Commissioners of Accompts.

ORDERED, That the Committee to whom the Bill for appointing and enabling Commissioners to take the Accompts of all the publick. . . . . . since the Fifth November 1688, be revived; and do sit this Afternoon at Three a Clock.

Forster's Estate.

An ingrossed Bill from the Lords, intituled, An Act to enable Sir Hum. Forster to settle and dispose Lands, was read the First time.

Resolved, That the Bill be read a Second time.

Edwards Estate.

Ordered, That Mr. Fenwick do carry up the Bill, intituled, An Act for vesting the Manor of Loleworth, alias Lollworth, and the Advowson of the Church of Lollworth in the County of Cambridge, and divers other Lands and Hereditaments in Loleworth aforesaid, and in Long Stanton, in the said County, in Altham Smith, of Greys Inn, in the County of Middlesex, Esquire, and Wm. Gore, of London, Merchant and their Heirs, in Fee Simple, in Possession, to the Use of them, and their Heirs, for the Use of John Edwards, of Debden Hall in the County of Essex, Esquire, and his Heirs, to the Intent the same may be sold; and the Bill intituled, An Act for enabling the Sale of Goods distrained for Rent, if the Rent be not paid in a reasonable Time; to the Lords.

Price of Coals.

An ingrossed Bill from the Lords, intituled, An Act for reviving a former Act, for regulating the Measures and Prices of Coals, was read the First time.

Resolved, That the Bill be read a Second time Tomorrow Morning.

Hudson's Bay Company.

A Bill for confirming, to the Governor and Company trading to Hudson's Bay, their Privileges and Trade, was read the Second time.

Resolved, That the Bill be committed to Mr. Hutchinson, Sir Humph. Forster, Mr. Slater, Mr. Foley, Mr. Burdet, Sir John Ernly, Sir John Bolls, Sir Edw. Abney, Colonel Birch, Sir Rob. Daverse, Mr. Morland, Sir Gilbert Clerke, Sir Thom. Hussey, Mr. Gray, Sir Jos. Tredenham, Mr. Guy, Sir Sam. Bernadiston, Sir Carbury Price, Sir Math. Andrewes, Sir Robert Edon, Mr. Blowfeild, Mr. Cooke, Mr. Herne, Sir Tho. Littleton, Mr. Pitts, Sir John Dorrell, Sir John Chichly, Mr. Arnold, Mr. Sherrard, Mr. Bowyer, Sir Jac. Ashly, Mr. Hedger, Mr. Fenwick, Mr. Harcourt, Sir Orlan. Gee, Mr. Price, Mr. Godolphin, Mr. Colt, Mr. England, Mr. Greenfeild, Mr. Perry, Sir Cha. Raleigh, Sir Wm. A Petition of the Master, Warden, and Assistants of the Company of Feltmakers of the City of London, was read; setting forth, That the confirming the Charter of the Hudson's Bay Company by Act of Parliament will tend to the monopolizing the sole Use and Trade to those Parts in their own Hands; which will quite ruin the Russia Trade, and be a great Hindrance to the Petitioners, and the whole Trade of Feltmaking in England: And praying the Petitioners may have a Copy of the said Company's Charter delivered to them, in order to enable them to give their further Reasons against the said Bill, before the same doth pass.

Ordered, That the Consideration of the said Petition be referred to the Committee to whom the Bill for confirming to the Governor and Company trading to Hudson's Bay, their Privileges and Trade, is committed.

Wynne's Estate.

Mr. Fenwick reports from the Committee to whom the Bill for vesting the Estate of Cadwallader Wynne, Esquire, in Trustees, for Payment of his Debts, was re-committed, That they had considered of the several Petitions of Bevis Lloyd, Esquire, and Mr. Geo. Wadly: And that the Counsel for Mr. Lloyd insisted, That Mr. Lloyd claimed some Part of the said Estate, by Conveyance from Mr. Cadwallader Wynne: And therefore prayed a particular Clause might be inserted in the Bill, for reserving unto the said Mr. Lloyd his Right: But, being asked, if he had any Clause to produce; answered, That he had not: But desired Mr. Bevis Lloyd's Name might be particularly inserted in the general Clause of Saving; urging, That, if it were not, the Act would not be satisfactory to any Purchaser that should have Recourse to the same; further adding, That it was usual so to do: But that the Committee was of Opinion; That the General Clause in the said Bill, for reserving the Right of all Persons whatsoever, except the said Cadwallader Wynne, and his Brothers, and their Children, is a sufficient Reservation to Mr. Lloyd, and all other Persons whatsoever, without being particularly named: And also That the other Petitioner Mr. Wadloe had consented, and is satisfied with the said Clause of Reservation: And that the Committee thereupon had agreed to the Bill, with several other Amendments: Which he read in his Place, with the Coherence; and afterwards, delivered them in at the Clerk's Table: Where they were once read throughout; and afterwards, a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.

Resolved, That Thomas Williams, of Hallin in the County of Flint, Esquire, be inserted throughout the Bill, as a Trustee.

Ordered, That the Bill, with the Amendments, be ingrossed.

Woollen Manufacture.

A Bill for the better Improvement of the Woollen Manufacture, was read the First time.

Resolved, That the Bill be read a Second time, after Ten a Clock.

Supply Bill; Tonage, &c.

An ingrossed Bill for settling the Customs upon their Majesties, was read the Third time.

Resolved, That the Bill do pass: And that the Title thereof be, An Act for granting to their Majesties a Subsidy of Tonage and Poundage, and other Sums of Money payable upon Merchandize exported and imported.

Ordered, That Mr. Chancellor of the Exchequer do carry the Bill up to the Lords; and desire their Concurrence thereunto.

Privilege- A Person discharged from Custody.

The Mayor of Bedford attending, according to the Order of the House; he was called in to the Bar: And, upon his humble Acknowledgment of his Misbehaviour and Submission;

Ordered, That he be discharged out of his Custody, paying his Fees.

Ordered, That Mr. Rich. Stafford, now in Custody of the Serjeant at Arms attending this House, be delivered over to the Custody and Care of his Father.

Cinque Ports Elections.

An ingrossed Bill to regulate Elections of Members to serve in Parliament for the Cinque Ports, was read the Third time.

Resolved, That the Bill do pass: And that the Title be, An Act to declare the Right and Freedom of Election of Members to serve in Parliament for the Cinque Ports.

Ordered, That Mr. Chadwick do carry the Bill up to the Lords; and desire their Concurrence thereunto.

Securing the Government.

Resolved, Nemine contradicente, That this House will, To-morrow Morning at Ten of the Clock, resolve itself into a Committee of the whole House, to consider of Heads for a Bill to secure the present Government under King William and Queen Mary, against the late King James, and all his Adherents.

Hartford Election.

Ordered, That the Report, touching the Return and Election for the County of Hartford, be made upon Wednesday Morning next.

Committee of Privileges.

Ordered, That the Committee of Privileges and Elections be adjourned until Wednesday next, in the Afternoon.
