May 11. Royal warrant to the Attorney or Solicitor General for a privy seal to discharge Dame Elizabeth Nevill, relict of Sir Edward Nevile, late of Grove, co. Notts, deceased, of the baronetey fee of 1,095l. due from him for the baronetcy conferred by Charles II. (Treasurer Rochester's warrant dated May 19 hereon accordingly to the Receipt.) Same to same for a same to discharge the like baronetey fee due from Sir William Compton of Harpley [Hartbury], co. Gloucester, for the baronetcy conferred on him by the present King. King's Warrant Book X, p. 420.
Same to the Clerk of the Signet for a same for the payment to Col. James Grahme of 2,688l. 9s. 11½d., being the super due to him upon his account of the 1,200l. received by him for building and repairing Bagshot Lodge, co. Surrey, and impaling the park there, viz. 1682–3, Jan. 10, to 1685, July 1: by which account it appears that he has expended 2,558l. 9s. 7d. above said 1,200l. and that there remains due 247l. 0s. 4½d. to several artificers for work and material and 22l. is hereby to be allowed him for the charges of passing the present privy seal, but from this total 139l. is to be deducted for Exchequer fees paid by him on his receipts of imprested money: thus leaving said super of 2,688l. 9s. 11½d. May 11. Royal warrant to the Clerk of the Signet for a privy seal for 500l. per an. to Sir Job Charlton, Chief Justice of Chester, as an addition to the profits of his place there, being granted upon the augmentation of the salaries of all the Judges at Westminster and in North and South Wales: to date from April 29 last and to be payable termly during pleasure: the first payment to be at the last day of the present Easter term for so much as shall be due from said April 29 last. Same to the Clerk of the Signet for a same for a grant to Sir Thomas Duppa as follows. The said Duppa has been employed as Receiver of the Tenths of the Clergy in the dioceses of Lincoln, Exeter and Sarum for several years and gave bond 1675, Dec. 6, in 2,000l. for his due accounting. Writs have issued in Hilary term last upon said bond and from inquisitions thereupon it was found that John Hinde, late of London, goldsmith, with John Toplady, gave bond 1684, Aug. 6, in 5,000l. to said Duppa conditioned to pay him 2,500l. and another bond 1685, April 9, in 1,000l. conditioned he pay him 500l. and they are indebted to him in 50l. more. The sheriffs of London seized said bonds into the King's hands and thereon extents have issued against Hinde and Toplady and from inquisitions taken thereon it is found that by patent of 1684, Sept. 26, the King granted Sir Samuel Morland pensions of 200l. per an. and 400l. and that same are in arrear from 1682 [sic], Christmas, 1,500l. for 2½ years, which arrear Morland did by deed dated 1682 [sic], June 24, assign to James Wellington, together with 300l. more which was then due and which is since received by said Hinde. By indenture dated 1682, Aug. 30, said Wellington assigned said arrear to said Hinde. Further, it was found that by patent dated 1680, May 28, the late King granted the Earl of Sunderland an annuity of 1,000l. out of the Tenths of several dioceses and by indenture dated 1680, July 7, said Earl assigned said annuity to said Duppa for one year ended 1684, Sept. 29, one moiety whereof was in trust for Thomas Kirwood, late of London, goldsmith, whose executor said Hinde is. Hereon there has been paid at the Exchequer to said Duppa in trust for Hinde [sic] 500l., being one moiety of said 1,000l. Further, the said Morland gave bond 1682, June 24, in 3,600l. to said Hinde to pay the 1,800l. assigned as aforesaid or so much thereof as should not be received on said patent. The said sheriffs have seized into the King's hands said 1,500l. and 500l. and said Morland's 3,600l. bond. The moneys or arrears which so belonged to said Hinde and are so seized into the King's hands are in the King's dispose. On said Duppa's petition it has been reported Mar. 24 last by Bartholomew Fillingham, Tho. Hall and William Lowndes, "our agents employed in divers our affairs," that of said Hinde's and Toplady's debts to said Duppa 1,000l. is endorsed as paid upon their 2,500l. bond [? leaving due] "upon that bond 1,500l. and upon the other bond mentioned in the said inquisition 500l. and upon a note the abovesaid sum of 1,500l. in all 2,050l. [sic] " further, that said Morland only received 900l. for said assignment of 1,800l. to Wellington and if he repaid the 900l. with interest and 200l. more as gratuity the assignee was to be contented and therefore Morland desired that his case should be considered before any assignment be made by the King to Duppa. In order to enable Duppa to pay the Tenths which he owes to the King his Majesty hereby grants him the said 500l. which he received on the Earl of Sunderland's pension and which is seized into the King's hands as above; to hold same to him and his heirs without account for ever and also that he be paid 1,100l. out of the said Morland's arrear of 1,500l. owing on said Morland's pensions and similarly seized (the said 1,100l. being adjusted and agreed between said Morland and said Duppa as sufficing to satisfy the said debt owing by Morland to Wellington); the remaining 400l. thereof being hereby to be paid to said Morland to his own use without account: Duppa to have said 1,100l. to his own use and behoof without account. Further, when Duppa shall have received said 1,100l. then the said Morland, his heirs, lands and goods shall hereby be absolutely freed and discharged against the King and his successors from the said 3,600l. bond.

May 11.] Royal warrant to Thomas Neale, Charles Duncombe and James Hoare, Commissioners for executing the office of Master and Worker of the Mint, to observe the rules and orders of the Commission to them of 1685–6, Mar. 11, and the terms of the Mint indenture of 1670, Oct. 8, in the coining of moneys ("the assaying, weighing, receiving, rating, commixing, melting, coyning, pixing and paying or delivering of our own as well as our subjects' gold and silver when converted into our current moneys"): all by reason that Henry Slingsby appointed by patent dated 1662, Dec 31, Master and Worker of the Mint with Sir Ralph Freeman, since deceased, has surrendered said office by deed dated April 20 [last] by which means some question may arise whether the Commission of 1685–6, Mar. 11, to the abovesaid Commissioners be not avoided; and further because a new Mint indenture cannot suddenly be prepared; which obstructions to the working of the Mint might be of great prejudice at this time. Treasurer Rochester has laid before the King the charges of Richard Brent, Samuell Vincent and John Parsons, late Victuallers of the Navy, for repair of the late King's Victualling offices and houses at the beginning of their contract. It is the King's pleasure that 3,061l. 18s. 5d. be allowed them thereon and this is to be expressed as of royal grace and bounty in regard some vouchers are wanting to justify part thereof. May 11. Report by Treasurer Rochester to the King on the petition of Thomas Westerne, esq., ut supra, p. 707, as by the reference from the King in Council of April 16 last. I am certified by the Customs Commissioners that by the Book of Rates the duty on [exported] iron ordnance is 40s. per ton, but for the encouragement of that manufacture the duty has been dispensed with from time to time by Order in Council. The last of these orders expired Jan. 7 last. I do not find there is any objection to renewing same for such time as your Majesty shall think fit. Ibid, p. 292.

Reference by Treasurer Rochester to the Chancellor of the Exchequer and Auditor Aldworth of the petition of Sir Hugh Cholmley and the rest of the late Farmers of the alum works; petitioners shewing that their account of the said farm for 4½ years to 1678, Christmas, cannot be proceeded in for want of regular warrants authorising the allowance of several sums which by their covenants are due to be made to them. The said answer sets forth that on a former petition of Fanshaw's and the report thereon from Sir Robert Carr, then Chancellor of the Duchy [of Lancaster], the late King directed the Queen Dowager's trustees to pay said auditor 125l. 3s. 10d. per an. for his riding charges according to the prayer of said petition, but upon receipt of the order the Queen's Council sent to Secretary Coventry a full state of their proceedings therein, which was referred to Sir William Jones, then Attorney General, whose report thereon shows the just sentence therein given by the Board. Sir Robert Sawyer, [the present] Attorney General, agrees the right to be with the Queen's auditor "and whenever I am heard upon these papers I conceive he will find good reason to alter several things in his report." But though he does sometimes forbear to pay the money weekly he will be very punctual with you in making good the payments according as he has agreed with you, and to that end the money shall remain in the Exchequer to answer same and when the service of the Navy requires it he will issue two or three weeks' money at a time on your giving him notice of the occasions for it. You represented to me in your memorial of the 11th inst. that collecting from the landlords the duty on paupers' houses was a matter of great trouble and charge to the officers who many times must go some miles to a landlord and be often forced to make a distress for the money and be hurried before Justices of the Peace on account thereof and that if no more encouragement be given them than a moiety of the growing duty they will excuse themselves of such trouble and return such houses as parish houses which are in no wise liable, wherefore you desire power to reward the officers with a moiety of the arrears where a rent of 10s. or more is paid. You are hereby in such cases to direct the officers to collect the arrears with the growing duty and to reward them with a moiety thereof for their encouragement. Ibid.

Treasurer Rochester to Mr. Cheeke. On April 20 last I desired you to permit the officers of the Works to use a garden near Mr Rottiers in the Tower to make a storehouse for the Works. The Warden and Commissioners of the Mint have represented that said garden is the only piece of ground left to build a small house for the porter and two other houses for such officers of the Mint as must daily attend there "and have been already removed to make way for his Majesty's service as directed for the Office of the Ordnance." [per lb. of coined moneys] given him by the wills of Peter Blondean and John Colborne, deceased, [for] which he [said Colborn] is to bear a great proportion of the yearly charges and expenses in making and repairing the coining tools and engines; which petitioner confesses is true but is not able to bear in respect the moneys so due to him have been received and detained by the late Mint Commissioners and without the Lord Treasurer's assistance therein with ready money petitioner must exhibit a cross bill against said Colborn, petitioner being not compellable thereto but out of the engineer's allowance when he receives the same; and the said suits will last some years and cost each party above 300l. if not 400l.
