Prayers.

Ship Ruby.

MR. Gery reported from the Committee, to whom the Bill, That the Ship, called the Ruby Prize, formerly called the Entreprenant, taken as Prize, may have a Freedom of trading as an English-built Ship, was committed, That they had made an Amendment thereunto; which they had directed him to report to the House; which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same was twice read; and, upon the Question put thereupon, agreed unto by the House.

Ordered, That the Bill with the Amendment, be ingrossed.

A Witness excused his neglect in attending.

Arthur Goodwin, attending, was called in to the Bar: who excusing his not attending the Committee, who were to manage the Impeachments against John Goudet, and others, before he was directed to attend the said Committee, de die in diem.

And then withdrew.

Privilege—unconstitutional Publication.

The House, according to Order, proceeded to take into Consideration the Report from the Committee, to whom it was referred to examine into the printed Pamphlet, intituled, "The Case of Ireland's being bound by Acts of Parliament in England stated:"

And the Report was again read.

Resolved, Nemine contradicente, That the Book, intituled, "The Case of Ireland's being bound by Acts of Parliament in England stated," is of dangerous Consequence to the Crown and People of England, by denying the Authority of the King and Parliament of England, to bind the Kingdom and People of Ireland; and the Subordination and Dependance that Ireland hath, and ought to have, upon England, as being united and annexed to the Imperial Crown of this Realm.

Resolved, That the Bill, intituled, An Act for the better Security of his Majesty's Royal Person and Government, transmitted under the Great Seal of Ireland; whereby an Act of Parliament made in England, expresly to bind Ireland, is pretended to be re-enacted; and Alterations therein made; and divers things enacted also, pretending to oblige the Courts of Justice, and the GreatSeal of England, by the Authority of an Irish Parliament; has given Occasion and Encouragement to the forming and publishing the dangerous Positions contained in the said Book.

Ordered, That it be referred to the said Committee, to draw up an humble Address, to be presented to his Majesty, representing the Matters aforesaid.

And, upon the further Debate of the House;

Ordered, That the said Committee do also draw up an humble Address, to be presented to his Majesty for the discouraging the making the Woollen Manufactures in Ireland, and encouraging the making the Linen Manufactures there.

Supply Bill; Duties on Glass, &c.

Mr. Lowndes, according to Order, presented to the House a Bill for taking away Half the Duties lately Imposed on Glass-wares, and the whole Duties lately laid on Stone and Earthen-wares, and Tobacco-pipes; and for granting, in lieu thereof, new Duties upon Whale-fins, and Scotch Linen: And the same was received; and read the First time.

Resolved, That the Bill be read a Second time.

A Message from the Lords, by Sir Miles Cook and Doctor Edisbury:

Mr. Speaker,

Wire-drawers Trade.

The Lords have agreed to the Bill, intituled, An Act for settling and adjusting the Proportions of fine Silver and Silk, for the better making of Silver and Gold Thread; and to prevent the Abuses of Wire-drawers; without any Amendment: Also,

Ships Gloucester, &c.

They have agreed to the Bill, intituled, An Act, That the Ships Panther, Gloucester Frigate, Scarborough, and Antilope, formerly taken as Prizes, and condemned, may have Freedom of trading as English-built Ships, without any Amendment.

And then the Messengers withdrew.

And then the House adjourned till To-morrow Morning, Ten a Clock.
