Regulating Elections.

Ordered, That Leave be given to bring in a Bill, or Bills, for further regulating Elections of Members to serve in Parliament: And that Mr. How, Sir Edward Seymour, Mr. Harcourt, Sir Wm. Williams, and Mr. Cooper, do prepare, and bring in, the same.

Cruisers.

Sir Robert Rich, from the Commissioners of the Admiralty, presented to the House an Account of Cruisers, according to an Act of Parliament:

The Title whereof was read.

Ordered, That the said Account do lie upon the Table, to be perused by the Members of the House.

State of the War.

The Earl of Ranelagh acquainted the House, That his Majesty, pursuant to their Address, had commanded the State of the War for the Year 1697, to be laid before the House: That for the Navy, by the Commissioners of the Admiralty; and that for the Army, by himself;

Pursuant thereunto, Sir Robert Rich presented to the House an Estimate of the Charge of his Majesty's Navy for the Year 1697:

And the same was read; and is as followeth; viz.

1. Of the Wages, Victuals, Wear and Tear, and Ordnance Stores, of 40,000 Men, 13 Months, at Four Pounds Ten Shillings a Man a Month 2,340,000

Ordered, That the Commissioners for taking and stating the publick Accounts do lay before this House an Account of the Receipts and Issues for the last Year, together with the Deficiencies of the Funds.

Navy and Army Accounts.

Ordered, That the Commissioners for taking and stating the publick Accounts do also lay before this House the Accounts of the Navy and Army, so far as it appears to them.

Supply.

Resolved, That this House will, upon Tuesday Morning next, resolve itself into a Committee of the whole House, to consider further of the Supply to be granted to his Majesty, for carrying on the War against France.

State of the Nation.

Resolved, That this House will, upon this Day Sevennight, resolve itself into a Committee of the whole House, to consider of the State of the Nation.

Privilege—Publication of Proceedings;

The House being informed of a printed Pamphlet, which hath been dispersed, intituled, "An Account of the Proceedings in the House of Commons, in relation to the Re-coining the clipped Money, and Falling the Price of Guineas;"

Whereof One was produced, and delivered in at the Table; and read:

Resolved, Nemine contradicente, That the said printed Pamphlet, intituled, "An Account of the Proceedings in the House of Commons, in relation to the Re-coining the clipped Money, and Falling the Price of Guineas;" undertaking to give an Account of the Proceedings of this House, in relation to clipped Money, and Guineas; is false, scandalous, and seditious; and destructive of the Freedom and Liberties of Parliament.

To be burnt by Hangman.

Ordered, That the said printed Pamphlet be burnt by the Hands of the common Hangman.

Ordered, That the same be burnt upon Friday Morning next, in the Palace-Yard, Westminster; and that the Serjeant at Arms attending this House do see the same performed: And that the Sheriffs of London and Middlesex do assist the Serjeant therein.

Resolved, That a Committee be nominated to examine who was the Author, Printer, Publishers, and Dispersers, of the said Libel:

And it is referred to Mr. Chancellor of Exchequer, Sir Walter Yonge, Mr. Norris, Lord Cutts, Mr. Moyle, Mr. Whitaker, Mr. Chadwick, Sir Edw. Seymour, Mr. Clark, Sir Fra. Molyneux, Sir Wm. Cooper, Mr. Poultney, Lord Coningsby, Lord Marquis Winton, Sir Robert Rich, Colonel Wharton, Lord Wm. Pawlet, Colonel Kendall, Lord Digby, Mr. Conyers, Lord Hartington, Sir Edward Abney, Sir Row. Gwyn, Sir Fran. Massam, Mr. Heveningham, Mr. Boscawen, Sir Tho. Littleton, Mr. Sloane, Sir Rich. Onslow, Sir Tho. Mompesson, Mr. Hammond; or any Three of them: And they are to meet this Afternoon at Five a Clock, in the Speaker's Chamber: And have Power to send for Persons, Papers, and Records; and to sit de die in diem.

Resolved, That an humble Address be presented to his Majesty, by such Members of this House as are of his Majesty's most Honourable Privy-Council, to issue his Royal Proclamation, promising a Reward of Five hundred Pounds for the Discovery of the Author of the said Libel; and a Pardon to any Person, but the Author, that shall make such Discovery.

Coinage.

Sir Richard Onslow, according to Order, reported from the Committee of the whole House, to whom it was referred to consider of that Part of his Majesty's Speech which relates to the Coin of the Nation, the Resolutions of the said Committee; which they had directed him to report to the House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were read; and are as follow; viz.

Resolved, That it is the Opinion of this Committee. That all the hammered Silver Money of this Kingdom do go in Payments by Weight only, at the Rate of Five Shillings Two-pence per Ounce.

Resolved, That it is the Opinion of this Committee, That until the First Day of January next, all the said hammered Silver Money be received at the several Mints, at the Rate of Five Shillings Eight-pence per Ounce.

Resolved, That it is the Opinion of this Committee, That the said hammered Silver Money be received by all his Majesty's Collectors and Receivers of Taxes and Revenues, at the Rate of Five Shillings Eight-pence per Ounce, till the First Day of January next.

Resolved, That it is the Opinion of this Committee, That the like Allowance be given for all the said hammered Money advanced upon Loans to his Majesty, before the said First Day of January next.

Resolved, That it is the Opinion of this Committee, That the like Allowance be given for all wrought Sterling Plate which shall be brought into the Mints, to be coined, before the First Day of January next.

The said Resolutions, being read a Second time, were, upon the Question severally put thereupon, agreed unto by the House.

Ordered, That a Bill be brought in upon the said Resolutions: And that Serjeant Bond, Mr. Attorney-General, Mr. Solicitor-General, and Mr. Norris, do prepare, and bring in, the Bill.

Committees.

Ordered, That all Committees be adjourned.

And then the House adjourned till Friday Morning next, Nine a Clock.
