that said Osborne be likewise discharged of so much of the said orders as remain over and above the principal moneys borrowed and received thereon, viz., as follows : 1,700l. remaining on three orders Nos. 68, 70 and 72 for 9,000l. registered on the Customs of 1672, June 24 quarter (over and above 7,300l. principal money borrowed thereupon from Edward Backwell, as appears by writing under the hand of William Bartlett and Charles Duncombe his [Backwell's] servants) ; 200l. remaining on two orders for 2,000l., one thereof No. 74 on the Customs of 1672, June 24 quarter, the other No. 14 on same of 1672, Christmas quarter (over and above 1,900l. principal money lent thereupon by said Backwell as appears by writing under the hand of said Charles Duncombe) ; 900l. remaining on six orders Nos. 21, 23, 25, 27, 29, 31 on the Customs of 1672, Christmas quarter and one order, No. 7, on same of 1673, Lady day quarter, amounting to 6,900l. (over and above 6,000l. principal money lent thereupon by said Backwell as appears by the like writing of C. Duncombe) ; 200l. remaining on an order, No. 20, for 2,200l. on the Customs of 1672, Michaelmas quarter (over and above 2,000l. lent thereupon by Sir Robert Vyner and partners as appears by writing under their hands) ; 400l. upon an order, No. 69, registered on the Customs of 1672, June 24 quarter, being to secure the interest of 8,000l. lent by Robert Ryves on another order, as appears by writing under his [said Ryves's] hand ; 100l. upon an order, No. 75, registered on the Customs of same quarter to secure the interest of 1,000l. lent by Bernard Turnor on another order as appears by writing under his [said Turnor's] hand : [all which aforesaid unassigned portions or remains of such orders] amount in the whole to 3,500l. It is hereby directed that the Lord Chancellor and the Lord Treasurer cause endorsements to be made on all the said orders and entries thereof, whereon any moneys remain unassigned in the name of said Osborne or his Cashier [to this effect, viz.] that none of the moneys before mentioned, amounting to 31,504l. 15s. 2d., are to be paid thereupon [i.e., that no issue out of the Exchequer or Customs be made on these orders] but that the said orders unassigned or so much thereof as remains unassigned, do for ever hereafter stand vacated ; and that an abstract of those orders together with so many thereof as remain wholly unassigned be delivered into the custody of the Auditor of the Receipt for that purpose : and likewise that all the said notes or writings under the hands of the several goldsmiths aforenamed or their servants acknowledging the sum of 3,500l. to be [the excess or remainder value of orders assigned to them such orders being specifically] assigned to them by said Osborne for security of interest are hereby to be entered with the said Auditor of the Receipt in the [Treasury Order Book or] Register, where the same are registered, whereby it may appear that said Osborne received 3,500l. short of the full value of the said orders : and so that upon said Osborne producing a certificate from the Auditor of the Receipt that the said sums of 31,504l. 15s. 2d. remain [still] unassigned as aforesaid, and that the several sums amounting to 3,500l were assigned by him for security of interest, the said Osborne (now Treasurer Danby) and his heirs shall be for ever discharged thereof. And further because by the course of the Exchequer the accomptant in whose names the orders are drawn (and not the persons to whom they are assigned) are chargeable with moneys imprested thereby (whereby if any of the said orders should hereafter happen to be paid, the said Danby and his heirs may be therewith charged and troubled), it is hereby ordered that in the margin of the respective entries or registry of all the said orders a memorandum be made of such release and discharge as are contained in this present privy seal. Further there will remain in the hands of said Danby 2,747l. 5s. 11d. as a remain or debit balance of this his Navy Treasurership account. The King hereby bestows same upon said Danby [as royal bounty] in consideration of his faithful services in said office [thus leaving his said account even and quit]. Privy seal for the passing of Treasurer Danby's accounts for the time he was sole Treasurer of the Navy, notwithstanding his predecessor's accounts not having been declared : and further to make allowance to him of several sums amounting to 9,110l. 9s. 2d. paid by [him by] order of the Navy Commissioners to several commanders, soldiers and others as royal bounty in reward of their extraordinary services, losses and wounds : with directions further that the ledger book kept by the said Navy Treasurer (now Lord Treasurer Danby) and signed by the Navy Commissioners shall be taken and allowed as a sufficient warrant and voucher for the payment of all sums of money passed and allowed as above, notwithstanding there is no warrant under the great seal or privy seal for payment thereof : all by reason that said Treasurer Danby's accounts as above, have long been and yet are ready for auditing and declaration, yet he is obstructed in passing same by the strict forms and method of the Exchequer for passing imprest accompts, principally for that the next precedent accompts of Sir Thomas Littleton, bart., former Navy Treasurer, being not yet declared, it cannot appear what arrear [or remain or supers or surplusage] is standing thereon to be drawn down and charged on said Danby as said Littleton's successor, according to the usual practice of the Exchequer. In order hereto such sums as have been imprested in the time of any former accounts of said Littleton (fn. 1) and have been cleared and discharged in the time of said Danby are to be charged [as imprest or debit items] in said Danby's account as a voluntary charge, such charge being first signed and attested by three of the Navy Commissioners. When Littleton's account, as above, shall come to be declared memorandum is to be thereon made of such discharges of imprests as above, and the remainder of said imprests is to be charged as a super in said Littleton's account and shall be (together with all precedent [undischarged] supers in any preceding accounts of said Littleton or other Navy Treasurer) drawn down and charged in the [succeeding] account of the Navy Treasurer, which shall be declared next after the said Treasurer Danby's account "any usage or course of our Exchequer to the contrary notwithstanding." The abovesaid sum of 9,110l. 9s. 2d. as hereby allowed, is made up of the following payments, viz., Sir John Kempthorne Kt. 77l. 9s. 2d. for pension for half a year and six days to 1671-2, Jan. 1 ; Sir Joseph Jordan 108l. 4s. 4d. for same for half a year and 15 days to 1671-2, Jan. 10. and 125l. for same for a quarter ended 1673, April 15 ; Capt. John Baddeson commander of the Swallow, merchant[man], 100l. for the price he paid for four slaves and 21l. as royal bounty ; William Woolley, a wounded soldier, 12l. for the loss of his legs ; Thomas Bates, a ditto, 13l. 6s. 8d. ; William Proctor, a ditto, 22l. 4s. 5d. ; John Fowler, late Judge Advocate [of the Fleet] 232l. 10s. 0d. for 1 years and odd days to Christmas, 1672, on his pension of 10s. a day ; Henry Rigg, wounded in the West Indies, 10l. for two years' pension to 1672, Michaelmas ; Sir George Askw, Kt., 62l. 10s. 0d. for a quarter's pension to Christmas, 1671 ; Henry Slingsby, Master Worker of the Mint, 60l. for 20 medals given by the King to Mr. Battison and Mr. Browne for defending his Majesty's ship against the Turks ; Sir William Turnor, Kt., 12l. 17s. 0d. for the charge of keeping four Turks 160 days in Bridewell, taken from the Argerines [Algerians] ; Lieut. John Harby, commander of a fireship, as royal bounty to said orphans ; Richard Collier 40l. as his Majesty's reward for good service ; Sir Edward Spragg 767l. for an extraordinary allowance of 20s. a day by the King's direction for 624 days, the time he served as viceadmiral of the fleet in the Straits, and for 142 days when he served as admiral of the Blue Squadron ; and 100l. more for 146 days (1672, Oct. 17, the day the Prince was paid off to March 12 following, being the date of his new Commission) on his pension of 250l. per an. ; Sir John Bankes, Kt., 3,500l. for so much paid by him at several times (by command of the then Lord Treasurer) to Hartgill Baron for the use of Prince Rupert and 400l. similarly paid as royal bounty to said Baron ; Richard Gibson, 233l. 18s. 11d. as his Majesty's agent at [Port] Mahon from 1670, Aug. 26 to 1672, June 11, at 10l. a month ; the Master and Wardens of Trinity House by direction of the Duke of York 211l. for so much by them disbursed out of the poors' money for his Majesty's service ; all which payments are warranted under the King's sign manual or by warrant of the Lord High Admiral and were made by order or direction of three or more Commissioners of the Navy. Feb. 22. Warrant from Treasurer Danby to the King's Remembrancer to issue process against the heirs, etc., of Thomas Thory, Esq., late Collector of Boston port, who died indebted to the King in 923l. 13s. 0d. for part of his receipts in arrear ever since 1667. Money warrant for 125l. 9s. 7d. to Isaac Collier and Thomas Pardoe for two years' interest (as by the patent of 1675 [1674], July 23, for two' years interest to the goldsmiths) : it appearing by Auditor Aldworth's statement of the account hereof as allowed by Treasurer Danby, Nov. 8 last, that the principal debt owing to said Collier and Pardoe, two of the said goldsmiths, amounted to 1,000l., the interest on which (making the interest principal at the end of every six months) amounts to 125l. 9s. 7d. Charles Bertie to the Receivers of Excise to pursue Treasurer Danby's former order for the speedy payment of Sir Stephen Fox's and Mr. Kent's tally levying 31,600l. to be borrowed of said Fox by Treasurer Danby's agreement with him. Warrant from Treasurer Danby to the Customs Commissioners to deliver to William Bennet, of London, merchant (on payment of custom), a chest containing 420 foot of galley tiles brought to London in the Endeavour. Stafford and city of Lichfield at 16 years' purchase, the annual total of the rents being 59l. 10s. 11d. and the purchase money thereof 952l. 14s. 8d., less 22l. 13s. 8d. interest rebated for one moiety of the money for six months at 10 per cent. Feb. 27. Warrant from Treasurer Danby to the King's Remembrancer to deliver up the bond of 200l. entered into by Tho. English, same to be delivered up to Edward Deering, Receiver General of Crown Revenues, cos. Suffolk and Cambridge, who on entering his said office gave security into the Exchequer to the sum of 2,600l., whereof said Tho. English gave bond for 200l., but at said English's importunity said Deering afterwards gave him a judgment for his counter security to deliver up the said bond at a day which is now past, wherefore said English sues said Deering, wherefore Deering petitions for the delivery of said bond to free him from the unjust vexation of said English : said Deering urging, in support of his request, that his security was above three times as much as his receipt ever was, and even that receipt is much lessened by the sale of fee farm rents.
