Prayers.

Duties on Leather.

A PETITION of the Fellmongers, Glovers, and Leather-dressers, within the Borough of Richmond in the County of York, was presented to the House, and read; setting forth, That, by the Duty laid upon Sheep and Lambs Leather, the Market that the Petitioners keep are become so very low, that they can scarce take so much Money as will defray their Charges and Expences; and this Decay of Trade has brought the Petitioners into a very low Condition; and should the said Tax be continued, it will be their utter Ruin: And praying the same may be taken off.

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the Petition of the Aldermen, Stewards, and Company of Fellmongers, Leather-dressers, and Glovers, in the City of Chester, is referred: And that they do examine the Matter; and report the same, with their Opinion therein, to the House.

Poor Relief.

Mr. Pagit, according to Order, presented to the House a Bill to explain the Act, passed the last Session of Parliament, intituled, An Act for supplying some Defects in the Laws for Relief of the Poor of this Kingdom: And the same was received.

The Bill was read the First time.

Resolved, That the Bill be read a Second time.

Turner's Estate.

Ordered, That Leave be given to bring in a Bill for supplying a Defect in a Conveyance lately made by Sir Edward Turner Knight, and Charles Turner Esquire, his Son, for the more effectual securing the Sum of 12,000 l. and Interest, upon their Estate.

Privilege.

A Complaint being made to the House, by Mr. Tankard, a Member of this House, That Mr. Edward Morris, Minister of Aldborough in the County of York, had intercepted Letters of the said Mr. Tankard's, which were sent by the Post;

Ordered, That the said Mr. Morris be summoned to attend this House, upon Monday come Fortnight, to answer the said Complaint.

Leave of Absence.

Ordered, That Sir Bazil Dixwell have Leave to go into the Country for Three Weeks, having been lately very ill.

Irish Arrears.

Mr. Fox presented to the House an Account, touching the Matter of the Petition of Archibald Lawrimer, and Jacob Smith, in behalf of themselves, and others the Soldiers under the Command of the late Colonel Robert Bierly, and Colonel Hugh Windham, in the Reducing of Ireland.

And the same was read; and is as followeth; viz.

In obedience to an Order of the 3d Instant, We do humbly represent to this House, That the Pay-Office doth only keep a general Account between the King and each Regiment: And therefore it is impossible for us to give an Account of what is due to any particular Officer or Soldier; which the Captains of each Troop or Company can only do: And therefore it will be necessary, That the Colonel and Captains of the Regiment of Horse, commanded by Colonel Hugh Windham, to which Archibald Lawrimer, Jacob Smith, &c. your Petitioners, did belong, be directed to state the Accounts of their respective Troops, in order to their being satisfied out of what remains still due to clear the Regiment to the 1st of April 1692; which is the Sum of 1,478 l. 16 s. 6¾d.

All which is most humbly submitted to the great Wisdom of this House.

Ordered, That the Consideration of the said Petition and Account be referred to the Committee, to whom the Petition of Thomas Oldershaw and John Williams, on behalf of themselves, and the rest of the Troopers who served in Colonel Langston's Regiment during the Wars of Ireland, and since incorporated into several Regiments in Flanders, is referred: And that they do examine the Matter thereof; and report the same, with their Opinion therein, to the House.

Irish Arrears.

A Petition of the Men reduced out of the Right Honourable the Earl of Arran's Regiment of Horse, in behalf of themselves, and several other Regiments of Light Horse, and the Right Honourable the Lord Raby's Dragoons, was presented to the House, and read; setting forth, That they had their Horses taken from them in Flanders, without any Satisfaction, though they brought them in: That, ever since 1693, they have paid 6d. per Day for mounting, except last Campaign, and in 1694, when Nine Guilders a Man was allowed to him that brought his Horse into Garison in good Order: That 3½ d. a Day has been stopped out of their Subsistence all the time they were in Flanders, for Returns of Money; and they are not yet paid their Irish Arrears: That they have waited Nine Weeks, since their Arrival in England, expecting what is due to the Petitioners; the Disappointment whereof, has reduced many of them to want Bread: And praying, That they may have Justice done them.

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the Petition of Tho. Bampfyld's Estate.

A Bill to enable certain Trustees, therein named, to make, renew, and fill up, Leases of the Estate of Sir Coppleston Warwick Bampfyeld, during his Minority; and in case of his Death without Issue Male, during the Minority of his Brother John Bampfyld; was read a Second time.

And the Question being put, That the Bill be committed;

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the said Bill is committed.

Grants from the Crown.

Ordered, That the Receivers and Auditors of the Duchy of Lancaster do lay before this House an Account of all Grants, since the 3d Day of December 1696, in that Duchy.

Ordered, That there be laid before this House a Copy of the Constat annexed to a Warrant of the 12th of January 1697, importing a Grant of Lands, Tenements, and Hereditaments, Parcel of the Manor and Bailiwick of St. James's, in the County of Middlesex; included in the Account of Grants laid before this House.

Ordered, That there be laid before this House a Copy of a List, directed in Letters to the Lords Justices of Ireland, of the 15th of September 1697, for granting several forfeited Lands and Estates, specified therein, amounting to the clear yearly Value of 2,001 l. 18s. 9½d. included in the Account of Grants laid before this House.

Ordered, That there be laid before this House a Copy of a Schedule, annexed to Letters to the Lords Justices of Ireland, of the 23d of April 1697, for granting unto Maurice Annesley Debts, Judgments, Mortgages, and Incumbrances therein mentioned, on a Report from the chief Governors; included in the said Account of Grants laid before this House.

Ordered, That there be laid before this House a Copy of the Schedule, mentioned in Letters to the Lords Justices of Ireland, of the 1st of December 1697, for demising to Thomas Cook several Lands forfeited to his Majesty; together with a Report of the Lords Justices, relating thereunto; included in the said Account of Grants laid before this House.

Ordered, That there be laid before this House a Copy of the Schedule, specified in a Letter to the Lords Justices of Ireland, of the 15th of September 1697, for granting to the Marquis of Puisar, and his Heirs, several forfeited Estates, therein specified; included in the said Account of Grants laid before this House.

Ordered, That an Account be laid before this House of all Grants, made in England and Ireland, of Estates real and personal, since the 13th Day of February 1688.

Ordered, That an Account be laid before this House of all Gifts and Gratuities, since the said 13th Day of February 1688.

Ordered, That there be laid before this House a Copy of the Warrant, mentioned in Letters to the Lords Justices of Ireland, of the 16th of April 1697, for granting to Thom. Raylton Esquire, several Judgments forfeited to his Majesty in Ireland, on a Report of the Lords Justices, and Mr. Attorney-General, of Ireland; together with the said Report; included in the said Account of Grants laid before this House.

Ordered, That the Clerk of the Crown do lay before this House Copies of all Bills which have passed under the Great Seal of England, to be passed into Acts of Parliament in Ireland, for Confirming of any Grants of forfeited Estates there.

Resolved, That this House will, upon Thursday Morning next, take into a Consideration the Accounts of Grants from the Crown, laid before this House.

Discount on Tallies.

Ordered, That an Account be laid before this House of what Warrants have been directed to the Auditor of the Imprest, for allowing any Interest or Discount of Tallies or Exchequer-Bills.

Supply Bill; Discount on Exchequer Bills.

Sir Thomas Littleton, according to Order, reported from the Committee of the whole House, to whom the Bill for reducing the Discount on Exchequer-Bills, and giving them a better Currency, was committed, the Amendments made by the Committee to the said Bill; which they had directed him to report to the House; and which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were once read throughout; and then a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.

A Clause was offered to be added to the Bill, with Blanks, That no Broker shall deal for any Parliamentary Security, but such as are appointed by the Treasury:

And the same was twice read; and the Blanks filled up.

And the Clause was, upon the Question put thereupon, agreed unto by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Supply.

Resolved, That this House will, To-morrow Morning, resolve itself into a Committee of the whole House, to consider further of the Supply to be granted to his Majesty.

Buying and selling Offices.

Ordered, That Leave be given to bring in a Bill to prevent the Buying and Selling of Offices: And that Colonel Wharton do prepare, and bring in, the Bill.
