Prayers.

Duty on Leather.

APETITION of the Glovers, Skinners, and Whitetawers of Leather, within the City of Gloucester, was presented to the House, and read; setting forth, That the Duty upon Leather is so very burdensome to the Petitioners, That several of them, for want of Money to pay the Duty, after they had made their Wares, and before they had sold them, have been constrained to desist from their Callings; and others, who yet go on with their Trades, find such Discouragements that they cannot employ Journeymen, and the Poor, as they formerly did, who are in great Want; and, if the said Duty be continued, the most substantial of the Petitioners will be forced to leave off their Trades, and follow some other Employment for a Livelihood: And praying, That the said Duty upon Leather may be taken off.

Ordered, That the said Petition do lie upon the Table.

Claims for Prizes.

A Petition of John Bailey, and others, on behalf of themselves, and the rest of the Ship's Company, belonging to his Majesty's Ship Monck, was presented to the House, and read; setting forth, That, during the Expedition of Newfoundland, in 1697, the said Ship, commanded by Captain Robert Stapleton, took several Prizes, to the Value of 50,000l. whereof the Petitioners have not had their Shares, allotted by Act of Parliament: And praying, That Justice may be done them therein.

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the Petition of Captain Crow is referred: And that they do examine the Matter thereof; and report the same, with their Opinion therein, to the House.

Sibourg's Nat.

Mr. Cook, according to Order, presented to the House a Bill for naturalizing Charles de Sibourg: And the same was received and read the First time.

Resolved, That the Bill be read a Second time.

Ledgingham's newinvented Fire Engine.

Ordered, That * * Cholmly, Mr. How, Mr. Hamond. Mr. Harvey, be added to the Committee, to whom the Petition of Robert Ledgingham is referred.

Ships Margaret and Sally.

A Bill for the Ships Margaret and Friendship to trade as free Ships was, according to Order, read the First time.

Resolved, That the Bill be read a Second time.

Tone Navigation.

An ingrossed Bill for making the River Tone navigable was, according to Order, read the Third time.

An ingrossed Clause was offered, as a Rider, to exempt Sir Wm. Keyt, Lord of the Manor of Michell Creech, and his Heirs, and their Tenants of the said Manor, from paying any Toll for any Commodities carried from Bridgwater to Ham-Mills, Part of the said Manor:

And the same was read the First time.

And the Question being put, That the Clause be read a Second time;

It passed in the Negative.

Resolved, That the Bill do pass: And that the Title be, An Act for making the River Tone navigable, from Bridgwater to Taunton, in the County of Somerset.

Ordered, That Mr. Clark do carry the Bill to the Lords, and desire their Concurrence thereunto.

Ailesbury Election.

Ordered, That the Reports from the Committee of Privileges and Elections, touching the Election for the Borough of Ailesbury, in the County of Bucks; and touching the Election for the Borough of Haslemere, in the County of Surrey; be made upon Tuesday Morning next.

Billingsgate Fish Market.

Ordered, That the Bill for making Billinsgate a free Market for Sale of Fish be read a Second time upon Saturday Morning next.

Sir Robert Rich, from the Lords Commissioners of the Admiralty, according to Order, presented to the House, an Abstract of the superior Orders touching passing Accounts, as it was sent to the Lords Commissioners of the Admiralty, by the Commissioners of the Navy; with Reasons for giving the said Orders: And

3 October 92. ditto The Muster-masters of the Red and Blue's Salaries increased to 200l. per Annum each; and each of them a Clerk, at 50l. per Annum The Navy-Board have often represented the Usefulness of these Officers; and the Salary was increased for their Encouragement.
20 ditto ditto To pay Captain Bembow his Salary, as Master-Attendant at Deptford, for the time he acted as Master of the Sovereign, and Captain of the Britannia, over and above his Wages, as Master and Captain, as aforesaid He performed the Duty of fitting out the Fleet, as it is said before, of the Master-Attendant at Chatham; and the Flag-Officers desired him; and it would have been a Hardship to remove him from a certain Employment, to one that was not so.

17 January ditto To make an Allowance of 20s. a Day to Hen. Killigrew, Esquire, Sir Ralph Delavall, and Sir Cloudesly Shovell, for their Table, while they were joint Admirals Usual Table-money.
23 January ditto To continue in Day-wages, on Shore, the Seamen of the great Ships, who were entertained in carrying on the Works at Chatham, until the Ships to which they belong shall fall down into deeper Water The Navy-Board proposed it in Consideration of the absolute Necessity of timely carrying on the Works at that Place.
16 March ditto To make an Allowance of Ten Pounds a Year, House-rent, to the Officers at Plymouth, until the Houses designed for them are finished; and the same Paper-money as the like Officers at Plymouth The Navy-Board's Proposals, in Consideration of their Care and Pains.
19 March ditto To increase the Wages of the Flag-Officers, Commanders, &c. as undermentioned; viz. In pursuance of his Majesty's Order in Council, the better to encourage these Officers to a strict Performance of their Duty; and that they might have no Pretence to neglect the same, by reason of the Scantiness of their Wages.

15 July ditto To increase the Salary of Mr. John Clark, Mr. Michael Howen, and Mr. Kendrik Edisbury, to 200l. per Annum each Proposed by the Navy-Board, in Consideration of certain Perquisites which were not thought fit to be continued.
12 September ditto To make an Allowance of 10s. a Day to Henry Priestman, Esquire, from the Date of his Commission to be Commander in Chief of his Majesty's Ships employed against Sally, in 1684, to the Time the Bonadventure was paid off, over and above his Pay, as Commander of her In Consideration of his great Care and Pains in the putting in Execution the Orders he received from the then Commissioners of the Admiralty, not only in commanding the said Squadron, but in taking care for the cleaning and resitting the Ships, and other Services committed to his Care.

3 January ditto To increase the Salaries of the Officers of the Yards, as undermentioned; viz. Directed by his Majesty in Council, the 19th of December last: It first arose from a Petition of the respective Officers, setting forth their Increase of Business, and the Smallness of their Salaries; as also, that the Perquisites formerly enjoyed by them, were taken away in the Year 1674, but promised to be restored; and the Navy-Board taking this into Consideration, by our Order, reported, That it being of Importance to the Nation, to encourage Men so intrusted, they were of Opinion, it would be a Service to the Crown, to increase the Salary of the superior, and the Day-wages of the inferior, officers of the Yards, according to a Table annexed to their Letter; which, they say, they did proportion according to the respective Trusts of the said Officers; and proposed the taking off all other Perquisites, as Exchequer-Fees, Nights, and Tides, extra' Allowances for Surveys, &c.

Whereas a Commission was granted the 26th of April 1684, by the then Commissioners for executing the Office of Lord High Admiral of England, appointing Henry Preistman Esquire Commander in Chief of his Majesty's Ships and Vessels employed against Sally; we do hereby desire and direct you to sign Bills on the Treasurer of the Navy, for the paying to him an Allowance of 10s. per diem, from the Date of the aforesaid Commission, to the Time that the Bonadventure came home, and was p id off; of which Ship he was then Captain; besides his Pay as Commander of the said Ship. Navy-Office, 12 February 1698.

The humble Reply of the principal Officers and Commissioners of his Majesty's Navy, to the Order of the Honourable House of Commons, of Yesterday's Date, concerning his Majesty's Ship the Resolution.

That the said Ship was at Sea the 24th of November past; it appearing, by our Books, That she sailed from the Buoy of the Nore the 7th of that Month: That she returned to the Downes the 3d of December, and sailed to Spithead the 31st; where she remains, in a Condition for the Sea, as we believe, having heard nothing to the contrary, nor received any Order for laying her up, and paying her off.

Ayre and Calder Navigation.

A Petition of the Mayors, Sheriffs, Citizens, and Commonalty, of the City of Lincoln, was presented to the House, and read; setting forth, That several Proposals having been made for making the Rivers Ayre and Calder navigable; and the House having given Leave to bring in a Bill for that Purpose; the Petitioners pray, That the House will give all due Encouragement to the Undertakers of so good a Work; which will be to the great Advantage of the Woollen Manufacture in the North of England, and the Petitioners also, who have great Dealings in those Parts.

Ordered, That the said Petition do lie upon the Table until the Bill for making the said Rivers navigable be read a Second time.

State of the Navy.

The House, according to the Order of the Day, resolved itself into a Committee of the whole House, to consider further of the State of the Navy,

Mr. Speaker resumed the Chair.

Mr. Boyle reported from the said Committee, That they had made a further Progress in the Matter to them referred; and had directed him to move, That they may have Leave to sit again,

Resolved, That this House will, upon Monday Morning next, resolve itself into a Committee of the whole House, to consider further of the State of the Navy.
