directed to the Treasury, the Master General of the
Ordnance and the Customs Commissioners as follows
concerning the importation of arms. By the Act of
I James II, c. 8, the importation of gunpowder,
arms, ammunition and utensils of war without
licence is forbidden on pain of forfeiture: and that
persons obtaining licences for such import by way
of merchandise to make profit thereof other than
for the immediate furnishing of the King's stores
should incur penalties as therein. It has been
represented by the Master General of the Ordnance
that several quantities of swords have lately been
imported and seized at the Custom House, but have
by the Customs officers been permitted to public sale
and not brought into the King's stores as they ought
to have been. It is the opinion of the Customs
Commissioners and the Attorney General thereon
that before the said goods so seized can be transferred
to the King's stores there ought to be a judgment
in law for the condemnation thereof and that
further encouragement than as in the Act ought
to be provided for the officers seizing, that
is over and above the moiety of the treble value
given by the said Act. It is therefore hereby
ordered that the Customs officers be vigilant and
careful in looking after and seizing all such arms
etc., and that same be proceeded against in the
Exchequer in the name of the Attorney General
and that on condemnation same be transferred to
the stores in the Tower. The Customs officers are
to give notice of any seizure to the Master General
of the Ordnance. And the said Master General is to
order payment to any such seizer of whatever reward
he thinks fit for his further encouragement, not
exceeding a moiety of the appraised value of said
goods. |

Same, granting to Johnshall Crosse [sic ? for John
Shallcrosse] and William Pyme licence to erect
such houses, buildings and edifices on a slip of
ground as follows, being portion of premises as
follows, viz., a parcel of ground late parcel of St.
James's Park, viz., a piece 462 feet long on the east
side, 446 on the west, 417 on the north and 422 on the
west [sic? for south]; which piece was heretofore
granted by Charles II to Henry, Earl of Arlington,
and his heirs and thereupon or on the greatest part
thereof are lately built divers messuages and other
buildings: the premises being situate in the parish of
St. Martins in the Fields and abutting north on the
road leading from Piccadilly to Knightsbridge, east
upon a street commonly called St. James's Street,
west upon the said Park, and south in part on the
passage which lies between Mr. Rossington's new
buildings and in part on Cleveland Garden, but
there yet remains unbuilt a small slip thereof which
lies on the north side of the said preimses which
slip abuts north on the said road, west on the said
park, east on a messuage lately built on the said
parcel of ground and now in the possession of
Joshua Beriff, south on a garden there of Andrew
Card, gent.; which slip is about 80 feet long and
20 feet broad: all by reason that the said Johnshall
Crosse and William Pyme stand seized to them
and their heirs in the whole of the said parcel of
ground so granted to the Earl of Arlington and have
petitioned for leave to build on the said unbuilt
slip thereof. It is hereby directed that they may
build such houses etc., thereon as they shall at any
time think fit. |

Royal letter [to the Governor of New England] to give
to William Blathwayt as Surveyor and Auditor
General of the King's revenue in the said territory
and to all those employed under him in the said
affair all possible assistance; and to take especial
care that speedy and effectual justice be administered in all causes that concern his Majesty's
revenue; and to instruct all officers concerned in the
said revenue to punctually and readily pursue such
directions as they shall receive from the said
Blathwayte and to transmit to him the particular
accounts of the said revenue and to give all persons,
concerned, to understand that as the King is
graciously inclined to apply the revenues accruing
within the said territory to the immediate support
and security thereof so he is resolved to hold a strict
hand upon the execution of their duties "and that
their neglect therein will draw upon them the
consequence of our just displeasure." This letter is to
be entered in the public Register of the said Territory: all by reason that for the better support and
protection of the several Plantations the said office
of the Surveyor and Auditor General of the Plantations has been established for avoiding neglects and
mismanagement by inspecting and bringing to a
proper way of account all such rents, revenues and
profits as belong and accrue to his Majesty as well
in acknowledgment of his royal dignity as for the
better carrying on the service and support of his
Majesty's Government in those parts. |
