Privilege- Subpoenaing a member.
ORDER, upon Motion, to send for Edw. Throckmorton, that served the Subpoena upon Sir Oliver Cromwell, One of the Members of the House; and that Warning be given from this House, in the mean Time, that the Suit be stayed.

City of London Estates.
B. For the Securing and Confirming of the Lands, Tenements, and Rents, heretofore granted, devised, or conveyed to several Companies within the City of London, &c. reported from the Committee, by Mr. Recorder of London, and a Proviso, agreed on by the Committee, tendered; which being twice read, ordered to be ingrossed; and, upon Motion, Counsel appointed to be heard at the third Reading.
Bastards.
B. For the Punishment of the Parents of Bastard Children, and the Discharge of the Parishes where they be born, and to prevent the unnatural Murders, &c. secondly read, and committed to the Committee in the former Bill of the same Nature ; with these added; Sir Edw. Mountague, Sir Robert Oxenbridge, Sir John Smyth, Mr. D. James, Mr. Lieutenant of the Tower, Sir Jerome Horsey, Sir Thomas Smyth, Sir Richard Lovelace, Sir Geo. Rivers, Mr. Recorder of London, Sir Henry Nevill of Bark, Mr. Prowse, Sir Edward Hales, Mr. Overbury, Sir Francis Knollys, Sir John Boys, Sir John Hollis, Sir Jerome Horsey, Sir Francis Goodwyn, Sir Nicholas Saunders, Sir Thomas Lowe, Mr. Bond: - To meet on Tuesday next, in the Middle Temple Hall.
Privilege- The King's noticing Speeches.
Sir Geo. Moore reneweth the Remembrance of the last Day's Dispute, touching some Course to be held in the The Matter of Tax laid upon some Members of the House, for their Speeches, which were carried, or miscarried, to the King. -
Never any Message sent by any, or by Mr. Speaker, in such a Case. -
Their Punishment their own Conscience, and the King's Knowlege of them. -
Remembereth Sir Chro. Piggott's Case. - We had the Punishment, and Release, left unto ourselves. -
His Conclusion: To consider of some fit Speech to be used to his Majesty, by Mr. Speaker, at the End of this Session, touching this Matter.
Mr. Speaker remembereth, what had been moved the Day before by Mr. Lewknor; whose Motion had Three Parts of Petition to his Majesty in it; whereof his Highness had already taken Notice, and had commanded him to let them know, how apt and willing they should find him to entertain their Petitions, whensoever they should come unto him. -
That he marvelleth much, they should be jealous of him in any thing; for he would be as ready to maintain their Privileges, as themselves: He taketh it for a Part of his own Honour: And touching Liberty of Speech; he should not think him worthy of his Place, that did not speak freely what he thought in the Matter in hand, so it were bounded with Modesty and Discretion.
In this Matter some other Motions made :
That we may be Suitors to the King, that he would discover the Party unto us, and deliver him into our Hands. -
That Mr. Yelverton (who was supposed to be a principal Man aimed at) might be freed by a general Voice. -
A Wish, that the Truth, and the whole Truth, the Words, and the End, might be told. -
Nihil est, quad male narrando non possit depravarier. -
Tu id, quod bonum est, retine; quod malum, dimitte.
Union with Scotland.
Motion made, that the Bill touching hostile Laws, should be committed.
Affirmed, that if Mr. Speaker were absent, the whole House might be a Committee; and thought fit to commit this Bill to the whole House, Mr. Speaker only excepted.
Order in going forth.
Ordered, upon Question, That in going forth, no Man should stir, untill Mr. Speaker did arise and go before; and then all the rest should follow after him.
