Improvement of Commons.

MR. Mountague, according to Order, presented to the House a Bill to explain the Statute of Merton, and other Statutes, in relation to the Improvement of Commons: And the same was received.

The Bill was read the First time.

Resolved, That the Bill be read a Second time.

Lord Fairfax's Estate.

Ordered, That all the Members that serve for the Counties of York, Stafford, and Warwick, be added to the Committee, to whom the Bill for enabling the Right Honourable the Lord Fairfax to raise Monies, charged by the late Lord Culpeper, on his Estate, is committed.

Lustring Manufacture.

Ordered, That Leave be given to bring in a Bill for the further Encouragement of the Lustring Manufacture in England: And that Sir Rowland Gwynn do prepare, and bring in, the Bill.

Neve's Estate.

Mr. Heveningham reported from the Committee, to whom the Bill to supply a Defect in an Act, passed this Session of Parliament, for enabling Oliver Neve, of Great Witchingham, in the County of Norfolk, Esquire, to sell Two Houses, in London; and for settling Lands, in the said County, of greater Value, to the same Uses; was committed; That they had examined and considered the same, and made an Amendment to the Bill; which they had directed him to report to the House; and which he read in his Place, with the Coherence; and afterwards delivered in at the Clerk's Table: Where the same was twice read; and, upon the Question put thereupon, agreed unto by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

A Petition declared frivolous.

Mr. Arnold reported from the Committee, to whom the Petition of Godfrey Lee, Proctor and Attorney of Mary Hewetson Wife of Thomas Hewetson, was referred, That they had considered the same, and found the said Petition was delivered without a sufficient Authority; and that they had come to a Resolution; which they had directed him to report to the House; and which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same was read; and is as followeth; viz.

Resolved, That it is the Opinion of this Committee, That the Petition of Godfrey Lee, in behalf of Mrs. Mary Hewetson, was delivered without sufficient Authority; and is frivolous and groundless.

The said Resolution, being read a Second time, was, upon the Question put thereupon, agreed unto by the House.

Petitioner committed.

Ordered, That the said Godfrey Lee, for presenting to this House the said frivolous and groundless Petition, and without sufficient Authority, be taken into the Custody of the Serjeant at Arms attending this House.

Highways.

Mr. Archer reported from the Committee, to whom the Bill to enlarge Highways was committed, That they had made several Amendments to the Bill; which they had directed him to report to the House; and which he read in his Place, with the Coherence; and afterwards delivered in at the Clerk's Table: Where the same were once read throughout; and then a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House: And other Amendments were made to the Bill by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Leave of Absence.

Ordered, That Mr. Etterick have Leave to go into the Country, for Recovery of his Health.

Cheesemongers Petition.

A Petition of the Cheesemongers of the City of London, and Suburbs thereof, was presented to the House, and read; setting forth, That * * * *

That the Consideration of the said Petition be referred to the Committee of the whole House, to whom the said Bill is committed.

Tinners Trade.

A Petition of the Tinners in the County of Cornwall was presented to the House, and read; setting forth, That the Petitioners are very much impoverished, by the falling Price of Tin, from above 6l. to about 47 or 50s. per Hundred, for want of some Laws to regulate the Trade in Tin, and redress some other of the Petitioners Grievances; which have been partly represented to the House in a late Proposal for raising the Price of Tin: And praying, That their Grievances may be redressed; and that their Trade may be regulated.

Ordered, That the Consideration of the said Petition be referred to a Committee: And that they do examine the Matter thereof; and report the same, with their Opinion therein, to the House:

And it is referred to Mr. Boscawen, Sir Wm. Coriton, Mr. Fortescue, Mr. Tredenham, Lord Coningsby, Mr. Ellyot, Mr. Neale, Mr. Gery, Mr. Roberts, Mr. Vernon, Sir Rowland Gwyn, Mr. Hoblyn, Mr. Colt, Mr. Methwyn, Mr. Blofeild, Mr. Machell, Mr. Gwyn, Sir Wm. Supply Bill; continuing Duties.

An ingrossed Bill for continuing the additional Impositions upon several Goods and Merchandizes was read the Third time.

Several Amendments were proposed to be made in the Bill; viz.

Press 1. L. last, to leave out "First," and "June," and insert "May:"

Press 2. L. 7. The same Amendments:

And the same were, upon the Question put thereupon, agreed unto by the House; and the Bill amended at the Table accordingly.

Resolved, That the Bill do pass: And that the Title be, An Act for continuing certain additional Impositions upon several Goods and Merchandizes.

Ordered, That Mr. Dolben do carry the Bill to the Lords, and desire their Concurrence thereunto.

Leave of Absence.

Ordered, That Mr. James Mountague have Leave to go into the Country for Three Weeks, upon extraordinary Occasions.

Ways and Means.

Sir Thomas Littleton reported, from the Committee of the whole House, to whom it was referred to consider further of Ways and Means for raising the Supply granted to his Majesty, for carrying on the War against France, for the Service of the Year 1697; and for the Support of the Civil List for the same Year; the Resolutions of the said Committee; which they had directed him to report to the House; and which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were read; and are as follow; viz.

1. Resolved, That it is the Opinion of this Committee, That, towards raising the Supply granted to his Majesty, for carrying on the War against France, for the Service of the Year 1697; and for the Support of the Civil List, for the same Year; over and above the Duties already payable, a further Duty be laid upon all Cyder and Perry.

2. Resolved, That it is the Opinion of this Committee, That the said Duty be Four Shillings per Hogshead; and so, proportionably, for a greater or lesser Quantity.

3. Resolved, That it is the Opinion of this Committee, That the said Duty be granted to his Majesty for the Term of Two Years and a Quarter.

4. Resolved, That it is the Opinion of this Committee, That the said Duty be paid by the Retailer, or Seller, thereof.

5. Resolved, That it is the Opinion of this Committee, That, over and above the Duties already payable, a further Duty be laid upon all Wines.

. . Resolved, That it is the Opinion of this Committee, That the said Duty be 12l. 12 s. per Ton; and after that Rate, in proportion, for a greater or lesser Quantity.

. . Resolved, That it is the Opinion of this Committee, That the said Duty be paid by the Retailer.

. . Resolved, That it is the Opinion of this Committee, That the said Duty be granted to his Majesty for the Term of Two Years and a Quarter.

9. Resolved, That it is the Opinion of this Committee, That, over and above the Duties already payable, a further Duty be laid upon all Liquors called Sweets.

10. Resolved, That it is the Opinion of this Committee, That the said Duty be 12 s. per Barrel; and after that Rate for a greater or lesser Quantity.

11. Resolved, That it is the Opinion of this Committee, That the said Duty be paid by the Maker thereof.

12. Resolved, That it is the Opinion of the said Committee, That the said Duty be granted to his Majesty for the Term of Two Years and a Quarter.

13. Resolved, That it is the Opinion of this Committee, That, over and above the Duties already payable, a further Duty be laid upon all Mum.

14. Resolved, That it is the Opinion of this Committee, That the said Duty be 10 s. per Barrel; and so, in proportion, for a greater or lesser Quantity.

15. Resolved, That it is the Opinion of this Committee, That the said Duty be paid by the Maker, or Seller, thereof.

16. Resolved, That it is the Opinion of this Committee, That the said Duty be granted to his Majesty for the Term of Two Years and a Quarter.

17. Resolved, That it is the Opinion of this Committee, That a Duty be laid upon all Goods made of, or mixed with, Wool, Silk, or Hair.

18. Resolved, That it is the Opinion of this Committee, That the said Duty be 10l. per Centum, ad Valorem; to be charged upon the Maker, and paid by the First Buyer thereof.

19. Resolved, That it is the Opinion of this Committee, That, over and above the Duties already payable, the like Duty be laid upon all Goods imported, made of, or mixed with, Wool, Silk, or Hair; to be paid by the Importer thereof.

20. Resolved, That it is the Opinion of this Committee, That, over and above the Duties already payable, a Duty of 7l. 10 s. per Centum, ad Valorem, be laid upon all Goods, made of, or mixed with, Wool, Silk, or Hair, now in the Hands of the Retailers; to be paid by such Retailers.

21. Resolved, That it is the Opinion of this Committee, That the said Duties be granted to his Majesty for the Term of One Year.

The First Resolution being read a Second time;

And the Question being put, That the House do agree with the Committee in the said Resolution;

The House divided.

The Noes go forth.

So it was resolved in the Affirmative.

The 2d and 3d Resolutions being severally read a Second time, the same were, upon the Question, severally put thereupon, agreed unto by the House.

The 4th Resolution being read a Second time;

An Amendment was proposed to be made, to leave out "or Seller thereof:"

And the Question being put, That those Words stand Part of the said Resolution;

So it passed in the Negative,

Another Amendment being proposed to be made, by inserting, before "Retailer," "First Buyer, or;"

Resolved, That the House doth agree with the Committee in the said Resolution, so amended, That the said Duty be paid by the First Buyer, or Retailer.

The 5th, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15th, and 16th Resolutions, being severally read a Second time, were, upon the Question severally put thereupon, agreed unto by the House.

The 17th Resolution being read a Second time;

And the Question being put, That the House do agree with the Committee in the said Resolution, That a Duty be laid upon all Goods made of, or mixed with, Wool, Silk, or Hair;

So it was resolved in the Affirmative.

The 18th Resolution being read a Second time;

And the Question being put, That the House do agree with the Committee in the said Resolution, That the said Duty be 10l. per Centum ad Valorem; to be charged upon the Maker, and paid by the First Buyer thereof;

The Residue of the said Resolutions, being severally read a Second time, were, upon the Question severally put thereupon, agreed unto by the House.

Ordered, That a Bill, or Bills, be brought in upon the said Resolutions: And that Mr. Attorney-General, Mr. Solicitor-General, and Mr. Lowndes, do prepare, and bring in, the same.

Abuses in the Mint at York.

Ordered, That the Matter of the Complaint against Mr. Daniel Barton be heard, at the Bar of this House, To-morrow Morning.

Party Guiles in Brewing.

Ordered, That the Bill to repeal a Clause in a former Act, relating to party Guiles, be read a Second time Tomorrow Morning.

Supply Bill; Deficiencies, and Bank Stock, &c.

Resolved, That this House will, upon Friday Morning next, resolve itself into a Committee of the whole House, to consider of the Bill for making good the Deficiencies of several Funds therein mentioned; and for inlarging the Capital Stock of the Bank of England; and for raising the publick Credit; after the Committee of the whole House to consider of Ways and Means for raising the Supply granted to his Majesty, for making good the Deficiency of the Provision for Payment of the Interest of the Transport-Debt, for the Reducing of Ireland.

And then the House adjourned till To-morrow Morning, Nine a Clock.
