Maynard's Estate.

SIR Rowland Gwyn reported from the Committee, to whom the ingrossed Bill, from the Lords, intituled, An Act for settling the Estate of Sir John Maynard, deceased, late one of the Lords Commissioners for the Custody of the Great Seal of England, was committed, That they had examined and considered the Bill, and the Petition of Eliz. Maynard Widow, referred to them; and that she and all the Parties concerned, were satisfied; and that the Committee had made an Amendment to the Bill; which they had directed him to report; and which he read in his Place, with the Coherence; and afterwards delivered in at the Clerk's Table: Where the same was twice read; and agreed unto by the House; and is as followeth; viz.

Pr. 27. L. 14. after "out," insert "of."

Exporting Iron, Copper, &c.

The House proceeded to take into Consideration the Amendments, made by the Lords, to the Bill, intituled, An Act for the Exportation of Iron, Copper and BellMetal:

And the same were twice read; and agreed unto by the House; and are as follow; viz.

In the Title, for "Bell," read "Mundick."

Pr. 1. L. 9. leave out from "contained" to "be," in the 16 Line; and read "for the better Encouragement of the Working of Copper-Mines within their Majesties Dominions."

L. 26. instead of "Bell," read "Mundick."

L. 26. after "Tweed," add "except unto, or for the Use of the French King, or any of his Subjects residing within his Dominions; or in, to, or for, any Port or Place within his said Dominions, during the present War between their Majesties and the French King."

At the End of the Bill add the Proviso marked A.

Proviso A: Provided, That this Act shall not extend to the Exportation of any Pot-Metal, Gun-Metal, or Shruff-Metal, or any old Metal, or any Mixture therewith; or of any Copper, or other Metal; than what is made of English Ore only."

Ordered, That Mr. Hungerford do carry the Bill to the Lords, and acquaint them, That this House hath agreed to the said Amendments.

Preventing Export of Wool, &c.

A Petition of the Clothiers of Gloucestershire was presented to the House, and read; setting forth, That a Bill is now depending in this House for preventing the Exportation of Wool, Scouring and Fulling-Earth, by altering the Penalty; and for better regulating the Blackwellhall Factors; in which Bill there is a Clause prohibiting the Petitioners from selling their Cloth in any other Place that Blackwell-hall; which the Petitioners conceive will not only be very fatal to them, but to the Woollen Manufacture in general: And praying, That the said Clause may be rejected; or that they may be heard against the same.

Ordered, That the said Petition do lie upon the Table until the Report be made from the Committee, to whom the said Bill is committed.

Ordered, That the said Report be made upon Thursday Morning next, after Eleven a Clock.

Disfranchising Stockbridge Borough.

Ordered, That the ingrossed Bill for disabling the Borough of Stockbridge, in the County of Southampton, from sending Burgesses to serve in Parliament for the future, be read the Third time upon Wednesday Morning next.

Registering Fishermen for Navy.

Mr. Travers reported, from the Committee, to whom the Bill for registring Fishermen, in order to the furnishing their Majesties Fleet with Seamen, was committed, That they had considered the same, and the several Petitions to them referred; and had made several Amendments to the Bill; which they had directed him to report; and which he read in his Place, with the Coherence; and afterwards delivered in at the Clerk's Table: Where the same were read.

Resolved, That the said Report be taken into Consideration upon Friday Morning next, after Eleven a Clock.

Lord Stawell's Estate.

Ordered, That the Report from the Committee, to whom the ingrossed Bill, from the Lords, intituled, An Act for Payment of the Debts of John Lord Stawell, deceased, was committed, be made To-morrow Morning, after Ten a Clock.

Ways and Means.

Sir Thomas Littleton, according to the Order of the Day, reported, from the Committee of the whole House, to whom it was referred to consider further of Ways and Means for raising the Supplies to be granted to their Majesties, for the Maintenance of the Fleet, and Landforces, for the Service of the Year 1694, the Resolutions of the said Committee; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were once read throughout; and are as follow; viz.

1. Resolved, That it is the Opinion of this Committee, That, towards the Supplies to be granted to their Majesties, for Maintenance of the Fleet, and Land-Forces, for the Service of the Year 1694, a Duty be laid upon the Tonage of all Ships and Vessels.

2. Resolved, That it is the Opinion of this Committee, That 30 s. per Ton be laid upon all Ships importing Goods and Merchandizes from the East-Indies.

3. Resolved, That it is the Opinion of this Committee, That 15 s. per Ton be laid upon all Ships importing Goods and Merchandizes from Italy and Turkey.

4. Resolved, That it is the Opinion of this Committee, That 10 s. per Ton be laid upon all Ships importing Goods and Merchandizes from Portugal and Spain.

5. Resolved, That it is the Opinion of this Committee, That 10 s. per Ton be laid upon all Ships importing Goods and Merchandizes from the Plantations in the West-Indies.

6. Resolved, That it is the Opinion of this Committee, That 3 s. per Ton be laid upon all Ships importing

Ways and Means.

Goods and Merchandizes from Holland and Flanders.

7. Resolved, That it is the Opinion of this Committee, That 5s. per Ton be laid upon all Ships importing Goods and Merchandizes from Norway, Hamborough, the Baltick Sea, and all the Eastland Countries.

8. Resolved, That it is the Opinion of this Committee, That 2s. per Ton be laid upon all Ships importing Goods and Merchandizes from Ireland and Scotland.

9. Resolved, That it is the Opinion of this Committee, That 15 s. per Ton be laid upon all Ships importing Goods and Merchandizes from any Port or Place in the Mediterranean.

10. Resolved, That it is the Opinion of this Committee, That 20 s. per Ton be laid upon all Ships importing Goods and Merchandizes from the Coast of Guinea and Africa.

11. Resolved, That it is the Opinion of this Committee, That 20s. per Ton be laid upon all Ships importing Goods and Merchandizes from Hudson's Bay.

12. Resolved, That it is the Opinion of this Committee, That 10s. per Ton be laid upon all Ships importing Goods and Merchandizes from the Canaries, Maderas, and Western Islands.

13. Resolved, That it is the Opinion of this Committee, That 10 s. per Ton be laid upon all Ships importing Goods and Merchandizes from Muscovy, and Russia.

14. Resolved, That it is the Opinion of this Committee, That 6d. per Ton be laid upon all Ships and Vessels imployed in the Coasting-Trade from Port to Port in England and Wales.

15. Resolved, That it is the Opinion of this Committee, That the said respective Duties upon Shipping importing Goods and Merchandizes from foreign Parts be paid by the Merchant-Freighters.

16. Resolved, That it is the Opinion of this Committee, That the said respective Duties upon Ships and Vessels employed in the Coasting-Trade from Port to Port in England and Wales be paid by the Master or Owner of such Ships or Vessels.

Resolved, That it is the Opinion of this Committee, That the said Duties be granted to their Majesties for the Term of Four Years.

Loan proposed from E. I. Company.

The House, according to Order, resumed the adjourned Debate of Saturday last:

And a Motion being made, and the Question being put, That the said Debate be adjourned until To-morrow Morning, Eleven a Clock;

And the Question being put, That the House do agree with the Committee of the whole House, in the Resolution, That, towards the Supplies to be granted to their Majesties, for the Maintenance of the Fleet, and Land-Forces, for the Service of the Year 1694, the Sum of Six hundred thousand Pounds be lent and advanced by the present East-India Company, to be repaid, without Interest, by the Customs which shall grow due to their Majesties from the said Company;

It passed in the Negative.

Then the Three first Resolutions of the Committee of the whole House were severally read a Second time; and, upon the Question severally put thereupon, agreed unto by the House.

The Fourth Resolutions being read a Second time;

An Amendment was proposed to be made, by adding without The Streights:

And the same was, upon the Question put thereu on, agreed unto by the House.

Resolved, That the House do agree with the Committee, in the said Resolution, so amended, That 10 s. per Ton be laid upon all Ships importing Goods and Merchandizes from Portugall and Spaine, without The Streights.

The Fifth and Sixth Resolution being severally read a Second time; the same were, upon the Question severally put thereupon, agreed unto by the House.

The Seventh Resolution being read a Second time;

An Amendment was proposed to be made, by adding and from all other Ports and Places North of Holland:"

And the same was, upon the Question put thereupon, agreed unto by the House.

Resolved, That the House doth agree with the Committee in the said Resolution, so amended, That 5s. per Ton be laid upon all Ships importing Goods and Merchandizes from Norway, Hamborough, the Baltick Sea, and all the Eastland Countries, and from all other Ports and Places North of Holland.

The Eighth and Ninth Resolution being severally read a Second time; the same were, upon the Question severally . . . thereupon, agreed unto by the House.

The Tenth Resolution being read a Second time;

An Amendment was proposed to be made, by adding without The Streights:"

And the same was, upon the Question put thereupon, agreed unto by the House.

Resolved, That the House doth agree with the Committee in the said Resolution, so amended, That 20s. per Ton be laid upon all Ships importing Goods and Merchandizes from the Coast of Guinea, and Africa, without The Streights.

The Eleventh and Twelfth Resolutions, being severally read a Second time, were, upon the Question severally put thereupon, agreed unto by the House.

The Thirteenth Resolution being read a Second time;

An Amendment was proposed to be made, by adding Greenland:"

And the same was, upon the Question put thereupon, agreed unto by the House.

Resolved, That the House doth agree with the Committee in the said Resolution, so amended, That 10 s. per Ton be laid upon all Ships importing Goods and Merchandizes from Greenland, Muscovy, and Russia.

The Fourteenth Resolution being read a Second time;

And the Question being put, That the House doth agree with the Committee in the said Resolution, That 6d. per Ton be laid upon all Ships and Vessels employed in the Coasting-Trade from Port to Port in England and Wales;

The House divided.

Resolved, That the House doth agree with the Committee in the said Resolution, so amended, That the said respective Duties upon Shipping importing Goods and Merchandizes from foreign Parts be paid by the Merchant-Freighters, and by the Master and Owner of such Ships and Vessels, by way of Average.

The Sixteenth and Seventeenth Resolutions being severally read a Second time; the same were, upon the Question severally put thereupon, agreed unto by the House.

Ordered, That a Bill be brought in upon the said Resolutions: And That Mr. Solicitor-General do prepare, and bring in, the same.
