April 22. Henry Guy to the Customs Commissioners. You have given directions for the Earl of Ossory's goods to go as far as Dover only. You are forthwith to give order for their transportation to France. Out Letters (General) VII, p. 328.
Same to Mr. Stephens [Cashier to the Treasurer of the Navy] for a detailed account of what is now due to the several yards. Ibid.
Same to the Navy Commissioners to make out imprest bills to John Taylor for 2,000l. for hemp by him delivered into the stores last year. The Treasury Lords have ordered that sum to the Navy Treasurer for that purpose. Ibid.
Same to Mr. Aris to forbear till further direction any payment on the 500l. per an. rent of the Prizage and Butlerage to Visct. Grandison and Sir Edward Villiers on the late Treasurer Danby's warrant of 1675, July 27, which warrant has not been renewed or confirmed by the Treasury Lords. Ibid.

Same to Mr. Duncomb to pay to Tho. Robson 1,365l. on the three bills for that sum drawn on you by Visct. Preston for his ordinary entertainment. The Treasury Lords will direct your repayment. Ibid.
The Treasury Lords to the Justices of Peace of co. Bucks. Yours of the 10th to hand, signifying that the moneys levied in co. Bucks on the Conventicle Act have been delivered by the Court of Quarter Sessions to the Sheriff, and that the Court caused the Clerk of the Peace to make a memorial thereof on record. As you do not specify the sums you are to send us a copy of these memorials. Ibid, p. 331.

Report to the King from the Treasury Lords on the petition of John Browne for the fishings in Connaught. The Solicitor General of Ireland thinks it will be beneficial rather than prejudicial to the revenue to grant petitioner the fishings of Wine Island, Kilf[r]ee alias Gulamore, Sligo and Daurus and all the salmon fishing and fishing of pike, eel and other fishings belonging to the King in the Province of Connaught that have not already been granted to Sir George Preston, and at a rent of 5l. per an. over and above all rents at present payable for same. We desired the Surveyor General and Auditor General, Ireland, to value the premises. They certify that they do not find any fishings in the said Province returned in the surveys as forfeited beyond those granted to said Preston, except the salmon fishing of the river Ashlease in the barony of Burrishoole, co. Mayo (which with the grasing of divers lands was returned worth 20l. per an. in 1641, and which by the Commissioners of the Act of Settlement was restored among other things to Visct. Mayo and afterwards by the Commissioners for hearing the claims of transplanted persons granted to petitioner and his heirs and that he has purchased Visct. Mayo's interest therein) and the salmon fishing of Cahernamart Park and Carhowbegg, in the barony of Murrisk, co. Mayo (valued with divers lands at 60l. per an. and formerly granted inter al. to Sir Thomas Meredith et al. from whom petitioner had likewise purchased), the salmon fishing of Bunderagh alias Duarty in the same barony (valued with divers lands at 5l. per an. and also granted to Visct. Mayo and purchased by petitioner), the fishing of the river Eskagh in co. Sligo for which 5s. per an. was formerly payable to the Crown but not answered since 1641. We have no objection to a grant to petitioner, on terms as above, of all these fishings and also (with a saving of Sir George Preston's right) of the fishings of Wine Island, Kilf[r]ee alias Gulamore, Mayne, Sligo and Danrus, which were formerly granted to said Preston (and are come to said Browne by mesne conveyance); all the said fishings being now in petitioner's possession, except that of Eskagh. The grant to Preston of abovesaid fishings of the river of Galway and of the water near Wine Island etc. ut infra, was dated 1669, May 29, and by deed of 1673, Sept. 2, he conveyed same to Arthur, Visct. Granard, and William Hamilton (the latter since deceased) and said Visct. by deed of 1683, July 16, conveyed said fishings of Wine Island etc. ut supra, to petitioner. (f) Reference dated Whitehall, 1683, Sept. 26, from the Treasury Lords of abovesaid petition and reports. (g) The Treasury Lords to the Earl of Arran dated 1683, Nov. 22, for a ratal of the abovesaid fishings not included in said Preston's grant. (h) The Earl of Arran to the Surveyor and Auditor General of Ireland, dated Dublin Castle, Dec. 17, to rate same accordingly. (i) Said ratal dated 1683–4, Jan. 10, by Ric. Chapell, Deputy Auditor General, Ireland, and Richd. Thompson, Deputy Surveyor General, Ireland, giving details of each of the first above mentioned items of fishings. By the gross survey of the parish of Aghagour in the barony of Burrishoole, the salmon fishing of the river of Ashlease was in the inheritance of Miles, Visct. Mayo, and by him conveyed to Martyn French for 80l. mortgage. The lands of Erriff whereon there is a salmon fishing called Ashleagh in the barony of Burrishoole were restored to Miles, Visct. Mayo, as brother and heir to Theobald, Visct. Mayo, and were granted by the Commissioners for claims of transplanted persons to said Brown, 1677, Aug. 14. By the gross survey of Aghovall in the barony of Murisk Daniell Omaly was returned to have been at 1641, Oct. 23, proprietor of the Castle Mill salmon fishing and two quarters of land of Cahernamart Park. By patent of 1668, Mar. 25, same were granted to Sir Tho. Meredith, Rent Moore (Brentmoore), and Phillip Carpentur (Carpenture) from whom Browne has purchased. By the said gross survey of Killgeever in said barony part of the land of Bundorrogha and the salmon fishing thereon appear mortgaged by Teige O'Maly for 21l. 6s. 8d. They were granted to Visct. Mayo and purchased by Browne from him. In a view of the ancient Crown rents which is in the Auditor General's office we find that in 1641 one David stood charged with the rent of 5s. per an. for the fishing of the river of Eskagh in co. Sligo. It has not been paid since 1641. (j) The Earl of Arran to the Treasury Lords dated Dublin Castle, Jan. 11, forwarding said ratal.

Money warrant for 500l. to Robert Squibb, junr., as imprest for the redemption of English captives [in Barbary etc.]: to be paid out of money now in the Exchequer and arisen by the late collection for said use. Money warrant for 162l. 10s. 6d. to Anthony Segar, gent., viz. 152l. 10s. 6d. thereof as for disbursements for the Treasury Office for last Lady day quarter and 10l. for said quarter's salary for attending the Treasury Lords. April 28. Treasury warrant to same to employ Thomas Lampkin as a noontender, London port loco John Jellett, lately deceased. Out Letters (Customs) VIII, p. 273.
Money warrant for 1,000l. to Philip Packer, Paymaster of the Works, as imprest for the repair of his Majesty's Mews, Stables and buildings thereto belonging. (Money order dated April 29 hereon.) Money Book IV, p. 377, Order Book XXXIX. p. 143.
Treasury warrant to William Hewer, late Treasurer of Tangier, to pay off and discharge the officers and miners of the Company of Miners lately returned from Tangier, which Company the King has thought fit to disband and having in order thereto directed the Admiralty Lords to bring them by some vessel to London from the place where they were landed. The said pay is to be from 1682, April 1, to which date they were last paid to the day of their payment and discharge as herein. You are first to pay the miners that appear, then the officers, then the widows. You are to keep back so much as will cover the moneys owing to the officers from the miners and the moneys owing to the late inhabitants of Tangier from both miners and officers according to the report of the Commissioners appointed by Lord Dartmouth for stating the debts due to the inhabitants. Mr. Hughs, late Commissary [of Musters] of the late garrison of Tangier, is to deliver to you the musters of the said Company and to assist you herein. (In the margin: a note of the 10 musters between 1 April, 1682, and 1 Oct., 1683.) Money Book IV, p. 378.

Enclosing: (a) letter from Tho. Agar to Mr. Guy, dated New Forest, April 5. Mr. Betts, Mayor of Portsmouth, and the King's builder there, has been a fortnight here with me on the warrant about the Winchester timber. He says Sir Richard Haddock has informed him that the Treasury Lords have ordered him a gratuity of 20 or 30 guineas by my hand for his three years' attendance on wood warrants etc. in this forest. He deserves it, although I pay his expenses. But I must have an order herein. As to the salary due to me and Mris. Stroud, "my partner's widow," being 300l. for six years, it may most conveniently be raised by sale of timber in Dean Forest. Mris. Stroud solicits very earnestly in it and says she has the promise of Mr. Godolphin's favour in it.
Same to the Excise and Hearthmoney Commissioners to deliver to Mr. Bridges the proposal made by Mr. Vile for improvement of the Excise revenue. The Treasury Lords delivered it to Major Huntington some time since. Ibid, p. 333.
Same to Mr. Stephen. Are any other of Lord Dartmouth's fleet, than those you have already notified to the Treasury Lords, arrived at the place where they are to be paid off ? Also inform my Lords what voyage the Oxford is intended for and when it is appointed. Ibid.
Same to Mr. Brisban. Mr. Hewer has to-day informed my Lords that on Saturday the Admiralty Lords ordered the ketch Deptford, now in the Downs, to come into the Thames to receive such soldiers, miners and their wives as are to be transported to Dartmouth, Plymouth and Pendennis, where the respective Companies are to which they belong. Ask the Admiralty Lords to give the commander of the ketch instructions to this effect. Ibid, p. 334.
Royal warrant to the Clerk of the Signet for a privy seal for the repayment to Edward Noell of several sums lent into the Exchequer at several times, viz. 20,000l. lent April 5 inst., 10,000l. lent the 7th inst. and 5,000l. lent the 9th inst., or 35,000l. in all; all on credit of the Hearthmoney due at Michaelmas next: and similarly for like repayment of any other sum which said Noel hath lent or shall lend on the credit of the same or of any other branch of the revenue: all with 6 per cent. interest and 2 per cent. reward. Royal warrant to the Clerk of the Signet for a privy seal for payment by the Navy Treasurer of the salary of 1,000l. per an. each to Daniel, Earl of Nottingham, Sir Humphry Wynch, Sir Thomas Meeres, Sir Edward Hales, Henry Savile, Sir John Chichley and Arthur Herbert [and John, Lord Vaughan], appointed Admiralty Lords by the great seal of April 17: the first payment thereof to be at June 24 next. The privy seal of 1681–2, Feb. 22, for the salaries of their predecessors, Lords of the Admiralty, is hereby made void. King's Warrant Book IX, pp. 294–5.
Same to same for a same for payment of the salaries of 1,850l. each to the Earl of Sunderland and Sidney Godolphin as principal Secretaries of State: to be paid out of the Customs: the said Godolphin having been constituted loco Sir Leoline Jenkins. April 29. Report to the King from the Treasury Lords on the petition of Letitia Kennedy, daughter of William Knollys, of Rotherfield Park, and Katherine Holden, second daughter of said Knollys. Sir Robert Knollys, petitioner's grandfather, was seised in fee of the manor of Rotherfield and other lands to the value of 800l. per an.; and with a view to preserve same in the family did surrender same to the King under the Act of 34 Henry VIII. and took a grant thereof from the King 9 Car. I. to himself and heirs male with divers remainders in tail. But having contracted debts and not being able (by reason of the reversion in the Crown) to sell or to marry his son he obtained a grant of the Crown reversion on the proviso that after the settlement on his son and other provisions for his family he should restore the reversion to the Crown. After the said grant Sir Robert suffered a common recovery and barred all the remainders in tail and settled the estate on his son William. The estate is encumbered with a debt of 7,000l. and by reason of the said proviso petitioners cannot sell and the said debt will shortly ruin the estate. Petitioners therefore pray a release from the said proviso and a grant of the Crown reversion. There are 11 heirs male living in the entail. It does not appear that the reconveyance to the Crown under the proviso was carried out. The Crown reversion would be of small value, "the rate formerly taken for ancient estates of the Crown passed out under like circumstances, where but three heirs male were remaining, being but a year's value," besides the fact that the original conveyance to the Crown was voluntary and done to protect the estate. Robert Knollys (son of Thomas who was son of Sir Henry who was son of Sir Robert who was son of old Sir Francis who was uncle to Sir Robert Knollys, of Greys) has consented to a grant of the Crown's title. Treasury warrant to the Surveyor General of Crown Lands for a particular and ratal of the castle ditches of Exeter with a view to a lease thereof to [Thomas] Dowdale and [John] Tapley, ut infra under date Aug. 12 for 23 years from Lady day, 1692, at 20l. per an. rent; and of the herbage of the land within the castle of Exeter for 22 years from 1693, June 30, at 10l. per an. rent. This [latter item] is to be in trust for Mr. Curson. Ibid, pp. 328–9.
Prefixing: report dated Mar. 8 last from John Fisher in the absence of the Surveyor General on said Dowdall's and Tapley's petition. The ditches were granted to Raddon and Owen and the herbage to Dorothy Biggleston. Raddon and Owen divided their interest and five years since Raddon passed his interest to Tapley on condition of marriage with his niece. Before Owen died, five or six years since, his trustees sold his interest to Dowdale. Mr. Curson the executor to said Dorothy Biggleston, empowered Dowdale to take a lease of the herbage on his behalf. "These Castle ditches and the herbage of the land within the Castle, together with a close near adjoining, called Castle Close or Bradninch, were all anciently leased together at 35s. per an. but being purchased under the late usurpation were severed and improved and several houses built thereupon, especially upon the Castle Close" and have been leased since the Restoration at near the improved values.
Report to the King from the Treasury Lords on the petition of Lady Frances Keightley and Thomas Keightley, esq., for making their pension of 200l. per an. into 400l. per an. upon the establishment of Ireland. We have no objection to such increase if it take effect only on the first [equivalent] vacancy in the [Irish] pension list. Treasury warrant to the Customs Commissioners to direct the collectors inwards of London port and of the outports to forthwith give an account to Mris. Ellen Gwynn of their receipts since Michaelmas last of the custom of logwood and of what quantity of said logwood has been entered outwards for export [on debentures]; and of how much they have paid to tidesmen and other officers for watching, weighing and delivering said wood; and of what remains due to her after payment of said charges and debentures. All by reason that in the patent of 1676, Sept. 13, which granted said duty to Lawrence Hyde, now Earl of Rochester, for 21 years from Michaelmas now last past, the said Hyde's name was only used as in trust for said Gwynn. Privy seal to the Treasury Lords to have all the Navy timber marked in the coppices called Chambersaile, Hawkespath, Buckingham Thicks, Little Cathill and other coppices in Whittlewood Forest and out of the remaining timber to fell and sell such a proportion as will not deface the said coppices and to pay the proceed thereof into the Exchequer to be there kept apart and distinct for the Earl of Arlington up to a total of 12,000l. and to be issued to said Earl from time to time as same comes to be paid in, to his own use as royal bounty, without account. All by reason that William Harbord, Surveyor General of Crown Lands, and Tho. Agar, Surveyor General of Woods, reported 1682, April 22, that much coarse timber not fit for the Navy might be sold from Whittlewood and Salcey Forests sufficient to raise 2,000l. per an. for some time without prejudice to the thriving timber whereupon the privy seal of 1682, June 17, ut supra, p. 501, was issued for felling 2,000l. worth per an. thereof for six years, which privy seal has not as yet been executed: and further the King having lately signified his pleasure for such royal bounty as herein to the Earl of Arlington, and thereupon the abovesaid referees have reported that such timber may be spared from the several coppices ut supra.
