Mr. Packer on behalf of the Bishop of Kildare desires that no letter be granted to Sir Maurice Eustace for the lands of Kilmakroge till an account be given by the Commissioners of Grace [for Defective Titles], Ireland, how that affair stands between the several pretenders to those lands and notice be given to said Packer at his house in the Palace Yard. [This caveat is] entered by order of Secretary Guy. Caveat Book, p. 27.
Henry Guy to the Auditor of the Receipt to receive from Edwd. Sheldon, esq., the 5,000l. which he has agreed to lend into the Exchequer on the credit of the Customs and to issue thereout 4,000l. to Richard Sleeman, gent. in repayment of so much lent by him to his Majesty and interest thereon; and to reserve the remainder for the Treasury Lords' disposal. Money warrant for 1,000l. to Sir Stephen Fox for secret service, without account: as in part of 1,400l. for one year to Sept. 29 last on the 2,000l. per an. to said Fox for the Earl of Lichfield as by the privy seal of 1674, July 27: which 2,000l. per an. is now reduced to 1,400l. per an. by the payment of 6,000l. on 1681, June 9, in part of the capital sum of 20,000l. Treasury warrant to the Customs Cashier to pay 96l. 12s. 0d. to Thomas Robson, esq., clerk or paymaster of the bills of impost on wines, as in part of 3,625l. for such impost bills for the year commencing at Christmas last. The present payment is to satisfy a bill of impost due to Sir Henry Tulse, Lord Mayor of London, the sheriffs and divers others of the city of London. Money Book V, p. 97.

Nov. 11. Treasury reference to the Customs Commissioners of the petition of Samuell Billinge et al. owners of the ship Royal Oak, which ship coming from Antigua was detained at Limerick in Ireland, ever since May last, was discharged in Aug. by Treasury order, "but by the long stay of the said ship there and other casualties she was cast away"; wherefore petitioners pray leave to ship to London the goods salved from said ship. Same to same of the petition of William Burges for a quayman's place, London port, having been already admitted as an extraordinary man. Ibid.
Same to the Surveyor General of Crown Lands of the petition of Major Doughty, setting forth that he has discovered several lands and rents forfeited to the crown which have paid no rents these many years; therefore praying a fifth part of said discovery and [a lease of] two-thirds of the residue for 31 years as in satisfaction of the great debts due to him from the Crown. Same to Thomas Hall of the petition of Thomas Willing for a grant of the 58l. 9s. 6d. levied on the goods of William Weekes of Totnes, co. Devon, whom he prosecuted to an outlawry. Ibid.
Same to William Hewer of the petition of [those of] the inhabitants of Tangier who are creditors to the officers and workmen belonging to the mole and fortifications "most [of them] having Mr. Sheires' obligation for their debts, who they are unwilling to molest." Ibid.

Same to Auditor Aldworth of Edward Noell's account for 6 per cent. interest and 2 per cent. reward on 79,000l. lent into the Exchequer on credit of the Hearthmoney, viz. from the various days of the loan to the 20th Oct. last, some of it being provided by order of the Treasury Lords before it was actually paid into the Exchequer for which interest was promised by their Lordships. Nov. 12. Treasury reference to William Hewer of the petition of Margaret Jarvis, widow of George Jarvis, late a private sentinel in Tangier garrison, who after 20 years' service in Portugal and Tangier, died of wounds after the last fight leaving petitioner with three children: and being absent through lameness, petitioner was not included in the general list of widows. Reference Book II, p. 121.
Privy seal dormant for an annuity or yearly pension of 1,500l. to John, Earl of Radnor, as a mark of royal favour and in consideration of good and faithful services: to commence from Michaelmas last and to be payable quarterly during his natural life without account. The representation of the Ordnance Office which you brought in to the Treasury Lords yesterday is so high and so much beyond their power to comply with, considering the present circumstances of his Majesty's affairs, that they desire you to consider further of it and to present another estimate of what will be sufficient to carry on the service of the Ordnance for the ensuing year. Nov. 13. Treasury instructions to the Commissioners of Excise and Hearthmoney in reply to their presentments of the 3rd inst. We have ordered 500l. on account of the [Excise Office salary] quarterly bill and in future will provide for your incidents in ready money. As to your proposal to allow, as a reward, the growing Hearthmoney duty to the officers who make discoveries or reduce false and undue certificates you are hereby authorised to allow such officers half a year of the growing duty where any arrears thereon belong to the King, but if the arrears thereon belong to any late Farmers the officers may be allowed a moiety of such half year's duty provided the said Farmers allow the other moiety. Where the sub-collector shall surcharge any of his preceding officers with moneys by them received and fraudulently concealed or detained you may allow such sub-collector a moiety thereof as reward. Treasury order suspending John Tooker from his office of bailiff and collector of the rents of the King's manors of Milton Fauconberg, Stoke under Hambdon, Stratton upon Fosse, Midsomer Norton, Farrington Gurney, West Harptree, Widecombe, Englishcombe, and Laverton, co. Somerset, and Ryme, co. Dorset, all parcel of the Duchy of Cornwall, he being 468l. 5s. 5½d. in arrear on his account thereof for the year ended 1682, Sept. 29, and 523l. 2s. 11d. on his account for the succeeding year, besides what he has received for the year ended Sept. 29 last. Treasury reference to William Hewer of the petition of Edward Hughes, late Muster Master at Tangier (as by a favourable reference dated the 3rd inst. from the King): petitioner praying to be continued in his employment which is discontinued since his return from Tangier; he having served the late and present King since 1642. Treasury reference to Sir Richard Mason and Bartholomew Fillingham of the petition of James Collins, late Receiver of Hearthmoney in the West Riding of Yorkshire: shewing that he was indebted 2,481l. 5s. 4½d. to the King on his account as Receiver, whereof the King granted 1,000l. to Sir Roger Bradshaw which petitioner has paid and has also paid 500l. into the Exchequer: prays some allowance and stay of process as he cannot meet the remaining balance of 981l. 5s. 4½d. by reason of his great losses. Prefixing: (a) statement of opinion by Sir Robert Sawyer, Attorney General, dated July 19 last as to said petition. As to the King's title to the parcels petitioned for, I find that the Rotten Row was granted away in the Queen's [Elizabeth's] time, which estate came afterwards to Henry Stapleford, who is alleged to be dead without heir. If so it escheats to the Crown. As to the parcel by Fleet Ditch it belonged to the city and the King has no other title than by the seizure of the city liberties "in which case his Majesty's resolution hath hitherto been not to grant out any of those lands but reserve them for the support of the government of the city." (b) Report dated July 12 last from John Fisher (in the absence of the Surveyor General of Crown Lands) on the reference supra, p. 1192, dated July 1 last of the abovesaid petition. I have viewed the old houses near Old Street in the parish of St. Gyles, Cripplegate, called Rotten Row, They are 20 poor decayed houses scarce habitable; some of the people in them pay no rent, others have sometimes paid a small rent to the sword bearer and comptroller of the city of London, and Mr. George Howard has lately demanded a rent or composition of most of them by virtue (as is supposed) of a patent of waste and derelict lands. They are not in charge before Auditor Phelips, who conceives they are part of the manor of Finsbury, belonging to a Prebend of St. Paul's. The petitioner Morgan produces short extracts out of the rolls, whereby these houses seem to have been passed by Queen Elizabeth to William Tipper and Robert Daw in fee and were afterwards about 33 Eliz. sold by them to Thomas Stapleford, citizen and leather seller of London, whose daughter Sir Henry Hene married. By what title they are now held appears not nor where the right of the grant in fee remains, but is alleged to be escheated to the Crown. The other parcel called George Yard is a waste, unbuilt parcel of ground near Fleet Ditch, on the east of it and in the parish of St. Sepulchre's 168 feet by 55. The city formerly pretended a title to it, but never built on it since the fire.
Nov. 17. Treasury reference to the Customs Commissioners of the petition of Brune Clench, who in 1682 became surety for Ricard Sandys, customer of Bridgwater port, and afterwards collector of Minehead port, who is in arrear to the King: prays that Sandys' place may be sequestered and the profits thereof employed to satisfy the arrear to the King. Same to Mr. Hewer of the petition of Simon Adams, senr., for payment of 9l. 10s. 6d. due to him. having served the King many years at Tangier and being discharged by reason of age and infirmity. Ibid, p. 125.

For payments to Mr. Graham by Treasury order and to Mr. Pengry and Mr. Farthing for copies of records, breviating causes and expenses of juries at the tavern after their verdicts, the accomptant produces vouchers, but none for fees for patents, fees to counsel, fees at the Exchequer and Treasury, coach hire, boat hire, and incidents in Court at the hearings, it not being usual to give or take receipts in such cases.
Nov. 18. Treasury reference to the Customs Commissioners of the petition of Richard Sandys, late customer at Bridgwater, shewing that falling sick two months since he put in a deputy and in that time was suspended on pretence he ran away with the King's money whereas he was riding post into the country to settle his accounts and clear himself which he is ready to do to a farthing. Prays to be restored to his place. Reference Book II, p. 126.
Same to the Attorney General of the petition of James Tazewell, shewing that his father, James Tazewell, was accused of barratry and died in the counter, yet petitioner is sued for his father's recognizances. Same to same to make an allowance to Mathew White and William Hindmarsh, of Newcastle, merchants, and Leonard Vaughan, master of the Constant Friendship, of Newcastle, and to Timothy Tyzack of the two-third parts of the Custom due by the Act of Tillage on a quantity of oats which they imported at Newcastle in Oct., 1683, same being much damnified by heat and the said Tyzack having the last term confessed judgment for the said oats to stand as a security for the duty: the Customs Commissioners having advised such allowance "rather than to grant them the liberty desired for exporting the same," The petitioners herein are to satisfy all the charges the King has been at in the prosecution. Lynch for encouraging the Spaniards to buy negroes at Jamaica. The Committee therein desire the opinion of the Treasury Lords whether the said trade be not for his Majesty's service. In reply the Treasury Lords send you the enclosed report [missing] from the Customs Commissioners upon the copy of the royal letter to the Governor of Jamaica dated 1677, May 12, concerning the negro trade.
