John Wynne of Melay, co Denbigh, having been appointed his Majesty's steward of the Lordship of Denbigh and Denbigh Land, prays that a caveat may be entered that no new grant thereof may be had to any other person without notice first given to Major William Eyton at the Guard Room in Whitehall. Followed by a later memorandum dated 1682, April 10. The Treasury Lords ordered that this entry of Mr. Wynn's caveat shall stand good. Caveat Book, p. 16.
Mar. 18. Henry Guy to the Auditor of the Receipt to issue as follows out of Customs money which is to be paid into the Exchequer this week, viz., 9,000l. to the Treasurer of the Navy for [three weeks of] the [Navy's] weekly money (3,000l. whereof is intended for the Victuallers), and 1,400l. to Mr. Le Gouch, his Majesty's Jeweller. Disposition Book II, p. 132.
Mar. 20. Treasury warrant to the Customs Commissioners to employ John Wall as Comptroller and Surveyor General of the Customs at Maryland loco Robert Ridgly, deceased, who was lately presented to same. Out Letters (Customs) VIII, p. 75.

Prefixing: said order dated Whitehall, 1681–2, Feb. 17. A report from the Treasury Lords was this day read at the Privy Council Board in obedience to the order of reference of Dec. 7 last on the petition of Thomas Gilby, druggist, concerning the 28 hogs-heads of gum seneca shipped at Amsterdam on the Susan and Mary on Nov. 3 within the six months' licence period, but which (by reason of contrary winds) arrived seven days after the expiry of said period and was seized on Nov. 17. Hereon the King orders said seizure to be discharged.
Mar. 20. Treasury warrant to the Customs Commissioners to permit the export Customs free of several boatswain's and carpenter's stores shipped by the Navy Commissioners on the Honour, Capt. Warren master, [being] for his Majesty's ship Richmond at Barbados, and on the Golden Fleece, Capt. Bannister master, for the King's frigate Norwich at Jamaica. Out Letters (Customs) VIII, pp. 76–82.
Appending: schedules of said stores delivered out of the stores at Deptford, Oct. 19 and Dec. 23 for the Norwich, and Jan. 9 and 16 last for the Richmond.
Same to same to employ John Mores as a riding surveyor to be settled at Bideford for the North of Devon, with the salary of 50l. per an. Ibid, p. 82.
Same to the Chamberlains of the Exchequer, the Auditor of the Receipt, the Clerk of the Pells and the tally cutter to cause tallies to be struck upon the Excise for all the perpetual interest due to such goldsmiths and others at 1681, Lady day, as have not already struck tallies for the said quarter. "But you are not to strike tallys for any subsequent quarter till further order in that behalf." The present warrant is by reason that the Treasury warrant of 1681, April 25, directed the said officers to forbear levying tallies on the Excise for perpetual interest till the tallies already struck [thereon for such interest] were paid off, or till further order therein. Same to Visct. Falkland, Treasurer of the Navy, to apply to the Victuallers 3,000l. of the 9,000l. directed to be paid to you on Saturday last, and to apply a further 500l. to the finishing of the Royal Sovereign and other services at Chatham. Ibid, p. 133.
Same to the Navy Commissioners to send to the Treasury Lords an account of the charge of the Chest at Chatham for the year which they have now directed to be paid; also to attend them to-morrow about the new dock. Out Letters (General) VI, p. 421.

Same to the Customs Commissioners. The Treasury Lords intend to adjourn for some time. Bring on Thursday what presentments [of the Customs officers] you have ready, particularly those of officers not qualified by law. Ibid.
Same to Sir Richd. Pigot. Pay forthwith into the Exchequer what is due on the foot of your account as survivor of the late Hearthmoney Farmers, as the King's warrant is now signed for your allowances. Ibid, p. 422.
Mar. 20. Henry Guy to the Surveyor General [of Crown Lands] enclosing propositions of Sir William Pulteney and tenants. Treat with them and report the value of the premises. Out Letters (General) VI, p. 422.
Appending: Note of said papers, viz., Sir William Pulteney's letter about the houses near High [Hyde] Park Corner: said Pulteney's proposition for his own interest in the houses by Hyde Park; propositions of several tenants of said Pulteney about their interests.
Mar. 21. Report to the King from the Treasury Lords on the petition of Robert Saunders, esq., and the proceedings thereon as below. We have seen a copy of the letter of 1680, May 20, sent from the Lord Lieutenant and Council of Ireland representing the great mischief and vexations to a multitude of the King's subjects in Ireland by commissions which have issued there to inquire after the King's title to lands that have been a long time quietly enjoyed and are now pretended to be forfeited by the Acts of Settlement and Explanation and to be concealed. We are of opinion with the Lord Lieutenant and Council as to the mischief and vexations of such commissions and do advise that petitioner be directed to make out the probability of the King's title to the Attorney and Solicitor General in Ireland and that they report their opinion before any further directions be given in this matter. Prefixing: (1) petition of said Robert Saunders. esq., for a grant of concealed lands in Ireland to the value of 1,000l. per an. which he is ready to discover and prosecute at his own charge.
(2) Order of reference dated Whitehall, 1680–1, Feb. 7, thereof, to the Lord Lieutenant of Ireland from the King who is well inclined to gratify petitioner.
(3) The Duke of Ormonde's report thereon, dated 1661, Nov. 21. The petitioner offers the following paper (No. 4) as containing the state of the said discovery, of which he prays a grant, he first placing good and allowed deficiencies of adventurers or soldiers thereupon, and paying the quit rents due thereout by the Acts of Settlement. I and the Council have some time since represented to your Majesty the inconveniences of issuing commissions of inquiry to find your Majesty's title to lands which have not been disposed of by the late Court of Claims, and have thereupon put a stop to the late Lord Kingston's trustees from executing any such commissions or passing any [grant of any] such lands upon royal letters in their behalf. I think that before such commissions of enquiry issue or any grants pass on such commissions your Majesty's pleasure be first known upon our said representation.
(4) Said paper presented to the Lord Lieutenant by said Saunders, being in the form of a draft royal warrant to the Lord Lieutenant to pass a grant to the Earl of Feversham (who in the name of Robert Saunders has besought same) of such lands to the clearly yearly value of 1,000l., being lands certified by the Surveyor and Auditor General of Ireland as being in the King's dispose, being lands, tenements and hereditaments forfeited by the late rebellion in Ireland and seized upon that account, and not yet confirmed to adventurers, soldiers, the 1,649 officers and others satisfiable by the Acts of Settlement and Explanation.

The Treasury Lords to the Duke of Lauderdale. It appears from the account now passed in the Exchequer by Thomas Knatchbull, who was appointed by the peers in Parliament to receive the moneys of the last Poll, that there is a super on you of 510l. 1s. 0d., as due [and unpaid] by you on your assessment to the said Poll. We have been advised by the Attorney General that the supers of this kind upon the Peers being now stated debts [quâ supers] and lying not [any longer in the way of] collection. Exchequer process is to issue for levying the same upon lands and goods. We desire you to pay same into the Exchequer before the first day of next term, otherwise process must issue, "and we cannot stay such process, being for moneys appropriated by Act of Parliament." Same to Mr. Prittyman, Remembrancer of First Fruits and Tenths. There can be no state prepared of the revenue of First Fruits for the year ended 1681, Christmas, because you have not sent to the Auditor thereof the discharges made to several persons by pleas and judgments of the Exchequer Court, nor the acquittances of the Receivers of First Fruits. You are forthwith to transmit them as you will answer the contrary at your peril. Ibid.
Mar. 21. Henry Guy to Mr. Stephens to attend the Treasury Lords on Thursday to inform them what money will be necessary to discharge the particulars in the papers brought to you to-day and whether same may not be discharged out of the [Navy's] weekly money when the arrears of that money are not [sic ? erratum] paid up. "And let the sum of 2,464l. 9s. 5d. [in part of the abovesaid 4,009l. 10s. 3¼d.] on the orders of the privy seal dated 17 Nov., 1680, and the further sum of 2,921l. 1s. 5d. [in part of the abovesaid 6,000l.] on the orders of the ordinary privy seal dated 23 Dec., 1674, be satisfied by levying tallies on" the Customs; the said sums being to be applied for the particular uses and services mentioned in a paper agreed on by the Treasury Lords. The money order for the 6,000l. states the sum to be in further part of the quarter ended 1680, Dec. 31, on which quarter 4,829l. 5s. 6½d. has already been paid in part.)
Mar. 22. Treasury warrant to the Customs Cashier to pay to William Hewer the tallies for [the abovesaid two sums of 2,464l. 9s. 5d. and 2,921l. 1s. 5d. making together] 5,385l. 10s. 10d. the said Hewer having undertaken to advance this sum for the several services for which same is designed, at the usual interest and gratuity allowed by the King for the advance of money. The said tallies are to be paid [cashed] to Hewer by [instalments of] 1,000l. a week, commencing from July 1 next, together with six per cent. interest and two per cent. gratuity from the date of the tallies to the time of such repayment. Same to William Hewer, Treasurer for the affairs of Tangier, to pay to Thomas Povey, esq., one of the Masters of Requests and executor of John Bland, merchant, deceased, 1,648l. 11s. 7d. in full satisfaction of a house at Tangier belonging to said Bland and at this time employed by his Majesty for keeping of several slaves which are under the direction of Henry Shere, esq.: same to be paid as follows, viz., by 412l. 2s. 11d. ready money and 1,236l. 8s. 8d. by tallies on the Customs to be paid by three sucessive quarterly payments the first to commence June 24 next. Mar. 23. Treasury warrant to the Barons of the Exchequer to swear Phillip Packer and John Packer his son into the office of Usher of the Receipt of the Exchequer and also the office of Keeper of the Council Chamber of the Star Chamber within the Palace of Westminster; of which they had a grant dated 1665–6, Feb. 22, in reversion after William Packer and Robt. Same to the Clerk of the Pipe for a lease to William Beheathland for 21 years from 1691, Nov. 8, at the old and increased rents of 14l. 5s. 0d. per an. and fine of 5l. of the messuage or tenement called the Christopher, situate in Eton, co. Bucks, and 2½ acres of meadow at Gugeon's Pool and the close of pasture called Parson's close, containing 1½ acres and an acre of land near the said Parson's close and a half acre of land in Westmill ferry and two acres of land in Brooke Furlong and a half acre of land near Gugeons alias Gogeons Pool. and 1½ acres near Sandhill and two acres near Wardgate, and two acres at Burding Bush, and 1½ acres there, and three acres at Parsons Bush, and one acre at Wheathill, and one acre at Calverton Lane End, and six acres in Little Broadmere, and 1½ acres abutting on Broadmere and two acres there: as late in the tenure of Joan (Jane) Foster, widow: except the woods, underwoods, mines and forests: as demised to William Beheathland, of London, salter, for 36 years from 1675, Oct. 8, by a grant dated 1661, June 10. Treasury reference to the Duke of Ormonde of the Earl of Ranelagh's and James Stepney's petition to the King (as by the King's reference thereof to the Treasury Lords dated Newmarket, Mar. 20 inst.) petitioners praying leave to amend their pleas to the writs of scire facias issued out of the Exchequer by the Attorney General on their 30,000l. bond (entered into 1676, May 29, together with Sir James Hayes, Sir Alex. Bence, deceased, and Lemuell Kingdon) for repayment of the 24,000l. furnished by the King to the petitioners as imprest for the better enabling them to clear 1675, Dec. pay [of the Irish Forces] etc. ut supra, p. 3. Treasury warrant to the Auditor of the Receipt to issue two-third parts of all arrears of the Eighteen Months' Tax of 13 Car. II, as same shall come into the Exchequer, as in satisfaction of the balance of 976l. 2s. 0d. remaining unpaid of the sum of 1,717l. 10s. 0d., which was made payable to Edward Lloyd, gent., for so much lent in his name to the King 1674, Dec. 14, upon credit of the said Eighteen Months' Tax of 13 Car. II. of which sum 741l. 8s. 0d. has been paid: it appearing by a declaration of trust under the hand of said Lloyd that said balance of 976l. 2s. 0d. belongs to Thomas Harrison, the executor of Richard Wiseman, deceased: the said Harrison having petitioned that said balance may be paid out of such of the said arrears as he shall by his diligence and expense discover and bring in, which request the Agents for Taxes think reasonable. Mar. 23. Henry Guy to the Hearthmoney Managers to forthwith pay into the Exchequer 1,050l. as part of your rent due Sept. 29 last. but payable by the utmost days of grace the 15th inst. The issue of said money has been directed to such uses for his Majesty's service as will extremely suffer if not punctually and immediately supplied. Out Letters (General) VI, p. 425.

The Morocco ambassador desires that the 600 long musquets that are to be provided for him may be made up after his own manner and direction. Agree accordingly with the persons employed by his Excellency for doing the work. Ibid, p. 426.
The Treasury Lords to the Bishop of Bath and Wells. On Nov. 16 last you promised to pay your arrears of Tenths by the beginning of Feb. last. You have only paid 400l. out of 800l. odd of such arrears. We recommend you to speedily clear the remainder as well towards satisfaction of the wages due to the King's servants who are very necessitous and wait with great impatience for the same, as also to prevent issue of process against yourself. Mar. 24. Henry Guy to the Customs Commissioners, enclosing a list of places by you presented to the Treasury Lords which are not yet provided with officers, viz.: a weigher at Cowes, a clerk and a waiter at Poole, an officer to keep a boat at Studland Bay, a waiter at Totnes, a riding surveyor at Plymouth, ditto for Northumberland, ditto for Lancashire, three tidesmen at Liverpool, a riding surveyor at Lulworth. Appending: information by John Wood dated Mar. 23 that John Woodward, late of Melling, co. Lancs, priest, died about three years since and by will devised 300l. to the use of priests or Jesuits or to some superstitious use contrary to law.

Mar. 28. Royal warrant to the Clerk of the Signet for a privy seal dormant for the issue to the Cofferer of the Household of 315l. 10s. 0d. per an. for payment of the additional allowance of ten horse liveries yearly which "we have given unto our dearly and right entirely beloved naturall sonn Charles, Duke of Richmond and Lennox, Master of our Horse": to be issued after the same manner as the usual payments are made for the ordinary expenses of the Household and Stables: to commence from Mar. 1 inst. King's Warrant Book IX, p. 8.
Mar. 31. Same dormant dated from Newmarket to the Treasury Lords to give warrant from time to time to William Roberts, Paymaster of the moneys for the repair of Windsor Castle, to pay 100l. a year during pleasure to Grinling Gibbons, "whom we have employed to carve several pieces of work within our said Castle of Windsor": to commence from Dec. 25 last and to be paid half yearly: the first payment to be made on June 24 next; "provided the said Grinling Gibbons from time to time mends, cleanses and repairs his owne worke at his owne proper cost and charges." Royal warrant to the Clerk of the Signet dated from same for a privy seal for 7,000l. to Henry Coventry in repayment of the 7,000l. which he paid into the Exchequer for the King's title to Sir William Doyly's estate, of which title he is in great danger to be defrauded by the artifice of a double marriage settlement discovered since the death of said Doyly (ut supra, Calendar of Treasury Books, Vol. VI, p. 572): the King being sensible of the long and faithful services of said Coventry and being unwilling to take advantage of his having accepted the said title "much less to use that rigour towards him as to let him be a loser of so considerable a part of his estate," wherefore the King did by a sign manual and signet of 1680, July 13, declare his willingness to reassume all that title.
