The Treasury Lords to the King's Remembrancer, and to Henry Fanshaw, Keeper of the Port Books, and all other officers of the King's Remembrancer's Office enjoining their strictest observance of the several orders concerning the coast bonds, viz. the Treasury Lords' orders of 1680–1, Jan. 11, as ratified afterwards by the Barons of the Exchequer, touching the port books and port bonds and for the regulation of the coast trade (the Treasury Lords being informed by the Customs Commissioners that several matters in said rules were not observed in the King's Remembrancer's Office); and the privy seal of 1680–1, Jan. 31, which contained several matters relating to the said bonds. "And we being likewise informed that the said bonds are kept in such disorder that it requires long time to search before many of them can be found, we do further direct that both the certified and uncertified bonds be for the future kept in such method and order as that it may be easy to find them out." Henry Guy to the Excise Commissioners to report on the enclosed paper sent to the Treasury Lords by several worthy gentlemen of Suffolk. Out Letters (General) VII, p. 310.
Enclosing: (a) The complaints of the innkeepers are that having lately been brought to pay the Excise for all drink as ale, which has raised their payments considerably, they are now under a fresh pressure. That whereas formerly their drink was gauged by the cask it is now measured by the fatt without consideration of waste or lee. This amounts to a seventh part more than their former payments, and was by the law considered in the allowance made to the common brewers. This puts them upon denying to sell drink out of doors to the poor and consequently put the poor upon complaints which being remedied by prosecuting the public houses or setting up others only for the poor is equally destructive to the innkeeper. Against these we desire directions, fearing the innkeepers will combine in complaint and the poor grow importunate as being too easily influenced by the seller of drink.

The Treasury Lords to the Revenue Commissioners, Ireland. Concerning the 30,000l. to be remitted from Ireland from Christmas last for pay of the Forces there, we have agreed with Thomas Price for the exchange. For this first year he has undertaken it at 10 per cent. A royal warrant will be sent to the Earl of Arran for the issuing 7,500l. for the remittance and 750l. to said Price for the exchange for the present Lady day quarter and the remainder of said 30,000l. and of the exchange thereon by nine equal monthly payments commencing from April 25 next. (The like letter to the Earl of Arran, Lord Deputy of Ireland.) Out Letters (Ireland) IV, p. 7.
Mar. 21. Math. Johnson to Mr. Blathwayt, enclosing the draft of Lord Colepeper's surrender, ut supra, pp. 1066–7. I conceive the King will be safe both in respect of the Northern quit rent and the grant of the escheats to the inhabitants. Out Letters (Plantations Auditor) I, p. 125.
Mar. 22. Treasury warrant to the Customs Commissioners to pay 62l. 10s. 0d. to Samuel Haynes, late riding surveyor on the coast of Cornwall, for five quarters on his salary, he having been dismissed for absence from duty, but said absence being due to malicious prosecution and imprisonment for his searching a ship from the Plantations which had unduly cleared in Falmouth port for Holland without unlading her whole cargo according to law. Henry Guy to same, sending two books received from Henry Fanshaw, the one entitled `New C. [Newcastle port] and members bonds for the two years ended 1679, Christmas,' to which is prefixed `Boston [port] and [its] members bonds for the year ending at Christmas, 1682'; the other entitled `A list of coast bonds of several ports of England and Wales that are not yet returned into the Exchequer,' together with particulars of the officers of the several ports of England and Wales that have not returned their bonds according to the order of 1680–1, Jan. 11; and a particular of several forfeited bonds whose securities reside in Ireland "and for that reason the said forfeitures cannot be answered to his Majesty and returned into the Exchequer since the late rules were made"; also said Fanshaw's letter of the 6th inst. to Sir Edw. You are further to report on the enclosed case [missing] of Mr. Ralph Williamson's upon coast bonds.
Same to Nath. Hornby to pay this day to Phineas Bowles, storekeeper and muster master of his Majesty's Navy at Lisbon, 560l. 0s. 5d., he being forthwith to go to Lisbon on the said service. Said sum is due to him on two Navy bills, one for 360l. 0s. 5d. for salary, the other an imprest bill for 200l. The Treasury Lords will see you speedily repaid. Ibid, p. 312.
Henry Guy to Sir Rich. Haddock. Has the Navy purchased any cordage from Sir William Pritchard since your last certificate ? (The like letter to the officers of the Ordnance; as in part of what said Pritchard "provided in pursuance of a former contract.") Out Letters (General) VII, p. 312.
Same to Sir Peter Killegrew, Receiver of the Duchy of Cornwall, to pay 12l. 9s. 0d. to Capt. Shadrack Vincent, riding surveyor for co. Cornwall, for his disbursements in seizures of uncoined tin; and 20s. to assist him in the prosecution of persons who embezzle tin. Ibid.

The Treasury Lords to Sir Martin Westcomb. Since ours of Feb. 25 last, supra, p. 1053, concerning Mr. Edwd. Mitchell we are satisfied that he made a will which is duly proved in the Prerogative Court of Canterbury. So forbear doing anything on our former letter. Ibid.
Henry Guy to the Navy Commissioners. Have you any report from the Victualling Commissioners concerning the last Victuallers' utensils and goods? If not, send for it forthwith. Ibid.

Mar. 24. Henry Guy to the Solicitor General, enclosing papers [missing] concerning the charter of the free vintners in London and other places. The Treasury Lords to Sir Christopher Wren, Surveyor General of the Works. We are informed that divers persons obtain permission to have their lodgings within the King's palaces enlarged at their own expense; and others erect buildings upon new foundations within the said palaces whereby the said palaces are or may be straitened and such lodgings or buildings do or may come to the hands or possession of persons not his Majesty's servants and many private interests or pretended interests have been or may be created, rendering it more difficult at any time to reform, beautify or new build any part of said palaces. When any person sues for or obtains any permission or warrant to you for such building or enlarging as above, you are hereby to immediately acquaint us therewith and not to permit such building or enlarging until we receive the King's pleasure therein and signify same to you. Royal warrant to the Earl of Arran, Lord Deputy of Ireland, to order the payment of 7,500l. and 750l. for the present Lady day quarter's instalment of the 30,000l. per an. which is to be remitted from Ireland towards the pay of the Forces and for the exchange thereon and likewise for the payment of the balance by nine monthly payments ut supra, p. 1078. Royal warrant to the Lord Lieutenant of Ireland for a grant to Denny Muschamp of the office of General Register, Chief Clerk and Examiner to the Commissioners for Defective Titles, Ireland, during pleasure: with salary to be fixed by the King and with rewards or allowances to be fixed by said Commissioners. Royal warrant to the Attorney General to discharge the fine of 500l. set on Robert Pounsey by the King's Bench for a misdemeanour: he having in a petition read before the King in Council Feb. 20 last set forth that he was groom to the Earl of Dumbarton, that as he was airing his lordship's horses on Hounslow Heath he did at the desire of several gentlemen whom he had often seen at his lordship's house conduct them to Richmond Ferry and they having then stolen away one Mris. Sydderfin against her will, of which he alleges ignorance, he was found guilty as an accessory and has already suffered a year's imprisonment. King's Warrant Book IX, p. 283.
Same to the Clerk of the Signet for a privy seal to discharge Francis Hyde, of Purley, Sulham and Tidmarsh, of the full sum of 480l. due from him on the Recusancy fine of 20l. a month in accordance with the King's pleasure signified Jan. 16 last and in consideration of the loyalty and sufferings of said Hyde. The Treasury Lords to the sheriffs of Bristol. Yours of the 22nd to hand concerning the process against Recusants in your city. Our former direction (ut supra, p. 1068) was only to stay the execution by the long writ and not to hinder the summons of the Pipe. We desire that this latter process may be served, but with tenderness to the condition of such as are poor and that in the execution thereof you take the advice of the Mayor and Town Clerk. Report to the King from the Treasury Lords on the petition of Claudius, Earl of Abercorn. We have nothing to object to a grant to said Earl of the lands and tenements which were restored to Christopher Fagan by decree of the Court of Claims dated 1663–4, Mar. 20, if same have not been granted in reprizal to any other person: the grant to be for 1,000 years from the determination of the estate tail in Fagan at the yearly quit rents now payable. Out Letters (Ireland) IV, pp. 10–13.
Prefixing: (a) said Earl's petition. Petitioner will be heir at law to Fagan if the present issue fail. On a previous petition for said grant and for a grant of any estate [in Ireland] of James, Duke of Abercorn, or of George, late Lord Hamilton, petitioner's father, favourable reference and reports were made. Therefore prays an effectual grant accordingly. (b) Reference dated Newmarket, Mar. 7, instant from the King to the Treasury Lords of said petition. (c) Letter dated 1683, June 12, from the Duke of Ormonde to the Earl of Arran to report on the said previous petition. (d) Reference dated Dublin Castle, 1683, Dec. 19, from the Earl of Arran to the Attorney or Solicitor General, Ireland, of said petition. (e) Report dated 1683–4, Jan. 12, from Sir Jo. Temple, Solicitor General, Ireland, to the Lord Deputy thereon. Petitioner offered nothing to me except as to Fagan's estate. Said Fagan was adjudged an Innocent Papist 1663–4, Mar. 20, and thereby restored to the estate tail of his grandfather, John Fagan. He is since dead, leaving two sons, Richard and Peter still alive. If they die without issue Elizabeth, Baroness of Strabane, daughter of said Christopher Fagan and mother of petitioner, will be heir. In order to prevent the present tenant destroying the proposed new grant by a common recovery a grant for 1,000 years may be made. (f) Report to the King from the Earl of Arran dated 1683–4, Jan. 17, enclosing the abovesaid report of the Solicitor General, Ireland.
Mar. 29. Money warrant for 10,000l. to Sir Benjamin Bathurst in repayment of the like sum by him lent into the Exchequer this day on credit of the Customs: the repayment to be by 1,000l. a week out of the Customs beginning from July 2 next.
