Prayers.

Foster's Estate.

AN ingrossed Bill, from the Lords, intituled, An Act for the confirming of a Grant and Settlement made by William Foster Esquire, of divers Manors and Lands in the County Palatine of Durham, and County of Northumberland, to Thomas Lord Fairfax, and others upon certain Trusts and Uses therein mentioned, was read the First time.

Resolved, That the Bill be read a Second time.

Woollen Manufacture.

A Petition of the Mayor, Aldermen, Deputy-Lieutenants, and Common-Council, as also the Merchants, Weavers, Fullers, and others concerned in the Woollen Manufacture, in the City of Exon, was presented to the House, and read; setting forth, That the Petitioners have, for several Years past, exported into Flanders vast Quantities of Serges, and other Woollen Goods; but are advised, since the late Duties laid on their Linen, and the Prohibition of their Lace, they design to prohibit our Woollen Manufacture from being imported into that Country; and to set up the same among themselves; to the Prejudice of this Kingdom in general, but particularly the Western Parts: And praying the same may be considered, and Relief afforded them therein.

Ordered, That the said Petition do lie upon the Table until the Bill for fixing the Determination of the last Act for prohibiting the Importation of Bone-lace to be Six Months, from the End of this Session of Parliament, be brought in.

Penalties under Act of Navigation.

Ordered, That Leave be gived to bring in a Bill to discharge several Ships from the Penalties of the Act of Navigation, who, by reason of their Men being pressed at Sea into his Majesty's Service during the late War, were disabled from performing their Voyages, according to the Directions of the said Act: And that Mr. Moor and Mr. Yates do prepare, and bring in, the Bill.

Seliard's Estate.

Mr. Brewer reported from the Committee, to whom the ingrossed Bill, from the Lords, intituled, An Act for vesting certain Lands of Sir Thomas Scliard Baronet, in the County of Kent, in Trustees, to be sold, for the Payment of his Sisters Portions charged therewith, was committed, That they had examined the same; and found the Allegations therein to be true; and that all Parties concerned therein had given their Consents to the Bill; and that the Committee had directed him to report the same to the House, without any Amendment: And he delivered the same in at the Clerk's Table.

Lordington, &c. Manors.

An ingrossed Bill, from the Lords, intituled, An Act for Sale of the Manor of Lordington, alias Lurtington, and Whitwey, and divers Lands, in the County of Sussex; and for laying out 5,000 l. in purchasing other Lands, to be settled in lieu thereof; was read a Second time.

Resolved, That the Bill be committed to Mr. Ogle, Sir John Mordant, Mr. Thornhaugh, Sir Chr. Hales, Sir Thomas Wagstaffe, Mr. Bridgman, Sir Thomas Day, Mr. Palmes, Sir William Villers, Mr. Crane, Sir Henry Gough, Sir Richard Cocks, Sir John Packington, Sir Thomas Frankland, Mr. Yates, Sir Wm. Ayr and Calder Navigation.

The House, according to Order, proceeded to take into Consideration the Amendments, made by the Lords, to the Bill, intituled, An Act for the making and keeping the Rivers Ayr and Calder, in the County of York, navigable:

And the same, being read, are as follow; viz.

5 Pr. 20 L. Leave out "such:"

7 Pr. 32 L. For "intessed," read "interested:"

9 Pr. 13 L. For "Prizes," read "Prices:"

12 Pr. 17 L. After "Height," insert "and also shall, from time to time, maintain and repair the said Banks, as often as Occasion shall require."

The said Amendments, being severally read a Second time, were, upon the Question severally put thereupon, agreed unto by the House.

Ordered, That Sir Bryan Stapleton do carry the Bill to the Lords, and acquaint them, That this House hath agreed to the said Amendments.

Duties on Glass.

A Bill for taking off the remaining Duties on Glass was, according to Order, read a Second time.

Resolved, That the Bill be committed to a Committee of the whole House.

Resolved, That this House will, upon Friday Morning next, resolve itself into a Committee of the whole House, to consider of the said Bill.

Wake's Estate.

An ingrossed Bill, from the Lords, intituled, An Act to enable Samuel Wake, alias Jones, to sell Lands to pay Debts; and to purchase other Lands adjoining to and formerly Parcel of, his Manor of Waltham, alias Waltham Holy-Cross, in the County of Essex, to be settled to the same Uses; was read a Second time.

Resolved, That the Bill be committed to Mr. Blaake, Mr. Palmes, Mr. Lutterell, Sir Walter Young, Lord Cornbury, Sir Robert Edon, Major-General Trelawney, Sir James Howe, Mr. Hoar, Mr. Bulkley, Sir Just. Isham, Sir Charles Barrington, Sir Tho. Travell, Brigadier Trelawney, Mr. Harcourt, Lord Coningsby, Mr. England, Sir John Wolstenholme, Mr. Mounstevens, Mr. Paget, Mr. Brotherton, Sir Henry Gough, Sir Fran. Petition for legalizing a Ship.

A Petition of John Taylor, Merchant, was presented to the House, and read; setting forth, That he is under Contract for supplying his Majesty's Naval Stores with the largest Masts that are used in the Navy; and hath bought a large Cat-Vessel for that Use: And praying That the said Vessel may be inserted into the Bill now before this Honourable House for making the Ship Hope free.

Resolved, That the Petition be rejected.

Leave of Absence.

Ordered, That Mr. Miller have Leave to go into the Country, upon extraordinary Occasions.

Bridges' Estate.

An ingrossed Bill, from the Lords, intituled, An Act for the vesting and settling the Estate of Anne Bridges, an Infant in Bermudas, alias The Sommer-Islands, in America, in and upon Trustees, to be sold; and laying out the Money, arising by such Sale, in England, for the Use of the said Anne Bridges; was read a Second time.

Resolved, That the Bill be committed to Mr. Bridges, Mr. Clayton, Sir Will. Coriton, Mr. Pitfeild, Mr. Varney, Mr. Winnington, Mr. Mounstevens, Sir Tho. Wagstaffe, Sir Rowland Gwyn, Mr. Rowney, Sir Robert Edon, Mr. Foley, Mr. Gwynne, Sir Godfrey Copley, Mr. England, Mr. Hayes, Sir Barth. Bridges' Estate.

A Petition of Richard Brinley, of London, Gentleman, Administrator of Richard Brinley, deceased, was presented to the House, and read; setting forth, That Sir John Heydon, late of Coventry, Knight, did, in the Year 1668, become indebted, by Bond, unto the said Richard Brinley, deceased, in the Sum of 200 l. conditioned for Payment of 119 l. 16s. in February 1669: That the Petitioner having resided beyond Seas these 14 Years past, and, since his Arrival in England, found the said Bond abovementioned; and, inquiring after the said Sir John Haydon, who was then dead, made Application to the Lady Anne Boughton, his only Daughter and Heir; who refused the Payment, alleging she had not Assets: That, by the Act, now depending, for vesting and settling the Estate of Anne Bridges, an Infant, in Bermudas, alias The SommerIslands, in America, in and upon Trustees, to be sold, and laying out the Money in England for the Use of the said Anne Bridges, the Petitioner is advised, the Premises therein mentioned are subject to the Payment of the said Bond: And praying a Clause may be brought in to make the said Premises liable thereto.

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the said Bill is committed; and that the Petitioner be heard before the Committee thereupon.

Leave of Absence.

Ordered, That Sir Cloudesly Shovell have Leave to go into the Country, upon extraordinary Occasions.

Abuses in King's Bench and Fleet Prisons.

Ordered, That the Report from the Committee, to whom it was referred to inquire into the ill Practices and Abuses of the Prisons of the King's-Bench and Fleet, be made upon Saturday Morning next.

Ship Hope.

Ordered, That Mr. Cowper, Mr. Burrard, Mr. Yates, Mr. Blofeild, Sir John Fagg, Mr. Mounstevens, Mr. Blaake, Mr. Freeke, be added to the Committee, to whom the Bill to enable the Ship Hope, of great Length, and very serviceable for bringing Masts into this Kingdom, to trade as an English-built Ship, was committed.

Woollen Manufacture.

Ordered, That the Amendments, made by the Lords to the Bill, intituled, An Act to prevent the Exportation of Wool out of the Kingdoms of Ireland and England into foreign Parts; and for the Encouragement of the Woollen Manufactures in the Kingdom of England; be taken into Consideration upon Friday Morning next.

Privilege—Libellous Publication.

A Complaint being made to the House, by Sir Robert Cotton and Sir Thomas Frankland, Postmasters-General, of a printed Paper, delivered at the Door of this House, intituled, "The Case of John Woodgate, late Postmaster of "Canterbury," greatly reflecting upon them for what they have done in their Offices; One of which printed Papers was delivered in at the Clerk's Table; and there read;

Ordered, That it be referred to a Committee, to examine the Matter of the said Complaint; and report the same to the House:

And it is referred to Mr. Thursby, Sir Will. Robinson, Mr. Smith, Sir Will. Hustler, Mr. Cooke, Sir Barth. Privilege of a Member in a Suit.

Ordered, That the Report from the Committee of Privileges and Elections, upon the Petition of Dame Elizabeth Wyndham, be made upon Friday Morning next.

Exporting Wool.

Ordered, That the Bill for the more effectual preventing the Exportation of Wool from England, be read a Second time upon Saturday Morning next.

Supply Bill; Land Tax.

Ordered, That it be an Instruction to the Committee of the whole House, to whom the Bill for granting to his Majesty the Sum of One million Four hundred Eightyfour thousand and Fifteen Pounds One Shilling Elevenpence Three Farthings, for disbanding the Army, providing for the Navy, and for other necessary Occasions, is committed, to receive a Clause for appointing a further time for Persons to make Oath, and register Tallies, who did not do the same within the time appointed for that Purpose.

Ordered, That it be an Instruction also to the said Committee, That they have Power to receive a Clause, or Clauses, to appropriate the Overplus of the Customs before Christmas next, and the Duties upon wrought Silks from . . . East Indies and Persia, resolved to be applied towards the Supply to be granted to his Majesty.

Making Militia more useful.

Resolved, That this House will, upon Saturday Morning next, resolve itself into a Committee of the whole House, to consider of the Bill to make the Militia of this Kingdom more useful.

Supply Bill; Land Tax.

The House, according to Order, resolved itself into a Committee of the whole House, to consider further of the Bill for granting to his Majesty the Sum of One million Four hundred Eighty-four thousand and Fifteen Pounds One Shilling Eleven-pence Three Farthings, for disbanding the Army, providing for the Navy, and for other necessary Occasions.

Mr. Speaker left the Chair.

Mr. Cowper took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Mr. Cowper reported from the said Committee, That they had gone through the Bill; and had made several Amendments; which they had directed him to report, when the House will please to receive the same.

Ordered, That the said Report be made upon Friday Morning next.

Duty on Irish Linen.

Ordered, That the Bill to encourage the Linen Manufacture in Ireland, be read a Second time upon Saturday Morning next.

Committees.

Ordered, That all Committees be adjourned.

Officers and Soldiers to exercise Trades.

Ordered, That the Bill to enable such Officers and Soldiers as have been in his Majesty's Service to exercise Trades, be read a Second time To-morrow Morning.
