Treasury reference to the Attorney General of Sir Charles Bickerstaffe's petition to the King shewing that many persons make and sell wares of gold and silver fraudulently and contrary to many Acts of Parliament. The fines and forfeitures hereon are lost to the Crown for want of a greater encouragement to the prosecutor and the King's subjects are defrauded to a considerable value yearly as the Goldsmiths' Company do acknowledge, and these evil minded men are so accustomed to their deceipt that there is few wares of gold or silver to be bought that is of the true alloy or standard as it ought to be. Therefore prays a grant of a moiety of all fines and forfeitures arising from such persons as deal in gold and silver contrary to law: all in order to encourage him in the prosecution thereof. (Henry Guy to the Attorney General explaining the merely verbal difference between the reference of June 25 hereon, hereby cancelled, and the present reference.) Reference Book II, pp. 24–5. Treasury reference to the Customs Commissioners of the petition of Daniel Skinner for leave to dispose of his office of jerquer, London port, to Oliver Salisbury, petitioner having been granted said office by Treasurer Danby in lieu and recompence of 1,800l. which the King had of petitioner beyond the seas, and said office being worth only 100l. per an. having as yet yielded him small satisfaction towards said sum. Same to the Mayor and sheriffs of Bristol and to Mr. Rumsey, the town clerk there, of the petition of Erasmus Dale, a Quaker, shewing that at the Quarter Sessions for the city of Bristol, he was returned on the statute of 23 Queen [Eliz.] and being convicted has incurred the penalty of 20l. a month and a levy had been made on his goods of the value of 283l. 12s. 4d.: that upon said levy the sheriff has taken not only his goods and wares but also his common tools, moulds and working implements of his trade against common use: that by means hereof petitioner is disabled to follow his trade and near 30 or 40 poor families whose subsistence is out of petitioner's employ are ready to starve: that he has for many years inhabited Bristol and behaved peaceably and pays in Customs thousands of £ per an. Ibid.
Same to Auditor Aldworth of the 6 per cent. interest and 2 per cent. gratuity account [for the period April 1 last to July 1 inst.] on money lent by Mr. Toll, viz. on 60,965l. 11s. 5d. principal money remaining due to him on the foot of his last account, whereof 9,524l. 11s. 5d. was repaid him before said July 1, thus leaving 52,572l. 15s. 8d. principal money still due to him. Same to William Hewer of the order of King in Council dated May 15 last. Ibid.
Prefixing: said order made upon reading the petition of Capt. Alexander Makenye and the rest of the officers belonging to the Troop of Horse late in Tangier under his command. Petitioners shew that not being entered on the rolls at Tangier they are kept back in their pay about 11 months from the date of their commissions and that upon petitioning for pay from the dates of their respective Commissions, the Lords Commissioners for Tangier did 1683, June 7, refer their petition to the Governor of Tangier to certify what has been the general usage at Tangier as to the commencement of pay whether from the date of the Commissions or from the first entry of them at Tangier upon the rolls or from the first muster there. Thereupon Col. Kirke, the last Governor there, certified that it was the custom of the said garrison before his time for all officers to be paid from the date of their Commission. This is also certified by the Earl of Inchiquin and Col. Sackvile for the time of their commanding there. Therefore petitioners pray payment accordingly.
Hereon the King in Council refers the matter to the Treasury Lords.
July 1. Treasury reference to the Surveyor General of Crown Lands and to the Attorney General of the petition of William Morgan for a lease for 99 years at 10l. per an. rent of a small parcel of waste land with a few rotten houses upon it called Rotten Row, co. Middlesex, and another small parcel of waste ground now a dunghill in London, formerly called the George Yard, both parcels being concealed Crown lands, which petitioner has found out at great charges. In the late rebellious times petitioner and his father suffered above 7,000l. in their estate. Reference Book II, p. 33.
Same to the Surveyor General of Crown Lands of the petition of Joseph Rawston of Aylesbury, muster master of the county of Bucks (as by a favourable reference from the King dated Windsor, June 14 last, thereon). On a previous petition representing his father's services and the debt due to him from the King, his Majesty declared to the Earl of Bridgewater that if petitioner could find out any [concealed] thing he should be gratified therein. Petitioner has discovered certain lands in co. Kent to the value of 20l. per an. concealed from the Crown. Therefore prays a grant thereof. Ibid, pp. 33–4.

July 1. Treasury warrant to Francis Dickens, woodward of New Forest, to fell and dig up so many dotards and decayed stubbs in Denny, Lady Crosse and Whitley Ridge Walks in said forest, as will (together with the 100l. which will be raised by the sale of this year's browsewood in said forest) raise the 450l. which is due to the keepers of said forest for their wages for 1½ years to Lady day last: and further to pay said money to said keepers according to directions from the Lord Warden of said forest. An account hereof is to be passed before the Auditor for co. Southampton before Easter term next. Same to Ralph Grey, William Stroather, of Fowbery, and Ralph Williamson to demand and receive from the tenants of ford, Lord Grey, all the rents and profits of the said estate at any time before or at Lady day last; and to give acquittances for same; and to take care of such part of said estate as is or shall fall in hand; and to dispose of the tithes of said estate to the best advantage; and to pay all such moneys into the Exchequer; rendering account of all the premises; all by reason that said Lord Grey has been outlawed and attainted of high treason and a Commission of Inquiry has found and seized several castles, honors, manors, lands in cos. Northumberland and Durham and divers rents and moneys issuing out of said estate have been received by divers persons without authority from the King or the Treasury Lords and other rents remain uncollected. (A like warrant to same dated July 30, evidently intended to supersede the present warrant, and in almost identical terms, save that the rents etc. hereby collectable are to be those due before or at Pentecost, commonly called Whitsuntide last past; and that power is given them to dispose of fishings and other parts of said estate as well as the tithes.) July 2. Report to the King from the Treasury Lords on the petition of John Tench as by the order of reference of April 22 last. Petitioner prays a grant of five sixth parts of all such ships and goods as in the last two Dutch wars were made prize from the States of the United Provinces which were not accounted for or brought into any port of England, Wales or Berwick, all for his pains and charges in recovering same. We referred this matter April 28 last to Sir Richard Lloyd, kt., Judge of the High Court of Admiralty, and agree with his report ut infra thereon. If the petition be granted direction should be given for prosecuting in the Admiralty Court the persons chargeable for said prizes, but that all money recovered thereon be paid into the Exchequer and that petitioner be granted such proportion thereof as your Majesty think fit in consideration of his pains etc. in recovering same. Prefixing: said report dated Doctors Commons, May 8, from Sir Richard Lloyd. All ships and goods that were taken from the Dutch in the last two wars cease wholly to belong to the Dutch without any compensation or restitution by article four of the peace at Breda, 1667, which treaty is confirmed by the subsequent articles of peace of 1673–4. The value and proceed of such as were so taken and condemned for prize and not answered or accompted for to the King and such ships and goods as were lawfully seized and not brought to condemnation but concealed and embezzled [are still to be answered to the King] and the persons concerned in the said fraudulent and indirect practices and concealments their executors and administrators remain still chargeable to the King and the King may order prosecution thereof and grant such proportion as shall be thought fit of such of the premises as shall be recovered by said Tench at his own charge.

Treasury warrant to William Harbord, Surveyor General of Crown Lands, to take care that no trees be hereafter cut down in Whittlewood Forest for raising any money to be paid to the Earl of Arlington under the terms of the privy seal and Treasury warrant ut supra, pp. 1112–3, 1115, until the underwood be first cut down in the respective coppices, so that the trees to be marked may be better seen. Also the trees to be removed out of the coppices must be removed at the charges of the said Earl. All possible care is to be taken that the forest be not defaced by the cutting of the trees. Same to said Harbord, Thomas Agar, Surveyor General of Woods, Thomas Newton, Woodward of Whittlewood Forest, and Samuel Rolt, to raise 22l. in said forest by the sale of dotard trees and to pay same to Thomas Kingston, keeper of Hanger Walk in said Forest, to reimburse what he has expended on the repair of his lodge upon his coming into the same and before the Treasury warrant of Dec. 11 last, supra p. 985. Likewise to raise 8l. by dotard timber and two trees more for repairing the house of Mr. Rand, one of the underkeepers of Wakefield Walk. Treasury reference to the Excise Commissioners of the petition of Edward Wigg as by a reference dated Windsor, May 13 last, thereof to the Treasury from the King "retaining a gracious sense of the good services of the petitioner." Petitioner sets forth that in 1673 he with Mr. Parsons made a proposal for the Excise of England at the rate of 530,000l. per an. which was above 50,000l. per an. more than the former rent; which proposal was accepted of; that the patent was granted to George Dashwood, Peter Calvert, Sam. Vincent and Edmund Bostock in trust for the whole; that the patentees disposed of 7/32 parts of the farm to some of the Excise Commissioners who were Treasurers of Excise, who advanced about 90,000l. of the [total 250,000l.] advance money, out of the King's treasure or credit and by law could not enjoy the same as being Commissioners; that the whole matter being discovered to the King by petitioner to his great loss and hazard, notwithstanding the threats of the said Commissioners and the discouragements published in the Gazette, petitioner did make the fraud and illegality thereof appear; for doing thereof petitioner was promised a quarter of the farm without any further advance of rent; this was not in any manner performed or made good to him; upon petitioner's applying to the King he had a reference to Treasurer Danby for compensation; that although the rent [of the Excise] was advanced 20,000l. per an. by petitioner's discovery, yet the money not being effectually paid till the end of the farm (before which time petitioner went into Ireland in the employment of the [Irish Revenue] Farmers), but the whole 60,000l. is now fully paid, yet petitioner has received no compensation and has been at the loss and expense of some thousands of pounds in the said discovery. July 3. Treasury reference to Sir Rich. Mason and Bartho. Fillingham, of the petition of John Brasier [sic for Basier] Receiver General for cos. Westmorland, Cumberland, Durham and Northumberland and Berwick of the [Seventeen Months'] tax for building thirty ships, of the Poll and of the [two] Disbandment Acts; petitioner shewing that he employed John Bedell, of London, merchant, as his deputy to receive and pay all the said money into the Exchequer which the said Bedell pretends to have done, whereby petitioner cannot account as he ought; therefore prays that Bedell who has received all the said moneys may account for same "unless he will bring the tallies to the Auditor that so your petitioner may account as he ought for the said money." John Glover, praying a deputation as land surveyor, London port, he having been employed 20 years in the Customs and promised by the King and Duke of York restoration thereto since his dismissal, and was tried twice for his life before the Restoration.
