Appending : (a) extract from Col. Goodwin's memorial. "The Regiment according to the muster taken at Cork in Ireland wanted several recruits ; as also by another muster taken the 5th of Dec., 1691, at Whitehaven : for the levying of which recruits there was 908l. paid in part by Mr. Fox, which upon the making up of the account of the Regiment is charged as subsistence."

Treasury reference to the Customs Commissioners of the Order in Council of the 24th inst. on the petition of Samuell Veazie, master of the brigantine Friendship, 60 tons, New England built, with seven men belonging to New England ; said Order permitting her to sail for New England if the Customs Commissioners are satisfied of the truth of petitioner's allegations. Reference Book VI, pp. 433-4.

Same to the Excise Commissioners of the petition of John Mills, distiller, shewing that for several years he paid their Majesties near 3,000l. per an. in Excise and falling 1,100l. into arrear on same had all his effects seized and sold for 500l., though they cost him 1,500l., and was constrained to give bond for the remaining 600l., and is reduced to great necessities and has nothing to support himself, wife and five small children ; therefore praying a discharge of the bond. Ibid.
Treasury order to Mr. Taylor for a particular and ratal of the Hundreds of Bosmere, Sandford [Samford] and Claydon in co. Suffolk with a view to a lease thereof to Thomas Felton, esq.
Prefixing : report dated 1690, Dec. 23, by William Harbord, then Surveyor General of Crown Lands, on said Felton's petition for same. The premises were petitioned for in 1662 by Sir Henry Felton, bart., petitioner's father, who obtained an extension of lease for 31 years from 1668 at 60s. per an. rent and 11l. per an. de incremento, which was conceived to be a moiety of the improved yearly value. Petitioner may be granted a new lease in reversion at the old rents of 60s. per an. and fine of 165l. [to buy off the increased rent].

The Treasury Lords to the Lord Lieutenant of Ireland. The King has deferred signing the warrant for granting you the estates in the enclosed paper [missing], by way of reprisals, until same can be done according to the usual form in such cases. Treasury warrant to the Receipt for tallies of pro on the Post Office revenue for 10,225l. to George, Visct. Grandison, viz. 825l. due on the 1690, June 24 quarter, and 9,400l. for the two years ended June 24 last on the 4,700l. per an. granted 1667-8, Jan. 19, to said Visct. and Edward Villiers, esq. (since deceased) : which grant has been declared to be in trust for the Duchess of Cleveland during her life. Prefixing : (a) Order of the Queen in Council, dated Sept. 22 last to permit the ship Reward, Jonas Cock master, 34 men, to sail to the Levant on the same terms as the Levant Company's former eight ships were suffered to go ; on the said Company's petition, shewing that the several ships appointed for carrying out the woollen manufactures of this kingdom under the designed convoy for all parts of Turkey are not sufficient for that service and therefore praying for said ship to carry out the remaining part of their goods.

Prefixing : Order of the King in Council, dated Whitehall, Nov. 24 last, for leave to the eight ships following to sail to Turkey, notwithstanding the embargo ; in accordance with the leave granted Aug. 8 and 11 last to the Turkey Company to send out eight ships this year : viz. : Chandois, John Bonell commander ; George, Richard Bouchier ; Asia, John Hazlewood ; Loyalty, Robert Betton ; Aleppo, John Frost ; Concord, Richard Young ; Crowne, Posthumus Salway ; Italian Merchant, George Phinney : with 470 men in all.

Report to the King from the Treasury Lords on the petition of Gilbert Nelson et al., proprietors of the Zante frigate, Nath. Derby master, taken by the French and carried into Morlaix ; and likewise on the petition of Nath. Wood, John Coltman and other merchants, the former proprietors of said ship and her cargo : both parties desiring licence to redeem same. It appears that Wood and Coltman were the original proprietors of ship and cargo before her capture, and that Nelson and others were only insurers thereon for the voyage. We think licence to redeem her (if granted) should be granted to the original proprietors and not to the insurers. Warrants not Relating to Money XIV, p. 111.
Dec. 5 Establishment under the King's sign manual for a Commissary General of provisions, ammunitions and stores, to which post Thomas Fotherby, esq., is appointed, who is also to do the duty of Deputy Judge Advocate and Paymaster to the Forces in the West Indies ; and for an Apothecary General and another apothecary for the said Forces to attend same with sufficient quantities of medicines to date from Dec. 5 inst. (Commissary General at 1l. 7s. 4¾d. per day ; 6s. 6¾d. a day for his clerks ; 10s. 11½d. for an Apothecary General ; 3s. 3½d. for another apothecary : total establishment, 2l. 8s. 2½d. a day or 880l. a year). Mr. Fox has certified thereon that upon his knowledge that the said Pulteney had so lately quitted his commission before the four months' pay was ordered his [Fox's] clerks were ordered to detain Mr. Pulteney's share thereof, Pulteney being then in service in Flanders : but you, no way consenting that the said money should so remain in the [Irish Army] Paymaster's Office, received the sum. My Lords expect you forthwith to satisfy Mr. Pultney ; otherwise they will lay the matter before the King. Out Letters (General) XIII, pp. 415-6.

Same to the Earl of Ranelagh to report on the enclosed proposal [missing] of James Deanes, agent to the Royal Regiment of Foot, concerning a debt of 3,000l. due to said Regiment on Jan. 1 last. Ibid.
The Treasury Lords to Tho. Fotherby, esq., Commissary General of the Forces intended for the West Indies. We have received a letter from the Victualling Commissioners with an account of the provisions which they have provided for the Forces in the West Indies or going thither : viz. for 100 soldiers at sea at short allowance for 56 days (3,734lb. of bread at 1½d. per lb. and other items detailed, 3,734 gallons of beer, beef, pork, flour, currants, peas, oatmeal, butter and cheese, to a total of 109l. 19s. 7½d., from which is to be deducted 34l. 19s. 1½d. because "on shore there is no beer" ; and 3l. 19s. 2d. is to be added for oil instead of butter and cheese, being 50 gallons at 4s. 3d. per gallon, making 10l. 12s. 6d., which is 3l. 19s. 2d. more than the butter and cheese : resulting total, 78l. 19s. 8d.). This comes to about 3¾d. per man a day, but is only the bare cost of the provisions without reckoning anything for freight, casks or any other charges whatsoever.
You are hereby to give out and distribute the said quantity of provisions accordingly, deducting 4d. per day from each soldier while beer is allowed them and 3¼1/8d. per day each when there is no beer allowed them, and proportionately less for any lesser quantity of provisions actually served. Further, as you are appointed to pay the subsistence to the said Land Forces, you are upon computing the abovesaid deductions to satisfy the balance of the subsistence according to the Regulation already given you : for all which the receipt of the Commander of each Regiment or Independent Company shall be your sufficient discharge.

Prefixing : (a) Order of the King in Council, dated Kensington, Dec. 4, that all ships in Exeter port bound for Spain, Bilboa, Portugal and the Canaries that shall be ready to sail with their respective convoys be permitted to clear and sail to Plymouth to join the convoys on giving the usual bonds to go and return with their convoys : all by reason that no ships were to clear later than Oct. 10 last for Spain, Bilboa or Portugal and Oct. 20 for the Canaries, but the merchants of Exeter allege they had not timely notice of these dates so as to clear their ships in time and have therefore prayed relief.

Prefixing : like Order, dated Whitehall, Nov. 1 last [sic for Dec. 1 inst.] that all ships' bonds given last year (for proceeding to and returning from their ports or the ports of the Allies) be put in suit wherever the Customs Commissioners are not clearly satisfied that they have been complied with. In cases where no certificates of discharge in such ports have been produced, but the Commissioners are satisfied other ways that those ships have bona fide unladed at the ports designed, the bonds are not to be prosecuted : all on a report of Nov. 7 last from the said Commissioners.

Prefixing : (a) like Order, dated Dec. 1 inst., for the Customs officers in Bristol port to take off the embargo from all ships, provided the same be in the list adjusted to go to the Plantations, which shall receive on board so many of the Land Forces to go for Ireland as the Commissioners of Transports shall agree for within this present month : and that the Admiralty Lords do order a fourth rate frigate besides the two men of war designed for their convoy and that, after the landing of the said Forces, they do convoy them 150 leagues to sea from the West of Ireland : all by reason that the Council Board has this day received a letter from the Commissioners for Transports that they are advised from Bristol that the ships outward bound to Vriginia and the West Indies are ready to sail and are willing to transport 2,000 men or more to Waterford or Cork at reasonable rate, their Majesties finding provisions and convoy.

Treasury reference to the Commissioners of Transports of the petition of William East and others, masters of four ships employed by the Victualling Commissioners to carry victuals to the Fleet, shewing that attending that service they were commanded into Ireland and imprested by order of the Lords Justices to carry the Danish Forces to Ostend and that the Vitcualling Commissioners and Transports Commissioners refuse to state their accounts for that service. Same to William Tailer of the petition of Isabella, Duchess of Grafton, for a further lease of three parts in four of Havering Park, co. Essex, at a small rent of 20s. per an., which she at present holds for 22 years from 1696 at 150l. per an. : and that after the death of the Queen Dowager the rent of 150l. per an. may be abated.
