A Bill for the naturalizing Captain John Meoles was read a Second time.

Resolved, That the Bill be committed to Mr. Churchill, Mr. Tredenham, Mr. Clark, Colonel Crawford, Colonel Granvill, Mr. Kirkby, Sir Robert Cotton, Mr. Foster, Sir Robert Eden, Lord Cornbury, Mr. Morgan, Mr. Vivian, Mr. Buller, Mr. Mason, Mr. Hughes, Mr. Dyot, Mr. Osborn, Mr. Moor, Mr. Hoblyn, Colonel Granville, Mr. Yates, Sir Robert Davers, Mr. Harvey, Mr. Lutterell, Mr. Lowther, Mr. Clayton: And they are to meet this Afternoon at Five a Clock, in the Speaker's Chambers.

St. Eloy's Nat.

Sir Bevill Granville, according to Order, presented to the House a Bill to naturalize Isaac Gouyquett St. Eloy: And the same was received; and read the First time.

Qualifying Deputy-Lieutenants.

Ordered, That Leave be given to bring in a Bill for qualifying Justices of Peace, and Deputy-Lieutenants: And that Mr. Topham, Sir Robert Davers, and Mr. Harcourt, do prepare, and bring in, the Bill.

Duty on Leather.

A Petition of the Tanners, Glovers, Skinners, Shoemakers, Curriers, Sadlers, and Whit-tawers of Leather, in the Town or Borough of Rosse, in the County of Hereford, was presented to the House, and read; setting forth, That the Duty payable upon Leather is so very grievous to the Petitioners, that for want of a Stock to pay the Duty, after they have made their Wares ready for Sale, and before they can sell them, that they are forced to give over their Trades; and others, who still go on with their Trades, find such Difficulties, by reason of the said Tax, that they are not able to employ Journeymen, and poor People, as formerly, whereby the Poor are reduced to great Want; and, if the said Duty be continued, it will force the most substantial of the Petitioners to give over their Trades: And praying, That the said Duty may be taken off.

Ordered, That the said Petition do lie upon the Table.

Ship Nazareth.

A Bill for the Ship Nazareth to trade as a free Ship was, according to Order, read the First time.

Resolved, That the Bill be read a Second time.

Moore's Estate.

A Bill for the Sale of the Manors of Halwill and Beckett, with their Appurtenances, in the County of Devon, being the Lands of John Moore Esquire, by Trustees, for the Payment of the Debts of the said John Moor, was read a Second time.

Resolved, That the Bill be committed to Mr. Hoblyn, Sir Rich. Farrington, Mr. Yates, Mr. Hayes, Mr. Hughes, Mr. Heveningham, Mr. Smith, Mr. Clark, Mr. England, Sir Cha. Turner, Mr. Gurdon, Mr. Crane, Mr. Philips, Sir Edward Hussey, Sir John Bolls, Mr. Freke, Mr. Vivian, Mr. Dyott, Sir Robert Davers, Mr. Lowther; and all that serve for the Counties of Devon and Cornwell: And they are to meet this Afternoon at Five a Clock, in the Speaker's Chamber.

Army Arrears.

A Petition of Mary Berrington, Aunt and Executrix of John Berrington, late Captain in the Marine Regiment then commanded by the Right Honourable the Earl of Torrington, was presented to the House, and read; setting forth, That, upon a stated Account, there appeared to be due to the said Captain, in 1692, the Sum of 268 l. 13s.; ever since when, the Petitioner has constantly applied to the former Agents of the said Regiment; and of late to Mr. Richard Harnage, the present Agent, who hath actually the Arrears of the Regiment to the time aforesaid; yet he refuses to pay the Petitioner her said Nephew's Arrears: And praying the Relief of the House therein.

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the Petition of the Soldiers of Colonel Coot's Regiment is referred: And that they do examine the Matter thereof; and report the same, with their Opinion therein, to the House.

Leave of Absence.

Ordered, That Mr. Chivers have Leave to go into the Country for a Month, for Recovery of his Health.

Hamborough Company.

A Petition of the Merchants, Clothiers, Clothworkers, and other Dealers in the Woollen Manufactures of Leeds, and Parts adjacent, in the West Riding of the County of York, was presented to the House, and read; setting forth, That the Petitioners are informed, a Petition hath lately been presented to the House, under the Title of divers Merchants, Clothiers, Clothworkers, and others in Leeds, and elsewhere, in the West Riding of the County of York; setting forth, That great Advantages have accrued to them, and the Publick, under the Protection of the Hamborough Company; but the Petitioners represent the miserable Effects that will ensue the greatest Manufacture of England, if once it be brought under the Restraint of the narrow Markets of the Hamborogh Company, which hath, under the Freedom of Trade, since the late Revolution, so very much increased in all its several Branches, to the general Interest of England: And praying, That they may be heard, by Counsel, against the Suggestions of the said Petition; and for the true Advancement and Promotion of the English Woollen Manufacture.

Ordered, That the said Petition do lie upon the Table until the Report relating to the Hamborough Company be taken into Consideration.

Sir John Thorold, according to Order, presented to the House a Bill to naturalize William Lloyd, Cornelius de Witt, and Godfrey Lloyd: And the same was received; and read the First time.

Resolved, That the Bill be read a Second time.

Blackwell-hall Market.

A Petition of the Governors of Christ's Hospital, London, was presented to the House, and read; setting forth, That the Care of Blackwell-hall Market is under the Petitioners Government; out of which certain ancient Duties are paid, for the Relief of the Children of the said Hospital: That, by a late Act, made in the 8th and 9th Year of his Majesty's Reign, to restore the Market at Blackwell-hall to the Clothiers; and for regulating the Factors there; the said Market is abated; and the Petitioners Revenue lessened thereby, as they conceive: And, there being a Bill, depending in this House, for making the said Act more effectual, the Petitioners pray to be heard, what they have to offer, in relation to the said Bill, and Act of Parliament.

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the said Bill is committed.

Executing Judgments in America.

Ordered, That the Bill, That Judgments and Decrees, hereafter to be obtained in his Majesty's Courts of Law and Equity in England, may be executed in the English Plantations and Colonies in America, be read upon Wednesday next, after Twelve a Clock.

Abington Election.

Ordered, That the Report, from the Committee of Privileges and Elections, touching the Election for the Borough of Abington, be made upon Friday Morning next.

Leave of Absence.

Ordered, That Sir Thomas Tipping have Leave to go into the Country for Ten Days, upon extraordinary Occasions.

Persons committed for attempting to bribe Members.

Mr. Dalby Thomas, Mr. John Freeman, Mr. Green, and Mr. Plaisted, attending, according to Order;

They were called in severally; and examined; and afterwards all together, to confront each other.

And then they withdrew.

Resolved, Nemine contradicente, That John Freeman, in attempting to defraud the Company of Distillers of the Sum of Six hundred Pounds; and pretending therewith to gain an Interest with the Members of this House, to get the Bill thrown out, which was for prohibiting the Distilling of Spirits from Corn; is guilty of a very great Crime, and, as far as in him lay, of bringing a scandalous Reflection upon this House.

Ordered, That the said John Freeman be taken into the Custody of the Serjeant at Arms attending this House.

Resolved, Nemine contradicente, That Dalby Thomas, having been concerned with the said John Freeman in the Offences aforesaid; and having, upon his Examination, prevaricated with this House; be taken into the Custody of the Serjeant at Arms attending this House.

Punishments of Offences against the House.

Ordered, That a Committee be appointed to consider, and report to the House, what Punishments have been inflicted upon Persons guilty of Offences against this House:

And it is referred to Sir Chr. Musgrove, Mr. Sloane, Lord Coningsby, Sir Rich. Onslow, Mr. Heveningham, Mr. Gwyn, Sir Edward Seymour, Sir Rowland Gwyn, Sir Robert Davers, Sir Henry Ashurst, Sir Bart. Shower, Sir John Bolls, Mr. Calthrop, Sir Richard Farrington: And they are to meet this Afternoon at Five a Clock, in the Speaker's Chambers.

Ludlow Election.

Ordered, That the Report, from the Committee of Privileges and Elections, touching the Borough of Ludlow, be made upon Friday Morning next.

Supply.

Resolved, That this House, which is, every Tuesday, Thursday, and Saturday, to resolve itself into a Committee of the whole House, to consider of the Supply to be granted to his Majesty, will have nothing to intervene their Consideration of the said Supply.
