PRAYERS.

Message to Lords.

MR. Nicoll is appointed to carry up to the Lords the several credential Letters, from both Houses, for Mr. Strickland, to the particular States of the United Provinces: An Ordinance for Repayment, out of the Monies, at Haberdashers Hall, of One thousand Pounds to Sir Robert Harley, for so much advanced by him for the Service of the Army raised for the Defence of the Kingdom, &c.: An Ordinance for Five hundred Pounds, to be paid out of the Monies at Haberdashers Hall, to Captain Crauley, for the Security of the Isles of Guernsey and Jersey: An Ordinance for the constituting and making Robert Earl of Warwick, Lord High Admiral of England: An Ordinance to enforce the Malignants of Lynne, to satisfy the Damages done by them to the Wellaffected, during the Time of the Defection of that Town: Additional Names to the Committee of Sequestrations, for the Town and County of Nottingham: An Ordinance for the Commissioners of Excise at Bury, to pay Four hundred Pounds to Sir John Meldrum.

Minister at Guernsey.

The humble Petition of Samuel de la Place, one of the Assembly of Divines, and Minister in the Isle of Guernsey, was this Day read; setting forth, That, at his coming to attend the Assembly of Divines, at the instant Request of his Parishioners . . . send to the University of Saumur, in France, for one of his Sons to supply his Charge dureing his Absence; he being Master of Arts of Three Years standing in that University; from whence he hath brought good Certificate, both for his Learning, and good Conversation: That nevertheless his Admittance into the Ministry is there denied: It is hereupon Ordered, according to the Desire of the Petitioner, that his said Son be admitted into the Ministry, according to the usual Custom and Order established in that Place.

The Committee of the whole House resumed the Consideration of the Ordinance for recruiting my Lord General's Army.

Assessment of Members, &c.

An Assessment upon the Houses and Estates in Possession of the Members and Attendants of the House of Commons, within the several Places under-mentioned, for the raising of Fourteen thousand Pounds, for one or more Magazine or Magazines of Arms, Ammunition, &c. according to an Ordinance of the Lords and Commons in Parliament, was this Day read: And it is Ordered, That this Rate and Assessment shall be no Precedent for any Rate or Assessment for the future.

Resolved, &c. That this Rate and Assessment shall pass.

Message to Lords.

Sir H. Vane is appointed to go to the Lords, to acquaint them, that this House intends not to sit To-morrow: And he carried up the additional Names to the Committee of Staffordshire.

Tracie's, &c. Petitions.

Ordered, That the humble Petitions of Sir. Jo. Tracie and Sir Wm. Doyly, Knights, be referred to the Committee of Lords and Commons for Sequestrations; to take into a speedy Consideration; and to give the Petitioners such Relief as they shall think fit.

Paston's Plate.

Ordered, That it be referred to my Lord of Manchester, to secure the Plate belonging to Sir Wm. Paston, and seized on at Yarmouth, that it may be disposed on for the Service of the State; and that his Lordship be desired not to restore the same without the Order of this House.

Answer from Lords.

Mr. Nicolls brings Answer, that the Lords do agree to the several Papers he carried up, except That concerning Sir Jo. Meldrun and Sir Rob. Harley; to which they will send an Answer by Messengers of their own.

Money for Intelligence.

Ordered, That One hundred Pounds shall be advanced by the Committee of the Navy, forthwith to my Lord of Warwicke, for Intelligence; and likewise Three hundred Pounds more shall be advanced by the Committee of the Navy, and paid to the Earl of Warwicke, for the Service aforesaid.

Tin Farmers.

Whereas there is Question upon several Parcels of Tin, laden in several Ships, to be transported by the Tin Farmers; the which Business is under Examination, and not yet come to any Determination: It is Ordered, That the Tin Farmers shall give good Security, in Mr. Speaker's Name, for the Use of the Commonwealth, to the Commissioners of the Customs, who know the true Value of the said Tin, to stand to such Order as the House shall settle in this Business; and to pay such Monies as shall be ordered by this House: And that, having given such Security, they shall have Liberty to transport the said Tin: The Lord Admiral is desired, and the Officers whom it concerns, . . . required, to discharge the said Ships, upon the Farmers giving the Security, as aforesaid.

Isle of Wight.

Ordered, That the Treasurers of the Isle of Wight do pay unto Captain Scofield Fourscore Pounds, towards his raising and conveying One hundred Soldiers into the Isle of Wight: And the Deputy Lieutenants of the said Isle are to take care, that the said Monies be paid to Captain Scofield accordingly.

Tin Farmers.

Ordered, That the Business concerning the Tin Farmers be taken into Consideration on Saturday Morning.

Rous' Petition.

Ordered, That the humble Petition of Sir John Rous Knight, be referred to the Committee of Lords and Commons for Sequestrations, to take it into speedy Consideration, for the Petitioner's Relief.

Message from Lords.

A Message from the Lords, by Serjeant Whitfeild and Dr. Ailett;

That the Lords do desire, that Mr. Pym, a Member of this House, may be examined, upon Oath, in the Business between my Lord Wharton and Sir Hen. Mildmy; and to the end have appointed a Committee of Four of their House; and desire this House to appoint a proportionable Number to join with their Committee: And, that in regard Mr. Pym is sick, that the Committee may go to his Lodgings.

The Lords have likewise sent down Two Letters, which they received this Day from beyond Seas, concerning Monies the State owes for Arms and Ammunition bought of Merchant Strangers.

This Committee is appointed to take the Business into Consideration between my Lord Wharton and Sir Hen. Mildmy; and the Message this Day received from the Lords concerning this Business: And to consider of the Paper presented by Sir Hen. Mildmy: And are to present their Opinions upon the whole Matter: And are to meet To-morrow, at Nine Clock, in the Court of Wards.

Excise on Tobacco Pipes.

Ordered, That the Proceed of the Excise on Tobacco Pipes shall be employed for the paying for Arms and Ammunition, for which the State is indebted; and that Daniel Le Segnierre, French Merchant Stranger, to whom this House is indebted for Arms, be first paid.

Ordered, That the Committee for Excise do bring in an Ordinance for the setting an Excise on Tobacco Pipes.

Army Affairs.

Letters from the Lord Fairfaxe, of the Fourth of December and 24 Novembris, and other Dates, were this Day read; informing the House of the Condition of his Army; and desiring a settled Pay for his Soldiers, though it be the less.

Sir Hen. Vane, Mr. Millington, Sir Jo. Curson, Sir Chr. Wray, Mr. Reynolds, Mr. Hill, Mr. Hoyle, Sir Hen. Vane jun. Sir Wm. Allinson, Mr. Lisle, Sir Antho. Irby, Mr. Solicitor, Sir Edw. Aiscoughe, Mr. Knightley, Mr. Tate, Mr. Smith, Mr. Bond, Mr. Blakeston, Mr. Gurdon, Mr. Corbett, Mr. Cage, Sir Wm. Strictland, Sir Walt. Erle, Mr. Perepointe, Mr. Strode, Mr. Holland, Sir Nath. Barnardiston, and all the Gentlemen that serve for Lincolneshire and Yorkshire, or any Six of this Committee, are to take into Consideration the Letters from my Lord Fairfaxe; how the Army and Garisons under his Command may be maintained, by having a constant Pay; and how to regulate the Army; and to inform themselves what hath already been assigned to my Lord Fairfaxe's Army; and what the Obstruction is, that it hath not been performed; and to consider of any thing else that may conduce to the enabling of that Army to subsist: And have Power to send for Parties, Witnesses, and Papers. And the Care of this Business is specially recommended to Mr. Millington and Sir Chr. Wray: And are to meet To-morrow in the Treasury Chamber at Two Clock; and afterwards to meet when and where they please.

Letters from the Lord Gray was read; informing the House of some Defeat given to his Forces in Leicestershire; and desiring Four hundred Arms, and Five hundred Pounds in Monies: Whereupon it was

Ordered, That it be especially recommended to the Committee for the Safety, to furnish my Lord Gray with the Arms and Monies desired; and to take care of the Safety of Leicestershire.

Pennoyer's &c. Petition.

Ordered, That it be referred to the Committee of the Navy, to consider of the Petition of Wm. Pennoyer and Richard Parre, Merchants, and speedily to make Report thereof to the House; and that, in the mean time, the Suits at Law, commenced against them by Wm. Hill, Merchant, for the Hire of a Ship, called the Anne and Elizabeth, be stayed: And that there be no further Prosecution against the said Petitioners, upon Two Actions entered of Sixteen hundred Pounds apiece, until the House give further Order.

Zachary's Ship.

Ordered, That the Committee of the Navy do give Order to the Commissioners of the Navy, for the taking into Pay the Ship whereof Mr. Zachary is Captain, for so long Time as he shall attend upon the Service he now is in, upon the Coast of Holland, or otherwise continued by Order of the Committee.

Payment to Meldrum.

Ordered, by the Lords and Commons in Parliament, That the Commissioners of Excise in London shall allow, upon Account, unto the Sub Commissioners in Bury, Four hundred Pounds; which is to be paid to Sir John Meldrum, for his present Dispatch to my Lord Fairfax: And the former Order of the House of Commons for Payment of Four hundred Pounds to Sir John Meldrum, out of Sir Charles Grosse and Mr. Catlyn their Estates, shall be a Security to them for the Repayment of the same: And Colonel Walton is desired to put the same Order in Execution for the present raising the said Money; and to cause the said Money, so raised, to be paid to the said Committee, at Bury, of Excise: And, upon Receipt of the same, they shall return it the Commissioners of Excise at London.

Boone's, &c. Petition.

Ordered, That the humble Petition of Henry Boone and Edward Fleet, Surgeons, be referred to the Committee at Haberdashers Hall; and especially recommended unto them from this House.
