Poor Strangers, &c.

THE humble Petition of the Ministers, John de la Marche * * * *

Mr. Vassals, Mr. White, Mr. Rolle, Mr. Jennour, Mr. Ashe, Mr. Bell, Mr. Saloway, Mr. Moore, Mr. Gourdon, Mr. Herbert:

Ordered, That this Committee, or any Three of them, upon Certificate from the Dutch and French Church, of such poor Strangers that are not able to continue here without begging, by reason of the Decay of Trade, shall testify so much to Mr. Speaker, that he may grant his Warrant to pass them beyond Seas.

It is referred to this Committee, to testify the Names of Planters likewise; that such may have Mr. Speaker's Warrant to pass to their Plantations.

Deputy Lieutenants.

Resolved, That this House doth nominate and approve of Sir H. Roe Knight, to be Deputy Lieutenant of the County of Middlesex.

Resolved, &c. That this House doth nominate and approve of Sir Wm. Strickland and Mr. Tho. Westrowe, to be Deputy Lieutenants of the County of Kent.

Lord Lieutenant of Somersett.

Resolved, &c. That this House doth nominate and approve of the Earl of Pembroke, to be Lord Lieutenant of the County of Somersett.

Message to Lords.

Sir Edw. Hungerford carried to the Lords these Votes: And the Order for raising of Five thousand Foot, by way of Imprest, out of London and Counties adjacent, for Sir Wm. Waller: The Order concerning Mr. Cage's borrowing Money for the Navy: The Order for Payment of the Garison of Aylesbury: The Order concerning Mrs. Pettus.

Army Affairs.

Ordered, That the Deputy Lieutenants of the County of Herts do take especial care, that the Horse already raised, in that County, be forthwith sent to the Earl of Manchester, according to the Ordinance: And that they use their Diligence for the speedy raising and sending away of the rest, according to the Ordinance.

Ordered, That the Deputy Lieutenants of the County of Surry do forthwith, at their Peril, put the Ordinance for raising a Body of Horse, in Execution in that County; and raise the Horse, assessed upon them by the said Ordinance, with all Speed and Diligence.

Farneham Cattle.

Resolved, &c. That this House doth nominate and approve of Colonel Jones, Governor of Farneham Castle, to be one of the Deputy Lieutenants in the County of Surry.

Deputy Lieutenant of Chester.

Resolved, &c. That this House doth nominate and approve of Mr. Jo. Ley, of Boothes, to be one of the Deputy Lieutenants of the County of Chester.

Affairs of Norfolk.

Resolved, That Sir Jo. Holland and Mr. Framlingham Gawdy be enjoined forthwith to go down into the County of Norfolk, to put in Execution the Ordinances, of the weekly Assessments; the Sequestrations; the Twentieth Part; and the other Services of Parliament: And that from time to time, weekly, an Account be given of their Proceedings; and that none do move against this Order, but between the Hours of Ten and Twelve: And that they take especial Care, that, in particular, all those Gentlemen's Estates, that were in Arms against the Parliament at Leystoffe, at Mr. Austin Holl's House, and that are now at Linne; and that the Estates of those Gentlemen that are in Holland, and other Parts beyond the Seas, and have had Summons left at their Houses, according to the Order, and have not thereupon returned; be sequestred: And that the Serjeant give Sir John Holland notice of this Order.

Raising Horse.

Ordered, That the Deputy Lieutenants of the County of Kent do forthwith put the Ordinance for raising a Body of Horse in Execution in that County, and raise the Horse, assessed upon them by the said Ordinance, with all Speed and Diligence.

Sir H. Heyman and Mr. Browne are appointed to take Care of the Execution of this Order.

Answer from Lords.

Sir Edw. Hungerford brings Answer, That the Lords do agree to the Order concerning Ipswich; the Order concerning the Payment of the Monies for the Garison at Aylesbury: And as for the Ordinance for Pressing of Men for Sir Wm. Waller; and the Ordinance concerning Mrs. Pettus; they will send Answer by Messengers of their own: And do agree to all the Deputy Lieutenants.

Affairs in Kent.

Mr. Bainton, Mr. Browne, Mr. Bence, Mr. Goodwyn, Sir H. Heyman, Mr. Prideaux, Sir Rob. Pye, Mr. Holland, Sir Hen. Mildmy, or any Three of them, are appointed to peruse the Letters out of Kent; and to report the Contents of them To-morrow Morning: And also to inquire what Discouragement the Deputy Lieutenants or Committees of Kent have received.

Raising Horse.

Ordered, That the Deputy Lieutenants, in the several Counties appointed to raise a Body of Horse by the late Ordinance, do forthwith proceed to the raising of the Horse assessed upon their several and respective Counties.

Whitehall.

Ordered, That the Sequestrators in Westminster do seize the Goods of Malignants and Delinquents, sequestrable in Whitehall; and that Two of the Sequestrators be present at the seizing of them, to see that none of his Majesty's own proper Goods be seized, or meddled with.

Order for Pressing, &c.

A Message from the Lords, by Serjeant Whitfeilde and Serjeant Finche;

The Lords have sent back unto you an Order they received from you, concerning Pressing; the which they do agree unto, with this Proviso.

They have likewise sent you down an Ordinance for securing the Houses of the King, Queen, and Prince, grounded upon some Affront the last Night done to Somersett House.

The Proviso was read; and assented unto; and is the very same as is in the End of the printed Ordinance for Pressing.

Answer returned by the same Messengers; That this House has considered their Lordships Message: And as to the Proviso to the Ordinance for Pressing, they do agree: And to the Ordinance concerning the King's and Queen's Houses, they will send an Answer by Messengers of their own.

Leave of Absence.

Ordered, That Sir Jo. Young, and Mr. Hill, shall have Leave to go into the Country, and to be absent from the Service of the House for a Week.

Sir. Martin Lister's House.

Ordered, That Mr. Trenchard do forthwith go to Sir Martin Lister's House, and to know the Cause why the Goods there are about to be carried way; and to report to the House: And, in the mean time, the Goods not to be removed.

Transactions with Scotland.

Sir. Jo. Clotworthy reports from the Committee appointed to treat with the Scotts Commissioners, that the Committee desire this House to print certain Declarations and Letters:

Whereupon it was Ordered, That the Declaration of both Houses of Parliament to the Convention of Estates in Scotland, with their Answer; the Declaration of both Houses to the Assembly of the Kirk of Scotland, with their Answer; the Letter of the Assembly of Divines met at Westminster, to the general Assembly of the Kirk of Scotland, with the Assembly's Answer; the Letters of some Ministers at London to the general Assembly of the Kirk of Scotland, with their Answer; be forthwith printed.

Sir Wm. Parsons.

Ordered, That the Letter concerning Sir Wm. Parsons be referred to the Committee for Irish Affairs.

Loan by Merchant Adventurers.

Ordered, That the Committee of the Navy do acquaint the Merchant Adventurers with the Votes of this House passed on Monday last, concerning their Company; and that this House is willing to give them, by Ordinance of Parliament, the Security of the Customs for the Monies they advance; and that, at Lady Day next, such Persons as they shall appoint, and as shall be approved of by both Houses, shall, by Ordinance of Parliament, enter upon the Customs, and receive the Profits, to the Use of the Parliament, till the Monies be paid, which they advance: And those that shall be so put in, shall have a Salary allowed them, not exceeding Six thousand Pounds per Annum; and not to be put out till such time as the Sixty thousand Pounds, with Interest, be paid. And likewise this Committee has Power make any other Propositions to the Merchant Adventurers, or any others, for the raising of Monies: And Mr. Long is added to this Committee.

Excise.

Upon Mr. Serjeant Wilde's Report from the Committee appointed to consider of the Excise Business:

It is Resolved, &c. That Six-pence in the Pound shall be allowed to the Commissioners for Excise.

Ordered, That the Commissioners of Excise do forthwith proceed in putting the Ordinance of Excise in Execution.

The Oath to be administred to the Commissioners for the Excise.

You shall swear to be faithful and true, in your Place of Commissioner for the Excise, according to the Ordinance of both Houses of Parliament in that Behalf: You shall, according to your Knowledge, execute the same diligently and faithfully, having no private Respects to yourself in prejudice of the Commonwealth: You shall make and deliver a true Account of all your Receipts and Disbursements to such Auditor or Auditors as is, are, or shall be from time to time appointed by both Houses of Parliament, according to the said Ordinance: So help you God, and the Contents of this Book.

Ordered, To be sent to the Lords, for their Concurrence.

Money for Navy.

Ordered, That Sir Arthur Hasilrig, Mr. Hoyle, Mr. Holland, Mr. Reynolds, and Mr. Long, do speak with the present Customers about the advancing of Monies for the Service of the Navy.

Governor of Potesmouth.

Ordered, That Sir Robert Harley do bring in a Letter to be sent to the Lord General, to grant a Commission to Sir Wm. Waller to be Governor of Portesmouth.

Prisoners.

Ordered, That the two Ship Masters, that take care of the Prisoners on Shipboard, be summoned to attend the House To-morrow Morning, to shew Cause why they do not deliver the Prisoners formerly committed on Shipboard, according to the Order of this House.

Chaffont Saint Peters Parsonage.

An Order for sequestring the Parsonage of Chaffont Saint Peters, whereof James Bradshaw is Vicar, to the Benefit of * Chidiock, a godly, learned, and orthodox Divine; was this Day read; and, by Vote, assented unto.
