July 17. Same (in the absence of Henry Guy) to the Auditor of the Receipt to receive from the Wine Licence Commissioners 2,000l. as in part of the half year's rent [of the Wine Licences] due from them at Michaelmas next. (Same to the said Commissioners to forthwith pay in said money, the Treasury Lords being informed that you have it in cash in your Office and that you are willing to pay same in.) Ibid.
Same to Sir Nath. Johnson and Company. The Treasury Lords expected you to pay into the Exchequer last week the moiety of 13,000l. which you have agreed to advance. Pay it in this week and the other moiety next week. Ibid.
R[obert] S[quibb] (in the absence of Henry Guy) to the Auditor of the Receipt to issue to the Treasurer of the Chamber 200l. out of the King's Bench fines now in the Exchequer. (Same to Edward Griffin, Treasurer of the Chamber, to pay said 200l. to Thomas Atterbury, messenger either for his wages or on his bills.) Disposition Book II, p. 247.
Treasury warrant to the Chamberlains of the Exchequer, the Clerk of the Pells and the tally cutter, to cause tallies to be struck on the Hereditary Excise for all the perpetual interest due to each goldsmith and others at Christmas, 1681, who have not already had tallies struck for said quarter. "But you are not to strike tallies for any subsequent quarter till further order in that behalf": the Treasury warrant of 1681, April 25, having directed you to forbear levying tallies for such perpetual interest till the tallies already struck were paid off or till further order therein. Money warrant for 500l. to Robert Squibb as imprest for the redemption of English captives as by the privy seal of Dec. 20 last: to be issued out of money in the Exchequer arisen from the late collection in that behalf. Money warrant for 5,800l. to Richard Kent and Charles Duncombe in repayment of 5,800l. by them lent into the Exchequer the 14th inst.: together with 6 per cent. interest: to be satisfied by tallies on the Excise. July 18. Henry Guy to the Auditor of the Receipt to issue to me [Guy] 1,410l. 14s. 0d. for secret service on two orders for that purpose: viz. 780l. to be issued out of the fines and forfeitures of Popish Recusants, and 630l. 14s. 0d. to be issued out of King's Bench fines (500l.) and out of money to be paid in by myself (130l. 14s. 0d.) July 19. William Lownds (in the absence of Henry Guy) to William Hewer to pay to Mary Cunningham, widow, for her charge in keeping and burying John Webb, one of the poor Tangier soldiers, the 40s. which would have been due to him on his quarterly allowance if he had lived three days longer. Same to the Earl of Craven to appoint a convoy to attend the person appointed by Charles Duncombe to bring from Bristol a considerable sum of money which must be brought to London in specie for want of returns [by bills of exchange] at present. Ibid.

Same to the Customs Commissioners to pass on payment of duty a square case, imported in the ship Italian Merchant from Leghorn, containing 30 small pictures made in Italy "and brought hither for my [H. Guy's] use. These are intended for the furnishing my house in the country." (Treasury warrant dated July 30 to the Customs Commissioners accordingly.) Ibid, p. 187. Henry Guy to Mr. Graham to report on the following papers relating to William Hone, lately executed for high treason, viz.: (1) John Yorke's petition to the King; (2) Mile Dowman's warrant dated June 25 last to the gaol at Cambridge to receive said Hone in custody; (3) a like warrant of the following day signed by John Coppleston, Tho. Sclater and Edward Stoyte; (4) certificate by Mile Dowman dated June 24 last about Hone; (5) other certificates about Lloyd's information concerning Hone. Out Letters (General) VII, p. 187.

Appending: copy of an order from the Earl of Shaftesbury et al. [then Treasury Lords] dated 1672, May 31, to John Huckle, collector for co. Leicester of the one month's [instalment of the said Militia] tax anno 1663, to pay moneys raised under the said Act to George Wharton, esq. [Treasurer of the Ordnance] or his assigns: the copy of said order being attested for the Earl of Rutland by Charles Cokayne and Tho. Babbington. (2) Said Huckle's account of his receipts of the said month's tax. (3) Mr. Armson's account of money received and paid. (4) A copy of an account stated 1666, July 25, allowed by Lord Loughborough of the said Lord's receipts and discharge to Peter Wood, Receiver of the month's [Militia] tax for co. Leicester, 1665. (5) Letter from said Earl of Rutland dated Belvoir, 1683, July 18, in reply to the Treasury Lords' letter of June 6 last ut supra, p. 812. I have sent to the Deputy Lieutenants and Justices of the Peace to inform themselves as best they could of the state of said three months' [Militia] tax "which was collected in Lord Loughborough's time before my father and I were concerned in the Lieutenancy." From the above enclosed accounts it will appear that Jno. Huckle, now of Leicester, has discharged himself of the 16l. 4s. 9d. by an order and acquittance; and for the arrears of 9l. 10s. 11d. in his district Huckle says they were laid on several poor people who left their land before they could be distrained on. As to the 19l. in Mr. Armston's hands he is very aged but believes he has already cleared that account. He lives at Burbage in Leicester. As for the 14l. arrears in Sir Tho. Halford's year and the 8l. 17s. 0d. which was short assessed Lord Loughborough has discharged him as appears by the account. As to the 283l. 5s. 0d. due from Lord Loughborough, the Deputy Lieutenants can give no information of it; and for the one month's [quota of the total] assessment which [quota] is 1,088l. 17s. 8d. I can say no more to it but that Lord Loughborough has owned the receipt of it from his servant, Peter Wood, who is since dead, as appears from the above copy of said Wood's discharge.
Same to the Stables Commissioners to pay the 45l. for the chair for the King which Mr. Chiffinch has bespoke. Ibid, p. 188.
Henry Guy to the Auditor of the Receipt. Mr. Kent and Mr. Duncombe have agreed to lend into the Exchequer 2,700l. towards this week's money of 8,000l. [which is payable weekly out of the Excise into the Exchequer]. You are to receive same from them and give them a tally of loan for it. Also there is 1,500l. of Excise money directed to be paid into the Exchequer this week. This total of 4,200l. you are to issue as follows, viz.: Disposition Book II, pp. 248, 249.

July 23. Henry Guy to the Auditor of the Receipt. Richard Sleyman has agreed to lend 1,000l. into the Exchequer on the credit of the Customs. Take same in and give a tally of loan for it and reserve the money for the Treasury Lords' disposal. Disposition Book II, p. 249.
Treasury warrant to the Customs Cashier to pay 400l. to Seth, Bishop of Sarum for half a year to 1682, Christmas, on the 800l. per an. which has of late years been paid by agreement as for the 1,200l. per an. for the support of the honour of the Order of the Garter. Money Book IV, p. 230.

Royal warrant to the Clerk of the Signet for a privy seal for a grant to Adam Powell, mayor of Worcester, Edward Solley, Samuel Mathews, Wintour Harris, John Tyas and John Rea, aldermen of Worcester, of the several fines as follows, amounting in all to 282l., all in regard of their loyalty and good affections, they having been instrumental in reducing that city to its former good government: the said fines being set upon the following persons who were convicted on a Quo Warranto in the King's Bench in Trinity term last, viz. James Higgins and Tho. Shewring 50l. each, John Hardy, John Millington and Francis Moule 26l. 13s. 4d. each, Thomas Higgins, Francis Richardson, Francis Clerk, Nicho. Faything, Tho. Oldnall, Christopher Chance, William Cave, Samll. Clements, Jonathan Higgins, John Hughs, Richard Chance, Hen. Royal warrant to the Clerk of the Signet for a privy seal for the issue of 2s. a day each to Nicholas Trevythan and Edmund Richards, gent., who are sworn and admitted as Grooms of the Great Chamber in ordinary to the Queen locis Richard Change and John Robinson: to be payable quarterly from the date of their admission. Same to same for a same to constitute and appoint Edward Vernon (Deputy to James, Duke of Ormonde, as Lieutenant of the Forest of Needwood and Chief Ranger and Master of the Game in all the King's forests, chaces etc. in cos, Derby and Stafford, except the forest of High Peak, parcel of the Duchy of Lancaster) to be receiver during pleasure of all fines and forfeitures for offences against said Game: without account but with proviso to employ said fines in such way as he think best in the preservation of the said deer and game. Royal warrant to the Duke of Ormonde, Lord Lieutenant of Ireland, and to the Earl of Arran, Lord Deputy, to order the issue of 1,387l. 9s. 7d. to said Duke of Ormonde in full satisfaction of the following sums, viz. 1,000l. which said Duke paid here [in England] by the King's direction for secret service; 170l. for six months' interest of the said sum and for the exchange into Ireland; 145l. 4s. 7d. which said Duke paid by the King's order for Col. Phillips; 72l. 5s. 0d. for the fees and other charges of receiving the present total. Out Letters (Ireland) III, p. 168.
Same to said Lord Lieutenant to give orders to John Price, Receiver General of the Revenue of Ireland, and his deputies forbidding them at any time to demand or take the fee of 6d. per £ on payments to the King's subjects in Ireland for the salaries and other payments specified in the following schedule, the King being disposed to remit the said fee in these cases, having been informed that no fees have usually been taken for such of the said salaries or payments as have hitherto been upon the [Irish] establishment and that the rest of the salaries in the schedule are for officers managing the revenue there. The total of the fees thus remitted comes to 1,126l. 14s. 2½d. per an. As the said Receiver General is by his Commission responsible to the King for said fee of 6d. the Exchequer officers, Ireland, are to discharge him of the said sum so hereby remitted. July 24. Royal warrant to the Lord Lieutenant of Ireland to give order for the payment to the [Lord] Deputy of the allowance of 6l. a day usually made to the Lord Deputy or the Lords Justices respectively for their entertainment in the absence of the Lord Lieutenant, viz. from Sept. 1 last until the Lord Lieutenant's return; the said Lord Lieutenant having about Christmas, 1681, prayed "our licence to repair into England to give us an account of our affairs there and to dispatch some concerns of your own which you hoped to compass within three months and so to return to your charge, but we were pleased to command the further attendance of you our said Lieutenant on our person and affairs here." The first payment hereupon is to be 1,086l. for six months to Feb. 1 last and thenceforward the said allowance is to be paid quarterly from time to time as it becomes due. Henry Guy to the Customs Commissioners. The Treasury Lords notice that in the Quarter Book of salaries for the outports officers for last June 24 quarter salaries are put down for officers who are not named in the book, and Henry Peroome is inserted with a salary as commander of the smack for the coast of Sussex, but has no warrant for the place. Before my Lords sign the warrant for the quarter's salary you are to satisfy them how these things come to be put into the Quarter Book without warrants from them. King's Warrant Book IX, p. 195.

July 24. Henry Guy to the Auditor of the Receipt to take in on loan the 6,500l. which Sir Nathll. Johnson et al. have agreed forthwith to lend into the Exchequer on the credit of the Hearthmoney, 2,500l. thereof to be repaid out of the half year's Hearthmoney [farm rent] due at Michaelmas next and payable by the utmost days of grace Mar. 15 next, and the remaining 4,000l. out of the succeeding half year's same. We think this reasonable and if same be not paid in three months that then a patent be passed in Ireland to her of lands to the value of 15l. per an. to be found by inquisition and being part of the lands in Lord Kingston's list and not lying in a Corporation. Enclosing (a) letter dated July 21 inst. from the Earl of Lindsey to the Treasury Lords as to the arrears of the Militia money in co. Lincoln. I am very little knowing in that affair, those moneys being raised in my father's time before my being Lieutenant of the county. But I have heard that 4,000l. was raised in Lincolnshire and returned to London for his Majesty's service with great dissatisfaction at that time to some gentry here who looked upon these moneys as appropriated to the uses of the Militia and the raising of the week's tax here has ever since gone down very heavily. I have also heard that Sir Edward Barkham, who was high sheriff of the county, had 1,000l. of this money in his hands, the sheriff being then, as I take it, appointed collector by the King: but it being almost 18 years since I dare not charge my memory with every particular. John Hodges who lives at Ipswich, in Suffolk, or at his chamber in the Inner Temple in Ram Alley, who has married the said Barkham's widow and is his executor, pretends that Barkham's estate was settled on his son and so not liable to the debt. "He is best able to give your Lordship an account of that business, for the King or country I doubt is defrauded and it is a sum of money will be retrieved with great difficulty. There was one Mr. Charles Massinbird, who dyed about the same time Sir Edw. Barkham did was concerned as I take it in the same affair."

The Treasury Lords to Col. Kirke, Governor of Tangier. Application has been made to the Treasury Lords and the Lords for the affairs of Tangier by several persons for rent due to them from the King for their houses taken up and hired for quartering of officers and soldiers extraordinary sent to Tangier in 1680: and upon pretence thereof the said persons refuse to pay the rents due from them to the King. You are hereupon to order the mayor [of Tangier], Comptroller [of Tangier] and Mr. Hewer's deputies to draw up an account of the houses taken up and hired for quarters and the total due thereon at Michaelmas next and per contra of the sums due from each of them to the King [for rent]. Further there remains unpaid at this day on the several branches of the [Tangier] revenue many debts according to an account adjusted for Mr. Pepys's time and since. Mr. Hewer will direct his deputies at Tangier to inform you thereof. Give the said deputies your best assistance in the recovery of all such debts on behalf of the King.
We have referred your general account of contingencies and other charges laid out from 1681, May 3, to 1683, April 20, to be examined. Send the vouchers for same. We have sent in his Majesty's ship Bonadventure so much money as will discharge seven months' pay to the garrison of Tangier, amounting in the whole to 22,902l. 5s. 5d. which though it leaves the soldiers still in a very great arrear is as much as the present condition of his Majesty's affairs could furnish to be sent at this time.

The Treasury Lords to the Earl of Arran, Lord Deputy of Ireland, enclosing copies of the petition of Dannett Forth and Thomas Forth, praying for their case to be heard before the King in person, and their paper of particulars wherewith they say they have been wrongfully surcharged. Inform us what was done or resolved upon in these matters on the last hearing of petitioners' case in Ireland. Ibid, p. 174.
At the desire of the Lord Lieutenant 200l. has been furnished here [in London] to the officers of the Earl of Dunbarton's Regiment to enable them to be gone immediately for Tangier. You are to cause the Receiver General of Ireland to repay this sum immediately by a bill payable to Mr. Guy for 200l. sterling. The money is to be made good again to the King by deduction from the said officers' pay.
You are to inquire what estate Capt. Walcott, late executed for high treason, had in Ireland, or what part thereof will accrue to the King, so that we may give an account thereof to his Majesty "before he be engaged to gratify any petitioners for that estate."
July 29. Henry Guy to the Master of the Great Wardrobe to provide and deliver to Dr. John Blow, master of the children of the Chapel Royal, the remainder of the clothes unprovided on the Lord Chamberlain's warrant of 1680, Dec. 15, for James Cutler, late child of the Chapel Royal, whose voice is changed. Enclosing: (a) letter dated July 27 inst. to the Treasury Lords from the Earl of Carlisle concerning the Militia money in Cumberland and Westmorland in reply to the letter of June 6 last supra, p. 812. The 273l. mentioned in the account to be paid to the commission officers was most certainly paid accordingly and, as I think, by orders from the Deputy Lieutenants, I not being in the country myself. As for the 24l. whether it was ever levied or not I cannot tell. If it were it was certainly applied to some public use. If not levied it will be a difficult matter to recover it, several of the officers that should have collected it being dead. I have writ to the Deputy Lieutenants to give me what light they can in it. For my own part I never had a penny of the money in my hands.
Same to the Earl of Chesterfield. Capt. Ely has entered a caveat in the Treasury Office by your order against any grant of the late Lord Russell's estate. Report to the King from the Treasury Lords on the petition of Eliz. Countess of Essex (as by the order of reference thereof the 13th inst.) said petitioner praying a grant of the forfeited personal estate of her late husband for the benefit of her son and daughter. The Attorney General has reported to us that he cannot determine whether the bailiff of Westminster (no other person pretending a title before him) has a good title to the said estate within his liberty because the grant to the Dean and Chapter [of Westminster] is merely relative to what the abbot [thereof anciently] had and they have not produced the abbot's grant. But as your Majesty's grant would be generally of all the personal estate the bailiff of Westminster's pretended title can be no obstruction. If any particular title be set up for any particular part the grantee must contend with it. Warrants not Relating to Money IX, p. 220.

We agree with the Lord Lieutenant of Ireland as to petitioner's having liberty to renew his patent at the rent of 10l. per an. being the rent ordered by your Majesty in Council to be reserved on the lands mentioned, and that in the meantime the said lands be discharged of all other rents to the King. Prefixing and appending: (1) petition of said Sir John Percivall, brother and heir of Sir Philip Percivall, shewing that his said brother as a minor in Aug., 1675, petitioned concerning the heavy and unequal quit rent laid on his lands in co. Cork whereupon the Lords of the Committee for Irish Affairs reported to the King in Council that Sir Philip Percivall, the petitioner's grandfather, long before the wars was possessed of the lands of Liscarroll, Coolebane etc. co. Cork, by way of mortgage for 8,000l. which was so near the full value that the late Court of Claims (Nov. 30, 1666) adjudged the petition the pre-emption of the mortgage for 150l. [and he passed his patent for same 1666–7, Feb. 20, on the several rents therein named, amounting all together to 89l. 10s. 3¾d. per an.]; after which orders issued from the Exchequer to levy the new quit rents on all the said lands and petitioner was "until that time" compelled to pay 90l. (89l. 10s. 3¾d.) per an. to the King; but as the lands were never seized nor sequestered and petitioner's profit was inconsiderable the case was reported as very hard and worthy of relief and that the new quit rents should be reduced to 5l. per an. [as more suitable to the value of the pre-emption which, was only 150l.] on petitioner waiving all demands of rent paid in the past. On debate hereof the Council fixed petitioner's rent at 10l. per an. and thereupon letters patent were passed on Dec. 10, 1675, and petitioner [brother to the present petitioner] paid said 10l. till his death which was about four years since; since which time the Farmers of the Revenue of Ireland have inspected his patent and found that the acreage set down was in one parcel (viz. the lands of Rosline) short of the Down Survey by about 10l. per an. though very true by the Civil Survey and had been the basis the Earl of Ranelagh and others before had always proceeded on in collecting said rent of 90l. per an. Thereupon the Farmers procured an order from the Exchequer to distrain petitioner's lands for such new additional rent and for the arrears thereof since the patent of 1675. Therefore prays a re-enactment of said patent. Petitioner's quit rent was reduced by order of Council of 1675, Aug. 4, in consideration of the small benefit derived from the Act of Settlement, and the new quit rent of 10l. per an. was not fixed on the lands on account of the acreage they contained but merely as mortgaged lands never seized nor sequestered, so that the late Farmers laid hold of a weak pretext. Petitioner should be allowed to renew his patent. (5) Copy of said order in Council dated Hampton Court, 1675, Aug. 4, made upon a report dated the previous day from six Lords Commissioners for Irish Affairs. (6) Copy of the report dated 1680–1, Feb. 1, from Sir William Domville [Attorney General, Ireland] recapitulating the facts of the case, ut supra.

Report to the King from the Treasury Lords on the petition of Capt. Daniel Macnamara, ut infra. We concur with the Duke of Ormonde's report thereon, only we propose that a proviso be inserted in the grant for all the right or title of any other person in the premises. Prefixing: (a) said Macnamara's petition shewing that his ancestors were seized of divers castles, lands, tenements etc. in co. Clare without interruption until his father was dispossessed by the late usurped powers; that his eldest brother, Jno. Macnamara, of Cratloe, co. Clare, has been declared innocent 1663, July 16, and restored to the premises. Therefore prays a grant and confirmation of the castles and lands mentioned in the said decree [of the Court of Claims] and of all the King's title and reversion thereto with liberty to place satisfyable deficiencies thereupon if he shall desire it, reserving the rents as by the Acts of Settlement and Explanation; and for said premises to be erected into one or more manors with view of Frankpledge and Courts Leet and Baron and all franchises etc. appertaining thereto and free warren and liberty to enclose 400 acres to keep deer. Therefore prays that he and his heirs and assigns, as it runs in his patent, may be put upon the present and all future establishments among the temporary payments. The Treasury Lords to the Mayor and Recorder of the borough of Caermarthen. An information has been exhibited before you against several brewers in your corporation for non-payment of the duty of Excise according to the gauger's gauge taken in solid worts "which gauge being returned into the Office is such a charge on the brewer as is in all particulars binding upon them by the Act of Parliament." Nevertheless you have not only delayed and neglected giving judgment according to law but have ordered the information so to be altered as to be different from the gauger's charge "which it is to be presumed is for no other end but to lay a foundation for a judgment to be given by you in favour of the brewers against the King." This proceeding of yours tends to the encouragement of frauds, the diminution of the revenue and the discouragement of the Excise officers "it being very apparent that if the gaugers stay for their charge till the liquors be cleared the King may lose a great part of his revenue." We recommend this matter to you to punish the defaulters and to discourage the like offences and frauds for the future. Ibid, p. 197.
Promise and undertaking by the Treasury Lords to accept and punctually pay bills to the total of 3,000l. to be drawn on them by Mr. Shere jointly with Capt. Giles and Nicholas Samford, principal officers of the mole at Tangier, as for and toward paying so much of the arrear due to the workmen employed on the mole by said Shere, who by the King's special command is to return forthwith to Tangier and is directed by the Treasury Lords to take up at Cadiz or Tangier such bills of exchange for 3,000l. The accounts of the payments to the said persons and their vouchers are to be sent to the Treasury Lords attested by said Shere, Giles and Samford and by Consul John Earlisman, Comptroller of his Majesty's Revenue [at Tangier].
