Billetting Soldiers.
A PETITION, from Mr. Higgons, read. Referred to the Committee for Examination of the Abuses of Deputy Lieutenants: Who have Power to examine the Abuses of all Mayors, Justices of Peace, and others, that have taken upon them to billet Soldiers, levy Money, &c.
Warrants for issuing Writs.
A Warrant for a new Writ for Hertford, in the Room of Sir Edw. Howard: So for Lewys. And a general Power to Mr. Speaker, to make Warrants in like Cases.
Subscription.
Sir Ro. Harley reporteth the Bill concerning Subscription, with some Amendments; which twice read. - Engrossetur.
Boroughs restored.
Mr. Hackwyll reporteth from the Committee for Elections, &c. concerning the Boroughs of Milborne Port in Somersett, and of Webley in Hereford; who anciently sent Burgesses to Parliament, and have discontinued long. -
26o Ed. I. they sent Burgesses : So 28o Ed. I. as appeared by the Records out of the Tower. That many of the Records perished; viz. of 52 Parliaments, from 28o Ed. I. to 3 Ed. II -
That Boroughs did sometimes send, and sometimes forbear, in respect of Poverty, not being able to pay the Burgesses Wages. -
By the Writ, every ancient Borough ought to send Burgesses.
1. The Bounds hereof are like of ancient Boroughs; 2. Pay Burgage Rents. -
Br. Quinzime. - Is to pay Tenths, being a Borough ; and not Fifteens: And therefore ought to send Burgesses. -
The Committee satisfied, these Boroughs ought to send Burgesses; and that the long Discontinuance no Loss of it. This no Franchise which may be lost; but a Service pro bono publico. -
Boroughs of Ilchester, Pomfrett, and Hertford, 18 Jac. restored : So Three in Buckinghamshyre, 21o Jac.
Upon Question; the Borough of Webley, in Hereford-shyre, was an ancient Borough, and sent Burgesses to the Parliament, and ought now to be restored to that Right of sending Burgesses to Parliament.
Upon Question, the Borough of Milborne Port, in Somersetshyre, was an ancient Borough, and sent Burgesses to the Parliament, and ought now to be restored to that Right of sending Burgesses to Parliament.
Writs to be issued.
Upon Question, Warrants to issue out under Mr. Speaker's Hand, for Writs to be made, for Elections of Burgesses for those Boroughs.
Privilege granted.
Privilege granted to Henry Billingsley, to go abroad with his Keeper, to instruct his Counsel and prosecute his Petition.
