Henry Guy to the Auditor of the Receipt to pay to the Band of Gentlemen Pensioners the remainder of their last warrant out of such moneys as shall be brought into the Exchequer from the arrears of the Tenths of the dioceses of York, Chichester, Lichfield, Peterborough or Bristol. Same to Lord Lumley. The Treasury Lords have directed 350l. to be issued to you at the Exchequer for buying horses for the Queen, "which cannot be done for want of a privy seal." For the reimbursement of Lord Hyde, who lent you 300l. for the said service, the Treasury Lords have directed the Exchequer officials to advance the money on your acquittance till the privy seal for paying same be passed. Send your resolutions herein to my Lords as soon as may be so, that the privy seal may be passed accordingly. Ibid.

Same to same of the petition of George Legg, as by a favourable reference dated Windsor, May 9 last, from the King thereof: said petition praying for a grant of the duty on the importation of Scotch and foreign salt, viz. for 21 years in reversion after and at the same rent as the existing grant to Sir Thomas Strickland, granted to him for 18 years from 1670, Lady day at 1,000l. per an. rent, which said grant will expire at Lady day, 1688: all by reason that the petitioner by his manifold expenses in your Majesty's service at sea. Portsmouth, etc., contracted many great and burdensome debts never by him to be satisfied without your Majesty's grace and favour. Ibid, p. 286.
Same to same of the petition of Matthew Humberston, receiver outwards, London port, shewing that during his 17 years' service he has sustained great losses by surcharges, tale and bad money, and undergoes great pains and labour by a multitude of small entries, his receipt increasing between Michaelmas, 1671, and Michaelmas, 1680, from 28,800l. to 49,000l.: that when this place was divided two persons were allowed 140l. per an., which petitioner has officiated for 80l., nor can have any assistance (through the smallness of the sums) by assigning part of the money to be received by the Receiver General [of Customs] as other [Customs] receivers have, nor has he any other benefits. Same to the Clerk of the Signet for a privy seal for the discharge of Dame Barbara Dalton, wife of Sir Marmaduke Dalton and widow of Walter Strickland of the balance owing to the King from said Strickland as late Receiver of the Royal Aid and Additional Aid, the One Months' and Eleven Months' Assessment, co. Yorks, all ut supra, p. 150. On her paying the balance of 18l. 17s. 5½d. into the Exchequer and giving release to the King of 369l. 8s. 11d. surplus on the Royal and Additional Aids and all arrears on the pension of 200l. per an. (she the said Dame Barbara not being able to deliver up the letters patent of the said pension in regard they are either lost or mislaid so that she cannot find them) she (her husband being dead since her petition was delivered) is hereby released and discharged of the sum of 779l. 8s. 11d. and the sum of 2,100l. ut supra, ibid, is hereby to be paid her by tallies on herself as administratrix of said Strickland as Receiver of the One Month's and the Eleven Months' Assessments: it being certified by the Auditor of the Receipt that all the orders registered on the said Eleven Months' Assessment are satisfied so that the arrears thereof are in the King's disposal. Royal warrant to the Attorney or Solicitor General for a bill [for a great seal] to revoke the patent of [April, 1679] which appointed Sir Richard Temple, Sir George Downing, Charles Cheyne, Francis Millington and John Upton as Customs Commissioners and in their place to constitute Charles Lord Cheyne Viscount of Newhaven in Scotland, Sir Richard Tempell, Sir George Downing, John Upton and Nicholas Butler, Dr. of Physic, to be Customs Commissioners: during pleasure: with the salary of 1,200l. per an. each: the first payment to be at June 24 inst.: Richard Prowse to be Solicitor to the said Commissioners. June 13. Royal warrant to the Attorney or Solicitor General for a bill for a great seal for a grant to the Earl of St. Albans for a further term of 11 years after expiry of the term as below of the house of scite of a house, gardens, orchards and courts, with the appurtenances, heretofore called Oatlands House (granted to John Staley and Martin Folkes by a great seal of 1670, Mar. 31, for 31 years from 1669, Michaelmas, at 20s. per an. rent, said house being then demolished) and all lands upon which the said house then demolished sometimes stood, and all that the park of Oatlands with the appurtenances in co. Surrey and the paddock there and all that meadow lying in the common mead of Weybridge and all the lands and grounds heretofore known by the name of Oatlands Park and all houses, structures, lodges and buildings and all inclosures, pales, waters, easements and commodities thereto: the abovesaid grant having by several mesne assignments come to the said Earl, who prays a further term of 11 years therein. At the rent of 20s. per an. the Surveyor General estimates this further term to be worth a fine of 900l. But the present grant is to pass without fine in consideration of the said Earl's long and faithful services. King's Warrant Book VIII, pp. 180–1.

Treasury warrant to the Clerk of the Pipe to prepare a patent under the Exchequer seal to constitute William Peisley, esq., as steward and keeper of the courts, courts leet, liberties and views of frankpledge of the lordship and manor of Kennington, parcel of the Duchy of Cornwall loco Thomas Sidderfin, deceased: during pleasure, with the fee of 26s. 8d. yearly out of the profits of said manor. Same to the Barons of the Exchequer to swear Mathew Appleyard into office as customer outwards. Kingston upon Hull, said office being granted 1661. Aug. 3, to his father, Sir Mathew Appleyard and himself, the father being dead some years since and the son being under age, having hitherto executed the said office by deputy, but being now of age desires to perform the duty in person. June 13. Henry Guy to the Auditor of the Receipt to issue 1,000l. to Prince Rupert, on his warrant for that amount, out of Customs money paid into the Exchequer for that purpose. Disposition Book II, p. 72.
June 14. Treasury warrant to the Customs Commissioners to discharge a parcel of cloth stuffs and other woollen manufactures shipped by Thomas Hutton, of London, merchant, and seized in London port by Mr. Beavoir and Mr. Burgoine for being short entered, same being by mistake only without design of fraud. Treasury warrant to the Customs Commissioners to give order for payment of 21l. 6s. 10d. to the Victuallers of the Navy deposited by them in 1678 and 1679 for the Customs of victuals formerly transported for the Navy: the Treasury warrant of Feb. 14 last having given permission to the said Victuallers to ship by free cocquet such victuals for Tangier and other ports in the Mediterranean as should be necessary for his Majesty's service: the said sum not having been repaid to them by reason it is placed to account as actually paid and not as deposited. Treasury instructions to the Customs Commissioners in reply to the latter's memorial of the 13th inst. (1) The place of deputed warehouse keeper in London port, void by the death of Samuell Shipdham is to be forthwith suppressed. (2) We approve your dismissal of Edmund Clerke, one of the tidesurveyors in London port, for taking a bribe for the delivery of a parcel of prohibited goods and that you make trial to see if the work of said port cannot be done as formerly with but five tidesurveyors at 110l. per an. each. (3) The place of one of the three jerquers in London port void by the death of Walter Powell is to be suppressed and that part of the jerquer's work which was done by him is to be divided between Mr. Skinner and Mr. Greydon, the other two jerquers, and 10l. each is to be added to their present salary out of the 80l. per an. paid to said Powell. (4) We will give warrant for 10l. per an. to be added to the salary of William Sturt, collector of Exeter. (5) You are to add 5l. per an. to the salary of John Saunders, waiter and searcher at Orford, a creek of Aldeburgh, a member of Yarmouth port, for encouraging his diligence in that station, Mr. William Dickinson upon his late Northern survey having reported that said creek is a place of consequence that ought to be well guarded. Appending: copy of an Order in Council made at Hampton Court June 16. In accordance with the order of the 8th inst. the King has been this day attended by the Governor etc. of the East India Company concerning the ship Arcana Merchant which said Company had caused to be arrested by Admiralty warrant for trading within the limits of said Company's charter, upon which a new seizure was presently made by one Price, deputy to William Clough, the King's head searcher, which, it is presumed, is done by the consent of the freighter and proprietor to prevent a more effectual seizure and prosecution in his Majesty's name. Upon hearing the said business opened and debated his Majesty remitted same to be determined by law and ordered the seizure to be continued pending a legal discharge. (Treasury warrant dated June 20 to the Customs Commissioners to observe the abovesaid order.)

Mr. Warwicke, his Majesty's Envoy in Sweden has proposed that an article may be added in the Treaty of Commerce to be negociated with Sweden, viz. as follows:—Si quis navis mercatorie prefectus in catalogo mercium in navi sua contentarum telonii officialibus in primo suo adventu exhibito quid erraverit licitum erit illi errorem suam corrigere, modo antequam exonerari navis cepit illud petierit juramentoque interposito fraudem se minime meditasse affirmaverit.
The Committee for Trade desire the Customs Commissioners to consider the Article and to report whether the same advantage be allowed to the Swedes in England and of what convenience it may be to English trade in Sweden.

Treasury reference to the Customs Commissioners of the petition of Edmund Tassell, present Mayor of King's Lynn, shewing that for his constant loyalty he was some time since made surveyor of the port of King's Lynn, but on being chosen Mayor he was dismissed that employ; and praying to be restored as the two offices are not inconsistant. Stafford, and all lands and hereditaments [thereto belonging] in the towns of Stafford, Bradley, Billington, Coppenhall, Burton and Richardscot [Rickerscote] in said county and of the Honors of Hereford and Gloucester in co. Gloucester, with their rights and appurtenances and of the manor and Bedellary of Thornbury with its rights and appurtenances in co. Gloucester and of all lands and hereditaments in Thornbury, Oldbury, Maes and Navenham in co. Gloucester and the reversion thereof whereof she is tenant in tail, the reversion in the Crown, by grants from the King's progenitors to some of her ancestors. The grant is to include all such liberties, emoluments, privileges, lands and hereditaments as were formerly granted with the premises to such her ancestor and is to reserve to the Crown such rents as were reserved for the same upon the said [former] grants. Royal warrant to the Attorney or Solicitor General for a privy seal for a grant to Col. William Blackstone, his executors and assigns, of two-thirds of the arrears remaining in the account of Edward Arden esq. late Receiver General of the Bishopric of Durham during the last vacancy of the said see in the years 1672–4, in which account there is 2,140l. 9s. 10 ½d. depending in super upon divers persons for arrears of rents, profits of assizes, sessions and other casual profits arising by forfeited recognizances, fines, sheriffs' tournes and the like, a great part whereof is illeviable and the residue not to be recovered without much difficulty: the said Blackstone having prayed a grant of same and of all other arrears concealed from the King during said vacancy which the King is disposed in some measure to grant in consideration of his great loyalty and good services. Same to the Clerk of the Signet for a privy seal as follows. William Broxholme, Receiver General for co. Lincoln of the Eleven Months' Assessment, is indebted on his account thereof 10,389l. 2s. 11¾d. besides 182l. 7s. 10d. offered to be set in super on Henry Rands, who was high collector of the wapentakes of Lawress, Aslacoe and Well. A writ of extent issued to William Lister, former sheriff of Lincoln, against said Broxholme and Anthony Gilby on their joint bond in 26,000l. dated 1667–8, Feb. 8, and thereon an inquisition was taken 1670, Oct. 17, at New Sleaford, co. Lincoln and thereunder the manor of Sutton and Beelsby in Barrow, co. Lincoln, and several lands etc. in Barrow and in Barton belonging to said Broxholme and amounting in all to 225l. 17s. 0d. per an. were seized. By the privy seal of 1679, Nov. 29, the sum of 3,000l. 7s. 6d. out of said Broxholme's arrears was ordered to be paid to the Treasurer of the Loyal and Indigent Officers, of which sum no part has been yet received for the use of the said officers or is likely to be received without great difficulty; "and whereas we have made some provision of ready money for the use and support of the said indigent officers" as follows, in consideration whereof the said privy seal of 1679, Nov. 29, has been surrendered; it is hereby ordered that in consideration of 1,800l. paid by Roger Jackson of St. Martins in the Fields, and Robert Chappell of St. Giles in the Fields (or to be paid by them on delivery of this privy seal) and in consideration of 50l. by them paid by the King's direction to Capt. Robert Hill towards his pains and charges in soliciting on behalf of the said indigent officers, the King hereby assigns to the said Jackson and Chappell their heirs etc. the aforesaid debt of 10,389l. 2s. 11¾d. and all other sums which said Broxholme shall be found indebted to the King on any further stating of his debt, and all 12 per cent. interest or damages thereon (it being certified by the Auditor of the Receipt that all orders registered on the said Eleven Months' Assessment are satisfied) and also the abovesaid security bond of 1667–8, Feb. 8, and likewise the said manor of Sutton and Beelsby and all the lands etc. as aforesaid and all lands, chattels etc. of the said Broxholme which may hereafter be extended for the said debt; and good and sufficient leases, grants or assignments under the Exchequer are to be hereby forthwith passed to them to be held during the continuance of the said extent and in like manner for any lands or chattels etc. which may hereafter be extended. The said Jackson and Chappell are hereby further empowered to acquit and discharge said Broxholme of said debt as fully and beneficially as the King might or could and their acquittances to him are to be as good as if the money had been paid into the Exchequer. In order to their quiet enjoyment of this grant, no process is to be issued for the said debt otherwise than at the request and desire of said Jackson and Chappell. Finally, the said sum of 1,800l. is to be paid into the Exchequer and to be thence issued to John Birch esq. the present Treasurer for the said indigent officers for their use and behoof to be distributed among them in such proportion etc. as by the rules of the respective Acts of Parliament relating to the distribution of 60,000l. granted to them. I am commanded by the Earl of Conway to send to the Customs Commissioners the enclosed declaration of the King of Sweden concerning the staple of Gottenburg. They are to report whether the continuance of such a staple at Gottenburg with the reciprocal grant from the King to the Swedes of a staple at Plymouth according to the enclosed articles [missing] may be advantageous to the English trade and to the King's revenue.
