SIR Edw. Mountague bringeth in the Bill against Pluralities and Non-residency, with Amendments, little; and, upon the Question, to be ingrossed.

Sir Rob. Johnson complaineth against certain Women, that exclaimed against him, for speaking against the Bill of Watermen.

3. Reading - B. For Restraint of Canons ecclesiastical, not confirmed by Parliament: - Upon the Question, passed.

Mr. Fuller speaketh for the Commendation of the Bill, and urgeth many Reasons against the Canons : Remembereth a Committee to examine the Canons; and the great Mischief in many particular Canons.

Mr. Serjeant Barker: - Constitutions began in E. II. Time. General Councils never did bind us, when they are contrary to the Laws of the Realm.

This Law a needless Law. -

If the Convocation meddle in any thing contrary to the Law, void : If it be put in Practice, a Praemunire.

Sir H. Jenkins: - Statute 25 H. VIII. Canons agreeable to the Word of God, and the Laws of the Realm - That it is a great Scandal.

Sir Dan. Dun : - First 32 : They could not agree, then 32 more. -

Within these Ten Years all Canons, by express Licence from the Queen last, or the King.

Sir Antho. Cope: - They divide the Sin to the Accuser, the Wrong to the Accused, the Gain to themselves. -

The Queen stayed her Hand, from giving Life to any of the Canons, during her Time, lest it might stir, or grieve, her Peoples Hearts. -
