June 17. Privy seal for approving the Treasury warrant of May 10 last, ut supra, p. 464, for felling as much coarse timber (not fit for the Navy), in Whittlewood and Salcey Forests as will, together with the offal thereof, raise 2,000l. clear; and likewise for the felling of 20 trees there to enable the purveyor of the Navy employed there to gain the knowledge of the nature of the timber growing there for shipping. Further the Treasury Lords are hereby empowered to give warrant for felling 2,000l. clear worth of such coarse timber per annum for six years successively after this present season. Treasury warrant to the Auditors of Imprests to allow in account 1,308 pieces of Eight and three shillings to the Earl of Inchiquin in accordance with the royal warrant of May 20 last for said Earl to have allowance on his accounts for 262½ quintals of fish (part of a greater quantity bought by him for the garrison of Tangier) which were put into his Majesty's storehouse and not issued for the service of said garrison but lost: the said allowance being at the same rate as for the rest of said parcel of fish, viz. five pieces of Eight per kentall according to Mr. Brewer's certificate of the 14th inst. Prefixing: said Surveyor General's report dated June 14 inst. on said Henden's petition for same, ut supra, p. 210. Petitioner's father had a lease of the premises 1639–40, Feb. 26, for 21 years at the old rent of 23s. 4d. and 6s. 8d. increase. This lease expired 1660–1, Feb., and petitioner obtained a fresh lease at 10s. per an. increase which, I presume, is near the full yearly value thereof.

Treasury warrant to the Customs Cashier to pay 40l. to the Mayor, bailiff and burgesses of Dartmouth for one year to 1681, Sept. 29, on the perpetuity to them for their charges in building and maintaining a fortification there. Prefixing: Order of the King in Council dated Whitehall, 1681–2, Mar. 3 (present: the King and 27 Lords detailed) for licences from time to time to be granted to the Founders of the Turned and Neiled Guns to export such quantity of the said guns as they shall think fit for one year from date hereof, notwithstanding the late proclamation: the said founders having prayed for such liberty in case the King should not be pleased to take off any of the 1,160 tons of those guns which they have at present by them.
June 20. Treasury warrant to the Customs Commissioners to observe a royal warrant as follows. Out Letters (Customs) VIII, pp. 116–7.
Prefixing: said royal warrant to the Treasury Lords dated June 5 inst. for the Customs Commissioners to permit Michael, Lord Primate and Chancellor of Ireland, to transport into Ireland a ring of six bells which have been cast here and the frame etc. for hanging same which has been made here; all for a steeple which he has built at his own cost to the church of the town of Blessington, near Dublin: the Customs Commissioners making difficulty about the shipment thereof by reason of an old statute which forbids the export of bell metal.
Same to same to permit the ambassador of the Emperor of Fez and Morocco to export Customs free the following goods. Ibid, p. 117.
Appending: schedule of said goods: 1,200 barrels of [gun] powder, 30 chests of guns (10 in a chest), three chests of locks, candlesticks, cloths, iron etc.; and [as from] the King of England to the Emperor of Morocco 60 chests of guns (10 in a chest), 240 barrels of powder, a coach and furniture, a Sedan and a great looking glass, two small horses, one bear and 12 dogs of all sorts, some deer.

There is a surcharge against you of 469l. 18s. 0d. sworn to be received by you and partners as late collectors of Hearthmoney in the West Riding of Yorkshire for the half year ended 1666, Lady day (over and above 3,920l. of which you have already rendered account). You are forthwith to pay same into the Exchequer with all [12 per cent.] damages by non-payment or to shew cause to the contrary to the Treasury Lords. Ibid.

Same to the Customs Commissioners. By Order in Council of Mar. 3 last the King has given licence to the Founders of the Turned and Nailed guns to export such quantity of those guns as they think fit for one year from that date. The Treasury Lords have this day directed you to put said order in execution. You are to certify them from time to time what quantity of guns are exported thereunder. Ibid.
Same to the Attorney General. The Treasury Lords have something further to offer for your consideration in the matter of exported beer. Report thereon. Ibid.
Same to Mr. Hynde for a copy of the whole account in your books of the 3,678l. 7s. 0d. received on the two tallies on the Hearthmoney, "which Mr. Bertie is enquiring after." Specify all the particulars as well on the creditor as the debtor side. Ibid.
June 20. Henry Guy to Mr. Stephens. In your estimate of what will pay off the ship Ruby the Treasury Lords observe that you have computed the whole charge. What my Lords want to know is what money is absolutely necessary to put the ship out of pay according to your former estimates. Out Letters (General) VI, p. 454.
Same to the Farmers of the Four and a Half per cent. duty in the Barbados. Upon the payment of 4,678l. which you are forthwith to make into the Exchequer on account of your farm rent, it is computed that 245l. 5s. 2d. will be due to you towards your 1683, June 24 rent. Interest will be allowed you on this sum of 245l. 5s. 2d. from the time of your said payment into the Exchequer until 1683, June 24. Ibid, p. 455.

Treasury warrant to the Excise Farmers to forthwith pay to the Excise Commissioners 2,024l. 11s. 3½d. as the unaccounted balance of the Excise surplus for the four years ended 1681, June 24, ut supra, p. 499: it appearing from the examination of your books that you owe 2,128l. 15s. 11¼d. on that account and that you have paid 104l. 4s. 7¾d. to several brewers for exported beer over and above what has been allowed you in former accounts; thus leaving said 2,024l. 11s. 3½d. still due. The Auditor of Excise and Comptroller of Excise are to see that the Excise Commissioners are charged with this sum. Royal warrant to the Clerk of the Signet for a privy seal for a pardon and discharge to Sir Samuel Morland as follows. The privy seal of 1681, April 30, granted to said Morland 664l. 4s. 5d. which [sum] depended [as a debt to the Crown] upon the executors of Nicho[las] late bishop of Gloucester and William Warner, his sub-collector for Tenths of that diocese, for the years 1669 and 1670. The consideration for said grant was that said Morland should pay 300l. into the Exchequer, 100l. thereof before the passing of the grant and the remaining 200l. on or before 1681, July 12. The said 300l. still remains due to the King. In consideration of said Morland's good services the King hereby releases and discharges him and his heirs etc. of said 300l. Henry Guy to Mr. Agar to pay to Mr. Harbord the 400l. received by the sale [of timber] in Whittlewood and Salcey Forests; the Treasury Lords having spoken to said Harbord who is willing, at your desire, to pay 400l. upon your account into the Exchequer. Appending: said petition to the King shewing that in 1669 he went with Thomas Warren, who was Secretary to the present Duke of Norfolk, then Lord Howard, in an embassy to Muley Urshed, King of Fez: that the said Bearer [sic] was detained a prisoner in Fez upon a contract made by the said Warren for 600 barrels of powder in which confinement he died: that petitioner with four more of his Majesty's subjects were made slaves, as belonging to Mr. Warren, and so continued for 3½ years until they paid 375l. for their ransoms, for great part of which sum they remain in bonds to this day and no way able to pay it; that with others petitioner prayed the benefit of public charity gathered for redemption of captives which the King graciously promised them, but all that money being disposed of to [the redemption of] other captives they have received no benefit of the King's favour. Therefore prays a grant of a King's waiter's or a landwaiter's place London port in consideration of the deplorable condition of himself, wife and children.

Same to the Surveyor General of Crown Lands to report on the following papers, viz. (a) the Surveyor General's and Mr. May's report about land at Windsor; (b) two particulars of lands and houses which Mr. Topham has the dispose of at Windsor. Ibid.
June 24. Same to the Earl of Peterborough. There has been a great demand [on the part] of the Crown of Portugal for defalcation [out] of the moneys remaining due to the King of the Queen's portion [viz.] for the Portuguese horses and the houses of the inhabitants of Tangier which were left at the time you received possession of the said city for the King. The Treasury Lords desire you to give to Mr. Parry the best information you can concerning those houses and horses, Parry having been employed in negociating the affair of the said portion. Same to Col. Birch [Auditor of Excise]. All the referees who were directed to propose to the Treasury Lords methods for preventing concealments of money received for the Excise, have brought in their proposals except yourself. Bring yours as soon as you can. Ibid.

Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Charles, Earl of Westmorland, of the office of Master Forester and Keeper of the Bailiwick called Cliffe Baylywick in Rockingham Forest, co. Northampton, and of all the woods in said bailiwick and the precincts thereof and of all those perambulations called Westhay, Tomowe and Elmer Riding, Yorles Wood and Newhawe, Harrishawe, Crawley and Blackmerethick within said Cliffe Bailiwick; and the office of supervisor as well of the verd as the venison of all the woods in said bailiwick; and the office of Receiver of all fines, issues and amerciaments forfeited for all offences before the Justices of said forest arising in said bailiwick: all as granted 1629, July 25, to Thomas, Earl of Arundel and Surrey and to Francis, Earl of Rutland, for the lives of Mildmay, Earl of Westmorland, Sir Francis Fane and Anthony Fane, brothers of said Earl of Westmorland as in trust for the said Mildmay, as is certified by the Attorney General in a report of Jan. 31 last: which said grant was 1640, Aug. 29, assigned by the surviving trustee the Earl of Arundel and Surrey to said Mildmay and is now determined by the death of Sir Francis Fane the last life therein. The present grant is for the life of said Charles, Earl of Westmorland, William, Lord FitzWilliams and Sir Vere Fane, kt., of the Bath: with power to execute same by Lieutenants or deputies: with fees, wages and stipends for himself and for the rangers, foresters and stewards under him as in the said last preceding grant. With a proviso that this grant may be voided on the Crown's signifying its pleasure by great seal or privy seal. Royal warrant to the Clerk of the Signet for a privy seal for sums not exceeding in [all] 54,000l. to Henry Brouncker, Cofferer of the Household, as imprest for the ordinary service and expense of the Household for the year commencing 1681, Oct. 1, and also such further sums for the extraordinary service or expense of the Household as the Treasury Lords shall find necessary and expedient in respect of his Majesty's service and affairs. The Treasury Lords to the Lords Commissioners for the Affairs of Tangier. In pursuance of your reference of Nov. 8 and 10 last we have enquired into the accounts of the Earl of Inchiquin, late Governor of Tangier. His demands of 1,593l. 1s. 11d. on account of contingencies seem to us very high "and the rather for that the established allowance for that service is therein very much exceeded. But whether the actual war then on foot might reasonably occasion such an extraordinary expence your Lordships (who from time to time were acquainted with the proceedings of that garrison) can best judge, to whose consideration we leave the same." As to the 1,312 pieces of Eight and 3s. (being the value of 262½ kentalls of fish left in the stores) the King has been pleased to allow same. Warrants not Relating to Money IX, p. 97.
June 27. Treasury warrant to the Clerk of the Pipe for a lease to Paul Orchard of a tenement in Stratton, co. Cornwall, formerly in the tenure of Thomas Arundell and lately in the tenure of John Bazon [Baron] and subsequently in the tenure of Richard Bazon [Baron], being parcel of the manor of Stratton Sanctuary and of the possessions of the late monastery of Launceston and now annexed to the Duchy of Cornwall and demised to said Rich. Bazon [Baron] by patent of 1672, June 2, for the lives of said Richard, Elizabeth his wife and John their son. The present lease to Orchard is to be for 99 years terminable on three lives to be nominated by him and at the old rent of 16s. 8d. payable to the bailiff or receiver of the premises and fine of 100l. payable to the Receiver General of the Duchy of Cornwall. Ibid, pp. 97–100.
Prefixing: particular and memorandum of the premises dated June 16 made out by John Gryffith, Deputy Auditor of the Duchy of Cornwall; and ratal dated June 17 by John Fisher (in the absence of the Surveyor General of Crown Lands) of said particular. There is a reversionary estate in the premises inter al. granted 1664, April 26, to Henry Seymour for 99 years terminable on the life of William Trelawney, son of John (now Sir John) Trelawney, but said William Trelawney died about two years since and as John Baron, son of said Richard Barron, died about Jan. last, thus outliving said Trelawney, the reversion was determined and the tenement is now in the King's hands. There was 60s. reserved for heriots after the decease of each of the said Baron's lives payable within three months on a penalty of 9l.; the tenant to keep up the premises and to have licence to take upon the premises sufficient houseboot by assignment of the steward, and hedgeboot, fireboot, ploughboot and cartboot "there and not elsewhere yearly to be expended"; to deliver a true extent and terrar every tenth year; to plant four oak, elm and ash yearly and to do suit and service to the courts of the said manor.
June 27. Treasury warrant to the Clerk of the Pipe for a lease to Jno. Ruddle, clerk, of a tenement in Tregoiffe, parcel of the manor of Climsland Prior and formerly part of the possessions of the Priory of Launceston and now annexed to the Duchy of Cornwall. The present lease is to be for 99 years, terminable on the life of Lawrence Trehane (the remaining life upon the first lease), Jno. Congdon (still in being upon the second lease) and a third life to be nominated by said Ruddle: at the old rent of 26s. 6d. and fine of 25l.: the increased rent of 12l. per an. reserved upon the said second lease is to be bought off by said Ruddle for a fine of 36l.: both fines to be payable to the Receiver General of the Duchy of Cornwall. Prefixing: particular and memorandum of the premises made out by John Griffith June 7 and ratal thereof, made by John Fisher June 16. The premises were demised to William Congdon 1626, May 23, for 99 years terminable on the lives of William Congdon, Elizabeth his wife and Lawrence Trehane, son of Stephen Trehane, of the parish of Southill, co. Cornwall. They are now in lease to Edward Kneebone, gent., by grant dated 1662, Dec. 23, for life of John Congdon and in reversion after William Congdon and Lawrence Trehane.
Henry Guy to Visct. Falkland [Treasurer of the Navy] to pay 100l. upon a bill of imprest to be made forth by the Navy Board to the Captain of the Woolwich towards providing for the entertainment of the Morocco ambassador at sea (in his return to Tangier). Treasury warrant to Sir Peter Killigrew, Receiver General of the Duchy of Cornwall, to pay 81l. 18s. 10½d. to George Treweeke, one of the surveyors of the tin blowing houses in the Stannaries, for his disbursements in defending a seizure of eight slabs of uncoined tin controverted by Joseph Growden, the particulars of said disbursement having been examined by Sir Joseph Tredenham, Vice-Warden of the Stannaries. June 28. Same to the Clerk of the Pipe for a lease to Humphry Hughes of a tenement in Nantwroge called Sychnate in the Commote of Ardudwy, co. Merioneth, formerly part of the possessions of Evan ap Hooll [Howell] ap Rees attainted, and part of the late Principality of North Wales: all for 21 years from May 31 last at the old rent of 13s. 4d. per an. Prefixing: particular and memorandum of the premises made out by Deputy Auditor Tudor, dated May 24 last; and ratal thereof made out by William Harbord, Surveyor General of Crown Lands, dated May 27. The premises were demised to Ellis Hughes by grant 1661, May 31, for 21 years at the like rent. Humphry Hughes is son and heir of said Ellis Hughes. No fine to be imposed in respect of the inconsiderable value of the premises.
Henry Guy to Col. Oglethorp. The Treasury Lords desire you to go to Salisbury stables in Long Acre and report to them on two black coach horses belonging to the Duke of Somerset [which are] to be bought for the Emperor of Morocco. Same to Mr. Burton to go to the Attorney General immediately on the enclosed paper concerning Alderman Backwell, for his advice what may be done to assist Backwell upon the proposal in that paper. Royal warrant to the Attorney General for a great seal for a grant to the Earl of Dorset and Middlesex, his executors and assigns, of all the chains lying, being and placed in the Thames below London Bridge between Bugbie's Hole and London Bridge, whereunto ships riding in the said river were usually fastened or meered, together with all fees, profits and advantages thereunto belonging: to hold for 764½ years from the expiry of the 31 years' term therein as granted 1673, Oct. 31, to Mary then Countess of Falmouth, afterwards wife of Charles, Earl of Dorset and Middlesex, the remainder of which term is now vested in said Earl: all at the yearly rent of 5s. as in the said former grant to said Countess. Treasury warrant to William Blathwayt [Auditor General of his Majesty's revenue in America] to make up and prepare [for declaration] in the following form the account of the Farmers of the Four and a Half per cent. in the Leeward Islands. By the great seal of 1670, Sept. 9, the said duty in the islands of Nevis, Antigua, Montserrat and St. Christopher, commonly called the Leeward Islands, was demised to Jno. Strode for seven years from 1670, Dec. 25, at the yearly rent of 700l. payable at the Exchequer at Westminster and with covenants for defalcations to be adjusted by the Treasury Lords. The said Farmer has represented to the Treasury Lords that within the said term there happened a war with the Dutch whereby he had great losses in captures at sea and otherwise, and also a violent hurricane in Antigua and that his officers there met with great disturbances in settling the said farm. Thereupon the Treasury Lords referred his demands for defalcations to Sir George Downing, a Commissioner of Customs, and Bastian Bayer and William Freeman, two merchants in London, traders to the said Leeward Islands. They have reported that several of the said Farmer's demands were unreasonable. The Treasury Lords have thereupon several times heard the said Farmer and do hereby order his account to be prepared as follows, viz.: Charge 4,900l. for seven years' rent at 700l. per an.: Discharge: 875l. 18s. 11½d. for short entries occasioned by the inhabitants of the said islands refusing to weigh their cask at the King's scales as appears by the affidavit of Sir Charles Wheeler and others; 600l. for the release of three years' duty granted by the King to the Island of St. Christopher from 1672, Mar. 25, to 1675, Mar. 25; 24l. for damage in discharging the officers employed at St. Christopher for collecting of this duty by reason of the said release by his Majesty; 187l. for the loss of several ships and goods taken by the Dutch in the late war and for goods diminished in weight by lying in storehouses and obstruction of trade by reason of the war; 33l. 15s. 0d. for a boat and goods lost at Antigua in the hurricane in August, 1674; 350l. for so much paid [as advance money] by said Farmer into the Exchequer, 1671, Oct. 7. The total of these items of the Discharge is 2,070l. 13s. 11½d. thus leaving said Farmer indebted 2,829l. 6s. 0½d. to the King upon the end and determination of this account.
